Alternative for Germany Party Gains Ground Ahead of Elections

Hmm.

At Der Spiegel, "Normalization on the Extreme Right":

The far-right Alternative for Germany party is polling better than it has in several years. With elections approaching next year in a trio of eastern German states, the AfD is seeking to find its way even closer to the political mainstream.

The world wars, says Tino Chrupalla, head of the far-right party Alternative for Germany (AfD), were "a catastrophe" for Germany and Europe. They "divided the continent and weakened it permanently."

Chrupalla speaks of Germany’s "defeats." He doesn’t, however, speak of the millions of dead, nor does he make mention of the Holocaust.

Instead, Chrupalla says that he finds it problematic "to always link remembrance with the question of guilt." Culpability issues should be "superseded by the question of the accomplishments of every civilization." That, he says, is a process the AfD would like to initiate. "Historical guilt should no longer determine the way we act."

Those who may still have been wondering where the AfD stands on the political spectrum and what to think of the party’s leader – who is fond of referring to himself as a mainstream conservative – such utterances should make it abundantly clear. The quotes come from an interview Chrupalla gave to the right-wing extremist blog "Sezession," which appeared two weeks ago – right around the time when the rest of Europe was observing Victory in Europe Day.

Chrupalla’s comments are reminiscent of the rather shocking claims of his predecessor Alexander Gauland, who is today honorary chairman of the AfD. In 2018, Gauland said that Germany had a "glorious history that is much longer than 12 years." And: "Dear friends, Hitler and the Nazis are but a spot of bird shit on German history."

Five years ago, Gauland’s statements triggered widespread indignation. Leading politicians from all of Germany’s democratic parties condemned his comments, the German government branded them as "shameful" and all major media outlets covered the story. There were even voices within the AfD itself demanding an apology, which Gauland then half-heartedly delivered. He regrets the impact they made, he said.

But following Chrupalla’s comments? Crickets. There were no objections worthy of note from his own party nor from other politicians – despite the fact that Chrupalla went even further than Gauland. Gauland at least mentioned the Nazis. Chrupalla, though, did not, nor did he say anything about their crimes.

Getting Used to the Party

The incident shows once again just how entrenched the AfD has become, how the party has become an accepted part of Germany’s political landscape. Ten years after its founding, so many have grown used to the party and its beliefs that not even historical revisionism is sufficient to trigger a debate. Instead, other parties have begun cooperating with the AfD time and again, particularly the Christian Democratic Union (CDU) and the business-friendly Free Democratic Party (FDP), which is part of Germany’s current governing coalition.

Despite being monitored by the Federal Office for the Protection of the Constitution, Germany’s domestic intelligence agency, on suspicions of right-wing extremism, the AfD doesn’t just have representatives in almost all of Germany’s state parliaments and in the Bundestag, the federal parliament in Berlin. It is also polling higher in public opinion surveys than it has in five years. A broad feeling of uneasiness with the current situation could be feeding the rise, as could the fact that the number of refugees arriving in Europe has once again ticked upwards. But are such explanations sufficient?

Mikhail S. Gorbachev, Reformist Soviet Leader, Is Dead at 91

One of the biggest, most important leaders of the second half of the 20th century. He wrought monumental change, literally bringing about the end of the post-WWII Cold War era.

His death was announced on Tuesday by Russia’s state news agencies, citing the city’s central clinical hospital. The reports said he had died after an unspecified “long and grave illness.”

Few leaders in the 20th century, indeed in any century, have had such a profound effect on their time. In little more than six tumultuous years, Mr. Gorbachev lifted the Iron Curtain, decisively altering the political climate of the world.

At home he promised and delivered greater openness as he set out to restructure his country’s society and faltering economy. It was not his intention to liquidate the Soviet empire, but within five years of coming to power he had presided over the dissolution of the Union of Soviet Socialist Republics. He ended the Soviet debacle in Afghanistan and, in an extraordinary five months in 1989, stood by as the Communist system imploded from the Baltics to the Balkans in countries already weakened by widespread corruption and moribund economies.

For this he was hounded from office by hard-line Communist plotters and disappointed liberals alike, the first group fearing that he would destroy the old system and the other worried that he would not. It was abroad that he was hailed as heroic. To George F. Kennan, the distinguished American diplomat and Sovietologist, Mr. Gorbachev was “a miracle,” a man who saw the world as it was, unblinkered by Soviet ideology.

But to many inside Russia, the upheaval Mr. Gorbachev had wrought was a disaster. President Vladimir V. Putin called the collapse of the Soviet Union the “greatest geopolitical catastrophe of the century.” For Mr. Putin — and his fellow K.G.B. veterans who now form the inner circle of power in Russia — the end of the U.S.S.R. was a moment of shame and defeat that the invasion of Ukraine this year was meant to help undo.

“The paralysis of power and will is the first step toward complete degradation and oblivion,” Mr. Putin said on Feb. 24, when he announced the start of the invasion, referring to the collapse of the Soviet Union.

Mr. Gorbachev made no public statement of his own about the war in Ukraine, though his foundation on Feb. 26 called for a “speedy cessation of hostilities.” A friend of his, the radio journalist Aleksei A. Venediktov, said in a July interview that Mr. Gorbachev was “upset” about the war, viewing it as having undermined “his life’s work.”

When he came to power, Mr. Gorbachev was a loyal son of the Communist Party, but one who had come to see things with new eyes. “We cannot live this way any longer,” he told Eduard A. Shevardnadze, who would become his trusted foreign minister, in 1984. Within five years he had overturned much that the party held inviolable.

A man of openness, vision and great vitality, he looked at the legacy of seven decades of Communist rule and saw official corruption, a labor force lacking motivation and discipline, factories that produced shoddy goods, and a distribution system that guaranteed consumers little but empty shelves — empty of just about everything but vodka.

The Soviet Union had become a major world power weighed down by a weak economy. As East-West détente permitted light into its closed society, the growing class of technological, scientific and cultural elites could no longer fail to measure their country against the West and find it wanting.

The problems were clear; the solutions, less so. Mr. Gorbachev had to feel his way toward his promised restructuring of the Soviet political and economic systems. He was caught between tremendous opposing forces: On one hand, the habits ingrained by 70 years of cradle-to-grave subsistence under Communism; on the other, the imperatives of moving quickly to change the old ways and to demonstrate that whatever dislocation resulted was temporary and worth the effort.

It was a task he was forced to hand over to others when he was removed from office, a consequence of his own ambivalence and a failed coup against him by hard-liners whom he himself had elevated to his inner circle.

The openness Mr. Gorbachev sought — what came to be known as glasnost — and his policy of perestroika, aimed at restructuring the very underpinnings of society, became a double-edged sword. In setting out to fill in the “blank spots” of Soviet history, as he put it, with frank discussion of the country’s errors, he freed his impatient allies to criticize him and the threatened Communist bureaucracy to attack him. Still, Mr. Gorbachev’s first five years in power were marked by significant, even extraordinary, accomplishments:
■ He presided over an arms agreement with the United States that eliminated for the first time an entire class of nuclear weapons, and began the withdrawal of most Soviet tactical nuclear weapons from Eastern Europe.

■ He withdrew Soviet forces from Afghanistan, a tacit admission that the invasion in 1979 and the nine-year occupation had been a failure.

■ While he equivocated at first, he eventually exposed the nuclear power-plant disaster at Chernobyl to public scrutiny, a display of candor unheard-of in the Soviet Union.

■ He sanctioned multiparty elections in Soviet cities, a democratic reform that in many places drove stunned Communist leaders out of office.

■ He permitted the release of the confined dissident Andrei D. Sakharov, the physicist who had been instrumental in developing the Soviet hydrogen bomb.

■ He lifted restrictions on the media, allowing previously censored books to be published and previously banned movies to be shown.

■ In a stark departure from the Soviet history of official atheism, he established formal diplomatic contacts with the Vatican and helped promulgate a freedom-of-conscience law guaranteeing the right of the people to “satisfy their spiritual needs.”

