The Underappreciated Risks of Catastrophic Escalation

Western policymakers appear to have reached a consensus about the war in Ukraine: the conflict will settle into a prolonged stalemate, and eventually a weakened Russia will accept a peace agreement that favors the United States and its NATO allies, as well as Ukraine. Although officials recognize that both Washington and Moscow may escalate to gain an advantage or to prevent defeat, they assume that catastrophic escalation can be avoided. Few imagine that U.S. forces will become directly involved in the fighting or that Russia will dare use nuclear weapons.

Washington and its allies are being much too cavalier. Although disastrous escalation may be avoided, the warring parties’ ability to manage that danger is far from certain. The risk of it is substantially greater than the conventional wisdom holds. And given that the consequences of escalation could include a major war in Europe and possibly even nuclear annihilation, there is good reason for extra concern.

To understand the dynamics of escalation in Ukraine, start with each side’s goals. Since the war began, both Moscow and Washington have raised their ambitions significantly, and both are now deeply committed to winning the war and achieving formidable political aims. As a result, each side has powerful incentives to find ways to prevail and, more important, to avoid losing. In practice, this means that the United States might join the fighting either if it is desperate to win or to prevent Ukraine from losing, while Russia might use nuclear weapons if it is desperate to win or faces imminent defeat, which would be likely if U.S. forces were drawn into the fighting.

Furthermore, given each side’s determination to achieve its goals, there is little chance of a meaningful compromise. The maximalist thinking that now prevails in both Washington and Moscow gives each side even more reason to win on the battlefield so that it can dictate the terms of the eventual peace. In effect, the absence of a possible diplomatic solution provides an added incentive for both sides to climb up the escalation ladder. What lies further up the rungs could be something truly catastrophic: a level of death and destruction exceeding that of World War II.

AIMING HIGH

The United States and its allies initially backed Ukraine to prevent a Russian victory and help negotiate a favorable end to the fighting. But once the Ukrainian military began hammering Russian forces, especially around Kyiv, the Biden administration shifted course and committed itself to helping Ukraine win the war against Russia. It also sought to severely damage Russia’s economy by imposing unprecedented sanctions. As Secretary of Defense Lloyd Austin explained U.S. goals in April, “We want to see Russia weakened to the degree that it can’t do the kinds of things that it has done in invading Ukraine.” In effect, the United States announced its intention to knock Russia out of the ranks of great powers.

What’s more, the United States has tied its own reputation to the outcome of the conflict. U.S. President Joe Biden has labelled Russia’s war in Ukraine a “genocide” and accused Russian President Vladimir Putin of being a “war criminal” who should face a “war crimes trial.” Presidential proclamations such as these make it hard to imagine Washington backing down; if Russia prevailed in Ukraine, the United States’ position in the world would suffer a serious blow.

Russian ambitions have also expanded. Contrary to the conventional wisdom in the West, Moscow did not invade Ukraine to conquer it and make it part of a Greater Russia. It was principally concerned with preventing Ukraine from becoming a Western bulwark on the Russian border. Putin and his advisers were especially concerned about Ukraine eventually joining NATO. Russian Foreign Minister Sergey Lavrov made the point succinctly in mid-January, saying at a press conference, “the key to everything is the guarantee that NATO will not expand eastward.” For Russian leaders, the prospect of Ukrainian membership in NATO is, as Putin himself put it before the invasion, “a direct threat to Russian security”—one that could be eliminated only by going to war and turning Ukraine into a neutral or failed state.

Toward that end, it appears that Russia’s territorial goals have expanded markedly since the war started. Until the eve of the invasion, Russia was committed to implementing the Minsk II agreement, which would have kept the Donbas as part of Ukraine. Over the course of the war, however, Russia has captured large swaths of territory in eastern and southern Ukraine, and there is growing evidence that Putin now intends to annex all or most of that land, which would effectively turn what is left of Ukraine into a dysfunctional rump state.

The threat to Russia today is even greater than it was before the war, mainly because the Biden administration is now determined to roll back Russia’s territorial gains and permanently cripple Russian power. Making matters even worse for Moscow, Finland and Sweden are joining NATO, and Ukraine is better armed and more closely allied with the West. Moscow cannot afford to lose in Ukraine, and it will use every means available to avoid defeat. Putin appears confident that Russia will ultimately prevail against Ukraine and its Western backers. “Today, we hear that they want to defeat us on the battlefield,” he said in early July. “What can you say? Let them try. The goals of the special military operation will be achieved. There are no doubts about that.”

Ukraine, for its part, has the same goals as the Biden administration. The Ukrainians are bent on recapturing territory lost to Russia—including Crimea—and a weaker Russia is certainly less threatening to Ukraine. Furthermore, they are confident that they can win, as Ukrainian Defense Minister Oleksii Reznikov made clear in mid-July, when he said, “Russia can definitely be defeated, and Ukraine has already shown how.” His U.S. counterpart apparently agrees. “Our assistance is making a real difference on the ground,” Austin said in a late July speech. “Russia thinks that it can outlast Ukraine—and outlast us. But that’s just the latest in Russia’s string of miscalculations.”

In essence, Kyiv, Washington, and Moscow are all deeply committed to winning at the expense of their adversary, which leaves little room for compromise. Neither Ukraine nor the United States, for example, is likely to accept a neutral Ukraine; in fact, Ukraine is becoming more closely tied with the West by the day. Nor is Russia likely to return all or even most of the territory it has taken from Ukraine, especially since the animosities that have fueled the conflict in the Donbas between pro-Russian separatists and the Ukrainian government for the past eight years are more intense than ever.

These conflicting interests explain why so many observers believe that a negotiated settlement will not happen any time soon and thus foresee a bloody stalemate. They are right about that. But observers are underestimating the potential for catastrophic escalation that is built into a protracted war in Ukraine...

At WSJ, "Russia’s Tactical Shift in Ukraine Raises Prospect of Protracted War":

Kyiv says it needs more Western weapons and help training new soldiers to turn the tide.

KYIV, Ukraine—Russia’s steady advances in eastern Ukraine, relying on superior firepower and larger numbers of troops, are grinding down Ukraine’s military and setting the stage for a protracted war of attrition in which Kyiv needs more Western weapons and help training new soldiers to turn the tide.

After early missteps, Russia has found tactics that are working. In the invasion’s opening phase, Moscow’s armies tried to make daring thrusts deep into Ukrainian territory. They largely failed and lost elite units in the process. Now, Russian forces are advancing by increments under the cover of artillery.

Russia is massing “a very heavy concentration of artillery and armor in every square kilometer that we are unable to cope with,” Oleksiy Danilov, secretary of Ukraine’s National Security and Defense Council, told The Wall Street Journal. “This is giving them the advantage.”

Ukrainian forces are seeking to slow the Russian advance, wearing them down and preparing to counterattack when they can bring more Western weapons to bear.

Ukraine has landed some counter-blows in the past few days with long-range rocket launchers from the U.S. and other Western allies. But Russia’s tactical shift raises questions for Ukraine’s backers, who must now confront the possibility of a long, drawn-out conflict.

Russia seized the city of Lysychansk at the weekend, completing the takeover of the Luhansk region, and is now bombarding Ukraine’s remaining strongholds in neighboring Donetsk.

Despite narrowing its immediate objectives to taking Ukraine’s east, Russia’s strategic goal of controlling Ukraine remains unchanged. The secretary of the Russian Security Council, Nikolai Patrushev, said Tuesday that Russia is aiming to demilitarize Ukraine and force it to adopt neutral status, according to Russian state news agency RIA.

Such statements suggest “that the Kremlin is preparing for a protracted war with the intention of taking much larger portions of Ukraine,” the Washington-based Institute for the Study of War said in an analysis Tuesday.

Moscow’s success in the east recalls some of Russia’s previous wars. As in Chechnya in the 1990s, Russia is offsetting the shortcomings of its ground forces by using massed firepower.

Ukraine is trying to impose high costs on the advancing Russians with fierce resistance, while also preserving troop strength by slowly falling back to more defensible positions as it awaits flows of heavy weapons from the West. It took Russia two months to take the city of Severodonetsk.

Some Western leaders say they fear Ukraine won’t be able to win, despite its fierce determination, as the conflict further erodes the country’s economy and its military struggles against Russia’s advantage in sheer numbers.

While the West has extended military aid to Ukraine, Kyiv says it needs more and warns that it will take time to train soldiers to use the multiple new weapons systems being delivered by the U.S. and its allies.

In a report this week, the U.K.’s Royal United Services Institute think tank said Ukraine needs long-range artillery systems and electronic warfare equipment to counter Russia’s own advanced systems.

The report said that Ukraine’s allies are capable of making up the shortfalls. But, in a nod to the complications of operating too many different weapons systems, the report said success “cannot be achieved through the piecemeal delivery of a large number of different fleets of equipment, each with separate training, maintenance and logistical needs.”

Mr. Danilov said that the Ukraine army has used so many of its Soviet-era armaments and ammunition that it is gradually becoming a force that will have to rely on NATO weaponry.

