Haitian President Assassinated (VIDEO)

While sad, of course, this is a pretty fascinating situation.

Two of the 17 assailants were American, and there's a Colombian connection of some sort too, with perhaps some of the assassins being mercenaries. 

Either way, this seems a significant development, though I haven't heard much yet from the Biden White House. Maybe we'll have some Haitian boat people trying to make in the U.S. in rafts soon. Cuba's 90 miles off the coast of Florida, and Hait's not that much further. God forbid these people perish tying to get to this country where a far-left White House couldn't give a shit. (And this assumes you even care about what happens to Haitians, in any case, and I do.)

Haiti has demonstrated extraordinary resilience in the face of seemingly unstinting political turmoil and natural disaster. Now the Caribbean nation, the poorest in the Western Hemisphere, is again in the international spotlight with the assassination early Wednesday of its president, Jovenel Moise.

Even before a series of modern-day calamities — the brutal father-son Duvalier dictatorships that ended in 1986, periodic destructive hurricanes, the devastating 2010 earthquake and a nearly decade-long outbreak of cholera that followed — Haiti was shadowed by a centuries-old legacy of colonialism, slavery and exploitation.

Less than 700 miles from Florida, the former French colony is deeply entangled with U.S. history. The slave revolt that culminated with Haitian independence from France in 1804 also brought about the Louisiana Purchase, the vast territorial sale by France that changed the face of a still-young United States.

Situated on the western third of the island of Hispaniola, which it shares with the Dominican Republic, Haiti is culturally vibrant despite grinding deprivation.

Its 11 million people reflect a mélange of influences — Afro-Caribbean, European and Latin American. Artists of Haitian birth, including acclaimed writer Edwidge Danticat and rapper-actor Wyclef Jean, have left a significant mark on U.S. culture.

Haiti’s hardships, except when they occur on a grand scale, often go little noticed by the outside world.

Moise’s assassination was preceded by months of growing violence by criminal gangs, which set off a vicious round of kidnappings, killings and displacement whose effects rippled across a broad sector of Haitian society. A United Nations report last month cited a “widespread sense of insecurity” and “dramatic consequences for the civilian population.”

At times, even well-intentioned international efforts have caused yet more suffering in Haiti. In a recent memoir, former U.N. Secretary-General Ban Ki-moon wrote that the world body should have done more to address a cholera epidemic, traced by several investigations to U.N. peacekeepers.

That outbreak killed thousands of Haitians after the 2010 earthquake, and was not brought under control for nine years — shortly before the pandemic began. Haiti has essentially no COVID-19 vaccination program in place.

Here is more background on past crises the country has weathered.

The Duvaliers

Francois Duvalier and his son Jean-Claude — known respectively as “Papa Doc” and “Baby Doc” — ruled Haiti between 1957 and 1986, their successive reigns characterized by numerous harsh abuses. The elder Duvalier, a rural doctor who pledged to economically empower the country’s downtrodden Black masses, instead fell into autocratic ways and declared himself president for life, buttressed by a terrifying paramilitary group known as the Tontons Macoutes.

His son Jean-Claude Duvalier, at 19 the designated successor, took over following his father’s death in 1971. At first the younger Duvalier sought to cultivate an international softer image, but the Tontons Macoutes used brutal means to try to suppress nationwide protests over joblessness, poverty and political repression. In 1986, facing overthrow, "Baby Doc" fled to France. He returned in 2011 to Haiti, where he failed to regain power and was embroiled by embezzlement charges, but was allowed to remain free.

Jean-Claude Duvalier died three years later, and in the post-Duvalier era, Haiti has struggled to attain stable governance. A charismatic priest, Jean-Bertrand Aristide, became the country’s first democratically elected president, in 1990, but lasted less than a year before being deposed by a coup.

That pattern persisted; at the time of his killing, Moise was governing by decree. Opponents and many legal experts said his term should have ended in February.

The 2010 earthquake

The catastrophic magnitude-7.0 temblor ravaged the capital, Port-au-Prince, and heavily damaged several other cities. Haiti was no stranger to ruinous storms and smaller quakes, but this was its worst natural disaster. While figures remain disputed, deaths were put at about 200,000, with an additional 300,000 people hurt. At least 1.5 million Haitians were internally displaced.

Sweden Ends Its Pandemic Experiment

Sweden’s Covid-19 experiment is over.

After a late autumn surge in infections led to rising hospitalizations and deaths, the government has abandoned its attempt—unique among Western nations—to combat the pandemic through voluntary measures.

