A Flourishing Democracy in Ukraine?

A flourishing Ukrainian democracy. 

That's what Vladimir Putin fears, according to Michael McFaul, former U.S. Ambassador to Russia and Professor of Political Science at Stanford University, along with Robert Person.

Russia’s invasion of Ukraine has begun. Russian president Vladimir Putin wants you to believe that it’s NATO’s fault. He frequently has claimed (including again in an address to the nation as this invasion commenced) that NATO expansion—not 190,000 Russian soldiers and sailors mobilized on Ukraine’s borders—is the central driver of this crisis. Following John Mearsheimer’s provocative 2014 Foreign Affairs article arguing that “the Ukraine crisis is the West’s fault,” the narrative of Russian backlash against NATO expansion has become a dominant framework for explaining—if not justifying—Moscow’s ongoing war against Ukraine. This notion has been repeated by politicians, analysts, and writers in the United States, Europe, and elsewhere. Multiple rounds of enlargement, they argue, exacerbated Russia’s sense of insecurity as NATO forces crept closer to Russia’s borders, finally provoking Putin to lash out violently, first by invading Georgia in 2008, then Ukraine in 2014, and now a second, likely far larger, invasion of Ukraine today. By this telling, the specter of Ukraine’s NATO membership points both to the cause of the conflict and its solution: take membership off the table for Ukraine, so the argument goes, and war will be prevented.

This argument has two flaws, one about history and one about Putin’s thinking. First, NATO expansion has not been a constant source of tension between Russia and the West, but a variable. Over the last thirty years, the salience of the issue has risen and fallen not primarily because of the waves of NATO expansion, but due instead to waves of democratic expansion in Eurasia. In a very clear pattern, Moscow’s complaints about NATO spike after democratic breakthroughs. While the tragic invasions and occupations of Georgia and Ukraine have secured Putin a de facto veto over their NATO aspirations, since the alliance would never admit a country under partial occupation by Russian forces, this fact undermines Putin’s claim that the current invasion is aimed at NATO membership. He has already blocked NATO expansion for all intents and purposes, thereby revealing that he wants something far more significant in Ukraine today: the end of democracy and the return of subjugation.

This reality highlights the second flaw: Because the primary threat to Putin and his autocratic regime is democracy, not NATO, that perceived threat would not magically disappear with a moratorium on NATO expansion. Putin would not stop seeking to undermine democracy and sovereignty in Ukraine, Georgia, or the region as whole if NATO stopped expanding. As long as citizens in free countries exercise their democratic rights to elect their own leaders and set their own course in domestic and foreign politics, Putin will keep them in his crosshairs....

The more serious cause of tensions has been a series of democratic breakthroughs and popular protests for freedom throughout the 2000s, what many refer to as the “Color Revolutions.” Putin believes that Russian national interests have been threatened by what he portrays as U.S.-supported coups. After each of them—Serbia in 2000, Georgia in 2003, Ukraine in 2004, the Arab Spring in 2011, Russia in 2011–12, and Ukraine in 2013–14—Putin has pivoted to more hostile policies toward the United States, and then invoked the NATO threat as justification for doing so.

Boris Yeltsin never supported NATO expansion but acquiesced to the first round of expansion in 1997 because he believed his close ties to President Bill Clinton and the United States were not worth sacrificing over this comparatively smaller matter. Through Partnership for Peace and especially the NATO-Russia Founding Act, Clinton and his team made a considerable effort to keep US-Russian relations positive while at the same time managing NATO expansion. The 1999 NATO bombing of Serbia to stop ethnic cleaning in Kosovo severely tested that strategy but survived in part because Clinton gave Yeltsin and Russia a role in the negotiated solution. When the first post-communist color revolution overthrew Slobodan Milosevic a year later, Russia’s new president, Putin, deplored the act but did not overreact. At that time, he still entertained the possibility of cooperation with the West, including NATO.

However, the next round of democratic expansion in the post-Soviet world, the 2003 Rose Revolution in Georgia, escalated U.S.-Russian tensions significantly. Putin blamed the United States directly for assisting in this democratic breakthrough and helping to install what he saw as a pro-American puppet, President Mikheil Saakashvili. Immediately after the Rose Revolution, Putin sought to undermine Georgian democracy, ultimately invading in 2008 and recognizing two Georgian regions—Abkhazia and South Ossetia—as independent states. U.S.-Russian relations reached a new low point in 2008.

A year after the Rose Revolution, the most consequential democratic expansion in the post-Soviet world erupted in Ukraine in 2004, the Orange Revolution. In the years prior to that momentous event, Ukraine’s foreign-policy orientation under President Leonid Kuchma was relatively balanced between east and west, but with gradually improving ties between Kyiv and Moscow. That changed when a falsified presidential election in late 2004 brought hundreds of thousands of Ukrainians into the streets, eventually sweeping away Kuchma’s—and Putin’s—handpicked successor, Viktor Yanukovych. Instead, the prodemocratic and pro-western Orange Coalition led by President Viktor Yushchenko and Prime Minister Yuliya Tymoshenko took power.

Compared to Serbia in 2000 or Georgia in 2003, the Orange Revolution in Ukraine in 2004 was a much larger threat to Putin. First, the Orange Revolution occurred suddenly and in a much bigger and more strategic country on Russia’s border. The abrupt pivot to the West by Yushchenko and his allies left Putin facing the prospect that he had “lost” a country on which he placed tremendous symbolic and strategic importance.