But if Mr. Gorbachev was lionized abroad as having helped change the world — he was awarded the Nobel Peace Prize in 1990 — he was vilified at home as having failed to live up to the promise of economic change. It became widely said that in a free vote, Mr. Gorbachev could be elected president anywhere but the Soviet Union.

After five years of Mr. Gorbachev, store shelves remained empty while the union disintegrated. Mr. Shevardnadze, who had been his right hand in bringing a peaceful end to Soviet control in Eastern Europe, resigned in late 1990, warning that dictatorship was coming and that reactionaries in the Communist Party were about to cripple reform.

Peter Reddaway, an author and scholar of Russian history, said at the time: “We see the best side of Gorbachev. The Soviets see the other side, and hold him to blame.”

A Son of Peasants

There was little in his early life that would have led anyone to believe that Mikhail Gorbachev could become such a dynamic leader. His official biography, issued after he became the new party chief, traced the well-traveled path of a good, loyal Communist.

Mikhail Sergeyevich Gorbachev was born on March 2, 1931, in Privolnoye, a farming village in the Stavropol region of the Caucasus. His parents were genuine peasants, earning their bread by the sweat of their brows. During his infancy, the forced collectivization of the land turned a once-fertile region into “a famine disaster area,” the exiled writer and biologist Zhores A. Medvedev wrote in a biography of Mr. Gorbachev.

“The death from starvation was very high,” he added. “In some villages, all the children between the ages of 1 and 2 died.”

Misha, as Mikhail was known, was a bright-eyed youngster whose early photographs show him in a Cossack’s fur hat. He grew up in a house of straw held together with mud and manure and with no indoor plumbing. But his family was well respected among the Communist faithful. Mr. Gorbachev wrote in his book “Memoirs” that both his grandfathers had been arrested for crimes against the Czarist state.

Energy Inflation Derails Biden's Climate Agenda

Well, I guess that's one good thing about inflation. 

At the Wall Street Journal, "Under the president’s watch, emissions have risen, renewable-energy development has slowed and oil and coal use is up":

WASHINGTON—President Biden came to office vowing to cut dependence on fossil fuels, putting environmentalists in charge of energy policy and asking Congress for billions of dollars to fund a transition to cleaner energy.

Seventeen months later, greenhouse gas emissions are up, renewable-power development has slowed, and oil and coal consumption are on the rise. The biggest aspects of the green agenda are stuck in Congress, while Mr. Biden, facing surging energy prices and inflation, urged U.S. oil refiners this week to expand capacity.

Domestic oil and gas production has increased since Mr. Biden came into office and is projected to rise to record highs, but that has just inflamed concerns from environmentalists that Mr. Biden is backing away from his green agenda.

“I thought the country had turned a corner,” said Mary Nichols, a former California regulator and longtime environmental leader, “that the country was headed in the right direction.”

“Now this last year or two leaves you wondering whether that is true,” Ms. Nichols said.

Mr. Biden reaffirmed his environmental commitments Friday at the Major Economies Forum on Energy and Climate, a virtual summit he hosted with representatives of more than 20 countries and international groups, including the European Commission and China.

“The critical point is that these actions are part of our transition to a clean and secure long-term energy future,” Mr. Biden said, adding later, “The science tells us that the window for action is rapidly narrowing.”

At home, however, Mr. Biden’s agenda has run into the reality of rising oil prices, punishing inflation and policy conflicts. Mr. Biden pledged last year to cut U.S. greenhouse gas emissions by 50% to 52% below 2005 levels by 2030. But doing so will require Congressional approval of measures such as tax incentives for clean energy, analysts say.

Coal-state Sen. Joe Manchin (D., W.Va.), who derailed Mr. Biden’s roughly $3.5 trillion climate and social spending bill last year, has been negotiating with Senate Majority Leader Chuck Schumer (D., N.Y.) on a new bill that would include the tax incentives, but a deal is far from certain.

The stakes for Mr. Biden are high. High inflation and record gasoline prices at the pump are a political liability heading into the midterm elections, where Republicans have a chance to seize majorities in the House and Senate.

At the same time, Mr. Biden risks losing support among young and progressive voters by seeming to back away from his green agenda, activists and political analysts said.

“It is hard to forever turn people out when you’re not producing results,” said Bill McKibben, an environmentalist and co-founder of 350.org, a group dedicated to stopping the use of fossil fuels world-wide. “Especially among young voters who care about this immensely there seems to be real signs it’s doing damage.”

Administration officials say they are still on course to meet their climate goals, citing measures including executive actions to reduce greenhouse-gas emissions, spending to build out an electric-vehicle charging network and the rejoining of international climate talks.

Mr. Biden wants clean energy “installed here, deployed here and exported from here,“ Energy Secretary Jennifer Granholm said. ”He has taken steps in every single aspect of that to make those things happen. It doesn’t happen overnight.”

Some of the problems bedeviling Mr. Biden were triggered by events beyond his control.

The economy’s sharp rebound from the pandemic fueled higher demand for energy, raising costs. Russian President Vladimir Putin’s invasion of Ukraine further taxed energy markets, leading Mr. Biden to label rising gas costs as “Putin’s price hike.”

Administration critics, however, say White House policy conflicts and political miscalculations made things worse as oil prices rose from roughly $53 a barrel when Mr. Biden took office to nearly $120 now.

One problem, these people say, was a too-rosy view of how smoothly the U.S. could move off fossil fuels. Mr. Biden used his first day in office to block completion of the Keystone XL oil pipeline and freeze new oil and gas leases on federal land.

“Unfortunately, what we have seen since January 2021 are policies that send a message that the administration aims to impose obstacles to our industry delivering energy resources the world needs,” Bill Turenne, a spokesman for Chevron Corp., said in a statement to reporters Wednesday.

Mr. Biden is now asking oil-and-gas companies to pump and export more in response to soaring prices and war in Europe, leaving him open to criticism from Republicans that his early decisions fed the problem and from environmentalists that he was backtracking on his climate agenda...

Do We Need a Capitalist Civil War?

We Americans like to think of ourselves as a thoroughly modern people — living proof of what, with enough toil and grit, the rest of the free world can one day hope to be. And yet for all our progressivism and idealism, America’s political culture finds itself unable to escape the past. We may be living in a 21st century democracy, but that “democracy” increasingly resembles something that could have been plucked out of feudal Europe or, perhaps more accurately, feudal Japan.

For much of its history, Japanese politics was characterised by conflicts among its ruling daimyo, and later between the great industrial zaibatsu who replaced them as dominant powers. Similarly, America’s politics is now being shaped by a civil war not between classes, but within the ruling capitalist elite.

As the 2022 congressional elections approach, two sides are polishing their armour and fletching their arrows. In one corner stand the daimyo of the gentry corporate elite, largely drawn from the ranks of tech oligarchs and much of Wall Street. Their focus lies in the creation of a capitalist utopia rooted in paternalistic state control, much along the lines of the corporatist “Great Reset”. In the other corner, meanwhile, stand their opponents to the Right, largely made up of those who own private capital and are therefore anxious not to see their activities curbed.

These divisions reflect profound differences in industry, reminiscent of the 19th-century conflicts between aristocratic merchants and British manufacturers, or the one that broke out between the daimyo who embraced industry and those samurai who stubbornly hewed to traditional ways. Drawing on this, the French economist Thomas Piketty aptly divides our capitalist class into what he calls “the Brahmin Left” and the “merchant Right”. One side, as its caste association assumes, tends to see itself as more spiritually enlightened, as priests of the progressive secular religion. The merchant side, however, is more concerned with market competition (particularly from China), the cost of goods, and the impact of regulatory policies on their core businesses.

Today, the Brahmin Left has its base in large corporations and investors, and has allied itself with the academic and media establishments, financing non-profits and generally supporting increasingly intrusive government. By contrast, the merchant Right draws its natural support from the traditional middle class — skilled workers, high-street businesspeople, and small property owners — who also have become the bulwark of the Trumpian Republican Party...