Like other Europeans, Swedes are now heading into the winter facing restrictions ranging from a ban on large gatherings to curbs on alcohol sales and school closures—all aimed at preventing the country’s health system from being swamped by patients and capping what is already among the highest per capita death tolls in the world.

The clampdown, which started last month, put an end to a hands-off approach that had made the Scandinavian nation a prime example in the often heated global debate between opponents and champions of pandemic lockdowns.

Admirers of the Swedish way as far as the U.S. hailed its benefit to the economy and its respect for fundamental freedoms. Critics called it a gamble with human lives, especially those of the most vulnerable. With its shift in strategy, the government is now siding with those advocating at least some mandatory restrictions.

When the pathogen swept across Europe in March, Sweden broke with much of the continent and opted not to impose mask-wearing and left known avenues of viral transmission such as bars and nightclubs open, leaving it to citizens to take their own precautions.

As late as last month, Swedes enjoyed mass sporting and cultural events and health-care officials insisted that the voluntary measures were enough to spare the country the resurgence in infections that was sweeping Europe.

Weeks later, with total Covid-19-related deaths reaching almost 700 per million inhabitants, infections growing exponentially and hospital wards filling up, the government made a U-turn.

In an emotional televised address on Nov. 22, Prime Minister Stefan Löfven pleaded with Swedes to cancel all nonessential meetings and announced a ban on gatherings of more than eight people, which triggered the closure of cinemas and other entertainment venues. Starting Monday, high schools will be closed.

“Authorities chose a strategy totally different to the rest of Europe, and because of it the country has suffered a lot in the first wave,” said Piotr Nowak, a physician working with Covid-19 patients at the Karolinska University Hospital in Stockholm. “We have no idea how they failed to predict the second wave.”

Last week Sweden’s total coronavirus death count crossed 7,000. Neighboring Denmark, Finland and Norway, all similar-sized countries, have recorded since the start of the pandemic 878, 415 and 354 deaths respectively. For the first time since World War II, Sweden’s neighbors have closed their borders with the country.

“We don’t like to say that Sweden has been the black sheep, but it has been the different sheep,” said Vivikka Richt, spokeswoman of the Finnish health ministry.

Dr. Nowak said medical personnel had never shared the optimism of the country’s public-health agency about so-called herd immunity—population-wide resistance to a pathogen acquired through gradual exposure—and had repeatedly warned that the virus couldn’t be controlled with voluntary measures alone.

One reason Sweden stuck to its approach for so long despite the warning signs is the high degree of independence and authority enjoyed by the health agency and other similar state bodies under Swedish law.

The public face of the country’s pandemic strategy was Anders Tegnell, Sweden’s chief epidemiologist.

Dr. Tegnell declined to be interviewed this week, but in earlier conversations with The Wall Street Journal and other media he said lockdowns were unsustainable and unnecessary. His agency has continued to discourage mask-wearing just as the European Center for Disease Prevention and Control, a European Union agency whose headquarters are located near Dr. Tegnell’s office in Stockholm, recommends wearing them.

It takes carbons to fuel an automobile. Electricity is most effectively generated for industrial-scale use by fossil fuels, especially coal. But coal's out if you're a leftist. These idiots don't understand that wind, solar, and hydro will never provide enough energy to meet current demand, not in Britain, not in the U.S, and certainly not worldwide, where poor countries are still decades if not centuries behind the West in terms of their political-economic (especially industrial and scientific) modernization.

But these are the times in which we live, and we've got mountains to move before we can finally crush the left and save Western civilization. We'll do it. But it takes time. (More about that later.)

I love this story. I love all this winning. We've taken out Iran's terror mastermind Qassem Soleimani, and now their top doomsday scientist. 

Big story, but no matter where you find it among the MSM outlets, this is a supposed to be a bad thing. Why? It looks good on President Trump and his Middle East policy. It looks good on U.S. strategy of isolating Iran behind a ring of new strategic alliances. And it affirms Israel's role once again as the undisputed hegemon in the region and the linchpin of the American the alliance posture there. I mean, all the recent peace deals, and the breakneck diplomacy? Not bad. Not bad. That is, unless you think the Obama administration's $400 billion quid pro quo pallets of cash was okey-dokey!

It's such a damn shame Biden and his fanatical appeasers are coming back to power. They won't have long though. They won't have time to fuck things up, unless Biden goes all Obama and starts yet another Middle East war.

Boris Johnson’s decision to ignore the verdict of his independent adviser on ministerial standards, Sir Alex Allan, on a bullying inquiry into the home secretary has been met with indignation.