He said the arrival of U.S. High Mobility Artillery Rocket Systems, or Himars, last month has enabled Ukraine to strike precisely at Russian targets beyond the front lines that were previously beyond the reach of Ukrainian guns.

Mr. Danilov said nine mobile Himars and similar rocket-launch systems donated by the U.S. and its allies are now operating inside Ukraine with deadly effect. The Russians “are defenseless against them,” he said. “They are very worried.”

A Himars strike devastated a command post in the east Ukrainian town of Izyum last week, and on Monday a top Ukrainian official confirmed that Himars were used to bombard Snake Island, a small but significant outpost in the Black Sea that Russia abandoned last week.

But Mr. Danilov said Ukraine would need dozens more Himars launchers to shift the fighting in eastern Ukraine. For now, he said, Ukraine must fight a defensive war.

The Royal United Services Institute report noted that Ukraine’s paucity of skilled infantry and armored-vehicle operators limit its abilities to launch serious counteroffensives. Russia’s artillery is also successfully targeting the Ukrainian military so that it is unable to mount attacks, the report said.

Mr. Danilov said Russia’s own arsenal is showing signs of running low four months after launching its invasion, saying that it no longer has the strength to launch attacks on more than one front.

Moscow has also increasingly been sending lower-precision Soviet-era missiles deep into Ukrainian territory, with less regard for whether they hit civilian targets, he said. Last week, one missile landed in a neighborhood in the southern Ukrainian city of Odessa, where Ukrainian officials said at least 21 civilians were killed.

Mr. Danilov said the missile campaign was intended to blunt support for the war among the Ukrainian public, an overwhelming share of whom still say it would be unacceptable to reach a peace deal with Moscow by ceding territory lost to Russian forces.

Mr. Danilov said that the high level of support for some kind of Ukrainian counterattack may be a rubbing point with some of Ukraine’s allies, who have pledged to support Ukraine until it wins, without specifying what victory means...

A Flourishing Democracy in Ukraine?

A flourishing Ukrainian democracy. 

That's what Vladimir Putin fears, according to Michael McFaul, former U.S. Ambassador to Russia and Professor of Political Science at Stanford University, along with Robert Person.

Russia’s invasion of Ukraine has begun. Russian president Vladimir Putin wants you to believe that it’s NATO’s fault. He frequently has claimed (including again in an address to the nation as this invasion commenced) that NATO expansion—not 190,000 Russian soldiers and sailors mobilized on Ukraine’s borders—is the central driver of this crisis. Following John Mearsheimer’s provocative 2014 Foreign Affairs article arguing that “the Ukraine crisis is the West’s fault,” the narrative of Russian backlash against NATO expansion has become a dominant framework for explaining—if not justifying—Moscow’s ongoing war against Ukraine. This notion has been repeated by politicians, analysts, and writers in the United States, Europe, and elsewhere. Multiple rounds of enlargement, they argue, exacerbated Russia’s sense of insecurity as NATO forces crept closer to Russia’s borders, finally provoking Putin to lash out violently, first by invading Georgia in 2008, then Ukraine in 2014, and now a second, likely far larger, invasion of Ukraine today. By this telling, the specter of Ukraine’s NATO membership points both to the cause of the conflict and its solution: take membership off the table for Ukraine, so the argument goes, and war will be prevented.

This argument has two flaws, one about history and one about Putin’s thinking. First, NATO expansion has not been a constant source of tension between Russia and the West, but a variable. Over the last thirty years, the salience of the issue has risen and fallen not primarily because of the waves of NATO expansion, but due instead to waves of democratic expansion in Eurasia. In a very clear pattern, Moscow’s complaints about NATO spike after democratic breakthroughs. While the tragic invasions and occupations of Georgia and Ukraine have secured Putin a de facto veto over their NATO aspirations, since the alliance would never admit a country under partial occupation by Russian forces, this fact undermines Putin’s claim that the current invasion is aimed at NATO membership. He has already blocked NATO expansion for all intents and purposes, thereby revealing that he wants something far more significant in Ukraine today: the end of democracy and the return of subjugation.

This reality highlights the second flaw: Because the primary threat to Putin and his autocratic regime is democracy, not NATO, that perceived threat would not magically disappear with a moratorium on NATO expansion. Putin would not stop seeking to undermine democracy and sovereignty in Ukraine, Georgia, or the region as whole if NATO stopped expanding. As long as citizens in free countries exercise their democratic rights to elect their own leaders and set their own course in domestic and foreign politics, Putin will keep them in his crosshairs....

The more serious cause of tensions has been a series of democratic breakthroughs and popular protests for freedom throughout the 2000s, what many refer to as the “Color Revolutions.” Putin believes that Russian national interests have been threatened by what he portrays as U.S.-supported coups. After each of them—Serbia in 2000, Georgia in 2003, Ukraine in 2004, the Arab Spring in 2011, Russia in 2011–12, and Ukraine in 2013–14—Putin has pivoted to more hostile policies toward the United States, and then invoked the NATO threat as justification for doing so.

Boris Yeltsin never supported NATO expansion but acquiesced to the first round of expansion in 1997 because he believed his close ties to President Bill Clinton and the United States were not worth sacrificing over this comparatively smaller matter. Through Partnership for Peace and especially the NATO-Russia Founding Act, Clinton and his team made a considerable effort to keep US-Russian relations positive while at the same time managing NATO expansion. The 1999 NATO bombing of Serbia to stop ethnic cleaning in Kosovo severely tested that strategy but survived in part because Clinton gave Yeltsin and Russia a role in the negotiated solution. When the first post-communist color revolution overthrew Slobodan Milosevic a year later, Russia’s new president, Putin, deplored the act but did not overreact. At that time, he still entertained the possibility of cooperation with the West, including NATO.

However, the next round of democratic expansion in the post-Soviet world, the 2003 Rose Revolution in Georgia, escalated U.S.-Russian tensions significantly. Putin blamed the United States directly for assisting in this democratic breakthrough and helping to install what he saw as a pro-American puppet, President Mikheil Saakashvili. Immediately after the Rose Revolution, Putin sought to undermine Georgian democracy, ultimately invading in 2008 and recognizing two Georgian regions—Abkhazia and South Ossetia—as independent states. U.S.-Russian relations reached a new low point in 2008.

A year after the Rose Revolution, the most consequential democratic expansion in the post-Soviet world erupted in Ukraine in 2004, the Orange Revolution. In the years prior to that momentous event, Ukraine’s foreign-policy orientation under President Leonid Kuchma was relatively balanced between east and west, but with gradually improving ties between Kyiv and Moscow. That changed when a falsified presidential election in late 2004 brought hundreds of thousands of Ukrainians into the streets, eventually sweeping away Kuchma’s—and Putin’s—handpicked successor, Viktor Yanukovych. Instead, the prodemocratic and pro-western Orange Coalition led by President Viktor Yushchenko and Prime Minister Yuliya Tymoshenko took power.

Compared to Serbia in 2000 or Georgia in 2003, the Orange Revolution in Ukraine in 2004 was a much larger threat to Putin. First, the Orange Revolution occurred suddenly and in a much bigger and more strategic country on Russia’s border. The abrupt pivot to the West by Yushchenko and his allies left Putin facing the prospect that he had “lost” a country on which he placed tremendous symbolic and strategic importance.

To Putin, the Orange Revolution undermined a core objective of his grand strategy: to establish a privileged and exclusive sphere of influence across the territory that once comprised the Soviet Union. Putin believes in spheres of influence; that as a great power, Russia has a right to veto the sovereign political decisions of its neighbors. Putin also demands exclusivity in his neighborhood: Russia can be the only great power to exercise such privilege (or even develop close ties) with these countries. This position has hardened significantly since Putin’s conciliatory position of 2002 as Russia’s influence in Ukraine has waned and Ukraine’s citizens have repeatedly signaled their desire to escape from Moscow’s grasp. Subservience was now required. As Putin explained in a recent historical article, in his view Ukrainians and Russians “were one people” whom he is seeking to reunite, even if through coercion. For Putin, therefore, the loss of Ukraine in 2004 to the West marked a major negative turning point in U.S.-Russian relations that was far more salient than the second wave of NATO expansion that was completed the same year.

Second, those Ukrainians who rose up in defense of their freedom were, in Putin’s own assessment, Slavic brethren with close historical, religious, and cultural ties to Russia. If it could happen in Kyiv, why not in Moscow? Several years later, it almost did happen in Russia when a series of mass protests erupted in Moscow, St. Petersburg, and other cities in the wake of fraudulent parliamentary elections in December 2011. They were the largest protests in Russia since 1991, the year the Soviet Union collapsed. For the first time in his decade-plus in power, ordinary Russians showed themselves to have both the will and the capability to threaten Putin’s grip on power. That popular uprising in Russia, occurring the same year as the Arab Spring, and then followed with Putin’s return to the Kremlin as president for a third term in 2012, marked another major negative turn in U.S.-Russian relations, ending the reset launched by Presidents Obama and Medvedev in 2009. Democratic mobilization, first the Middle East and then Russia—not NATO expansion—ended this last chapter of U.S.-Russian cooperation. There have been no new chapters of cooperation since.