A Flourishing Democracy in Ukraine?

A flourishing Ukrainian democracy. 

That's what Vladimir Putin fears, according to Michael McFaul, former U.S. Ambassador to Russia and Professor of Political Science at Stanford University, along with Robert Person.

At the Journal of Democracy, "What Putin Fears Most":

Russia’s invasion of Ukraine has begun. Russian president Vladimir Putin wants you to believe that it’s NATO’s fault. He frequently has claimed (including again in an address to the nation as this invasion commenced) that NATO expansion—not 190,000 Russian soldiers and sailors mobilized on Ukraine’s borders—is the central driver of this crisis. Following John Mearsheimer’s provocative 2014 Foreign Affairs article arguing that “the Ukraine crisis is the West’s fault,” the narrative of Russian backlash against NATO expansion has become a dominant framework for explaining—if not justifying—Moscow’s ongoing war against Ukraine. This notion has been repeated by politicians, analysts, and writers in the United States, Europe, and elsewhere. Multiple rounds of enlargement, they argue, exacerbated Russia’s sense of insecurity as NATO forces crept closer to Russia’s borders, finally provoking Putin to lash out violently, first by invading Georgia in 2008, then Ukraine in 2014, and now a second, likely far larger, invasion of Ukraine today. By this telling, the specter of Ukraine’s NATO membership points both to the cause of the conflict and its solution: take membership off the table for Ukraine, so the argument goes, and war will be prevented.

This argument has two flaws, one about history and one about Putin’s thinking. First, NATO expansion has not been a constant source of tension between Russia and the West, but a variable. Over the last thirty years, the salience of the issue has risen and fallen not primarily because of the waves of NATO expansion, but due instead to waves of democratic expansion in Eurasia. In a very clear pattern, Moscow’s complaints about NATO spike after democratic breakthroughs. While the tragic invasions and occupations of Georgia and Ukraine have secured Putin a de facto veto over their NATO aspirations, since the alliance would never admit a country under partial occupation by Russian forces, this fact undermines Putin’s claim that the current invasion is aimed at NATO membership. He has already blocked NATO expansion for all intents and purposes, thereby revealing that he wants something far more significant in Ukraine today: the end of democracy and the return of subjugation.

This reality highlights the second flaw: Because the primary threat to Putin and his autocratic regime is democracy, not NATO, that perceived threat would not magically disappear with a moratorium on NATO expansion. Putin would not stop seeking to undermine democracy and sovereignty in Ukraine, Georgia, or the region as whole if NATO stopped expanding. As long as citizens in free countries exercise their democratic rights to elect their own leaders and set their own course in domestic and foreign politics, Putin will keep them in his crosshairs....

The more serious cause of tensions has been a series of democratic breakthroughs and popular protests for freedom throughout the 2000s, what many refer to as the “Color Revolutions.” Putin believes that Russian national interests have been threatened by what he portrays as U.S.-supported coups. After each of them—Serbia in 2000, Georgia in 2003, Ukraine in 2004, the Arab Spring in 2011, Russia in 2011–12, and Ukraine in 2013–14—Putin has pivoted to more hostile policies toward the United States, and then invoked the NATO threat as justification for doing so.

Boris Yeltsin never supported NATO expansion but acquiesced to the first round of expansion in 1997 because he believed his close ties to President Bill Clinton and the United States were not worth sacrificing over this comparatively smaller matter. Through Partnership for Peace and especially the NATO-Russia Founding Act, Clinton and his team made a considerable effort to keep US-Russian relations positive while at the same time managing NATO expansion. The 1999 NATO bombing of Serbia to stop ethnic cleaning in Kosovo severely tested that strategy but survived in part because Clinton gave Yeltsin and Russia a role in the negotiated solution. When the first post-communist color revolution overthrew Slobodan Milosevic a year later, Russia’s new president, Putin, deplored the act but did not overreact. At that time, he still entertained the possibility of cooperation with the West, including NATO.

However, the next round of democratic expansion in the post-Soviet world, the 2003 Rose Revolution in Georgia, escalated U.S.-Russian tensions significantly. Putin blamed the United States directly for assisting in this democratic breakthrough and helping to install what he saw as a pro-American puppet, President Mikheil Saakashvili. Immediately after the Rose Revolution, Putin sought to undermine Georgian democracy, ultimately invading in 2008 and recognizing two Georgian regions—Abkhazia and South Ossetia—as independent states. U.S.-Russian relations reached a new low point in 2008.

A year after the Rose Revolution, the most consequential democratic expansion in the post-Soviet world erupted in Ukraine in 2004, the Orange Revolution. In the years prior to that momentous event, Ukraine’s foreign-policy orientation under President Leonid Kuchma was relatively balanced between east and west, but with gradually improving ties between Kyiv and Moscow. That changed when a falsified presidential election in late 2004 brought hundreds of thousands of Ukrainians into the streets, eventually sweeping away Kuchma’s—and Putin’s—handpicked successor, Viktor Yanukovych. Instead, the prodemocratic and pro-western Orange Coalition led by President Viktor Yushchenko and Prime Minister Yuliya Tymoshenko took power.

Compared to Serbia in 2000 or Georgia in 2003, the Orange Revolution in Ukraine in 2004 was a much larger threat to Putin. First, the Orange Revolution occurred suddenly and in a much bigger and more strategic country on Russia’s border. The abrupt pivot to the West by Yushchenko and his allies left Putin facing the prospect that he had “lost” a country on which he placed tremendous symbolic and strategic importance.

To Putin, the Orange Revolution undermined a core objective of his grand strategy: to establish a privileged and exclusive sphere of influence across the territory that once comprised the Soviet Union. Putin believes in spheres of influence; that as a great power, Russia has a right to veto the sovereign political decisions of its neighbors. Putin also demands exclusivity in his neighborhood: Russia can be the only great power to exercise such privilege (or even develop close ties) with these countries. This position has hardened significantly since Putin’s conciliatory position of 2002 as Russia’s influence in Ukraine has waned and Ukraine’s citizens have repeatedly signaled their desire to escape from Moscow’s grasp. Subservience was now required. As Putin explained in a recent historical article, in his view Ukrainians and Russians “were one people” whom he is seeking to reunite, even if through coercion. For Putin, therefore, the loss of Ukraine in 2004 to the West marked a major negative turning point in U.S.-Russian relations that was far more salient than the second wave of NATO expansion that was completed the same year.

Second, those Ukrainians who rose up in defense of their freedom were, in Putin’s own assessment, Slavic brethren with close historical, religious, and cultural ties to Russia. If it could happen in Kyiv, why not in Moscow? Several years later, it almost did happen in Russia when a series of mass protests erupted in Moscow, St. Petersburg, and other cities in the wake of fraudulent parliamentary elections in December 2011. They were the largest protests in Russia since 1991, the year the Soviet Union collapsed. For the first time in his decade-plus in power, ordinary Russians showed themselves to have both the will and the capability to threaten Putin’s grip on power. That popular uprising in Russia, occurring the same year as the Arab Spring, and then followed with Putin’s return to the Kremlin as president for a third term in 2012, marked another major negative turn in U.S.-Russian relations, ending the reset launched by Presidents Obama and Medvedev in 2009. Democratic mobilization, first the Middle East and then Russia—not NATO expansion—ended this last chapter of U.S.-Russian cooperation. There have been no new chapters of cooperation since.