Allan, a public servant with a 47-year career in the civil service, was clear in his central finding that Priti Patel’s behaviour was in breach of the ministerial code, and he has resigned in the face of Johnson’s contrary ruling.

But did Allan’s statement on his findings leave the prime minister with some room for manoeuvre? Here we look at some of the key passages:

‘Justifiably frustrated’

The home secretary says that she puts great store by professional, open relationships. She is action-orientated and can be direct. The home secretary has also become – justifiably in many instances – frustrated by the Home Office leadership’s lack of responsiveness and the lack of support she felt in DfID [the Department for International Development] three years ago.

Analysis Allan says civil servants – particularly senior civil servants – should be able to handle robust criticism, though they should not “face behaviour that goes beyond that”. In his advice, Allan suggests that on more than one occasion Patel was justified in being frustrated at the operation of the Home Office. The background to the inquiry is a rift between Patel and the former top civil servant at the Home Office, Sir Philip Rutnam, who quit and launched tribunal proceedings against the minister. Allan acknowledges there were issues with the Home Office leadership – an allusion to Rutnam – and the lack of support.

New Zealand Prime Minister Jacinda Ardern's Labour Party Wins Landslide Election

This is not good. 

Have you paid attention to this woman? She's a budding leftist totalitarian, and New Zealand voters handed her at least three more years of power. Remember, she forced a major gun confiscation program following the Christchurch massacre in 2019, and New Zealand's coronavirus crackdown this year is perhaps the most draconian of any democracy on earth. 

And she's a creepy "Karen" type of woman who assumes she knows what's best for you. "Cringe" is only putting it mildly.

Interview with Adam Tooze

I love this guy's work, but I had no idea he was truly a fanatical leftist, especially about this "climate change" stuff, but it's a compelling discussion.

At New York Mag, "A Historian of Economic Crisis on the World After COVID-19":

While we’re on the subject of the great powers’ mutual delirium: In a recent essay on the U.S.-China relationship, you suggest that the present tensions with China are fueled less by “social and economic interests” than by a long-standing ideological rivalry and its attendant national-security implications – and that, in fact, the rise of Communist China indicates that the Cold War never actually ended. But it seems to me that the ideological and national-security stakes of the U.S.-China conflict are much lower than those of the conflict between the U.S. and the Soviet Union. There aren’t many radicals launching insurgencies in South America in the name of Xi Jinping Thought or sympathizers of the CCP in the upper ranks of America’s labor unions. The Chinese regime is not calling for an international workers’ revolution; to the contrary, it wages vicious campaigns of suppression against domestic labor unions in order to maintain a grossly inequitable income distribution. So, I don’t see China posing a plausible threat to the American homeland or America’s capitalist regime. But it does threaten our share of global GDP and privileged position in international value chains.

So I would happily concede that the Chinese Communist Party, in its current form, is not the same as, say, the Khrushchev-era Soviet Union. But I think I would insist on three things. First, the leadership of that party emphatically interprets, presents, and thinks about (as far as we’re able to tell from the outside) its situation, problems, and strategies in terms of the continuous elaboration of the Marxist cannon. The historian Stephen Kotkin makes this argument about Stalin — that, while he was no one’s idea of a good Marxist, you really can’t understand him unless you understand the twisted, weird, stunted version of Marxism that made the guy tick. And I think that’s true about the current Chinese leadership, too.

It isn’t a global revolutionary movement anymore. But they are self-consciously the descendants of that project. And as such, their worldview is fundamentally alien to — and distinct from — that of Europe or the United States or anyone else participating in the liberal project. There is indeed a huge gap in our understanding of what the state is for, what the rule of law does — how it does and does not constrain things. And that is a difference that matters.

And then the third thing I would say is that, though it is true they are not a revolutionary project in the sense of Cuba in the 1970s — or China itself in the 1960s — the contemporary Chinese Communist Party is de facto more transformative of the circumstances of the global political economy than those revolutionary projects, and transformative in ways that America is quite right to perceive as threats to its hegemony.

Relatedly, while I recognize the force of the recasting you’ve just offered, I think you have to reckon with the autonomous significance of the American security state, which is separate from the general American interest in global GDP share or something like that.

There was a moment — and it didn’t happen under Trump; it happened when Hillary Clinton was secretary of State — when that part of the American government machine that thinks in terms of F-35s and atomic weapons and nuclear fleets shifted its focus toward China. And that constitutes a source of conflict that is not reducible to economics. It draws on the conception of the economy as a national resource base, and is of course entangled with particular companies in the military-industrial complex, but it is distinct nevertheless.