To Putin, the Orange Revolution undermined a core objective of his grand strategy: to establish a privileged and exclusive sphere of influence across the territory that once comprised the Soviet Union. Putin believes in spheres of influence; that as a great power, Russia has a right to veto the sovereign political decisions of its neighbors. Putin also demands exclusivity in his neighborhood: Russia can be the only great power to exercise such privilege (or even develop close ties) with these countries. This position has hardened significantly since Putin’s conciliatory position of 2002 as Russia’s influence in Ukraine has waned and Ukraine’s citizens have repeatedly signaled their desire to escape from Moscow’s grasp. Subservience was now required. As Putin explained in a recent historical article, in his view Ukrainians and Russians “were one people” whom he is seeking to reunite, even if through coercion. For Putin, therefore, the loss of Ukraine in 2004 to the West marked a major negative turning point in U.S.-Russian relations that was far more salient than the second wave of NATO expansion that was completed the same year.

Second, those Ukrainians who rose up in defense of their freedom were, in Putin’s own assessment, Slavic brethren with close historical, religious, and cultural ties to Russia. If it could happen in Kyiv, why not in Moscow? Several years later, it almost did happen in Russia when a series of mass protests erupted in Moscow, St. Petersburg, and other cities in the wake of fraudulent parliamentary elections in December 2011. They were the largest protests in Russia since 1991, the year the Soviet Union collapsed. For the first time in his decade-plus in power, ordinary Russians showed themselves to have both the will and the capability to threaten Putin’s grip on power. That popular uprising in Russia, occurring the same year as the Arab Spring, and then followed with Putin’s return to the Kremlin as president for a third term in 2012, marked another major negative turn in U.S.-Russian relations, ending the reset launched by Presidents Obama and Medvedev in 2009. Democratic mobilization, first the Middle East and then Russia—not NATO expansion—ended this last chapter of U.S.-Russian cooperation. There have been no new chapters of cooperation since.

But U.S.-Russian relations deteriorated ever further in 2014, again because of new democratic expansion. The next democratic mobilization to threaten Putin happened a second time in Ukraine in 2013–14. After the Orange Revolution in 2004, Putin did not invade Ukraine, but wielded other instruments of influence to help his protégé, Viktor Yanukovych, narrowly win the Ukrainian presidency six years later. Yanukovych, however, turned out not to be a loyal Kremlin servant, but tried to cultivate ties with both Russia and the West. Putin finally compelled Yanukovych to make a choice, and the Ukrainian president chose Russia in the fall of 2013 when he reneged on signing an EU association agreement in favor of membership in Russia’s Eurasian Economic Union. To the surprise of everyone in Moscow, Kyiv, Brussels, and Washington, Yanukovych’s decision to scuttle this agreement with the EU triggered mass demonstrations in Ukraine again, bringing hundreds of thousands of Ukrainians into the streets in what would become known as the Euromaidan or “Revolution of Dignity” to protest Yanukovych’s turn away from the democratic West. The street protests lasted several weeks, punctuated by the killing of dozens of peaceful protestors by Yanukovych’s government, the eventual collapse of that government and Yanukovych’s flight to Russia in February 2014, and a new pro-Western government taking power in Kyiv. Putin had “lost” Ukraine for the second time in a decade.

This time, Putin struck back with military force to punish the alleged American-backed, neo-Nazi usurpers in Kyiv. Russian armed forces seized Crimea; Moscow later annexed the Ukrainian peninsula. Putin also provided money, equipment, and soldiers to back separatists in eastern Ukraine, fueling a simmering war in Donbas for eight years, in which approximately 14,000 people have been killed. After invading, not before, Putin amped up his criticisms of NATO expansion as justification for his belligerent actions.

In response to this second Ukrainian democratic revolution, Putin concluded that cooption through elections and other nonmilitary means had to be augmented with greater coercive pressure, including military intervention. Since the Revolution of Dignity, Putin has waged an unprecedented war against Ukraine using a full spectrum of military, political, informational, social, and economic weapons in an attempt to destabilize and eventually topple Ukraine’s democratically elected government.

 

Why the Ukraine Crisis Is the West's Fault

This article from John Mearsheimer is getting a lot of attention, as well as the lecture video I posted the other night. 

Prescient, you might say. (And liberalism here means "classical" liberalism grounded in philosophies of the Enlightenment, from folks like Emmanuel Kant, John Locke, etc.). It's not the American ideological "liberalism" associated with an earlier version of the Democrat Party, now a radical, extreme left party, not *liberal* at all). 

At Foreign Affairs, "The Liberal Delusions That Provoked Putin":

According to the prevailing wisdom in the West, the Ukraine crisis can be blamed almost entirely on Russian aggression. Russian President Vladimir Putin, the argument goes, annexed Crimea out of a long-standing desire to resuscitate the Soviet empire, and he may eventually go after the rest of Ukraine, as well as other countries in eastern Europe. In this view, the ouster of Ukrainian President Viktor Yanukovych in February 2014 merely provided a pretext for Putin’s decision to order Russian forces to seize part of Ukraine.