But U.S.-Russian relations deteriorated ever further in 2014, again because of new democratic expansion. The next democratic mobilization to threaten Putin happened a second time in Ukraine in 2013–14. After the Orange Revolution in 2004, Putin did not invade Ukraine, but wielded other instruments of influence to help his protégé, Viktor Yanukovych, narrowly win the Ukrainian presidency six years later. Yanukovych, however, turned out not to be a loyal Kremlin servant, but tried to cultivate ties with both Russia and the West. Putin finally compelled Yanukovych to make a choice, and the Ukrainian president chose Russia in the fall of 2013 when he reneged on signing an EU association agreement in favor of membership in Russia’s Eurasian Economic Union. To the surprise of everyone in Moscow, Kyiv, Brussels, and Washington, Yanukovych’s decision to scuttle this agreement with the EU triggered mass demonstrations in Ukraine again, bringing hundreds of thousands of Ukrainians into the streets in what would become known as the Euromaidan or “Revolution of Dignity” to protest Yanukovych’s turn away from the democratic West. The street protests lasted several weeks, punctuated by the killing of dozens of peaceful protestors by Yanukovych’s government, the eventual collapse of that government and Yanukovych’s flight to Russia in February 2014, and a new pro-Western government taking power in Kyiv. Putin had “lost” Ukraine for the second time in a decade.

This time, Putin struck back with military force to punish the alleged American-backed, neo-Nazi usurpers in Kyiv. Russian armed forces seized Crimea; Moscow later annexed the Ukrainian peninsula. Putin also provided money, equipment, and soldiers to back separatists in eastern Ukraine, fueling a simmering war in Donbas for eight years, in which approximately 14,000 people have been killed. After invading, not before, Putin amped up his criticisms of NATO expansion as justification for his belligerent actions.

In response to this second Ukrainian democratic revolution, Putin concluded that cooption through elections and other nonmilitary means had to be augmented with greater coercive pressure, including military intervention. Since the Revolution of Dignity, Putin has waged an unprecedented war against Ukraine using a full spectrum of military, political, informational, social, and economic weapons in an attempt to destabilize and eventually topple Ukraine’s democratically elected government.

The Limits of Democracy Promotion

Throughout its history, the United States has oscillated between two foreign policies. One aims to remake other countries in the American image. The other regards the rest of the world as essentially beyond repair. According to the second vision, Washington should demonstrate the benefits of consolidated democracy—free and fair elections, a free press, the rule of law, the separation of powers, and an active civil society—but not seek to impose those things on other countries. The George W. Bush administration took the first approach. The Obama administration took the second, as has the Trump administration, choosing to avoid actively trying to promote freedom and democracy in other countries.

Both strategies are, however, deeply flawed. The conceit that the United States can turn all countries into consolidated democracies has been disproved over and over again, from Vietnam to Afghanistan to Iraq. The view that Washington should offer a shining example but nothing more fails to appreciate the dangers of the contemporary world, in which groups and individuals with few resources can kill thousands or even hundreds of thousands of Americans. The United States cannot fix the world’s problems, but nor does it have the luxury of ignoring them.

Washington should take a third course, adopting a foreign policy that keeps the country safe by working with the rulers the world has, not the ones the United States wishes it had. That means adopting policies abroad that can improve other states’ security, boost their economic growth, and strengthen their ability to deliver some services while nevertheless accommodating a despotic ruler. For the purposes of U.S. security, it matters more that leaders in the rest of the world govern well than it does that they govern democratically. And in any case, helping ensure that others govern well—or at least well enough—may be the best that U.S. foreign policy can hope to achieve in most countries.

THE WAY WE LIVED THEN

Homo sapiens has been around for about 8,000 generations, and for most of that time, life has been rather unpleasant. Life expectancy began to increase around 1850, just seven generations ago, and accelerated only after 1900. Prior to that point, the average person lived for around 30 years (although high infant mortality explained much of this figure); today, life expectancy is in the high 70s or above for wealthy countries and approaching 70 or more for many poor ones. In the past, women—rich and poor alike—frequently died in childbirth. Pandemic diseases, such as the Black Death, which wiped out more than one-third of Europe’s population in the fourteenth century, were common. In the Western Hemisphere, European colonists brought diseases that devastated indigenous populations. Until the nineteenth century, no country had the rule of law; at best, countries had rule by law, in which formal laws applied only to some. For most people, regardless of their social rank, violence was endemic. Only in the last century or two has per capita income grown significantly. Most humans who have ever lived have done so under despotic regimes.

Most still do. Consolidated democracy, in which the arbitrary power of the state is constrained and almost all residents have access to the rule of law, is a recent and unique development. The experience of people living in wealthy industrialized democracies since the end of World War II, with lives relatively free of violence, is the exception. Wealthy democratic states have existed for only a short period of history, perhaps 150 years, and in only a few places in the world—western Europe, North America, Australasia, and parts of Asia. Even today, only about 30 countries are wealthy, consolidated democracies. Perhaps another 20 might someday make the leap, but most will remain in some form of despotism.

The United States cannot change that, despite the hopes of policymakers who served in the Bush administration and scholars such as the political scientist Larry Diamond. Last year, Diamond, reflecting on his decades of studying democratization all over the world, wrote that “even people who resented America for its wealth, its global power, its arrogance, and its use of military force nevertheless expressed a grudging admiration for the vitality of its democracy.” Those people hoped, he wrote, that “the United States would support their cause.” The trouble is that, regardless of such hopes, despotic leaders do not want to provide benefits to those they govern; they want to support with arms or money those who can keep them in power. They will not accept policies that aim to end their rule. What’s more, organizing against a despot is dangerous and unusual. Revolutions are rare. Despots usually stay in power.

Yet although the United States cannot build wealthy democracies abroad, it cannot ignore the problems of the rest of the world, either, contrary to what Americans have been told by people such as U.S. President Donald Trump, who in his first speech after he was elected said, “There is no global anthem, no global currency, no certificate of global citizenship. We pledge allegiance to one flag, and that flag is the American flag. From now on, it’s going to be America first, OK? America first. We’re going to put ourselves first.”

The trouble with wanting to withdraw and focus on home is that, like it or not, globalization has indeed shrunk the world, and technology has severed the relationship between material resources and the ability to do harm. A few individuals in badly governed and impoverished states control enough nuclear and biological weapons to kill millions of Americans. And nuclear weapons are spreading. Pakistan has sold nuclear technology to North Korea; the North Koreans might one day sell it to somebody else. Nuclear weapons could fall into the hands of jihadi groups. Pandemic diseases can arise naturally in badly governed states and could spread to the developed world, killing millions. The technology needed to create artificial pathogens is becoming more widely available. For these reasons, the United States has to play a role in the outside world, whether it wants to or not, in order to lower the chances of the worst possible outcomes. Revolutions are rare. Despots usually stay in power.

And because despots are here for the foreseeable future, Washington will always have to deal with them. That will mean promoting not good government but good enough governance. Good government is based on a Western ideal in which the government delivers a wide variety of services to the population based on the rule of law, with laws determined by representatives selected through free and fair elections. Good government is relatively free of corruption and provides reliable security for all citizens. But pushing for elections often results only in bloodshed, with no clear improvement in governance. Trying to eliminate corruption entirely may preclude eliminating the worst forms of corruption. And greater security may mean more violations of individual rights. Good government is not in the interests of the elites in most countries the United States wants to change, where rulers will reject or undermine reforms that could weaken their hold on power.

A foreign policy with more limited aims, by contrast, might actually achieve more. Greater security, some economic growth, and the better provision of some services is the best the United States can hope for in most countries. Achieving good enough governance is feasible, would protect U.S. interests, and would not preclude progress toward greater democracy down the road.

Policies aiming for good enough governance have already succeeded. The best example comes from Colombia, where for the past two decades, the United States has sought to curb violence and drug trafficking by providing financial aid, security training, military technology, and intelligence under what was known until 2016 as Plan Colombia (now Peace Colombia). The results have been remarkable. Between 2002 and 2008, homicides in Colombia dropped by 45 percent. Between 2002 and 2012, kidnappings dropped by 90 percent. Since the turn of the century, Colombia has improved its scores on a number of governance measures, including control of corruption, the rule of law, government effectiveness, and government accountability. That progress culminated in 2016 with a peace deal between the government and the guerilla movement the FARC (Revolutionary Armed Forces of Colombia)...