But U.S.-Russian relations deteriorated ever further in 2014, again because of new democratic expansion. The next democratic mobilization to threaten Putin happened a second time in Ukraine in 2013–14. After the Orange Revolution in 2004, Putin did not invade Ukraine, but wielded other instruments of influence to help his protégé, Viktor Yanukovych, narrowly win the Ukrainian presidency six years later. Yanukovych, however, turned out not to be a loyal Kremlin servant, but tried to cultivate ties with both Russia and the West. Putin finally compelled Yanukovych to make a choice, and the Ukrainian president chose Russia in the fall of 2013 when he reneged on signing an EU association agreement in favor of membership in Russia’s Eurasian Economic Union. To the surprise of everyone in Moscow, Kyiv, Brussels, and Washington, Yanukovych’s decision to scuttle this agreement with the EU triggered mass demonstrations in Ukraine again, bringing hundreds of thousands of Ukrainians into the streets in what would become known as the Euromaidan or “Revolution of Dignity” to protest Yanukovych’s turn away from the democratic West. The street protests lasted several weeks, punctuated by the killing of dozens of peaceful protestors by Yanukovych’s government, the eventual collapse of that government and Yanukovych’s flight to Russia in February 2014, and a new pro-Western government taking power in Kyiv. Putin had “lost” Ukraine for the second time in a decade.

This time, Putin struck back with military force to punish the alleged American-backed, neo-Nazi usurpers in Kyiv. Russian armed forces seized Crimea; Moscow later annexed the Ukrainian peninsula. Putin also provided money, equipment, and soldiers to back separatists in eastern Ukraine, fueling a simmering war in Donbas for eight years, in which approximately 14,000 people have been killed. After invading, not before, Putin amped up his criticisms of NATO expansion as justification for his belligerent actions.

In response to this second Ukrainian democratic revolution, Putin concluded that cooption through elections and other nonmilitary means had to be augmented with greater coercive pressure, including military intervention. Since the Revolution of Dignity, Putin has waged an unprecedented war against Ukraine using a full spectrum of military, political, informational, social, and economic weapons in an attempt to destabilize and eventually topple Ukraine’s democratically elected government.

Russia Planning Arrest and Assassination Campaign in Ukraine

This is spiraling way, way out of control. 

Ukraine's President Volodymyr Zelensky excoriated the Western allies for abandoning Kiev to the clutches of Vladmir Putin. He did not mince words.

Russia's said to be launching ICBMs to rattle its sabers, in so-called "Russian nuclear readiness drills."

What a godawful cluster. It goes without saying, people will die.

The United States has obtained intelligence that Russia may target prominent political opponents, anti-corruption activists, and Belarusian and Russian dissidents living in exile should it move forward with plans to invade Ukraine, as U.S. President Joe Biden warned on Thursday that the threat of a renewed Russian invasion of the country remains “very high” and could take place within the next several days.

Four people familiar with U.S. intelligence said that Russia has drafted lists of Ukrainian political figures and other prominent individuals to be targeted for either arrest or assassination in the event of a Russian assault on Ukraine.

A fifth person, a U.S. official who spoke on condition of anonymity, said that the United States has been downgrading its intelligence classification regarding threats to specific groups within Ukraine to share this information with Ukrainian government officials and other partners in the region positioned to help.

A spokesperson for Ukrainian President Volodymyr Zelensky did not immediately respond to a request for comment. “As we’ve seen in the past, we expect Russia will try to force cooperation through intimidation and repression,” said a U.S. official who spoke on background on condition of anonymity.

“These acts, which in past Russian operations have included targeted killings, kidnappings/forced disappearances, detentions, and the use of torture, would likely target those who oppose Russian actions, including Russian and Belarusian dissidents in exile in Ukraine, journalists and anti-corruption activists, and vulnerable populations such as religious and ethnic minorities and LGBTQI+ persons,” the official said.

The Biden administration has also been startled by how formalized the lists are, which appear to target anyone who could challenge the Russian agenda. Five Eyes intelligence partners have also tracked Russian intelligence agencies, such as the FSB and GRU, building up target and kill lists. One congressional aide, speaking on condition of anonymity, said that the moves were typical of Russian doctrine, using armed forces to seize military objectives, while special operators shape the conflict and intelligence operators come into the country to get rid of opposition elements.

The first official noted that dissidents from Russia and Belarus, where a brutal crackdown on dissent following mass protests in 2020 prompted many to flee to neighboring Ukraine, faced particular challenges should they need to flee. Unlike Ukrainian citizens, they require visas to travel to other countries in Europe.

Franak Viacorka, a senior advisor to Belarusian opposition leader Sviatlana Tsikhanouskaya, said that his team had issued sets of specific recommendations to Belarusians living in Ukraine in the event of a Russian attack, but that they had not been informed of a specific threat to Belarusian dissidents.

Russia has amassed around 150,000 troops near the border of Ukraine, ostensibly for joint military drills with neighboring Belarusian dictator Aleksandr Lukashenko’s military forces. Russia has steadfastly denied it has any plans to invade Ukraine and has accused the West of manufacturing the crisis.

The U.S. ambassador to the Organization for Security and Co-operation in Europe, Michael Carpenter, said on Friday that the United States assessed that Russia had amassed between 169,000 to 190,000 personnel in and near Ukraine, a sharp increase from the end of January. The United States has asked Russia for clarification about its “large-scale and unusual military activities,” Carpenter said, including the precise location of the operations and the number and types of military units involved.

Even as U.S. and other NATO members raise concern of a possible invasion, Zelensky has downplayed the threat in recent weeks, insisting an invasion is unlikely and that Washington isn’t helping defuse the crisis by stoking alarm.

Speaking during a meeting of the United Nations Security Council on Thursday, U.S. Secretary of State Antony Blinken sketched out a detailed and disturbing picture of what a Russian invasion of Ukraine could look like, beginning with creating a false pretext for an invasion and the Russian government convening emergency meetings to address the manufactured crisis. Some Western officials have pointed to Russia’s new claims that Ukrainian military forces are perpetrating a “genocide” against the Russian-speaking population in Donbass as the possible false pretext—a claim they dismiss as wholly false.

“Next, the attack is planned to begin,” Blinken said. “Russian missiles and bombs will drop across Ukraine. Communications will be jammed. We believe these targets include … Ukraine’s capital, Kyiv, a city of 2.8 million people.”

In his speech, Blinken briefly alluded to U.S. intelligence indicating Russia would target political opponents with arrest or assassination: “And conventional attacks are not all that Russia plans to inflict upon the people of Ukraine. We have information that indicates Russia will target specific groups of Ukrainians.”

On Friday, Russian-backed separatists in eastern Ukraine announced plans to evacuate civilians to Russia, accusing the Ukrainian government of plotting an assault on the region...

Russia Using Artillery in #Ukraine, NATO Says

Russia has been using artillery against Ukraine forces both from its own territory and from inside Ukraine, NATO officials said Friday. It was the latest volatile development as U.S. and Western military leaders condemned Moscow for sending a convoy of trucks believed to be carrying humanitarian aid into Ukraine without Kiev's permission.

The entry of the aid convoy and the reported presence of Russian forces mark a sharp escalation of the four-month-old conflict. The developments also risk derailing a new diplomatic push to calm the conflict, with German Chancellor Angela Merkel scheduled to visit Kiev on Saturday and Ukrainian President Petro Poroshenko due to meet with Russian President Vladimir Putin and European Union officials on Tuesday.

The North Atlantic Treaty Organization warned of a "dangerous situation" as reports of increased covert Russian military involvement, including artillery fire, within Ukraine coincided with the entry of the convoy, which gives Russia an overt official presence in rebel-held territory for the first time. U.S. officials said Russia's actions could trigger further consequences, without elaborating.

Russia, which has steadfastly denied aiding the pro-Russian separatists in eastern Ukraine, brushed aside NATO's accusations. "They have been reporting those things throughout the crisis without providing any proof," Vitaly Churkin, Russia's ambassador to the United Nations, told reporters in New York.

Oana Lungescu, spokeswoman for the North Atlantic Treaty Organization, said Friday, "Since mid-August we have multiple reports of the direct involvement of Russian forces, including Russian airborne, air-defense and special-operations forces, in eastern Ukraine." Russian artillery had been fired against Ukrainian forces "both cross-border and from within Ukraine," Ms. Lungescu said. She didn't say how many Russian troops are believed to be in eastern Ukraine or where they had been active.

U.S. officials also said that Russia had been firing into Ukraine, but stopped short of confirming that the artillery fire had come from within Ukraine.

"We have seen the use of Russian artillery in Ukraine in the past days," Deputy National Security Adviser Ben Rhodes said. "I wouldn't want to speak to an individual instance today, but it certainly has been a pattern whereby we've seen firing from within Russia into Ukraine, and we've seen a disturbing movement of Russian artillery and military equipment into Ukraine as well."
Well, obviously we're not going to do anything. Russian's been acting with impunity for months, if not years.

