The Chinese Communist Party Fail

When Xi Jinping came to power in 2012, I was full of hope for China. As a professor at the prestigious school that educates top leaders in the Chinese Communist Party, I knew enough about history to conclude that it was past time for China to open up its political system. After a decade of stagnation, the CCP needed reform more than ever, and Xi, who had hinted at his proclivity for change, seemed like the man to lead it.

By then, I was midway through a decades-long process of grappling with China’s official ideology, even as I was responsible for indoctrinating officials in it. Once a fervent Marxist, I had parted ways with Marxism and increasingly looked to Western thought for answers to China’s problems. Once a proud defender of official policy, I had begun to make the case for liberalization. Once a loyal member of the CCP, I was secretly harboring doubts about the sincerity of its beliefs and its concern for the Chinese people.

So I should not have been surprised when it turned out that Xi was no reformer. Over the course of his tenure, the regime has degenerated further into a political oligarchy bent on holding on to power through brutality and ruthlessness. It has grown even more repressive and dictatorial. A personality cult now surrounds Xi, who has tightened the party’s grip on ideology and eliminated what little space there was for political speech and civil society. People who haven’t lived in mainland China for the past eight years can hardly understand how brutal the regime has become, how many quiet tragedies it has authored. After speaking out against the system, I learned it was no longer safe for me to live in China.

THE EDUCATION OF A COMMUNIST

I was born into a Communist military family. In 1928, at the beginning of the Chinese Civil War, my maternal grandfather joined a peasant uprising led by Mao Zedong. When the Communists and the Nationalists put hostilities on hold during World War II, my parents and much of my mother’s family fought against the Japanese invaders in armies led by the CCP.

After the Communists’ victory, in 1949, life was good for a revolutionary family such as ours. My father commanded a People’s Liberation Army unit near Nanjing, and my mother ran an office in that city’s government. My parents forbade my two sisters and me from taking advantage of the privileges of their offices, lest we become “spoiled bourgeois ladies.” We could not ride in our father’s official car, and his security guards never ran family errands. Still, I benefited from my parents’ status and never suffered the privations that so many Chinese did in the Mao years. I knew nothing of the tens of millions of people who starved to death during the Great Leap Forward.

All I could see was socialism’s bright future. My family’s bookshelves were stocked with Marxist titles such as The Selected Works of Stalin and Required Reading for Cadres. As a teenager, I turned to these books for extracurricular reading. Whenever I opened them, I was filled with reverence. Even though I could not grasp the complexity of their arguments, my mission was clear: I must love the motherland, inherit my parents’ revolutionary legacy, and build a communist society free of exploitation. I was a true believer.

I gained a more sophisticated understanding of communist thought after joining the People’s Liberation Army in 1969, at age 17. With the Cultural Revolution in full swing, Mao required everyone to read six works by Karl Marx and Friedrich Engels, including The Communist Manifesto. One utopian passage from that book left a lasting impression on me: “In place of the old bourgeois society, with its classes and class antagonisms, we shall have an association, in which the free development of each is the condition for the free development of all.” Although I didn’t really understand the concept of freedom at that point, those words stuck in my head.

The People’s Liberation Army assigned me to a military medical school. My job was to manage its library, which happened to carry Chinese translations of “reactionary” works, mostly Western literature and political philosophy. Distinguished by their gray covers, these books were restricted to regime insiders for the purpose of familiarizing themselves with China’s ideological opponents, but in secret, I read them, too. I was most impressed by The Rise and Fall of the Third Reich, by the American journalist William Shirer, and a collection of Soviet fiction. There was a world of ideas outside of the Marxist classics, I realized. But I still believed that Marxism was the only truth.

I left the military in 1978 and got a job in the party-run trade union of a state-owned fertilizer factory on the outskirts of the city of Suzhou. By then, Mao was dead and the Cultural Revolution was over. His successor, Deng Xiaoping, was ushering in a period of reform and opening, and as part of this effort, he was recruiting a new generation of reform-minded cadres who could run the party in the future. Each local party organization had to choose a few members to serve in this group, and the Suzhou party organization picked me. I was sent to a two-year program at the Suzhou Municipal Party School, where my fellow students and I studied Marxist theory and the history of the CCP. We also received some training in the Chinese classics, a subject we had missed on account of the disruption of education during the Cultural Revolution.

I plowed through Das Kapital twice and learned the ins and outs of Marxist theory. What appealed to me most were Marx’s ideas about labor and value—namely, that capitalists accrue wealth by taking advantage of workers. I was also impressed by Marx’s philosophical approach, dialectical materialism, which allowed him to see capitalism’s political, legal, cultural, and moral systems as built on a foundation of economic exploitation...

How the U.S. Misread Xi Jinping

BEIJING—In the two years before Xi Jinping became China’s leader in 2012, U.S. officials tried to size him up through a series of face-to-face meetings.

During talks in China in 2011, Mr. Xi, then vice president, asked about civilian control of the U.S. military, shared his thoughts on uprisings in the Middle East and spoke, unprompted, about his father, a renowned revolutionary. When he visited the U.S. in 2012, he was relaxed and affable, chatting with students and posing for pictures with Magic Johnson at a Los Angeles Lakers basketball game.

The U.S. officials’ conclusion: Although Mr. Xi was far more confident and forthright than Hu Jintao, the stiff and scripted leader he would succeed, he likely shared his commitment to stable ties with Washington and closer integration with the U.S.-led global order. Some even hoped Mr. Xi would kick-start stalled economic reforms.

It was one of the biggest strategic miscalculations of the post-Cold War era.