Hitler's in the Charts Again

And, apparently, at the L.A. Times, "Fascism is on the minds of book buyers — and publishers are taking notice":


Remember “The End of History?” Elizabeth Drummond, who spent the 1990s studying at Georgetown University, recalls Francis Fukuyama’s groundbreaking essay well, which announced "an unabashed victory of economic and political liberalism.” The Soviet Union had just collapsed in a peaceful devolution, Germany was reunified as Champagne popped alongside the crumbling Berlin Wall and democracy seemed to be inevitably settling across the globe like a gentle rain. Politicians in the U.S. talked about a smooth and comfortable “third way” between Left and Right.

“There was a lot of optimism,” Drummond remembered. The topic of her studies — European Fascism of the 1920s and 1930s — seemed distant in both time and place.

But a quarter-century later, things look a bit different. Around the world, democracy appears to be losing ground to authoritarian populism in places like Hungary, Poland and the Philippines. Neo-Fascist, anti-immigrant movements brew in much of Europe and the United States. American politics is polarized in a way it’s not been in a century. And whatever’s going on in Venezuela, Turkey, Russia and North Korea, it’s hard to describe them as democracies.

Today, the subject of Drummond’s research no longer feels like a black-and-white film from decades ago.

“When I was a grad student, I didn’t think the link between past and present would be this strong,” says Drummond, now a professor at Loyola Marymount University. “One of the challenges of teaching history is to make it relevant. But I’m not sure modern European historians ever wanted to be this relevant.”

Drummond is not alone in seeing these connections. College students, book buyers and newspaper columnists are taking a renewed interest in the bad old days of interwar authoritarianism, as well as books about threats to the present. Several scholars have even started a crowd-sourced website called The New Fascism Syllabus.

The last few years have not been great for democracy around the world. But they have been, for people who write about or teach the subject, good for business. As a book review from the Washington Post put it, “Fascism is back in fashion.”

Despite parallels like attacks on the press, racial scapegoating, demonization of opposition parties, or the constant sense of alarm dictators rely on, no credible observer says that Hungary’s Viktor Orban, the leaders of Brexit or Vladimir Putin are replays of Hitler or Mussolini.

But some in the literary world are taking more direct looks at authoritarian regimes of the past and present, while trying to imagine the future.

In the immediate aftermath of the election of President Donald Trump, a number of novels about authoritarian states — George Orwell’s “1984,” Sinclair Lewis’s 1935 book “It Can’t Happen Here,” Philip Roth’s “The Plot Against America,” in which the demagogue Charles Lindbergh defeats President Roosevelt – saw their profiles rise. Some even returned to the bestseller list. Readers continue to consume authoritarian fiction – British author John Lanchester has a new dystopian novel called “The Wall,” inspired by American insularity and the Brexit vote.

Other writers have been perceptive to the global political shifts. Recent books — Pankaj Mishra’s “Age of Anger,” Steven Levitsky and Daniel Ziblatt’s “How Democracies Die” — have become steady sellers and regular references for political commentators.

We never fall twice into the same abyss. But we always fall the same way, in a mixture of ridicule and dread.

Charles Hauther, head buyer for Los Feliz’s Skylight Books, says globally focused books like these sell better than anti-Trump tomes, and some old texts about authoritarianism are returning. “‘Anatomy of Fascism’ is back in style,” Hauther says of the Robert Paxton title from 15 years ago.

Some books — like Madeleine Albright’s ”Fascism: A Warning” from 2018, informed by her family’s flight from Nazi-occupied Central Europe — have a personal angle. Some aim for a mass audience, like 2017’s “On Tyranny,” by Yale historian Timothy Snyder. Others — “Artists Under Hitler: Collaboration and Survival in Nazi Germany,” by Claremont McKenna College historian Jonathan Petropoulos, or this year’s “Cultural Backlash: Trump, Brexit and Authoritarian Populism,” by political scientists Pippa Norris and Ronald Inglehart — are scholarly but also readable for a general public.

Authors are also searching for root causes, like Jonathan Weiler, a political scientist and YouTube star interested in the “authoritarian personality” and co-author (with Marc Hetherington) of “Prius or Pickup?” Even more broadly, London economist William Davies writes in the new “Nervous States: Democracy and the Decline of Reason” that these shifts are caused by that fact that truth and rationality itself are now under assault.

Ziblatt cites income inequality, the lack of civics education and the disappearing of public spaces as potentially increasing the erosion of democratic norms. “The main way democracies die used to be military coups,” says Ziblatt. “Now it’s elections.”

Teachings on totalitarianism

Students have been intrigued by Nazis and Fascism for decades, but their interest has surged alongside global changes taking place from Beijing to Brazil. Ziblatt offered a Harvard class on the subject last autumn: 150 students applied for 12 spaces. When he originally offered the course, in the wake of George W. Bush’s wars in the Middle East, he called it, “Is Democracy Possible Everywhere?” Now, after the failure of democratic nation-building in the region and the widespread eruption of authoritarianism, he jokingly refers to it as, “Is Democracy Possible Anywhere?”

Students are not only enrolling, they are making connections between what they study and what they read in the news. Beginning a few decades ago, world politics started to experience a dramatic transformation. From the early 1970s to the first decade of this century, the number of electoral democracies increased from about 35 to more than 110. Over the same period, the world’s output of goods and services quadrupled, and growth extended to virtually every region of the world. The proportion of people living in extreme poverty plummeted, dropping from 42 percent of the global population in 1993 to 18 percent in 2008.

But not everyone benefited from these changes. In many countries, and particularly in developed democracies, economic inequality increased dramatically, as the benefits of growth flowed primarily to the wealthy and well-educated. The increasing volume of goods, money, and people moving from one place to another brought disruptive changes. In developing countries, villagers who previously had no electricity suddenly found themselves living in large cities, watching TV, and connecting to the Internet on their mobile phones. Huge new middle classes arose in China and India—but the work they did replaced the work that had been done by older middle classes in the developed world. Manufacturing moved steadily from the United States and Europe to East Asia and other regions with low labor costs. At the same time, men were being displaced by women in a labor market increasingly dominated by service industries, and low-skilled workers found themselves replaced by smart machines.

Ultimately, these changes slowed the movement toward an increasingly open and liberal world order, which began to falter and soon reversed. The final blows were the global financial crisis of 2007–8 and the euro crisis that began in 2009. In both cases, policies crafted by elites produced huge recessions, high unemployment, and falling incomes for millions of ordinary workers. Since the United States and the EU were the leading exemplars of liberal democracy, these crises damaged the reputation of that system as a whole.

Indeed, in recent years, the number of democracies has fallen, and democracy has retreated in virtually all regions of the world. At the same time, many authoritarian countries, led by China and Russia, have become much more assertive. Some countries that had seemed to be successful liberal democracies during the 1990s—including Hungary, Poland, Thailand, and Turkey—have slid backward toward authoritarianism. The Arab revolts of 2010–11 disrupted dictatorships throughout the Middle East but yielded little in terms of democratization: in their wake, despotic regimes held on to power, and civil wars racked Iraq, Libya, Syria, and Yemen. More surprising and perhaps even more significant was the success of populist nationalism in elections held in 2016 by two of the world’s most durable liberal democracies: the United Kingdom, where voters chose to leave the EU, and the United States, where Donald Trump scored a shocking electoral upset in the race for president.

All these developments relate in some way to the economic and technological shifts of globalization. But they are also rooted in a different phenomenon: the rise of identity politics. For the most part, twentieth-century politics was defined by economic issues. On the left, politics centered on workers, trade unions, social welfare programs, and redistributive policies. The right, by contrast, was primarily interested in reducing the size of government and promoting the private sector. Politics today, however, is defined less by economic or ideological concerns than by questions of identity. Now, in many democracies, the left focuses less on creating broad economic equality and more on promoting the interests of a wide variety of marginalized groups, such as ethnic minorities, immigrants and refugees, women, and LGBT people. The right, meanwhile, has redefined its core mission as the patriotic protection of traditional national identity, which is often explicitly connected to race, ethnicity, or religion.