Putin Troop Buildup Near Ukraine Raises Concerns of Potential 2022 Invasion, U.S. Officials Say (VIDEO)

WASHINGTON—Russian President Vladimir Putin is amassing a force expected to total 175,000 troops near Russia’s border with Ukraine, giving him the capability for a potential invasion of his neighbor by early 2022, administration officials said Friday.

The officials, citing new intelligence reports that include images from spy satellites, said the Russian military buildup differs markedly from an earlier massing of troops in the spring. When completed, they said, it will be twice the size of that previous buildup. In addition, Russia has embarked on a rapid mobilization of reservists

The officials cautioned that U.S. intelligence agencies don’t know whether Russia will in fact invade Ukraine, whose ties with the West have been opposed by Mr. Putin. The intelligence reporting, while containing new details, echoes concerns raised earlier by the U.S. and its allies in the North Atlantic Treaty Organization.

The Russian military moves in recent weeks have sharply heightened tensions with the U.S., which has warned of serious reprisals, and with the NATO alliance.

“If Russia decides to pursue confrontation, there will be serious consequences,” Secretary of State Antony Blinken said Thursday before meeting with Russian Foreign Minister Sergei Lavrov in Stockholm.

The Washington Post earlier reported the new U.S. assessment, publishing what it said was an unclassified intelligence report that included images of troop concentrations in four locations on Russian soil along its Ukraine border.

The Wall Street Journal hasn’t seen the unclassified document, but U.S. officials confirmed its authenticity.

“The Russian plans call for a military offensive against Ukraine as soon as early 2022 with a scale of forces twice what we saw this past spring during Russia’s rapid military buildup near Ukraine’s borders,” one of the administration officials said. “The plans involve extensive movement of 100 battalion tactical groups with an estimated 175,000 personnel, along with armor, artillery, and equipment.”

“We estimate half of these units are already near Ukraine’s border,” the official said.

Russia has denied that it is preparing to invade its smaller neighbor and has accused NATO of providing Ukraine with sophisticated weaponry, fomenting tension and destabilizing the region. Russian officials have said they don’t want any conflicts and Moscow wants a balance of interests in the region.

U.S. officials have been attempting to approach Russia’s military deployments diplomatically. Russia’s Mr. Putin and U.S. President Biden will hold talks on Tuesday, Russian state media reported Saturday, citing Kremlin spokesman Dmitry Peskov. The White also confirmed Mr. Biden is speaking Tuesday with Mr. Putin.

“President Biden will underscore U.S. concerns with Russian military activities on the border with Ukraine and reaffirm the United States’ support for the sovereignty and territorial integrity of Ukraine,” White House press secretary Jen Psaki said in a statement Saturday.

On Friday, Yury Ushakov, Russian presidential aide, told Russian state media and independent Russian news outlets that the meeting between the two presidents will address legal obligations on no eastward expansion by NATO and an agreement not to deploy threatening weapons in Russia’s neighboring countries, including Ukraine. They will also touch on the “unsatisfactory state” of bilateral relations between the U.S. and Russia, Ukraine’s internal crisis and the situation in Afghanistan, according to the Russian state media report.

Mr. Biden also said Friday his administration is putting together a plan “to make it very, very difficult for Mr. Putin to go ahead and do what people are worried he may do.” Later, when asked about what the U.S. can do to prevent an invasion of Ukraine, Mr. Biden said, “We’ve been aware of Russia’s actions for a long time and my expectation is we’re going to have a long discussion.” Chairman of the Joint Chiefs of Staff Army Gen. Mark Milley on Thursday said the activity near Ukraine had triggered “a lot of concern.”

“There’s significant national security interests of the United States and of NATO member states at stake here if there was an overt act of aggressive action militarily by the Russians into a nation state that has been independent since 1991,” he told reporters on a military jet Friday.

Gen. Milley didn’t elaborate on options open to the U.S. if Russia did take action.

Mr. Blinken suggested earlier this week that if Russia invades Ukraine, the U.S. would deploy harsh economic sanctions of a type it has held back from using so far. Mr. Blinken didn’t provide specifics.

The White House is conducting a review of U.S. options to respond to Russia, and they range from more military support for Ukraine to stepped-up diplomacy to de-escalate the conflict, according to U.S. officials...

For Russia's President Putin, It's Not Just About Ukraine

Here's my earlier blogging on Ukraine (and click through there for more).

We knew this was coming.

“George, you have to understand that Ukraine is not even a country. Part of its territory is in Eastern Europe and the greater part was given to us.” These were the ominous words of President Vladimir Putin of Russia to President George W. Bush in Bucharest, Romania, at a NATO summit in April 2008.

Mr. Putin was furious: NATO had just announced that Ukraine and Georgia would eventually join the alliance. This was a compromise formula to allay concerns of our European allies — an explicit promise to join the bloc, but no specific timeline for membership.

At the time, I was the national intelligence officer for Russia and Eurasia, part of a team briefing Mr. Bush. We warned him that Mr. Putin would view steps to bring Ukraine and Georgia closer to NATO as a provocative move that would likely provoke pre-emptive Russian military action. But ultimately, our warnings weren’t heeded.

Within four months, in August 2008, Russia invaded Georgia. Ukraine got Russia’s message loud and clear. It backpedaled on NATO membership for the next several years. But in 2014, Ukraine wanted to sign an association agreement with the European Union, thinking this might be a safer route to the West. Moscow struck again, accusing Ukraine of seeking a back door to NATO, annexing Ukraine’s Crimean peninsula and starting an ongoing proxy war in Ukraine’s southeastern Donbas region. The West’s muted reactions to both the 2008 and 2014 invasions emboldened Mr. Putin.

This time, Mr. Putin’s aim is bigger than closing NATO’s “open door” to Ukraine and taking more territory — he wants to evict the United States from Europe. As he might put it: “Goodbye, America. Don’t let the door hit you on the way out.”

As I have seen over two decades of observing Mr. Putin, and analyzing his moves, his actions are purposeful and his choice of this moment to throw down the gauntlet in Ukraine and Europe is very intentional. He has a personal obsession with history and anniversaries. December 2021 marked the 30th anniversary of the dissolution of the Soviet Union, when Russia lost its dominant position in Europe. Mr. Putin wants to give the United States a taste of the same bitter medicine Russia had to swallow in the 1990s. He believes that the United States is currently in the same predicament as Russia was after the Soviet collapse: grievously weakened at home and in retreat abroad. He also thinks NATO is nothing more than an extension of the United States. Russian officials and commentators routinely deny any agency or independent strategic thought to other NATO members. So, when it comes to the alliance, all of Moscow’s moves are directed against Washington.

In the 1990s, the United States and NATO forced Russia to withdraw the remnants of the Soviet military from their bases in Eastern Europe, Germany and the Baltic States. Mr. Putin wants the United States to suffer in a similar way. From Russia’s perspective, America’s domestic travails after four years of Donald Trump’s disastrous presidency, as well as the rifts he created with U.S. allies and then America’s precipitous withdrawal from Afghanistan, signal weakness. If Russia presses hard enough, Mr. Putin hopes he can strike a new security deal with NATO and Europe to avoid an open-ended conflict, and then it will be America’s turn to leave, taking its troops and missiles with it.

Ukraine is both Russia’s target and a source of leverage against the United States. Over the last several months Mr. Putin has bogged the Biden administration down in endless tactical games that put the United States on the defensive. Russia moves forces to Ukraine’s borders, launches war games and ramps up the visceral commentary. In recent official documents, it demanded ironclad guarantees that Ukraine (and other former republics of the U.S.S.R.) will never become a member of NATO, that NATO pull back from positions taken after 1997, and also that America withdraw its own forces and weapons, including its nuclear missiles. Russian representatives assert that Moscow doesn’t “need peace at any cost” in Europe. Some Russian politicians even suggest the possibility of a pre-emptive strike against NATO targets to make sure that we know they are serious, and that we should meet Moscow’s demands.

For weeks, American officials have huddled to make sense of the official documents with Russia’s demands and the contradictory commentary, pondered how to deter Mr. Putin in Ukraine and scrambled to talk on his timeline.

All the while, Mr. Putin and his proxies have ratcheted up their statements. Kremlin officials have not just challenged the legitimacy of America’s position in Europe, they have raised questions about America’s bases in Japan and its role in the Asia-Pacific region. They have also intimated that they may ship hypersonic missiles to America’s back door in Cuba and Venezuela to revive what the Russians call the Caribbean Crisis of the 1960s.

Mr. Putin is a master of coercive inducement...

Ukraine Appeals to U.S. for Arms, Ammunition and Intelligence Support

Well, Obama won't do jack to help Ukraine, other than to yap about how the amorphous international community's going to impose "costs." Yep, that oughta have Putin quaking in his boots.

WASHINGTON—Ukraine's interim government has appealed for U.S. military aid, including arms, ammunition and intelligence support, according to senior U.S. officials. But the Obama administration has agreed to send only military rations for now, wary of inflaming tensions with Russia.

The U.S. decision reflects the Pentagon's reluctance to be seen as directly supporting Ukraine's beleaguered armed forces during the standoff with Russia, which has seized the Ukrainian region of Crimea.