There are competing factions within the American state apparatus. And who gets to call the shots in a domain of policy at a given point of time can shift. And I would insist there’s been a decisive lurch toward the dominance of national security on China policy.

I think it’s quite reasonable to say that, coming out of World War II, American business was essentially integrated into the American government. It’s not fatuous to imagine that much of the Marshall Plan was directly organized around securing markets for certain sorts of American businesses, which were basically running the government at the time. But that’s an effect of a particular type of articulation, which comes and goes with time. With regard to China right now, there is a remarkable discrepancy between the corporate planning of the companies that dominate the S&P 500 and the American security Establishment...

Amid Coronavirus Pandemic, China Maneuvers for International Leadership

I suppose it's nearly impossible for a 100 percent decoupling from China, but it's worth a try, sheesh.

With hundreds of millions of people now isolating themselves around the world, the novel coronavirus pandemic has become a truly global event. And while its geopolitical implications should be considered secondary to matters of health and safety, those implications may, in the long term, prove just as consequential—especially when it comes to the United States’ global position. Global orders have a tendency to change gradually at first and then all at once. In 1956, a botched intervention in the Suez laid bare the decay in British power and marked the end of the United Kingdom’s reign as a global power. Today, U.S. policymakers should recognize that if the United States does not rise to meet the moment, the coronavirus pandemic could mark another “Suez moment.”

It is now clear to all but the most blinkered partisans that Washington has botched its initial response. Missteps by key institutions, from the White House and the Department of Homeland Security to the Centers for Disease Control and Prevention (CDC), have undermined confidence in the capacity and competence of U.S. governance. Public statements by President Donald Trump, whether Oval Office addresses or early-morning tweets, have largely served to sow confusion and spread uncertainty. Both public and private sectors have proved ill-prepared to produce and distribute the tools necessary for testing and response. And internationally, the pandemic has amplified Trump’s instincts to go it alone and exposed just how unprepared Washington is to lead a global response.

The status of the United States as a global leader over the past seven decades has been built not just on wealth and power but also, and just as important, on the legitimacy that flows from the United States’ domestic governance, provision of global public goods, and ability and willingness to muster and coordinate a global response to crises. The coronavirus pandemic is testing all three elements of U.S. leadership. So far, Washington is failing the test.

As Washington falters, Beijing is moving quickly and adeptly to take advantage of the opening created by U.S. mistakes, filling the vacuum to position itself as the global leader in pandemic response. It is working to tout its own system, provide material assistance to other countries, and even organize other governments. The sheer chutzpah of China’s move is hard to overstate. After all, it was Beijing’s own missteps—especially its efforts at first to cover up the severity and spread of the outbreak—that helped create the very crisis now afflicting much of the world. Yet Beijing understands that if it is seen as leading, and Washington is seen as unable or unwilling to do so, this perception could fundamentally alter the United States’ position in global politics and the contest for leadership in the twenty-first century.

MISTAKES WERE MADE

In the immediate aftermath of the outbreak of the novel coronavirus, which causes the disease now referred to as COVID-19, the missteps of Chinese leaders cast a pall on their country’s global standing. The virus was first detected in November 2019 in the city of Wuhan, but officials didn’t disclose it for months and even punished the doctors who first reported it, squandering precious time and delaying by at least five weeks measures that would educate the public, halt travel, and enable widespread testing. Even as the full scale of the crisis emerged, Beijing tightly controlled information, shunned assistance from the CDC, limited World Health Organization travel to Wuhan, likely undercounted infections and deaths, and repeatedly altered the criteria for registering new COVID-19 cases—perhaps in a deliberate effort to manipulate the official number of cases.

As the crisis worsened through January and February, some observers speculated that the coronavirus might even undermine the leadership of the Chinese Communist Party. It was called China’s “Chernobyl”; Dr. Li Wenliang—the young whistleblower silenced by the government who later succumbed to complications from the COVID-19—was likened to the Tiananmen Square “tank man.”

Yet by early March, China was claiming victory. Mass quarantines, a halt to travel, and a complete shutdown of most daily life nationwide were credited with having stemmed the tide; official statistics, such as they are, reported that daily new cases had fallen into the single digits in mid-March from the hundreds in early February. In a surprise to most observers, Chinese leader Xi Jinping—who had been uncharacteristically quiet in the first weeks—began to put himself squarely at the center of the response. This month, he personally visited Wuhan.

Even though life in China has yet to return to normal (and despite continuing questions over the accuracy of China’s statistics), Beijing is working to turn these early signs of success into a larger narrative to broadcast to the rest of the world—one that makes China the essential player in a coming global recovery while airbrushing away its earlier mismanagement of the crisis.