But this account is wrong: the United States and its European allies share most of the responsibility for the crisis. The taproot of the trouble is NATO enlargement, the central element of a larger strategy to move Ukraine out of Russia’s orbit and integrate it into the West. At the same time, the EU’s expansion eastward and the West’s backing of the pro-democracy movement in Ukraine—beginning with the Orange Revolution in 2004—were critical elements, too. Since the mid-1990s, Russian leaders have adamantly opposed NATO enlargement, and in recent years, they have made it clear that they would not stand by while their strategically important neighbor turned into a Western bastion. For Putin, the illegal overthrow of Ukraine’s democratically elected and pro-Russian president—which he rightly labeled a “coup”—was the final straw. He responded by taking Crimea, a peninsula he feared would host a NATO naval base, and working to destabilize Ukraine until it abandoned its efforts to join the West.

Putin’s pushback should have come as no surprise. After all, the West had been moving into Russia’s backyard and threatening its core strategic interests, a point Putin made emphatically and repeatedly. Elites in the United States and Europe have been blindsided by events only because they subscribe to a flawed view of international politics. They tend to believe that the logic of realism holds little relevance in the twenty-first century and that Europe can be kept whole and free on the basis of such liberal principles as the rule of law, economic interdependence, and democracy.

But this grand scheme went awry in Ukraine. The crisis there shows that realpolitik remains relevant—and states that ignore it do so at their own peril. U.S. and European leaders blundered in attempting to turn Ukraine into a Western stronghold on Russia’s border. Now that the consequences have been laid bare, it would be an even greater mistake to continue this misbegotten policy.

THE WESTERN AFFRONT

As the Cold War came to a close, Soviet leaders preferred that U.S. forces remain in Europe and NATO stay intact, an arrangement they thought would keep a reunified Germany pacified. But they and their Russian successors did not want NATO to grow any larger and assumed that Western diplomats understood their concerns. The Clinton administration evidently thought otherwise, and in the mid-1990s, it began pushing for NATO to expand.

The first round of enlargement took place in 1999 and brought in the Czech Republic, Hungary, and Poland. The second occurred in 2004; it included Bulgaria, Estonia, Latvia, Lithuania, Romania, Slovakia, and Slovenia. Moscow complained bitterly from the start. During NATO’s 1995 bombing campaign against the Bosnian Serbs, for example, Russian President Boris Yeltsin said, “This is the first sign of what could happen when NATO comes right up to the Russian Federation’s borders. ... The flame of war could burst out across the whole of Europe.” But the Russians were too weak at the time to derail NATO’s eastward movement—which, at any rate, did not look so threatening, since none of the new members shared a border with Russia, save for the tiny Baltic countries.

Then NATO began looking further east. At its April 2008 summit in Bucharest, the alliance considered admitting Georgia and Ukraine. The George W. Bush administration supported doing so, but France and Germany opposed the move for fear that it would unduly antagonize Russia. In the end, NATO’s members reached a compromise: the alliance did not begin the formal process leading to membership, but it issued a statement endorsing the aspirations of Georgia and Ukraine and boldly declaring, “These countries will become members of NATO.”

Moscow, however, did not see the outcome as much of a compromise. Alexander Grushko, then Russia’s deputy foreign minister, said, “Georgia’s and Ukraine’s membership in the alliance is a huge strategic mistake which would have most serious consequences for pan-European security.” Putin maintained that admitting those two countries to NATO would represent a “direct threat” to Russia. One Russian newspaper reported that Putin, while speaking with Bush, “very transparently hinted that if Ukraine was accepted into NATO, it would cease to exist.”

Russia’s invasion of Georgia in August 2008 should have dispelled any remaining doubts about Putin’s determination to prevent Georgia and Ukraine from joining NATO. Georgian President Mikheil Saakashvili, who was deeply committed to bringing his country into NATO, had decided in the summer of 2008 to reincorporate two separatist regions, Abkhazia and South Ossetia. But Putin sought to keep Georgia weak and divided—and out of NATO. After fighting broke out between the Georgian government and South Ossetian separatists, Russian forces took control of Abkhazia and South Ossetia. Moscow had made its point. Yet despite this clear warning, NATO never publicly abandoned its goal of bringing Georgia and Ukraine into the alliance. And NATO expansion continued marching forward, with Albania and Croatia becoming members in 2009.

The EU, too, has been marching eastward. In May 2008, it unveiled its Eastern Partnership initiative, a program to foster prosperity in such countries as Ukraine and integrate them into the EU economy. Not surprisingly, Russian leaders view the plan as hostile to their country’s interests. This past February, before Yanukovych was forced from office, Russian Foreign Minister Sergey Lavrov accused the EU of trying to create a “sphere of influence” in eastern Europe. In the eyes of Russian leaders, EU expansion is a stalking horse for NATO expansion...

Putin Raises Tensions by Putting Nuclear Forces on High Alert (VIDEO)

KYIV, Ukraine — President Volodymyr Zelensky of Ukraine agreed on Sunday to have Ukrainian officials take part in talks with Russia “without preconditions,” even as President Vladimir V. Putin further escalated tensions by placing his nuclear forces on alert.

“We agreed that the Ukrainian delegation would meet with the Russian delegation without preconditions on the Ukrainian-Belarusian border, near the Pripyat River,” Mr. Zelensky announced on his official Telegram channel, describing a phone call Sunday with President Aleksandr G. Lukashenko of Belarus.