The risk of escalation was underscored by Russia's move on Thursday to conduct another military exercise near Ukraine. The Kremlin also confirmed it has sent six Sukhoi fighter jets and three transport planes to another former Soviet republic, Belarus, for joint patrols.

Belarusian officials said the move came in response to increased air patrols in the region by the North Atlantic Treaty Organization amid the Ukraine crisis.

Amid such shows of force, U.S. officials acknowledge the Obama administration faces a difficult balancing act. It wants to show support for Ukraine's interim leaders without further antagonizing an unpredictable Moscow or inadvertently emboldening the Ukrainian military to take steps that could spark violence.

"It's not a forever 'no,' it's a 'no for now,'" a senior U.S. official said of Ukraine's request for lethal military support.

Ahead of a visit to Ukraine Friday with other lawmakers, Republican Sen. John McCain of Arizona criticized the administration's response. "We shouldn't be imposing arms embargoes on victims of aggression," he said.

Ukraine's request coincided with this week's visit to the White House by the country's new prime minister, Arseniy Yatsenyuk, and came just before Secretary of State John Kerry was scheduled to meet his Russian counterpart in London in a last-ditch bid for a diplomatic solution to the crisis. A referendum Sunday could decide whether the region of Crimea breaks away from Ukraine and joins Russia.

Addressing the U.N. Security Council in New York on Thursday, Mr. Yatsenyuk offered dialogue with Russia to become "real partners" and vowed to defend all minorities in the country. The U.S. said it had drafted a resolution declaring Sunday's referendum illegal, but it is likely to be vetoed by Russia.

Mr. Kerry spoke briefly with Russian Foreign Minister Sergei Lavrov on Thursday, reiterating U.S. concerns about the referendum. Mr. Kerry, in testimony before a congressional panel, signaled that U.S. and its European allies were preparing to take "a very serious series of steps" on Monday, barring a change of course by Moscow.

The sanctions threat was underscored by German Chancellor Angela Merkel, who delivered an uncharacteristically sharp warning to Russia.

She said Europe was ready to impose visa bans and asset freezes if Moscow didn't agree to start negotiations with Kiev, and that the West was ready to impose broader economic sanctions if Ukraine were further threatened.

"If Russia continues with its policy of the past weeks, then this wouldn't only be a disaster for Ukraine. We as neighboring states would also regard this as a threat," Ms. Merkel said in a speech to parliament in Berlin.

"This wouldn't only change the relationship between the European Union as a whole to Russia, but would also, and I am deeply convinced of this, massively damage Russia economically and politically," she said.

In a sign of how serious the situation had become, Ms. Merkel felt the need to make it clear that "military action isn't an option for us." But her speech evoked Europe's bloody history, including the world wars and the Holocaust, in insisting that territorial conflicts on the continent shouldn't be repeated.

Her warnings toward Russia are virtually unprecedented for a German leader in recent decades, a period in which Germany has tried to reconcile with its World War II adversary.

Germany's business ties to Russia, with some $100 billion in trade yearly, are closer than that of any other Western nation.

Putin's American Apologists

From Joshua Muravchik, at Commentary, "A collection of voices on the left, right, and center have found a way to blame the United States and the West...,":

from the international consensus to vote with Russia at the UN, so here at home, a miscellany of voices demurred, pointing fingers of blame in other directions, expressing sympathy for Russia’s position, or warning against any strong reaction from Washington.

Almost none offered words of worship to Vladimir Putin, as many had to Joseph Stalin in Soviet days, and none declared outright support for his actions. But still, a number of writers, political groups, and politicians offered a counterpoint to the broad chorus of indignation at Putin’s action. They came from both political poles, as well as from the camp of isolationist ideologues difficult to locate on a left-to-right spectrum. Some registered their disapproval of Russia’s attack before proceeding to their main point: warning against a U.S. response stronger than admitting refugees. Others offered up outright apologetics for Putin’s actions.

On the left, the Democratic Socialists of America—once a fringe group but that now boasts in its ranks four members of the U.S. House of Representatives (Alexandra Ocasio-Cortez, Rashida Tlaib, Cori Bush, and Jamaal Bowman) as well as dozens of state legislators and many local officials—issued a statement on January 31 in response to Russia’s massing its army on Ukraine’s borders. It began:

Following months of increased tensions and a sensationalist Western media blitz drumming up conflict in the Donbas, the US government is responding to the situation in Ukraine through the familiar guise of threats of sweeping sanctions, provision of military aid, and increased military deployment to the region. [DSA] opposes this ongoing US brinkmanship, which only further escalates the crisis, and reaffirms our previous statement saying no to NATO and its imperialist expansionism and disastrous interventions across the world.

Nowhere did the document attempt to explain what had caused the sudden “increased tensions,” or so much as mention the Russian forces. It called instead on the U.S. “to reverse its ongoing militarization of the region.”

When the Russians attacked, DSA issued a new statement, which did indeed condemn the invasion while opposing any “coercive measures… economic or military” to counter it. In contrast to the UN General Assembly, which voted almost unanimously to “demand” the immediate withdrawal of Russian forces, DSA merely “urge[d]” this. It went on to “reaffirm our call for the USA to withdraw from NATO, and to end the imperialist expansionism that set the stage for this conflict,” and it declared “solidarity with…antiwar protestors in both countries [Russia and Ukraine],” although it did not explain where the latter had been sighted.

Others on the left were less flagrant but also assigned more blame to Washington than Moscow. Noam Chomsky, in a lengthy interview in the online journal Truthout, explained:

The crisis has been brewing for 25 years as the US contemptuously rejected Russian security concerns, in particular their clear red lines: Georgia and especially Ukraine. There is good reason to believe that this tragedy could have been avoided.

Now, he said, focus must turn to the future. He warned, “repeatedly, [America’s] reaction has been to reach for the six-gun rather than the olive branch.” But the superior wisdom of a gentler approach, he explained, had been taught to him personally during his wartime travels to North Vietnam by representatives of the Viet Cong, a group whose penchant for gentleness was lost on less acute observers than Chomsky. Moreover, he added, “like it or not, the choices are now reduced to an ugly outcome that rewards rather than punishes Putin for the act of aggression—or the strong possibility of terminal war.” In short, our only sure path to avoid nuclear Armageddon is one that “rewards” Putin.

Writing in the Nation, Rajan Menon described the original sin that led to today’s crisis. As always in that journal, America was the sinner:
Instead of seizing the opportunity to create a new European order that included Russia, President Bill Clinton and his foreign-policy team squandered it by deciding to expand NATO threateningly toward that country’s borders. Such a misbegotten policy guaranteed that Europe would once again be divided, even as Washington created a new order that excluded and progressively alienated post-Soviet Russia.

That magazine’s publisher, Katrina vanden Heuvel, has recently been awarded a weekly column in the Washington Post. There, at the end of January, she warned of the danger of war and of “screeching hawks.”

In Russia, Putin is already under fire for not having taken Ukraine’s eastern Donbas region in 2014.…In Washington, Biden is under fire for not being tough enough…For all its hysteria about imminent war, it’s clear that the Biden administration believes Putin is bluffing….the danger is that Putin will face escalating pressure from more hawkish factions within Russia.

When the Russians attacked, she spoke for the Nation, “condemn[ing]” the invasion in somewhat roundabout words, before resuming her theme that equal or greater blame lay with the West:

Putin’s actions are indefensible, but responsibility for this crisis is widely shared. This magazine has warned repeatedly that the extension of NATO to Russia’s borders would inevitably produce a fierce reaction. We have criticized NATO’s wholesale rejection of Russia’s security proposals. We decry the arrogance that leads U.S. officials to assert that we have the right to do what we wish across the world, even in areas, like Ukraine, that are far more important to others than they are to us.

A week later, in her Washington Post column, she advised against countering Russia. “By invading Ukraine,” she opined, “Putin demands a return to [an] archaic and obsolete Cold War order. The world would be wise not to accede.” In other words, Putin is trying to start a fight; we could frustrate him by turning the other cheek. She counseled out-of-the-box thinking:

What’s needed above all is a courageous and transnational citizens’ movement demanding not simply the end of the war on Ukraine but also an end to perpetual wars. We need political leaders who will speak out about our real security needs and resist the reflex to fall into old patterns that distract from the threats we can no longer afford to ignore [i.e., “pandemics and climate change”].

The Nation’s competitor among left-wing journals, Jacobin, took a similar tack. Staff writer Branko Marcetic asserted that Putin’s invasion was “reckless and illegal,” before going on to argue that it might have been averted by “a different set of US policies over the past few months.” He explained:

Already, the army of war-hawk pundits that has been predicting—salivating over, may be more accurate—a Russian invasion has seized on this latest move as vindication of their usual talking points: Putin is Hitler, he seeks to revive the glory of the Soviet Union, he can’t be reasoned with, and only a show of force, not further “appeasement” or negotiations that “reward” his behavior, can make him stop. This is…exactly the approach Washington and its allies…have taken to get us to this point.