A critical part of this narrative is Beijing’s supposed success in battling the virus. A steady stream of propaganda articles, tweets, and public messaging, in a wide variety of languages, touts China’s achievements and highlights the effectiveness of its model of domestic governance. “China’s signature strength, efficiency and speed in this fight has been widely acclaimed,” declared Foreign Ministry spokesman Zhao Lijian. China, he added, set “a new standard for the global efforts against the epidemic.” Central authorities have instituted tight informational control and discipline at state organs to snuff out contradictory narratives.

These messages are helped by the implicit contrast with efforts to battle the virus in the West, particularly in the United States—Washington’s failure to produce adequate numbers of testing kits, which means the United States has tested relatively few people per capita, or the Trump administration’s ongoing disassembly of the U.S. government’s pandemic-response infrastructure. Beijing has seized the narrative opportunity provided by American disarray, its state media and diplomats regularly reminding a global audience of the superiority of Chinese efforts and criticizing the “irresponsibility and incompetence” of the “so-called political elite in Washington,” as the state-run Xinhua news agency put it in an editorial.

Chinese officials and state media have even insisted that the coronavirus did not in fact emerge from China—despite overwhelming evidence to the contrary—in order to reduce China’s blame for the global pandemic. This effort has elements of a full-blown Russian-style disinformation campaign, with China’s Foreign Ministry spokesman and over a dozen diplomats sharing poorly sourced articles accusing the U.S. military of spreading the coronavirus in Wuhan. These actions, combined with China’s unprecedented mass expulsion of journalists from three leading American papers, damage China’s pretensions to leadership...

Competition, the Coronavirus, and the Weakness of Xi Jinping

Over the past few years, the United States’ approach to China has taken a hard-line turn, with the balance between cooperation and competition in the U.S.-Chinese relationship tilting sharply toward the latter. Most American policymakers and commentators consider this confrontational new strategy a response to China’s growing assertiveness, embodied especially in the controversial figure of Chinese President Xi Jinping. But ultimately, this ongoing tension—particularly with the added pressures of the new coronavirus outbreak and an economic downturn—is likely to expose the brittleness and insecurity that lie beneath the surface of Xi’s, and Beijing’s, assertions of solidity and strength.

The United States has limited means of influencing China’s closed political system, but the diplomatic, economic, and military pressure that Washington can bring to bear on Beijing will put Xi and the Chinese Communist Party (CCP) he leads under enormous strain. Indeed, a prolonged period of strategic confrontation with the United States, such as the one China is currently experiencing, will create conditions that are conducive to dramatic changes.

As tension between the United States and China has grown, there has been vociferous debate about the similarities and, perhaps more important, the differences between U.S.-Chinese competition now and U.S.-Soviet competition during the Cold War. Whatever the limitations of the analogy, Chinese leaders have put considerable thought into the lessons of the Cold War and of the Soviet collapse. Ironically, Beijing may nevertheless be repeating some of the most consequential mistakes of the Soviet regime.

During the multidecade competition of the Cold War, the rigidity of the Soviet regime and its leaders proved to be the United States’ most valuable asset. The Kremlin doubled down on failed strategies—sticking with a moribund economic system, continuing a ruinous arms race, and maintaining an unaffordable global empire—rather than accept the losses that thoroughgoing reforms might have entailed. Chinese leaders are similarly constrained by the rigidities of their own system and therefore limited in their ability to correct policy mistakes. In 2018, Xi decided to abolish presidential term limits, signaling his intention to stay in power indefinitely. He has indulged in heavy-handed purges, ousting prominent party officials under the guise of an anticorruption drive. What is more, Xi has suppressed protests in Hong Kong, arrested hundreds of human rights lawyers and activists, and imposed the tightest media censorship of the post-Mao era. His government has constructed “reeducation” camps in Xinjiang, where it has incarcerated more than a million Uighurs, Kazakhs, and other Muslim minorities. And it has centralized economic and political decision-making, pouring government resources into state-owned enterprises and honing its surveillance technologies. Yet all together, these measures have made the CCP weaker: the growth of state-owned enterprises distorts the economy, and surveillance fuels resistance. The spread of the novel coronavirus has only deepened the Chinese people’s dissatisfaction with their government.

The economic tensions and political critiques stemming from U.S.-Chinese competition may ultimately prove to be the straws that broke this camel’s back. If Xi continues on this trajectory, eroding the foundations of China’s economic and political power and monopolizing responsibility and control, he will expose the CCP to cataclysmic change.