Mr. Lukashenko “has taken responsibility for ensuring that all planes, helicopters and missiles stationed on Belarusian territory remain on the ground during the Ukrainian delegation’s travel, talks and return,” Mr. Zelensky continued. The Belarusian leader is a close ally of Mr. Putin’s.

It was not clear when the talks would begin, and late Sunday a Russian state news agency reported that they would only start Monday morning.

But just before Mr. Zelensky’s announcement, Mr. Putin issued a new threat to the West, which has increasingly rallied behind Ukraine as its citizens and its military fight back against the Russian invasion. In brief remarks aired on state television, he told his defense minister and his top military commander to place Russia’s nuclear forces on alert.

The Ukraine Interior Ministry said on Sunday that 352 civilians have been killed since the invasion began, including 14 children.

And even as the talks neared, satellite imagery showed a miles-long convoy of hundreds of Russian military vehicles bearing down on Kyiv.

Mr. Putin characterized his nuclear alert move as a response to the West’s “aggressive” actions...

New Nuclear Missile Installation Discovered in China

Satellite photos revealed a second site of completely new missile installations. China could be gearing up to challenge the U.S. in a balance of power in nuclear deterrent.

In the barren desert 1,200 miles west of Beijing, the Chinese government is digging a new field of what appears to be 110 silos for launching nuclear missiles. It is the second such field discovered by analysts studying commercial satellite images in recent weeks.

It may signify a vast expansion of China’s nuclear arsenal — the cravings of an economic and technological superpower to show that, after decades of restraint, it is ready to wield an arsenal the size of Washington’s, or Moscow’s.

Or, it may simply be a creative, if costly, negotiating ploy.

The new silos are clearly being built to be discovered. The most recent silo field, on which construction began in March, is in the eastern part of the Xinjiang region, not far from one of China’s notorious “re-education” camps in the city of Hami. It was identified late last week by nuclear experts at the Federation of American Scientists, using images from a fleet of Planet Labs satellites, and shared with The New York Times.

For decades, since its first successful nuclear test in the 1960s, China has maintained a “minimum deterrent,” which most outside experts judge at around 300 nuclear weapons. (The Chinese will not say, and the U.S. government assessments are classified.) If accurate, that is less than a fifth of the number deployed by the United States and Russia, and in the nuclear world, China has always cast itself as occupying something of a moral high ground, avoiding expensive and dangerous arms races.

But that appears to be changing under President Xi Jinping. At the same time that China is cracking down on dissent at home, asserting new control over Hong Kong, threatening Taiwan and making far more aggressive use of cyberweapons, it is also headed into new territory with nuclear weapons.

“The silo construction at Yumen and Hami constitutes the most significant expansion of the Chinese nuclear arsenal ever,” Matt Korda and Hans M. Kristensen wrote in a study of the new silo field. For decades, they noted, China has operated about 20 silos for big, liquid-fuel missiles, called the DF-5. But the newly discovered field, combined with one hundreds of miles away in Yumen, in northeast China, that was discovered by the James Martin Center for Nonproliferation Studies in Monterey, Calif., will give the country roughly 230 new silos. The existence of that first field, of about 120 silos, was reported earlier by The Washington Post.

The mystery is why China’s strategy has changed.

There are several theories. The simplest is that China now views itself as a full-spectrum economic, technological and military superpower — and wants an arsenal to match that status. Another possibility is that China is concerned about American missile defenses, which are increasingly effective, and India’s nuclear buildup, which has been rapid. Then there is the announcement of new hypersonic and autonomous weapons by Russia, and the possibility that Beijing wants a more effective deterrent.

A third is that China is worried that its few ground-based missiles are vulnerable to attack — and by building more than 200 silos, spread out in two locations, they can play a shell game, moving 20 or more missiles around and making the United States guess where they are. That technique is as old as the nuclear arms race.

“Just because you build the silos doesn’t mean you have to fill them all with missiles,” said Vipin Narang, a Massachusetts Institute of Technology professor who specializes in nuclear strategy. “They can move them around.”

And, of course, they can trade them away. China may believe that sooner or later it will be drawn into arms control negotiations with the United States and Russia — something President Donald J. Trump tried to force during his last year in office, when he said he would not renew the New START treaty with Russia unless China, which has never participated in nuclear arms control, was included...

Biden's Drive to War in the Middle East (VIDEO)

On Monday, Iran tested a new rocket. The Zuljanah rocket is a 25-meter (82-foot) three-stage rocket with a solid fuel engine for its first two stages and a liquid fuel rocket for its third stage. It can carry a 225 kg (496-pound) payload.

The Zuljanah’s thrust is 75 kilotons, which is far more than required to launch satellite into orbit. The large thrust makes the Zuljanah more comparable to an intercontinental ballistic missile than a space launch vehicle. The US’s LGM-30G Minuteman-III land-based ICBM for instance, has 90 kiloton thrust. The Zuljanah can rise to a height of 500 kilometers for low-earth orbit or, if launched as a missile, its range is 5,000 kilometers (3,100 miles) – far enough to reach Britain from Iran.

Israeli missile experts estimate that Iran has paid $250 million to develop the Zuljanah project. Monday’s rocket launch itself likely cost tens of millions of dollars.