If readers wondered whether it wasn’t Moscow, rather than Washington and its allies, who had gotten us to this point, Marcetic offered an example of “the most over-the-top of Western predictions” that had inflamed the situation, namely, the image of Russian soldiers “marching to Kiev and toppling the Ukrainian government.”

Elected officials on the left tended to be more forthright in denouncing the Russian invasion, while often adding caveats. Senator Bernie Sanders, for example, called it “premeditated aggression,” but he did not retract his previously expressed sympathy for Russia’s adamancy about Washington’s refusal to rule out NATO membership for Ukraine. “Does anyone really believe,” he asked, “that the United States would not have something to say if, for example, Mexico was to form a military alliance with a U.S. adversary?”

Sanders is a member of the Congressional Progressive Caucus. Its chair, Representative Pramila Jayapal, together with the chair of its Peace and Security Taskforce, Representative Barbara Lee, spoke for the caucus during this crisis. As Russian forces poised on Ukraine’s borders, they issued a statement voicing “alarm,” although this seemed to be mostly about possible American reactions. “We have significant concerns that new troop deployments, sweeping and indiscriminate sanctions, and a flood of hundreds of millions of dollars in lethal weapons will only raise tensions and increase the chance of miscalculation,” they said.

They offered an interpretation of the mobilization on Ukraine’s borders akin to vanden Heuvel’s: “Russia’s strategy is to inflame tensions; the United States and NATO must not play into this strategy.” Apparently, the way to stymie Putin would be to go about our business of reforming America or saving the planet and to ignore his belligerent actions entirely.

Their colleague Rashida Tlaib seconded this, adding: “Enough of rushing to war…  . Diplomacy and de-escalation must be the focus, not ‘lethal’ aid. My constituents are tired of war and are demanding we use everything in our toolbox to prevent conflict.”

When the Biden administration began warning of an imminent Russian invasion, and Congress rushed to enact emergency legislation to shore up Ukraine and deter Russia, caucus member Ilhan Omar voiced her opposition:

The proposed legislative solution to this crisis, escalates the conflict without deterring it effectively….The consequences of flooding Ukraine with half a billion dollars in American weapons, likely not limited to just military-specific equipment but also including small arms and ammo, are unpredictable and likely disastrous. It also threatens unbelievably broad and draconian sanctions that will utterly devastate the Russian economy, likely doing very little to deter Putin’s aggression while causing immense suffering among ordinary Russian civilians who did not choose this.

After the Russian forces rolled across the border, caucus members were clearer in “condemning the violent invasion of Ukraine,” while still focusing most of their appeals on the need to restrain the U.S. response. In their new statement, the caucus said:

We urge the Biden administration to be guided by two goals: to avoid dangerous escalation that is all too easy in the chaos of war, and to ensure we are minimizing harm to civilians. We applaud President Biden for rightly saying there can be no military solution to this conflict, and wisely committing to not deploying U.S. troops… . The president must seek congressional authorization…before any U.S. troops deploy into areas or situations where there is a risk of imminent hostilities.

Since deploying U.S. forces to Ukraine had already been ruled out, the latter sentence seemed to aim at the movement of several thousand troops into frontline NATO states. In addition to objecting to these deployments designed to deter the Russians from moving against the Baltic states, the progressives also were chary of economic sanctions. They said: “The goal of any U.S. sanctions should be to stop the fighting and hold those responsible for this invasion to account, while avoiding indiscriminate harm to civilians or inflexibility as circumstances change.”

These attitudes on the left, if in some ways shocking, are not surprising. And the same might be said about the camp of ideological isolationists. It is centered today in the Quincy Institute, a D.C. think tank of relatively recent vintage, lavishly funded from the two extremes, George Soros on the left and Charles Koch on the right.

In the run-up to the Russian invasion, Quincy’s website was replete with items diverting blame from Russia, casting aspersions on Ukraine and its sympathizers, and warning against U.S. involvement. Research fellow Ben Freeman posted an exposé, claiming to reveal that “lobbyists from Ukraine are working feverishly to shape the U.S. response.” It went on: “Firms working for Ukrainian interests have inundated congressional offices, think tanks and journalists with more than 10,000 message and meetings in 2021.” Freeman added, “With U.S. weapons manufacturers making billions in arms sales to Ukraine, their CEOs see the turmoil there as a good business opportunity,” citing another Quincy exposé by another staff member.

In addition to the various writings of vanden Heuvel, a Quincy board member, that are posted on its site, its other principal commentators on this issue were Andrew Bacevich, the institute’s president, and senior fellow Anatol Lieven.

As the Biden administration issued warnings in February, citing intelligence that Putin was intent on war, Bacevich published an op-ed debunking it, warning that “a full-fledged war scare is upon us.” He likened the administration’s revelation of Russian plans for staging a false-flag attack to the Bush administration’s erroneous 2003 warnings about Iraqi nuclear weapons. And he vented anger at news organizations for reporting the Russia story. “The incessant warmongering of the American media [is] disturbing and repugnant,” he lamented, protesting reports that 130,000 Russian troops had massed on Ukraine’s borders. He didn’t dispute this number but rather the verb, “massed,” which he called “a favored media mischaracterization.” He suggested no preferable term, but reporters might have said more neutrally that Russian soldiers “convened” or “congregated” or “flocked” or “disembarked” at Ukraine’s border.

Two weeks later, as the crisis intensified, Bacevich took to print again, adding to his indictment of the media and of America more broadly. “Some members of the American commentariat will cheer” war, he said, owing to “the depth of their animus toward Putin.” This in part reflected “the unvarnished Russophobia pervading the ranks of the America political elite” and “disdain for Russia” that has “roots going at least as far back as the Bolshevik Revolution.” However, the “deeper” source of “our present-day antipathy toward Russia [lies in] a desperate need to refurbish the concept of American exceptionalism.” In “our collective identity [w]e Americans…are the Chosen People.” It would be more accurate, he went on, to characterize ourselves as “reckless,” “incompetent,” “alienated,” “extravagantly wasteful,” and “deeply confused.” Rather than “flinging macho-man insults,” Bacevich concluded, the U.S. should “acknowledge the possibility that Russia possesses legitimate security interests” in Ukraine.

The day after Russia’s assault began, Bacevich published yet another op-ed. “The eruption of war creates an urgent need to affix blame and identify villains,” he began, with gentle sarcasm that then grew stronger. “Russia is the aggressor and President Vladimir Putin a bad guy straight out of central casting: on that point, opinion in the United States and Europe is nearly unanimous. Even in a secular age, we know whose side God is on.” It would be better, he said, to avoid a “rush to judgment.”

Yes, Russian aggression deserves widespread condemnation. Yet the United States cannot absolve itself of responsibility for this catastrophe… . By casually meddling in Ukrainian politics in recent years, the United States has effectively incited Russia to undertake its reckless invasion.

Quincy’s most prolific commentator on the Ukraine crisis was senior research fellow Anatol Lieven. He, too, sounded a note of contempt for Americans. “A mythological monster is haunting the fevered imagination of the West,” a cartoon image of a creature whose name Americans ignorantly mispronounce “Put’n.” In contrast,

the real Putin is cautious and levelheaded—too much so, in the view of more ambitious and hotheaded members of the Russian elite. …This should give confidence that we can emerge from the present crisis without disaster… . Only the mythological Putin would March into Kiev and central Ukraine, let alone attack Poland or the Baltic states. These are ridiculous Western fantasies generated partly by genuine paranoia, partly by members of the US and European blobs who need to demonize Russia in order to cover up their own appalling mistakes and lies over the past 30 years and to parade heroic resistance to a threat that does not in fact exist.

The recurrent theme of Lieven’s many articles was that Western anxieties were unwarranted. In early February, he wrote:

One Western line about Russia’s demands has already been proved false, namely that they were never intended as a serious basis for negotiations; and that Russia always planned to use their rejection as a pretext to invade Ukraine. Clearly if that were the case, Russia would have invaded by now.

Then, when their intelligence prompted Western governments to withdraw diplomatic personnel, Lieven wrote mockingly that Russia therefore had no need to invade. “Western policy towards Ukraine is evolving from the ridiculous to the positively surreal… . Putin can enjoy a quiet cup of coffee while Western governments run around squawking hysterically and NATO’s credibility collapses along with the Ukrainian economy.” And a week after that, he forecasted: “If by the time of the Blinken-Lavrov meeting, Russia has not in fact invaded Ukraine except for the Donbas, then all these Western warnings about an imminent Russian invasion will start to look a bit silly.”

When the invasion finally came, Lieven did not stop to acknowledge who it was that now looked silly, but he did condemn it in clear terms before proceeding to suggest the outline of a negotiated settlement in which Ukraine would cede substantial territory and a bit of sovereignty.

Finally, once the war was underway, two other Quincy authors, Matthew Burrows and Christopher Preble, chimed in airily that “one way or another, the Russian war in Ukraine will wind down” and the really important thing was to avert “a new Cold War between Russia and the West.” In other words, Ukraine’s cities could end up resembling Grozny after Putin finished suppressing the Chechen uprising, but then we could move on.