A PAPER TIGER

Since taking power in 2012, Xi has replaced collective leadership with strongman rule. Before Xi, the regime consistently displayed a high degree of ideological flexibility and political pragmatism. It avoided errors by relying on a consensus-based decision-making process that incorporated views from rival factions and accommodated their dueling interests. The CCP also avoided conflicts abroad by staying out of contentious disputes, such as those in the Middle East, and refraining from activities that could encroach on the United States’ vital national interests. At home, China’s ruling elites maintained peace by sharing the spoils of governance. Such a regime was by no means perfect. Corruption was pervasive, and the government often delayed critical decisions and missed valuable opportunities. But the regime that preceded Xi’s centralization had one distinct advantage: a built-in propensity for pragmatism and caution.

In the last seven years, that system has been dismantled and replaced by a qualitatively different regime—one marked by a high degree of ideological rigidity, punitive policies toward ethnic minorities and political dissenters at home, and an impulsive foreign policy embodied by the Belt and Road Initiative (BRI), a trillion-dollar infrastructure program with dubious economic potential that has aroused intense suspicion in the West. The centralization of power under Xi has created new fragilities and has exposed the party to greater risks. If the upside of strongman rule is the ability to make difficult decisions quickly, the downside is that it greatly raises the odds of making costly blunders. The consensus-based decision-making of the earlier era might have been slow and inefficient, but it prevented radical or risky ideas from becoming policy.

Under Xi, correcting policy mistakes has proved to be difficult, since reversing decisions made personally by the strongman would undercut his image of infallibility. (It is easier politically to reverse bad decisions made under collective leadership, because a group, not an individual, takes the blame.) Xi’s demand for loyalty has also stifled debate and deterred dissent within the CCP. For these reasons, the party lacks the flexibility needed to avoid and reverse future missteps in its confrontation with the United States. The result is likely to be growing disunity within the regime. Some party leaders will no doubt recognize the risks and grow increasingly alarmed that Xi has needlessly endangered the party’s standing. The damage to Xi’s authority caused by further missteps would also embolden his rivals, especially Premier Li Keqiang and the Politburo members Wang Yang and Hu Chunhua, all of whom have close ties to former President Hu Jintao. Of course, it is nearly impossible to remove a strongman in a one-party regime because of his tight control over the military and the security forces. But creeping discord would at the very least feed Xi’s insecurity and paranoia, further eroding his ability to chart a steady course...

How China Implements Quarantine

What a nightmare.

GUANGZHOU, China — One person was turned away by hotel after hotel after he showed his ID card. Another was expelled by fearful local villagers. A third found his most sensitive personal information leaked online after registering with the authorities.

These outcasts are from Wuhan, the capital of Hubei Province, which is at the center of a rapidly spreading viral outbreak that has killed more than 420 people in China and sent fear rippling around the world. They are pariahs in China, among the millions unable to go home and feared as potential carriers of the mysterious coronavirus.

All across the country, despite China’s vast surveillance network with its facial recognition systems and high-end cameras that is increasingly used to track its 1.4 billion people, the government has turned to familiar authoritarian techniques — like setting up dragnets and asking neighbors to inform on one another — as it tries to contain the outbreak.

It took the authorities about five days to contact Harmo Tang, a college student studying in Wuhan, after he returned to his hometown, Linhai, in eastern Zhejiang Province. Mr. Tang said he had already been under self-imposed isolation when local officials asked for his personal information, including name, address, phone number, identity card number and the date he returned from Wuhan. Within days, the information began to spread online, along with a list of others who returned to Linhai from Wuhan.

Local officials offered no explanation but returned a few days later to fasten police tape to his door and hang a sign that warned neighbors that a Wuhan returnee lived there. The sign included an informant hotline to call if anyone saw him or his family leave the apartment. Mr. Tang said he received about four calls a day from different local government departments.

“In reality there’s not much empathy,” he said. “It’s not a caring tone they’re using. It’s a warning tone. I don’t feel very comfortable about it.”

Of course, China has a major incentive to track down potential carriers of the disease. The coronavirus outbreak has put parts of the country under lockdown, brought the world’s second-largest economy to a virtual standstill and erected walls between China and the rest of the world.

Still, even some government officials called for understanding as concerns about prejudice spread. Experts warned such marginalization of an already vulnerable group could prove counterproductive, further damaging public trust and sending those who should be screened and monitored deeper underground.

“We are paying attention to this issue,” Ma Guoqiang, the Chinese Communist Party secretary of Wuhan, said at a news conference there last Tuesday.