Iran is in deep economic distress today. Between the COVID-19 global recession, Iran’s endemic corruption and mismanagement and US economic sanctions, 35% of Iranians live in abject poverty today. Iran’s rial has lost 80% of its value over the past four years. Official data place the unemployment rate at 25% but the number is thought to be much higher. Inflation last year stood at 44% overall. Food prices have risen 59%.

When viewed in the context of Iran’s impoverishment, the government’s investment in a thinly disguised ICBM program is all the more revealing. With 35% of the population living in utter destitution and food prices rising steeply, the regime has chosen ICBMs over feeding its people.

Most of the media coverage of the Zuljanah launch failed to register the significance of the project both for what it says about Iran’s capabilities and what it says about the regime’s intentions. Instead, the coverage focused on the timing of the test. The Iranians conducted the test as they flamboyantly breach the limitations on their nuclear activities which they accepted when they agreed to the 2015 nuclear deal.

The Iranians are now enriching uranium to 20% purity – well beyond the 3.67% permitted under the so-called Joint Comprehensive Plan of Action, (JCPOA). They are using prohibited advanced centrifuges for enrichment in cascades at their Natanz nuclear installation. They are beginning uranium cascades with sixth generation centrifuges at their underground Fordo nuclear reactor in total defiance of the JCPOA. They are stockpiling uranium yellowcake far beyond the quantities permitted in the deal. They are producing uranium metal in breach of the deal. And they are test firing rockets that can easily be converted to nuclear capable ICBMs.

Reportage of Iran’s aggressive nuclear has presented it in the context of the new Biden administration in Washington. It is argued that Iran is taking these aggressive steps to pressure the Biden administration to keep its word to return the US to the JCPOA and abrogate economic sanctions on Iran. In 2018, then-President Donald Trump renounced the JCPOA and re-imposed the economic sanctions that were abrogated in 2015 with the deal’s implementation. Iran’s idea is that out of fear of its rapid nuclear strides, the Biden team will move urgently to appease Iran.

Notably, the Zuljanah test exposed the strategic insanity at the heart of deal, which was conceived, advanced and concluded by then-President Barack Obama and his senior advisors.

The main strategic assumption that guided Obama and his advisors was that Iran was a status quo, responsible power and should be viewed as part of the solution – or “the solution” — rather than the problem in the Middle East. Iran’s sponsorship of terrorism, its proxy wars and its nuclear program were unfortunate consequences of a regional power balance that put too much power in the hands of US allies – first and foremost Israel and Saudi Arabia – and too little power in Iran’s hands. To stabilize the Middle East, Obama argued, Iran needed to be empowered and US allies needed to be weakened. As then-Vice President Joe Biden put it in 2013, “Our biggest problem was our allies.” A new balance of power, Obama argued would respect Iran’s “equities” in Syria, Iraq, Lebanon and Yemen. As for the nuclear program, which was illegal under the Nuclear Non-Proliferation Treaty, which Iran signed, it was totally understandable. Given that Pakistan, India and allegedly Israel have nuclear arsenals, Obama’s advisors said, Iran’s desire for one was reasonable.

With this outlook informing its negotiators, the JCPOA’s legitimization of Iran’s nuclear program makes sense. The purpose of the deal wasn’t to prevent Iran from becoming a nuclear power. It was to “balance” Israel by delegitimizing any Israeli action to block Iran from becoming a nuclear power.

While Israel and America’s other allies would be massively harmed by this new balance of power, Obama and his European partners assessed that they would be more secure. They were convinced that once secure in its position as a regional hegemon, Iran would leave them alone.

The deal reflected this view. A non-binding clause in the JCPOA calls for Iran to limit the range of its ballistic missiles to 2,000 kilometers (1,240 miles) – taking the US and most of Europe out of range.

Many commentators view the Biden administration nothing more than Obama’s third term. And from the perspective of its Iran policies, this is certainly the case. President Joe Biden’s Iran policy was conceived and is being implemented by the same people who negotiated the JCPOA under Obama...

I love this story. I love all this winning. We've taken out Iran's terror mastermind Qassem Soleimani, and now their top doomsday scientist. 

Big story, but no matter where you find it among the MSM outlets, this is a supposed to be a bad thing. Why? It looks good on President Trump and his Middle East policy. It looks good on U.S. strategy of isolating Iran behind a ring of new strategic alliances. And it affirms Israel's role once again as the undisputed hegemon in the region and the linchpin of the American the alliance posture there. I mean, all the recent peace deals, and the breakneck diplomacy? Not bad. Not bad. That is, unless you think the Obama administration's $400 billion quid pro quo pallets of cash was okey-dokey!

It's such a damn shame Biden and his fanatical appeasers are coming back to power. They won't have long though. They won't have time to fuck things up, unless Biden goes all Obama and starts yet another Middle East war.

Yesterday Was the 75 Anniversary of the Atomic Bombing of Hiroshima

I didn't blog yesterday --- I was binge watching "Game of Thrones" --- but in what news I did follow yesterday I didn't see anything about the August 6, 1945. Last week I watched a History Channel segment on the aftermath of Hiroshima on Nagasaki. The U.S. sent American scientists to study the effects of radiation on the two leveled cities. I think young people today have no idea of the kind of human destruction possible with the invention of the atom bomb. When you get pulled back into that history and historical debate over justifications and "never again," it's just extremely fascinating.