If the stance of the isolationist Quincy Institute as well as that of the left was to be expected, the response on the right was less predictable, but here, too, Putin found apologists. Foremost among them was Donald Trump. In the first two days after Putin announced diplomatic recognition of the two breakaway “people’s republics” in Donbas, Trump several times called it “smart” and “genius” that Russian troops were going in as “peacekeepers.” He gushed that Putin is “very savvy,” although his words of admiration stopped short of directly endorsing or defending Putin’s action.

Indeed, characteristically, he added that the invasion wouldn’t have happened if he were president. He didn’t explain why that would have been so, beyond sneering that Biden “has no concept of what he’s doing.” Would he have mollified Putin? After all, he had recently recalled aloud that he “got along great with President Putin,” and said, “I liked him. He liked me.” Or would Putin have been afraid of him? He had once boasted of having a bigger “nuclear button” than Kim Jong Un (before he and Kim “fell in love”). Credulous admirers were left to fill in their own scenarios.

Within a week, however, as, at home and abroad, a near-consensus of indignation at Russian actions crystallized, and Ukrainians heroically stalled Russia’s advance, Trump switched the script. He branded the Russian rampage a “holocaust” and demanded that it stop. Then he claimed that the Ukrainians were able to hold off the invaders because of weapons that he had provided them.

General Mike Flynn, Trump’s first appointed national security adviser, spoke more coherently than Trump and defended Putin entirely:
Russia has…one core concern… . If Ukraine were admitted into NATO…the Russians understand that would likely result in nuclear weapons being placed at its doorstep—closer to Russia than Cuba is to the United States.…If president John Kennedy was justified in risking war to prevent nuclear missiles from being installed in Cuba in 1961, then why exactly is Russian president Vladimir Putin being reckless in risking war to prevent NATO weapons from being installed in Ukraine in 2022? Would any great nation allow the development of such a threat on its border?

Putin Orders Deployment of Troops to Breakaway Regions in Ukraine (VIDEO)

Seems like Putin's going to get just about everything he wants. He's in the driver's seat for sure. Declaring "independence" of Donetsk and Luhansk is a prelude to reincorporating these areas into the Russian Federation, just like swiping the Crimea was in 2014.

Am I right about this? Who the fuck knows? 

I was talking with a buddy the other day, before the latest round of chest-thumping, nuclear-military demonstrations, and mentioned Putin's most likely to destabilize Kiev with targeted assassinations, including the murder of Ukrainian President Volodymyr Zelenskyy. While that Foreign Policy piece was way more detailed than my conjectures, I'm not surprised the intelligence community came up with that angle. While a massive ground "incursion" --- the hip term for the media's CNN-Democrat-MSNBC nightly news psyops --- it's unlikely at this point. Modern warfare is waged on a multilevel cyber-disinfo-techno grid (so it's complicated), and don't forget Russian propaganda, the oldest disinformation technique in the book, and Moscow's psychological warfare spooks are the world's best.

In any case, a full-on invasion of Ukraine's going to take more than 150,000 troops. Putin needs to go in like the U.S. in the Persian Gulf War of 1991, in Operation Desert Storm of January 17th of that year. It took the Pentagon six-months to get enough troops on the ground. Putin seems to be assembling a massive Russian Army of the Donbas. If he goes in big, like the U.S. in the Gulf, he'll need at least 35-40 divisions, perhaps more. That'll take a long time to organize, equip, and establish an experienced officer corps.

Russian President Vladimir Putin ordered the deployment of Russian troops to two breakaway regions of Ukraine after recognizing their independence, a move that threatened to scuttle negotiations with the West over the future security of Eastern Europe.

His two decrees were published on the Russian government’s legal portal after the conclusion of Mr. Putin’s televised address late on Monday. In it he went through a litany of grievances about the West’s support of Ukraine after the collapse of the Soviet Union and Western arms deliveries to Kyiv against the backdrop of a massive Russian troop build-up near its borders.

Mr. Putin said Russian forces would act in a peacekeeping role once Russia has signed mutual assistance with the two regions.

“The situation in Donbas is becoming critical,” Mr. Putin said before launching into a lengthy examination of the relationship between the two countries and the Donbas region, where the two breakaway regions are located. “Ukraine is not just a neighbor. It is an inherent part of our own history, culture and spiritual space,” he said.

Before the address, Mr. Putin called French President Emmanuel Macron and German Chancellor Olaf Scholz and told them of his decision, the Kremlin said in a statement. The European leaders expressed their disappointment with this development, but indicated their readiness to continue contacts, the Kremlin said.

The decision to recognize the self-proclaimed republics of Donetsk and Luhansk came as Kyiv, Ukraine, asked the United Nations Security Council for an urgent meeting to tackle the threat of a Russian invasion.

Ukraine’s foreign minister, Dmytro Kuleba, said he made the request Monday after a substantial escalation in military activity between Russian-backed forces and Kyiv government troops.

Press secretary Jen Psaki said the White House would also announce additional measures in response to “today’s blatant violation of Russia’s international commitments.” She said those moves would be in addition to economic measures the U.S. has been preparing with allies should Russia invade Ukraine.

In a statement Monday evening, the European Union’s top officials called the step by Mr. Putin “a blatant violation of international law.”

They said the EU “will react with sanctions against those involved in this illegal act.” No further details were provided.

Tensions have been steadily rising across the region, despite signs that diplomatic initiatives had been making tentative progress.

U.S. Secretary of State Antony Blinken has proposed a meeting with Sergei Lavrov, his Russian counterpart, this week in Europe that could lead to a summit between Messrs. Biden and Putin. On Sunday, in a move brokered in part by Mr. Macron, Mr. Biden agreed in principle to meet the Kremlin leader, provided that Russia pulls back from a potential attack on Ukraine.

Deciding to recognize the two territories in Donbas would likely grant the Kremlin greater sway over these regions, already proxies of Moscow, and hand Mr. Putin an additional trump card in negotiations in his current standoff with the West over the long-term security of Eastern Europe.

A White House official said Monday that President Biden was meeting with his national security team at the White House and was getting regular briefings on the situation with Russia and Ukraine. A White House official said Mr. Biden also spoke with Ukrainian President Volodymyr Zelensky, and is also speaking with Messrs. Macron and Scholz.

Mr. Putin also accused Ukraine of taking a hostile stance toward Russian-controlled areas of Donbas and said the government in Kyiv wasn’t willing to implement the Minsk cease-fire agreement signed after Ukrainian forces were routed in Donbas in 2015. Ukraine has rejected Moscow’s interpretation of the deal, which it says provides Russia’s proxies in the region a veto over any attempt to align Ukraine more closely with the West.

The Russian leader also repeated his objections to Ukraine being allowed to join the North Atlantic Treaty Organization, saying that Kyiv would use it as an opportunity to forcibly try to retake the Crimean Peninsula, which Moscow annexed in 2014.

“If Russia faces such a threat as the admission of Ukraine to NATO, then the threats to our country will increase,” he said...

You got me why Ukraine's going to the Security Council --- where Russia has the veto and hence no major collective action agreement on sanctions or the authorization of military force can be enacted under Chapter VII of the U.N. Charter. 

I don't know. Maybe the Ukrainians just want to foment some international drama and urgency, for without Russia's vote, the Security Council can't do jack.

As Russia Stalls in Ukraine, Dissent Brews Over Putin's Leadership

At the New York Times, "Military losses have mounted, progress has slowed, and a blame game has begun among some Russian supporters of the war":

In January, the head of a group of serving and retired Russian military officers declared that invading Ukraine would be “pointless and extremely dangerous.” It would kill thousands, he said, make Russians and Ukrainians enemies for life, risk a war with NATO and threaten “the existence of Russia itself as a state.”

To many Russians, that seemed like a far-fetched scenario, since few imagined that an invasion of Ukraine was really possible. But two months later, as Russia’s advance stalls in Ukraine, the prophecy looms large. Reached by phone this week, the retired general who authored the declaration, Leonid Ivashov, said he stood by it, though he could not speak freely given Russia’s wartime censorship: “I do not disavow what I said.”

In Russia, the slow going and the heavy toll of President Vladimir V. Putin’s war on Ukraine are setting off questions about his military’s planning capability, his confidence in his top spies and loyal defense minister, and the quality of the intelligence that reaches him. It also shows the pitfalls of Mr. Putin’s top-down governance, in which officials and military officers have little leeway to make their own decisions and adapt to developments in real time.

The failures of Mr. Putin’s campaign are apparent in the striking number of senior military commanders believed to have been killed in the fighting. Ukraine says it has killed at least six Russian generals, while Russia acknowledges one of their deaths, along with that of the deputy commander of its Black Sea fleet. American officials say they cannot confirm the number of Russian troop deaths, but that Russia’s invasion plan appears to have been stymied by bad intelligence.

The lack of progress is so apparent that a blame game has begun among some Russian supporters of the war — even as Russian propaganda claims that the slog is a consequence of the military’s care to avoid harming civilians. Igor Girkin, a former colonel in Russia’s F.S.B. intelligence agency and the former “defense minister” of Russian-backed separatists in eastern Ukraine, said in a video interview posted online on Monday that Russia had made a “catastrophically incorrect assessment” of Ukraine’s forces.