“I believe that some people may label Hubei people or report them, but I also think most people will treat Hubei people with a good heart.”

While networks of volunteers and Christian groups have been vocal about offering help, many local leaders have focused efforts on finding and isolating people from Hubei. On big screens and billboards, propaganda videos and posters warn people to stay inside, wear masks and wash hands.

In the northern province of Hebei, one county offered bounties of 1,000 yuan, or about $140, for each Wuhan person reported by residents. Images online showed towns digging up roads or deputizing men to block outsiders. Some apartment-building residents barricaded the doors of their towers with China’s ubiquitous ride-share bikes.

In the eastern province of Jiangsu, quarantine turned to imprisonment after authorities used metal poles to barricade shut the door of a family recently returned from Wuhan. To get food, the family relied on neighbors who lowered provisions with a rope down to their back balcony, according to a local news report.

Scared for the safety of his children as conditions at home worsened, Andy Li, a tech worker from Wuhan traveling with his family in Beijing, rented a car and began driving south to Guangdong, an effort to find refuge with relatives there. In Nanjing, he was turned away from one hotel before getting a room at a luxury hotel.

There he set up a self-imposed family quarantine for four days, until local authorities ordered all people from Wuhan to move to a hotel next to the city’s central rail station. Mr. Li said the quarantine hotel did not seem to be doing a good job isolating people. Food delivery workers came and went, while gaps in the doors and walls allowed drafts in.

“They’re only working to separate Wuhan people from Nanjing people,” Mr. Li said. “They don’t care at all if Wuhan people infect each other.”

To help, he stuffed towels and tissues under the door to block the drafts.

“I’m not complaining about the government," Mr. Li said. “There will always be loopholes in policy. But in a selfish way I’m just really worried about my children.”

Across the country, the response from local authorities often resembles the mass mobilizations of the Mao era rather than the technocratic, data-driven wizardry depicted in propaganda about China’s emerging surveillance state. They have also turned to techniques Beijing used to fight the outbreak of SARS, another deadly disease, in 2002 and 2003, when China was much less technologically sophisticated.

Checkpoints to screen people for fevers have popped up at tollbooths, at the front gates of apartment complexes and in hotels, grocery stores and train stations. Often those wielding the thermometer guns don’t hold them close enough to a person’s forehead, generating unusually low temperature readings. Such checks were worthless, for instance, against one man in the western province of Qinghai, whom police are investigating on suspicion that he covered up his symptoms to travel.

Authorities have used computerized systems that track ID cards — which must be used to take most long-distance transport and stay in hotels — to round up people from Wuhan. Yet one article about the ID system in The People’s Daily, the mouthpiece for the Chinese Communist Party, included a plea to all passengers on affected flights and trains to report themselves...

What Tehran is Likely to Do Next

I think we're at war already.

It's been proxy war for 40 years.

The latest is the rocket strikes on Iraqi military bases (targeting American personnel).

No casualties yet, but this latest conflagration is really just getting started. Neither side seems to want deescalation, and each side's target domestic audience is highly supportive of the action, and thus there's little political incentive to stand down.

I'll have more, as I always do.

Qasem Soleimani, commander of the Islamic Revolutionary Guard Corps Quds Force, was one of the most influential and popular figures in the Islamic Republic and a particular nemesis of the United States. He led Iran’s campaign to arm and train Shiite militias in Iraq—militias responsible for the deaths of an estimated 600 American troops from 2003 to 2011— and became the chief purveyor of Iranian political influence in Iraq thereafter, most notably through his efforts to fight the Islamic State (ISIS). He drove Iran’s policies to arm and support Syrian President Bashar al-Assad, including by deploying an estimated 50,000 Shiite militia fighters to Syria. He was the point man for Iran’s relationship with Hezbollah in Lebanon, helping to supply the group with missiles and rockets to threaten Israel. He drove Iran’s strategy to arm the Houthis in Yemen. For all these reasons and more, Soleimani was a cult hero in Iran and across the region.

In short, the United States has taken a highly escalatory step in assassinating one of the most important and powerful men in the Middle East.

The administration of U.S. President Donald Trump argues that Soleimani was a terrorist and that assassinating him was a defensive action that stopped an imminent attack. Both of those assertions may or may not be true, but the United States would never have felt compelled to act against the Iranian general if not for the reckless policy the administration has pursued since it came into office. In May 2018, Trump left the Iran nuclear agreement and adopted a “maximum pressure” policy of economic sanctions on Iran. For a year, Iran responded with restraint in an effort to isolate the United States diplomatically and win economic concessions from other parties to the nuclear agreement.