Trump-Kim Summit Ends in Impasse and Uncertainty

The collapse of President Trump’s summit with North Korea’s Kim Jong Un left confusion in its wake Thursday, with each side blaming the other and no clear path forward in the nuclear standoff.

As Trump flew home from Hanoi, site of the abbreviated gathering, a growing outcry erupted in the United States over Trump’s defense of Kim in the 2017 death of American college student Otto Warmbier, whose family said he suffered brutal torture while imprisoned in North Korea.

But despite the president returning empty-handed, Trump’s political allies praised what they called his acumen in walking away rather than accepting a bad deal, and some analysts cited early signs that North Korea still wanted to keep open the lines of communication.

Senate Majority Leader Mitch McConnell (R-Ky.) took to the Senate floor to declare that Trump had made the right call.

“High-level diplomacy can carry high-level risks, but the president is to be commended for walking away when it became clear insufficient progress had been made on denuclearization,” McConnell said.

Trump cut short his summit with Kim earlier Thursday, rejecting the North Korean leader’s offer to dismantle a major nuclear complex in exchange for the removal of U.S.-led economic sanctions.

Trump said that the U.S. wanted more concessions from Kim and that talks would continue. But the president wouldn’t commit to holding a third summit after two high-profile meetings have failed to produce a concrete agreement on rolling back Pyongyang’s nuclear weapons program.

“Sometimes you have to walk,” Trump said at a news conference in the Vietnamese capital before departing for Washington on Air Force One. “This was one of those times.”

Less than 12 hours later, a North Korean official took the rare step of holding a news conference to tell reporters: Kim made a “realistic proposal,” and it was the U.S. that was obstinate in its demands.

In a Hanoi hotel lobby after midnight, Foreign Minister Ri Yong Ho said North Korea had proposed dismantling its main nuclear complex and permanently halting all nuclear and long-range missile testing in exchange for a partial lifting of sanctions, but the U.S. was “not ready to accept our proposal.”

“Our principal stand will remain invariable and our proposal will never be changed,” he said.

“This proposal was the biggest denuclearization measure we can take at the present stage in relation to the current level of confidence between the DPRK and the United States,” Ri said, referring to North Korea by its official name, the Democratic People’s Republic of Korea.

In response to Ri's comments, a senior U.S. official said early Friday that while the North Korean delegation did not seek the lifting of all sanctions, it wanted to remove enough to gut the "maximum pressure" campaign of squeezing the country’s economy. The relaxation of sanctions would have freed government funds for more weapons development, according to the official, who spoke on condition of anonymity in keeping with State Department rules for speaking about negotiations.

"So to give many, many billions of dollars in sanctions relief would in effect put us in a position of subsidizing the ongoing development of weapons of mass destruction in North Korea," the administration official told reporters traveling with Secretary of State Michael R. Pompeo. "Now, they didn’t ask us to do that, but that is effectively the choice that we were presented with. "

As Trump flew home via Alaska, where he briefly addressed troops during a refueling stop at Elmendorf Air Force Base, even some supporters expressed dismay over Trump’s about-face on Warmbier, the 22-year-old who was held for 17 months by North Korea and died shortly after being returned home in a vegetative state.

At the time, the president decried Pyongyang’s “cruel dictatorship,” and had the student’s parents, Fred and Cindy Warmbier, as guests at his 2018 State of the Union address...

Why a U.S.-Chinese War Could Spiral Out of Control

As China’s power has grown in recent years, so, too, has the risk of war with the United States. Under President Xi Jinping, China has increased its political and economic pressure on Taiwan and built military installations on coral reefs in the South China Sea, fueling Washington’s fears that Chinese expansionism will threaten U.S. allies and influence in the region. U.S. destroyers have transited the Taiwan Strait, to loud protests from Beijing. American policymakers have wondered aloud whether they should send an aircraft carrier through the strait as well. Chinese fighter jets have intercepted U.S. aircraft in the skies above the South China Sea. Meanwhile, U.S. President Donald Trump has brought long-simmering economic disputes to a rolling boil.

A war between the two countries remains unlikely, but the prospect of a military confrontation—resulting, for example, from a Chinese campaign against Taiwan—no longer seems as implausible as it once did. And the odds of such a confrontation going nuclear are higher than most policymakers and analysts think.

Members of China’s strategic com­munity tend to dismiss such concerns. Likewise, U.S. studies of a potential war with China often exclude nuclear weapons from the analysis entirely, treating them as basically irrelevant to the course of a conflict. Asked about the issue in 2015, Dennis Blair, the former commander of U.S. forces in the Indo-Pacific, estimated the likelihood of a U.S.-Chinese nuclear crisis as “somewhere between nil and zero.”

This assurance is misguided. If deployed against China, the Pentagon’s preferred style of conventional warfare would be a potential recipe for nuclear escalation. Since the end of the Cold War, the United States’ signature approach to war has been simple: punch deep into enemy territory in order to rapidly knock out the opponent’s key military assets at minimal cost. But the Pentagon developed this formula in wars against Afghanistan, Iraq, Libya, and Serbia, none of which was a nuclear power.