This shift overturns a long tradition, dating back at least as far as Karl Marx, of viewing political struggles as a reflection of economic conflicts. But important as material self-interest is, human beings are motivated by other things as well, forces that better explain the present day. All over the world, political leaders have mobilized followers around the idea that their dignity has been affronted and must be restored.

Of course, in authoritarian countries, such appeals are old hat. Russian President Vladimir Putin has talked about the “tragedy” of the Soviet Union’s collapse and has excoriated the United States and Europe for taking advantage of Russia’s weakness during the 1990s to expand NATO. Chinese President Xi Jinping alludes to his country’s “century of humiliation,” a period of foreign domination that began in 1839.

But resentment over indignities has become a powerful force in democratic countries, too. The Black Lives Matter movement sprang from a series of well-publicized police killings of African Americans and forced the rest of the world to pay attention to the victims of police brutality. On college campuses and in offices around the United States, women seethed over a seeming epidemic of sexual harassment and assault and concluded that their male peers simply did not see them as equals. The rights of transgender people, who had previously not been widely recognized as distinct targets of discrimination, became a cause célèbre. And many of those who voted for Trump yearned for a better time in the past, when they believed their place in their own society had been more secure.

Again and again, groups have come to believe that their identities—whether national, religious, ethnic, sexual, gender, or otherwise—are not receiving adequate recognition. Identity politics is no longer a minor phenomenon, playing out only in the rarified confines of university campuses or providing a backdrop to low-stakes skirmishes in “culture wars” promoted by the mass media. Instead, identity politics has become a master concept that explains much of what is going on in global affairs.

That leaves modern liberal democracies facing an important challenge. Globalization has brought rapid economic and social change and made these societies far more diverse, creating demands for recognition on the part of groups that were once invisible to mainstream society. These demands have led to a backlash among other groups, which are feeling a loss of status and a sense of displacement. Democratic societies are fracturing into segments based on ever-narrower identities, threatening the possibility of deliberation and collective action by society as a whole. This is a road that leads only to state breakdown and, ultimately, failure. Unless such liberal democracies can work their way back to more universal understandings of human dignity, they will doom themselves—and the world—to continuing conflict...

She's just trying to make her socialism palatable, even for the so-called working class voters in her district, many of whom probably do wake up every morning saying they're "capitalists."

At the height of the Cold War and the Vietnam War era, the Socialist Party USA of Eugene Debs and Norman Thomas split in two over the issue of whether or not to criticize the Soviet Union, its allies, and Communism: One faction rejected and denounced the USSR and its allies—including Castro's Cuba, the Sandinistas, North Vietnam and the Viet Cong—and supported Poland's Solidarity Movement, etc.  This anti-Communist faction took the name Social Democrats USA. (Many of its leaders—including Carl Gershman, who became Jeane Kirkpatrick's counselor of embassy at the United Nations—eventually grew more conservative and became Reagan Democrats.) The other faction, however, refused to reject Marxism, refused to criticize or denounce the USSR and its allies, and continued to support Soviet-backed policies—including the nuclear-freeze program that sought to consolidate Soviet nuclear superiority in Europe. This faction, whose leading figure was Michael Harrington, in 1973 took the name Democratic Socialist Organizing Committee (DSOC); its membership included many former Students for a Democratic Society activists.

DSOC operated not as a separate political party but as an explicitly socialist force within the Democratic Party and the labor movement. As such, it attracted many young activists who sought to push the Democratic Party further leftward politically. Among the notables who joined DSOC were Machinists' Union leader William Winpisinger, feminist Gloria Steinem, gay rights activist Harry Britt, actor Ed Asner, and California Congressman (and avowed socialist) Ron Dellums.

By 1979 DSOC had made major inroads into the Democratic Party and claimed a national membership of some 3,000 people. In 1983 DSOC, under Michael Harrington's leadership, merged with the New American Movement to form the Democratic Socialists of America (DSA).

Harrington’s strategy was to force a “realignment” of the two major political parties by pulling the Democrats emphatically to the left and polarizing the parties along class lines. He expected that this would drive business interests away from the Democrats and into the Republican Party, but that those losses would be more than offset by an influx of newly energized minority and union voters to the Democratic Party, and that over time the Democrats would embrace socialism as their preferred ideology.[1] Thus Harrington sought to establish DSA as a force that worked within, and not outside of, the existing American political system. Following Harrington's lead, most DSAers were committed to electoral politics within the Democratic Party.[2] They feared that if they were to openly move too far and too quickly to the left, they would run the risk of alienating moderate Democrats and thereby ensuring Ronald Reagan's reelection in 1984.[3]

Early in DSA's history, political organizer Harry Boyte, convinced that even Michael Harrington’s non-revolutionary form of socialism would be rejected by most Americans, formed a “communitarian caucus” within DSA. As author Stanley Kurtz explains:

“The communitarians wanted to use the language and ethos of traditional American communities—including religious language—to promote a 'populist' version of socialism. Portraying heartless corporations as enemies of traditional communities, thought Boyte, was the only way to build a quasi-socialist mass movement in the United States. Socialists could quietly help direct such a movement, Boyte believed, but openly highlighting socialist ideology would only drive converts away. In effect, Boyte was calling on DSA to drop its public professions of socialism and start referring to itself as 'communitarian' instead.”[4]
But DSA rejected this approach, worried that if it failed to publicly articulate its socialist ideals, genuine socialism itself would eventually wither and die. Boyte’s opponents stated: “We can call ourselves ‘communitarians,’ but the word will get out. Better to be out of the closet; humble, yet proud.”[5]

DSA helped establish the Congressional Progressive Caucus (CPC) in 1991 and continues to work closely with the latter to this day. Virtually every CPC member also belongs to DSA.

In 1998, WorldNetDaily (WND) published a two-part series of articles titled “Congress’ Red Army Caucus” (here and here), which exposed the close association between DSA and CPC. At that time, DSA hosted the CPC website. Shortly after the WND revelations, CPC established its own website under the auspices of Congress. Meanwhile, DSA scrubbed its own website to remove evidence of its ties to CPC. Among the items removed from the site were the lyrics to such songs as the following:
* “The Internationale,” the worldwide anthem of Communism and socialism

* “Red Revolution,” sung to the tune of “Red Robin” (This song includes such lyrics as: “When the Red Revolution brings its solution along, along, there’ll be no more lootin’ when we start shootin’ that Wall Street throng.…”)

* “Are You Sleeping, Bourgeoisie?” (The lyrics of this song include: “Are you sleeping? Are you sleeping? Bourgeoisie, Bourgeoisie. And when the revolution comes, We’ll kill you all with knives and guns, Bourgeoisie, Bourgeoisie.”)
In 2000, DSA endorsed Pay Equity Now!—a petition jointly issued in 2000 by the National Organization for Women, the Philadelphia Coalition of Labor Union Women, and the International Wages for Housework Campaign. Together these organizations charged that “the U.S. government opposes pay equity—equal pay for work of equal value—in national policy and international agreements”; that “women are often segregated in caring and service work for low pay, much like the housework they are expected to do for no pay at home”; and that “underpaying women is a massive subsidy to employers that is both sexist and racist.”

In 2001, DSA characterized the 9/11 terror attacks as acts of retaliation for transgressions and injustices that America had previously perpetrated across the globe. “We live in a world,” said DSA, “organized so that the greatest benefits go to a small fraction of the world’s population while the vast majority experiences injustice, poverty, and often hopelessness. Only by eliminating the political, social, and economic conditions that lead people to these small extremist groups can we be truly secure.”

Strongly opposed to the U.S. war on terror and America's post-9/11 military engagements in Afghanistan and Iraq, DSA is a member organization of the United For Peace and Justice anti-war coalition.