But the restrained approach failed to yield material benefits. By May 2019, Tehran had chosen instead to breach the agreement and escalate tensions across the region. First came Iranian mine attacks against international shipping in May and June. Then Iran shot down a U.S. drone, nearly touching off an open conflict with the United States. In September, Iranian missiles struck the Abqaiq facility in Saudi Arabia—arguably the most important piece of oil infrastructure in the world. Shiite militia groups began launching rockets at U.S. bases in Iraq, ultimately leading to the death of an American contractor last week. Retaliatory U.S. strikes eventually brought us to the Soleimani assassination.

The most important question now is how will Iran respond. The Islamic Republic’s behavior over the past few months and over its long history suggests that it may not rush to retaliate. Rather, it will carefully and patiently choose an approach that it deems effective, and it will likely try to avoid an all-out war with the United States. Nonetheless, the events of the past few days demonstrate that the risk of miscalculation is incredibly high. Soleimani clearly didn’t believe that the United States was going to dramatically escalate or he wouldn’t have left himself so vulnerable, only a stone’s throw away from U.S. military forces in Iraq. For his part, Trump has been adamant about his lack of interest in starting a new war in the Middle East—and yet, here we are at the precipice.

The United States must, at a minimum, expect to find itself in conflict with Shiite militias in Iraq that will target U.S. forces, diplomats, and civilians. Iraq is the theater where the U.S. strike took place and therefore the most rational place for Iran to immediately respond. Moreover, the militia groups have already been escalating their activities over the past six months. They are among Iran’s most responsive proxies and will be highly motivated, given that Abu Mahdi al-Muhandis, one of their top commanders, was killed in the strike along with Soleimani.

Whether a U.S. presence in Iraq is still viable remains an open question. The security situation, which has certainly now been complicated, is not the only problem. The assassination was such an extreme violation of Iraqi sovereignty—done unilaterally, without Iraqi government consent—that Iraqi officials will come under tremendous political pressure to eject U.S. forces. Many Iraqis have no love for either the United States or Iran. They just want to have their country back to themselves and fear being put in the middle of a U.S.-Iranian confrontation. The current situation could turn into a worst-case scenario for these citizens.

But a chaotic U.S. withdrawal under fire could also present real dangers. The mission to counter ISIS remains a going concern, and if the United States is forced to leave Iraq, that effort could suffer a serious blow. ISIS retains an underground presence and could take advantage of the chaos of an American withdrawal or a U.S.-Iranian conflict to improve its position in Iraq.

The repercussions of the assassination won’t necessarily be confined to Iraq. Lebanese Hezbollah, which enjoys a close relationship with Iran and is likely to be responsive to Iranian requests, could attack American targets in Lebanon. Even if Iran decides to avoid a major escalation in Lebanon, Hezbollah operatives are distributed throughout the Middle East and could attack the United States elsewhere in the region. Alternatively, Hezbollah may choose to launch missile attacks on Israeli territory, although this response is less likely. Hezbollah wants to avoid an all-out war with Israel that would devastate Lebanon, and the Trump administration has publicly taken credit for killing Soleimani, increasing the likelihood that a retaliatory strike will target the United States directly.

Iran could conduct missile strikes against U.S. bases in Saudi Arabia and the United Arab Emirates or against oil facilities in the Gulf. The accuracy of Iran’s missile strikes on the Abqaiq oil facility in September took the United States and the rest of the world by surprise, although Iran did purposefully attempt to keep the attack limited and symbolic. In the current climate, Iran could choose to become much more aggressive, calculating that in the arena of missile strikes it has been highly successful in landing blows while avoiding retaliation over the past six months.

We should also expect Iran to significantly accelerate its nuclear program. Since the Trump administration left the Iran nuclear agreement in May 2018, Iran has been quite restrained in its nuclear response. After a year of staying in the deal, in May 2019, Iran began to incrementally violate the agreement by taking small steps every 60 days. The next 60-day window ends next week, and it is hard to imagine restraint in the wake of Soleimani’s death. At a minimum, Iran will restart enriching uranium to 19.75 percent, a significant step toward weapons-grade uranium. It has recently threatened to go even further by walking away from the Nuclear Nonproliferation Treaty or kicking out inspectors. These would be profoundly dangerous moves, and until this week most analysts believed Tehran was unlikely to actually make them. Now they may well be on the table.

Perhaps the most provocative thing Iran could do is carry out a terrorist attack on the U.S. homeland or attempt to kill a senior U.S. official of Soleimani’s stature...