China, by contrast, not only has nuclear weapons; it has also intermingled them with its conventional military forces, making it difficult to attack one without attacking the other. This means that a major U.S. military campaign targeting China’s conventional forces would likely also threaten its nuclear arsenal. Faced with such a threat, Chinese leaders could decide to use their nuclear weapons while they were still able to.

As U.S. and Chinese leaders navigate a relationship fraught with mutual suspicion, they must come to grips with the fact that a conventional war could skid into a nuclear confrontation. Although this risk is not high in absolute terms, its consequences for the region and the world would be devastating. As long as the United States and China continue to pursue their current grand strategies, the risk is likely to endure. This means that leaders on both sides should dispense with the illusion that they can easily fight a limited war. They should focus instead on managing or resolving the political, economic, and military tensions that might lead to a conflict in the first place.

A NEW KIND OF THREAT

There are some reasons for optimism. For one, China has long stood out for its nonaggressive nuclear doctrine. After its first nuclear test, in 1964, China largely avoided the Cold War arms race, building a much smaller and simpler nuclear arsenal than its resources would have allowed. Chinese leaders have consistently characterized nuclear weapons as useful only for deterring nuclear aggression and coercion. Historically, this narrow purpose required only a handful of nuclear weapons that could ensure Chinese retaliation in the event of an attack. To this day, China maintains a “no first use” pledge, promising that it will never be the first to use nuclear weapons.

The prospect of a nuclear conflict can also seem like a relic of the Cold War. Back then, the United States and its allies lived in fear of a Warsaw Pact offensive rapidly overrunning Europe. NATO stood ready to use nuclear weapons first to stalemate such an attack. Both Washington and Moscow also consistently worried that their nuclear forces could be taken out in a bolt-from-the-blue nuclear strike by the other side. This mutual fear increased the risk that one superpower might rush to launch in the erroneous belief that it was already under attack. Initially, the danger of unauthorized strikes also loomed large. In the 1950s, lax safety procedures for U.S. nuclear weapons stationed on NATO soil, as well as minimal civilian oversight of U.S. military commanders, raised a serious risk that nuclear escalation could have occurred without explicit orders from the U.S. president.

The good news is that these Cold War worries have little bearing on U.S.-Chinese relations today. Neither country could rapidly overrun the other’s territory in a conventional war. Neither seems worried about a nuclear bolt from the blue. And civilian political control of nuclear weapons is relatively strong in both countries. What remains, in theory, is the comforting logic of mutual deterrence: in a war between two nuclear powers, neither side will launch a nuclear strike for fear that its enemy will respond in kind.

The bad news is that one other trigger remains: a conventional war that threatens China’s nuclear arsenal...

Trump Administration Revives Tough Sanctions on Iran

The Trump administration Monday announced it is reimposing harsh economic sanctions on Tehran as part of a strategy to replace the landmark 2015 nuclear deal with what it hopes will be a stronger agreement to curb the Islamic Republic’s ability to build a nuclear bomb.

The sanctions will target numerous areas of Iranian economic activity, including the automotive and precious metals industries. They go into effect at 12:01 a.m. Tuesday, senior administration officials said.

In a statement Monday, President Trump called the 2015 pact “a horrible, one-sided deal, [that] failed to achieve the fundamental objective of blocking all paths to an Iranian nuclear bomb, and it threw a lifeline of cash to a murderous dictatorship that has continued to spread bloodshed, violence, and chaos.”

Supporters of the deal say that, while flawed, it has successfully prevented Iran from acquiring a nuclear weapon in the medium term. United Nations inspectors, whom Iran agreed to admit regularly, say Iran has largely complied with the deal's restrictions.

The revived sanctions ban most transactions with Iran’s central bank; its network of ports and insurance companies; the purchase of Iranian sovereign debt; and trade in gold, graphite, aluminum and other precious metals.

The hard-fought Iran nuclear deal, signed by the U.S. with China, Russia, the United Kingdom, Germany and France, required Iran to dismantle its nuclear-production infrastructure, mothballing centrifuges used to enrich uranium, disabling its plutonium-producing heavy-water reactor and getting rid of nearly its entire stockpile of enriched uranium.

In exchange, crippling U.N. sanctions on Iran were eased and billions of dollars in Iranian assets were unfrozen and returned. Tehran was allowed to rejoin the world economy, trading oil and participating in financial markets.

But Trump disdained the deal, saying it did not do enough to curb Iran’s other “malign behavior,” including support for militant groups in the region and repression of domestic opposition.

In May, Trump withdrew from the deal, despite intense lobbying from Europe not to do so. Europeans and others said they will attempt to keep the deal alive, but they risk being penalized by Washington if their companies continue to do business with Iran.

“Individuals or entities that fail to wind down activities with Iran risk severe consequences,” Trump warned Monday. “We urge all nations to take such steps to make clear that the Iranian regime faces a choice: either change its threatening, destabilizing behavior and reintegrate with the global economy, or continue down a path of economic isolation.”

Administration officials, who briefed reporters Monday on condition of anonymity, rejected the criticism that the revived U.S. sanctions will be less effective than the earlier Obama-era package because other key world leaders like China and the European Union are not onboard...
I don't believe Iran "largely complied" with the agreement. There was no independent outside verification procedures. Iran could cheat.