DSA was a Co-sponsoring Organization of the April 25, 2004 “March for Women’s Lives” held in Washington, D.C., a rally that drew more than a million demonstrators advocating for the right to unrestricted, taxpayer-funded abortion-on-demand.

In 2007, DSA National Political Committee member David Green expressed support for the Employee Free Choice Act as a measure that could “limit the capitalist class’s prerogatives in the workplace”; “minimize the degree of exploitation of workers by capitalists”; and “provid[e] an excellent organizing tool (i.e., tactic) through which we can pursue our socialist strategy while simultaneously engaging the broader electorate on an issue of economic populism.”

In 2008, most DSA members actively supported Barack Obama for U.S. President. Saidthe organization: “DSA believes that the possible election of Senator Obama to the presidency in November represents a potential opening for social and labor movements to generate the critical political momentum necessary to implement a progressive political agenda.”

In October 2009, the Socialist Party of America announced that at least 70 Congressional Democrats were members of its Caucus at that time—i.e., members of DSA. In the fall of 2011, DSA was a strong backer of the Occupy Wall Street movement. Said DSA:
"The Occupy Wall Street protests have invigorated the American Left in a way not seen in decades … So we have urged our members to take an active, supportive role in their local occupations, something many DSAers had already begun doing as individuals, because they believe that everyday people, the 99%, shouldn’t be made to pay for a crisis set off by an out-of-control financial sector and the ethically compromised politicians who have failed to rein it in."

DSA members today seek to build “progressive movements for social change while establishing an openly socialist presence in American communities and politics.” “We are socialists," reads the organization's boilerplate, "because we reject an international economic order sustained by private profit, alienated labor, race and gender discrimination, environmental destruction, and brutality and violence in defense of the status quo.” "To achieve a more just society," adds DSA, “many structures of our government and economy must be radically transformed.” A major hallmark of such transformation would be an “equitable distribution of resources.”

DSA summarizes its philosophy as follows: "Today … [r]esources are used to make money for capitalists rather than to meet human needs. We believe that the workers and consumers who are affected by economic institutions should own and control them. Social ownership could take many forms, such as worker-owned cooperatives or publicly owned enterprises managed by workers and consumer representatives."

True to its roots, DSA seeks to increase its political influence not by establishing its own political party but rather by working closely with the Democratic Party to promote leftist agendas. "Like our friends and allies in the feminist, labor, civil rights, religious, and community organizing movements, many of us have been active in the Democratic Party," says DSA. "We work with those movements to strengthen the party’s left wing, represented by the Congressional Progressive Caucus.... Maybe sometime in the future ... an alternative national party will be viable. For now, we will continue to support progressives who have a real chance at winning elections, which usually means left-wing Democrats."

In a document titled “Where We Stand,” DSA outlines in detail its political perspectives. Key excerpts from this document include the following:
“Nearly three decades after the 'War on Poverty' was declared and then quickly abandoned, one-fifth of our society subsists in poverty, living in substandard housing, attending underfunded, overcrowded schools, and receiving inadequate health care.”

“In the global capitalist economy, these injustices are magnified a thousand fold. The poorest third of humanity earns two percent of the world's income, while the richest fifth receives two-thirds of global income.”

“We are socialists because we reject an international economic order sustained by private profit, alienated labor, race and gender discrimination, environmental destruction, and brutality and violence in defense of the status quo.”

“We are socialists because we share a vision of a humane international social order based both on democratic planning and market mechanisms to achieve equitable distribution of resources, meaningful work, a healthy environment, sustainable growth, gender and racial equality, and non-oppressive relationships.”

“A democratic socialist politics for the 21st century must promote an international solidarity dedicated to raising living standards across the globe, rather than 'leveling down' in the name of maximizing profits and economic efficiency.”

Here's Yet Another Piece Bemoaning the Rise of 'Illiberal' Populist Nationalism

I think it's interesting, since at the moment all those complaining about the collapse of so-called democratic norms and the rise of "illiberal" populist nationalist regimes are the ones losing elections and being sidelined from decision-making. I love that.

At Der Spiegel, "Rise of the Autocrats: Liberal Democracy Is Under Attack":

Autocratic leaders and wannabes, from Putin to Trump, are making political inroads around the world. In recent years, Western liberal democracy has failed to live up to some of its core promises, helping to fuel the current wave of illiberalism.

Russian President Vladimir Putin isn't actually all that interested in football. He's more of a martial arts guy, and he loves ice hockey. But when the World Cup football championship gets started on Thursday in Moscow, Putin will strive to be the perfect host. The tournament logo is a football with stars trailing behind it, evoking Sputnik, and a billion people will be tuning in as Putin presents Russia as a strong and modern country.

During the dress rehearsal, last summer's Confed Cup, Putin held an opening address in which he spoke of "uncompromising, fair and honest play ... until the very last moments of the match." Now, it's time for the main event, the World Cup, giving Putin an opportunity to showcase his country to the world.

The World Cup, though, will be merely the apex of the great autocrat festival of 2018. On June 24, Turkish voters will head to the polls for the first time since approving President Recep Tayyip Erdogan's constitutional reforms last year. The result of the vote will in all likelihood cement his claim to virtually absolute power until 2023 or even beyond. Should he miss out on an absolute majority in the first round of voting -- which is certainly possible given rising inflation in the country -- then he'll get it in the second round. The result will likely be a Turkey -- a country with around 170 journalists behind bars and where more than 70,000 people have been arrested since the coup attempt two years ago, sometimes with no grounds for suspicion - that is even more authoritarian than it is today.

And then there is Donald Trump who, after turning the G-7 summit in Canada into a farce, headed to Singapore for a Tuesday meeting with North Korean dictator Kim Jong Un. And many pundits have argued this week that the greatest beneficiary of that summit was actually Chinese President Xi Jinping, the man who poses a greater challenge to Western democracy than all the rest.

At home, Trump is continuing his assault on the widely accepted norms regarding how a president should behave. He has the "absolute right" to pardon himself in the Russian affair, he recently claimed -- and then he went off the rails in Canada, picking fights with his allies and revoking his support for the summit's closing statement by sending out a tweet from Air Force One as he left. Trump, to be sure, is an elected president, but he is one who dreams of wielding absolute power and sees himself as being both above the law and above internationally accepted norms of behavior.

The Backward Slide

The upshot is that global politics are currently dominated by a handful of men -- and only men -- who have nothing but contempt for liberal democracy and who aspire to absolute control of politics, of the economy, of the judiciary and of the media. They are the predominant figures of the present -- and the decisions they make will go a long way toward shaping the future ahead. The globalized, high-tech, constantly informed and enlightened world of the 21st century finds itself in the middle of a slide back into the age of authoritarianism.

And this is not merely the lament of Western cultural pessimists, it is a statement rooted in statistics. A recent study by the German foundation Bertelsmann Stiftung found that 3.3 billion people live under autocratic regimes, while the UK-based Economist Intelligence Unit found that just 4.5 percent of the global population, around 350 million people, live in a "full democracy." In its most recent annual report, issued in January of this year, the nongovernmental organization Freedom House wrote that in 2017, "democracy faced its most serious crisis in decades." It went on to note that "the right to choose leaders in free and fair elections, freedom of the press and the rule of law are under assault and in retreat globally."

How can this global trend be explained? Are autocrats really so strong, or are democrats too weak? Is liberal democracy only able to function well in relatively homogeneous societies where prosperity is growing? Why do so many people doubt democracy's ability to solve the problems of the 21st century, challenges such as climate change, the tech revolution, shifting demographics and the distribution of wealth?

The optimistic Western premises -- that greater prosperity leads to more freedom, increased communication leads to greater pluralism, and more free trade leads to increased economic integration -- have unraveled. Following the end of the Cold War, the American political scientists Juan Linz and Alfred Stepan said in 1996 that Western democracy was "the only game in town." Now, though, it would seem to have lost its attraction. The expectation that democracy's triumphant march would be impossible to stop has proven illusory. China is currently showing the world that economic success and societal prosperity are also possible in an authoritarian system.