“The enemy was underestimated in every aspect,” Mr. Girkin said.

The Russian forces’ poor performance has also surprised analysts, who predicted at the start of the war that Russia’s massive, technologically advanced military would make short work of Ukraine. Mr. Putin himself seems to have counted on his troops quickly seizing major cities, including the capital, Kyiv, decapitating the government and installing a puppet regime under the Kremlin’s control.

“Take power into your own hands,” Mr. Putin urged Ukrainian soldiers on the second day of the invasion, apparently hoping Ukraine would go down without a fight.

Instead, Ukraine fought back. Nearly a month has passed, and Russian troops appear bogged down in the face of relentless attacks from a much weaker, though far more maneuverable, Ukrainian military. “There was probably the hope that they wouldn’t resist so intensely,” Yevgeny Buzhinsky, ​​a retired lieutenant general and a regular Russian state television commentator, said of Ukraine’s forces. “They were expected to be more reasonable.”

As if responding to criticism, Mr. Putin has said repeatedly in his public comments about the war that it is going “according to plan.”

“We can definitively say that nothing is going to plan,” countered Pavel Luzin, a Russian military analyst. “It has been decades since the Soviet and Russian armies have seen such great losses in such a short period of time.”

Russia last announced its combat losses three weeks ago — 498 deaths as of March 2. American officials now say that a conservative estimate puts the Russian military death toll at 7,000. Russia says it lost a total of 11,000 service members in nearly a decade of fighting in Chechnya.

Russia’s War on Ukraine at 100 Days Has No End in Sight, Threatening Global Costs

Putin sure has some staying power, because this cluster must be causing some inside assessments of his leadership and power. Somebody's gotta cross the Rubicon, breach the Kremlin, and get him out of there.

At the Wall Street Journal, "A war of attrition for Ukraine’s survival—and Putin’s vision of Russia—devours both countries’ resources while hurting the world economy":

After 100 days, Russia’s war on Ukraine is turning into a bloody slog with no end in sight, causing mounting devastation in Ukraine and prolonged costs world-wide.

The biggest conflict between European states since World War II has undergone swings of fortune that offer a reminder of war’s unpredictability. The failure of Russia’s early blitzkrieg fueled Ukrainian confidence that is ebbing as Russia concentrates its firepower on a narrower, grinding advance.

On Friday, Russian forces advanced behind heavy artillery barrages in eastern Ukraine’s Donbas region, where they have slowly but steadily gained ground, sending tens of thousands of civilians fleeing westward.

Ukrainian President Volodymir Zelensky marked 100 days of war with a somber but defiant video message. “The armed forces of Ukraine are here,” he said. “Most importantly, our people–the people of our nation– are here. We have been defending our country for 100 days already. Victory will be ours! Glory to Ukraine!”

Many Western governments fear a destructive stalemate looms, with Russian President Vladimir Putin and Ukraine’s defenders locked in a struggle that is viewed as existential by both.

Around 6.9 million Ukrainians have left the country since the war began, according to the United Nations, with Poland alone receiving 3.7 million, although some are returning home. Millions more Ukrainians have been displaced internally by the Russian onslaught. The invasion has devastated cities in Ukraine’s east, including Mariupol, where at least 22,000 residents were killed during the weekslong Russian siege, according to local officials.

Ukrainian and international investigators are gathering evidence of possible war crimes in areas where Russian troops killed and mistreated civilians. Kyiv has accused Moscow of forcibly deporting large numbers of Ukrainians to Russia, including many children.

Mr. Zelensky said Thursday that Russia now controls 20% of his country’s territory. The problem for Kyiv—and for Western European governments proposing a cease-fire—is that Russia has seized much of the industrial heartlands of Ukraine’s east and vast tracts of its fertile agricultural land, while blocking Ukraine’s access to the sea, needed for exports.

That threatens to leave Ukraine as a barely viable state surviving on Western giving. Ukraine needs roughly $5 billion every month to cover essential government services and keep its battered economy functioning, officials in Kyiv have said, in addition to humanitarian aid and armaments.

Russia, meanwhile, faces a deep recession this year from Western sanctions and a long-term erosion of its economic potential. Absent an unexpected collapse by one side, a war of attrition looms that could steadily devour the resources of both countries.

The stakes are too high for Ukraine or Russia to back down. The war also threatens two long-accepted pillars of global order: The principle that territory can’t be annexed by force, and that the seas are free to all nations’ ships.

The war has made the world poorer. By driving up food and energy prices, it has complicated the troubled global recovery from the Covid-19 pandemic. The disruption of long-established energy and food supply relationships leaves much of the world facing a protracted and costly economic adaptation.

“The time of cheap fossil-fuel energy is over,” German economy minister Robert Habeck said recently.

Russia’s expansionism has brought the world’s advanced countries closer politically. But it has also exposed gaps in interests and outlooks between the West and the poorer global South, which has remained largely neutral, and where Russia’s narrative of anti-Western grievances—echoed by China—has many sympathizers.

With no outright Ukrainian victory in sight, the Biden administration has begun to emphasize that its goal is to increase Kyiv’s leverage for potential negotiations with Moscow...

Biden Administration Pressed Beijing to Help Avert War in Ukraine

WASHINGTON — Over three months, senior Biden administration officials held half a dozen urgent meetings with top Chinese officials in which the Americans presented intelligence showing Russia’s troop buildup around Ukraine and beseeched the Chinese to tell Russia not to invade, according to U.S. officials.

Each time, the Chinese officials, including the foreign minister and the ambassador to the United States, rebuffed the Americans, saying they did not think an invasion was in the works. After one diplomatic exchange in December, U.S. officials got intelligence showing Beijing had shared the information with Moscow, telling the Russians that the United States was trying to sow discord — and that China would not try to impede Russian plans and actions, the officials said.

The previously unreported talks between American and Chinese officials show how the Biden administration tried to use intelligence findings and diplomacy to persuade a superpower it views as a growing adversary to stop the invasion of Ukraine, and how that nation, led by President Xi Jinping, persistently sided with Russia even as the evidence of Moscow’s plans for a military offensive grew over the winter.

This account is based on interviews with senior administration officials with knowledge of the conversations who spoke on the condition of anonymity because of the sensitive nature of the diplomacy. The Chinese Embassy did not return requests for comment.

China is Russia’s most powerful partner, and the two nations have been strengthening their bond for many years across diplomatic, economic and military realms. Mr. Xi and President Vladimir V. Putin of Russia, two autocrats with some shared ideas about global power, had met 37 times as national leaders before this year. If any world leader could make Mr. Putin think twice about invading Ukraine, it was Mr. Xi, went the thinking of some U.S. officials.

But the diplomatic efforts failed, and Mr. Putin began a full-scale invasion of Ukraine on Thursday morning after recognizing two Russia-backed insurgent enclaves in the country’s east as independent states.

In a call on Friday, Mr. Putin told Mr. Xi that the United States and NATO had ignored Russia’s “reasonable” security concerns and had reneged on their commitments, according to a readout of the call released by the Chinese state news media. Mr. Xi reiterated China’s public position that it was important to respect the “legitimate security concerns” as well as the “sovereignty and territorial integrity” of all countries. Mr. Putin told Mr. Xi that Russia was willing to negotiate with Ukraine, and Mr. Xi said China supported any such move.

Some American officials say the ties between China and Russia appear stronger than at any time since the Cold War. The two now present themselves as an ideological front against the United States and its European and Asian allies, even as Mr. Putin carries out the invasion of Ukraine, whose sovereignty China has recognized for decades.

The growing alarm among American and European officials at the alignment between China and Russia has reached a new peak with the Ukraine crisis, exactly 50 years to the week after President Richard M. Nixon made a historic trip to China to restart diplomatic relations to make common cause in counterbalancing the Soviet Union. For 40 years after that, the relationship between the United States and China grew stronger, especially as lucrative trade ties developed, but then frayed due to mutual suspicions, intensifying strategic competition and antithetical ideas about power and governance.

In the recent private talks on Ukraine, American officials heard language from their Chinese counterparts that was consistent with harder lines the Chinese had been voicing in public, which showed that a more hostile attitude had become entrenched, according to the American accounts.

On Wednesday, after Mr. Putin ordered troops into eastern Ukraine but before its full invasion, Hua Chunying, a Foreign Ministry spokeswoman, said at a news conference in Beijing that the United States was “the culprit of current tensions surrounding Ukraine.”

“On the Ukraine issue, lately the U.S. has been sending weapons to Ukraine, heightening tensions, creating panic and even hyping up the possibility of warfare,” she said. “If someone keeps pouring oil on the flame while accusing others of not doing their best to put out the fire, such kind of behavior is clearly irresponsible and immoral.”

She added: “When the U.S. drove five waves of NATO expansion eastward all the way to Russia’s doorstep and deployed advanced offensive strategic weapons in breach of its assurances to Russia, did it ever think about the consequences of pushing a big country to the wall?” She has refused to call Russia’s assault an “invasion” when pressed by foreign journalists...