One of the greatest misconceptions about nuclear bombs is that they annihilate everything in sight, leaving nothing but a barren flatland devoid of shape and life. In truth, the physical destruction inflicted by a nuclear explosion resembles that of a combined hurricane and firestorm of unprecedented proportion. Consider one example: A ten-kiloton nuclear bomb detonated on the ground in Times Square would explode with a white flash brighter than the sun. It would be seen for hundreds of miles, briefly blinding people as far away as Queens and Newark. In the same moment, a wave of searing heat would radiate outward from the explosion, followed by a massive fireball, the core of which would reach tens of millions of degrees, as hot as the center of the sun.

When such a bomb explodes, everyone within 100 feet of ground zero is instantaneously reduced to a spray of atoms. There are photos from Hiroshima and Nagasaki showing eerie silhouettes of people cast against a flat surface, such as a wall or floor. These are not, as is sometimes claimed, the remains of vaporized individuals, but rather a kind of morbid nuclear photograph. The heat of the nuclear explosion bleaches or darkens the background surface, except for the spot blocked by the person, leaving a corresponding outline. In some cases the heat released by the explosion will also burn the patterns of clothing onto people’s skin.

Near the center of the blast, the suffering and devastation most closely conform to the fictional apocalypse of our imaginations. This is what it would look like within a half-mile of Times Square: Few buildings would remain standing. Mountains of rubble would soar as high as 30 feet. As fires raged, smoke and ash would loft into the air. The New York Public Library’s stone guardians would be reduced to pebble and dust. Rockefeller Center would be an unrecognizable snarl of steel and concrete, its titanic statue of Prometheus — eight tons of bronze and plaster clad in gold  — completely incinerated.

Within a half-mile radius of the blast, there would be few survivors. Those closest to the atomic bombings on Hiroshima and Nagasaki have described the horrors they witnessed: People with ripped sheets of skin hanging from their bodies; people whose brains were visible through their shattered skulls; people with holes for eyes. Sakue Shimohira watched her mother’s charred body crumble into ash as she tried to wake her. Shigeko Sasamori’s father cut off the blackened husk of skin all over her face, revealing pools of pus beneath.

As the fireball travels outward from the blast, people, buildings, and trees within a one-mile radius would be severely burned or charred. Metal, fabric, plastic, and clay would ignite, melt, or blister. The intense heat would set gas lines, fuel tanks, and power lines on fire, and an electromagnetic pulse created by the explosion would knock out most computers, cell phones, and communication towers within several miles.

Traveling much farther than the fireball, a colossal pressure wave would hurtle forth faster than the speed of sound, generating winds up to 500 miles per hour. The shock wave would demolish the flimsiest buildings and strip the walls and roofs off stronger structures, leaving only their naked and warped scaffolding. It would snap utility poles like toothpicks and rip through trees, fling people through the air, and turn brick, glass, wood, and metal into deadly projectiles. A blast in Times Square, combined with the fireball, would carve a crater 50 feet deep at the center of the explosion. The shock wave would reach a diameter of nearly 3.2 miles, shattering windows as far as Gramercy Park and the American Museum of Natural History.

All this would happen within a few seconds.

I just don't watch much cable news these days, so I missed on the idiot commentary denouncing Donald Trump's meeting with Kim Jong Un, and I'm glad. Laura Ingraham rounds up some of these talking heads, and this is reminds me of exactly why I don't tune in. The news has changed so dramatically in, say, 20 years. I used to be a reliable viewer of CNN, and that's up to just a couple of years ago. But it's no long news but partisan cheerleading, and it's not worth my time. I don't even watch Fox News, except for these videos I post from time to time.

In any case, this is good. I didn't blog yesterday because I had all kinds of health appointments for my wife and I, and my young son, who's getting behavioral therapy to help with his ASD.

Barack Obama Bent Over Backwards to Advance Islamic Totalitarianism in Iran

The full history of the Obama administration’s nuclear dealings with Iran has yet to be written, not least because many of the details remain shrouded in secrecy. The bits of the story that do seep out into the public sphere invariably reinforce a single theme: that of Barack Obama’s utter abjection and pusillanimity before Tehran, and his corresponding contempt for the American people and their elected representatives.

Wednesday’s bombshell Associated Press scoop detailing the Obama administration’s secret effort to help Tehran gain access to the American financial system was a case study. In the months after Iran and the great powers led by the U.S. agreed on the nuclear deal, the Obama Treasury Department issued a special license that would have permitted the Tehran regime to convert some $6 billion in assets held in Omani rials into U.S. dollars before eventually trading them for euros. That middle step—the conversion from Omani to American currency—would have violated sanctions that remained in place even after the nuclear accord.

That’s according to the AP’s Josh Lederman and Matthew Lee, citing a newly released report from the GOP-led Senate Permanent Subcommittee on Investigations. Lederman and Lee write: “The effort was unsuccessful because American banks—themselves afraid of running afoul of U.S. sanctions—declined to participate. The Obama administration approached two U.S. banks to facilitate the conversion . . . but both refused, citing the reputational risk of doing business with or for Iran.”

Put another way: The Obama administration pressed American banks to sidestep rules barring Iran from the U.S. financial system, and the only reason the transaction didn’t take place was because the banks had better legal and moral sense than the Obama Treasury.

This was far from the first instance in which the Obama administration bent over backward, going far beyond the requirements of the deal, to help the Iranian regime cash in on the deal...