The fact that established dictatorships in the world, such as those in Belarus, Zimbabwe or Vietnam, aren't showing any signs of change is only part of the problem. Rather, everywhere in the world, authoritarian phases are following on the heels of brief -- or more extended -- experiments with democracy, a development seen in places like Egypt, Thailand, Venezuela and Nicaragua, for example. At the same time, liberal democracy is eroding in many countries in the West.

Perhaps the greatest danger, though, is the increasing attraction of autocratic thinking in Europe. Some elements of such systems are sneaking into Western democracies, such as the growing contempt for established political parties, the media and minorities.

In Italy, a new government was just sworn in under the leadership of Matteo Salvini, an avowed Putin fan. In Hungary, Viktor Orbán just won a landslide victory in parliamentary elections held, according to OSCE election observers, in an atmosphere of "intimidating and xenophobic rhetoric." Polish voters are set to go to the polls next year, and there too, the right-wing nationalist PiS stands a good chance of emerging victorious.

Across the Atlantic, the U.S. under the leadership of Donald Trump has thus far resisted sliding into autocracy, but only because the institutional hurdles in the form of the judicial and legislative branches of government have managed to hold their ground. Nevertheless, liberal democracy is under attack in precisely the country where it first emerged.

Anxiety is likewise growing in other Western democracies. "Until recently, liberal democracy reigned triumphant. For all its shortcomings, most citizens seemed deeply committed to their form of government. The economy was growing. Radical parties were insignificant," writes the Harvard-based German-American political scientist Yascha Mounk in his book "The People vs. Democracy." But then the situation began changing rapid: Brexit, Trump's election and the success of other right-wing populist movements in Europe. The question, Mounk writes, is "whether this populist moment will turn into a populist age -- and cast the very survival of liberal democracy in doubt."

The Western political system, Mounk writes, is "decomposing into its component parts, giving rise to illiberal democracy on the one side and undemocratic liberalism on the other." The one, he argues, is dominated by manipulated majority opinion while the other is controlled by institutions such as central banks, constitutional courts and supranational bureaucracies like the European Commission that can operate independent of direct, democratic debate.

"Take back control" was the slogan used by the Brexiteers during their successful campaign. Indeed, the feeling of living in an era in which they have lost control is likely a common denominator among all European populists. Taking back that control is something they all promise.

It is combined with the desire to shake off the corset that allegedly makes life in the West anything but free. All the laws, rules, decrees and contracts that dictate to people, companies and entire countries how to behave. What they are allowed to say and what not. What they can buy and what is off limits. How things may or may not be produced. This desire to apply a new set of self-made, simpler rules to the world is feeding the popularity of the autocratically minded.

These days, it is rare that democracies collapse under attack from armed, uniformed adversaries. Such images belong to the past; the coup d'état has become a rarity. On the contrary, many autocrats have come to power by way of the ballot box, govern in the name of the people and regularly hold referenda to solidify their power.

But once in power -- in Turkey, Venezuela or Russia -- they bring the institutions of democracy under their control. They tend not to be committed ideologues. Rather, they are strategists of power who used ideologies without necessarily believing in them themselves. Furthermore, they don't generally wield violence indiscriminately, another difference to the murderous regimes of the past. Sometimes, a journalist loses their life, or an oligarch ends up in jail. But otherwise, the new autocrats are much subtler than their totalitarian predecessors. Generally, a timely threat issued to insubordinate citizens suffices. And they are particularly adept at the dark art of propaganda. They know that many people have become insecure and are afraid of the future and foreigners. They have learned how to augment those fears, so they can then pose as guarantors of stability...

Conservative Amnesia

Center-right parties in Europe have forgotten how to be conservative, argues Jan-Werner Mueller, at Foreign Policy, "Europe Forgot What ‘Conservative’ Means":

Conventional wisdom has it that Europe’s social democrats are in terminal decline. In recent elections in Italy, Germany, and France, once proud left-wing mass parties have been reduced to at best getting a fifth of the vote. The obvious flip side of the mainstream left’s decline seems to be that populists but also the center-right are faring well. In fact, this picture is highly misleading. Center-right parties — European Christian democrats above all — face a real crisis. It is increasingly unclear what they stand for, and, unlike social democrats, they are in real danger of being replaced by the populist right.

Social democrats have been struggling because the “Third Way” pursued by leaders such as Tony Blair and Gerhard Schröder during the late 1990s left them with an enormous credibility problem. They had not just tolerated but actively furthered finance capitalism; deregulation and increasing inequality happened under the watch of nominally left-wing governments, which today are perceived as having betrayed socialist ideals. But, importantly, it is not really in doubt what these ideals are. As the surprise success of Jeremy Corbyn in last year’s British general elections demonstrated, the left can still do remarkably well, under two conditions: Social democrats have to restore their credibility and reorient public attention away from the one issue that is most likely to split its core constituency — immigration. Whether one likes Corbyn’s ideas or not, it is remarkable that a grassroots movement, Momentum, largely captured the Labour Party and effectively erased its toxic association with the widely discredited Blairism.

In somewhat similar fashion, Germany’s Social Democratic Party (SPD) has been trying to assert an agenda offering better protection for workers and more accessible health care. While this month’s decision to re-enter a grand coalition with the Christian Democrats has temporarily obscured this reorientation, the SPD will likely continue to sharpen its profile as a distinctively left-wing party in government.

If one asks, by contrast, what exactly Europe’s center-right stands for today, most citizens will be unable to articulate an answer. This has partly to do with historical amnesia — including forgetfulness on the part of center-right leaders themselves. After World War II, Christian democrats dominated politics in Germany, Italy, and, to a lesser extent, France. The circumstances were uniquely favorable for such moderate center-right parties, which claimed a religious, though nonsectarian, inspiration. Fascism had discredited the nationalist right; the horrors of the midcentury made many Europeans look for moral certainty in religion; and in the context of the Cold War, Christian democrats presented themselves as quintessentially anti-communist actors. Not least, they suggested that there was an affinity between the materialism of classical liberalism on the one hand and communism on the other — and that they were the only parties that clearly rejected both in favor of communitarian values. It is virtually forgotten today that Christian democratic parties had strong progressive elements — even if one occasionally gets a glimpse of that past: Matteo Renzi, who resigned as leader of Italy’s major left-wing party this month, had actually started his political life as a Christian Democrat.

Above all, Christian democrats were the original architects of European integration. They deeply distrusted the nation-state; the fact that, in the 19th century, both the newly unified Italy and the Germany united by Otto von Bismarck had waged prolonged culture wars against Catholics was seared in their collective memory. European integration also chimed with a distinct Christian democratic approach to politics in general: the imperative to mediate among distinct identities and interests. Ultimately, this quest for compromise among different groups (and, in Europe, states) went back to Pope Leo XIII’s idea — directed against rising socialist parties — that capital and labor could work together for the benefit of all in a harmonious society. Christian democracy had been a creation to avoid both culture war and class conflict.

Little is left of these legacies today. Christian democrats and other center-right parties continue to be pragmatists, but it is often unclear what, other than the imperative to preserve power, animates them in the first place. The European Union’s three main presidents — of the European Commission, the European Parliament, and the European Council — are all Christian democrats. Yet none of them has advanced a bold vision for the union as a whole. All seem to take it for granted that citizens are wary of further integration. To be sure, this is the narrative right-wing populists push, but evidence from surveys is far more ambiguous.

Whether or not to adapt to right-wing populism constitutes the major strategic dilemma for Europe’s center-right today...
Actually, Christian Democrats today --- think Angela Merkel --- are basically leftists. Yeah, they better learn how to be conservative again, or be relegated to the dustbin of history. They need to conserve their own societies, for one thing. Sheesh.