In the eight subsequent years, Mr. Xi has pursued an expansive, hypernationalistic vision of China’s future, displaying a desire for control and a talent for political maneuvering. Drawing comparisons to Mao Zedong, he has crushed critics and potential rivals, revitalized the Communist Party and even scrapped presidential term limits so he can, if he chooses, rule for life.

Promising a “China Dream” of national renewal, he has mobilized China’s military to enforce territorial claims, forced up to a million Chinese Muslims into internment camps and curbed political freedoms in Hong Kong.

Now, with Covid-19 under control in China but still widespread across the U.S., he is promoting his self-styled, tech-enhanced update of Marxism as a superior alternative to free-market democracy—a “China solution” to global problems.

“It was clear he was not going to be a second Hu Jintao,” said Danny Russel, who as a senior Obama administration official attended several meetings with Mr. Xi, including in 2011 and 2012. “What I underestimated about Xi Jinping was his tolerance for risk.”

Mr. Xi’s swift reversal of more than three decades of apparent movement toward collective leadership and a less intrusive party has surprised both U.S. officials and much of the Chinese elite. In hindsight, though, the roots of his approach are visible in key episodes of his life.

They include his father’s purge from the top party leadership, his teenage years in a Chinese village, his induction into the military and his exposure to nationalist and “new left” undercurrents in the party elite.

Mr. Xi’s autocratic turn also was catalyzed by a 2012 political scandal that upset the balance of power among the party elite and emboldened advocates of stronger, centralized leadership. It gave Mr. Xi the justification he needed to sideline rivals, rebuild the party and revamp its ideology.

Today China follows a new political doctrine known as “Xi Jinping Thought,” which combines many attributes of different 20th-century authoritarians. It reasserts the party’s Leninist role as the dominant force in all areas, including private business. It revives Maoist methods of mass mobilization, uses digital surveillance to replicate Stalin’s totalitarian social controls and embraces a more muscular nationalism based on ethnicity that makes fewer allowances for minorities or residents of Taiwan and Hong Kong.

Above all, Xi Jinping Thought aims to grant Mr. Xi the legitimacy to remain in power and continue his quest to make China a rich, truly global power by 2049, the centenary of Mao’s victory.

Mr. Xi has been a popular leader, bolstered in part by positive coverage in state media. Under his leadership, China has posted robust economic growth and eradicated extreme poverty, as well as curbing Covid-19 within its borders. The nation’s growing international stature also has become a source of national pride.

“His goal is to make the whole world see China as a great power, and him as a key figure in making it great,” said Xiao Gongqin, a leading figure among scholars who advocate so-called enlightened autocracy in China. “At heart, he’s a nationalist.”

Mr. Xiao, based in Shanghai, counts himself a supporter. But like many in China’s elite, he said he worries Mr. Xi “lacks a spirit of compromise. That’s his shortcoming….And there is no mechanism to correct him.”

China’s government press office declined to comment, but arranged interviews with two professors at the Central Party School, the party’s top think tank and training academy.

Both said Mr. Xi hadn’t abandoned collective leadership, but declined to predict whether he would retire in 2022, when his current term is scheduled to end. They described Xi Jinping Thought as “21st-Century Marxism,” saying his political thinking was shaped, in part, by his experiences in his youth.

“When he was young, his life was a little tortuous, but these twists and turns made comrade Xi Jinping what he is today,” said Han Qingxiang, one of the professors, who has conducted a study session on Marxism for top leaders...

Warning of coal shortages, officials are trying to curb energy usage by telling residents not to use electric stoves and extinguishing lights on building facades and billboards.

In the city of Yiwu in eastern China, the authorities turned off streetlights for several days and ordered factories to open only part-time. In coastal Wenzhou, the government ordered some companies not to heat their offices unless temperatures are close to freezing. In southern Hunan Province, workers have reported climbing dozens of flights of stairs after elevators were shut down.

Large swaths of China are scrambling to restrict electricity use this winter, as the country’s rapid economic recovery from the coronavirus pandemic and unexpectedly frigid temperatures have sent demand for power surging. Officials in at least three provinces — where a total of more than 150 million people live — have issued orders limiting energy use, warning of potential coal shortages.

Demand for coal is so high in the mining hub of Henan Province that buyers have been lining up in trucks at the gates of coal mines, jostling for access, according to a recent report in the state-run news media.

Many residents have responded to the restrictions with anxiety and confusion, worrying about being left in the cold or suffering hits to their businesses

Chinese officials have sought to remind citizens of the country’s ambitious environmental goals while reassuring them that there is plenty of energy to keep people warm and the economy humming.

“In general, please believe that our ability to ensure stable energy supply is not a problem,” Zhao Chenxin, secretary general of the National Development and Reform Commission, which steers energy policy, said on Monday.

But the drastic measures point to potential longer-term problems in China’s energy universe, as leaders juggle competing priorities.

China’s leader, Xi Jinping, has vowed to make China a climate leader and to make the country carbon-neutral by 2060. But the country still draws nearly 70 percent of its power from fossil fuels, predominantly coal, and those energy sources have helped propel China’s impressive recovery from the pandemic. By May of this year, China’s carbon dioxide emissions from energy production, cement making and other industrial uses were 4 percent higher than the year before.

“He’s got to wrestle with economic growth, economic structures, employment and the environment,” Philip Andrews-Speed, senior principal fellow at the Energy Studies Institute at the National University of Singapore, said of Mr. Xi.

Some of the present difficulties may also be self-inflicted.

Coastal areas of China depend on imported coal, including from Australia. But relations between the two countries have gone into free-fall this year, as Australia has, among other things, demanded an investigation into the origins of the coronavirus, which first emerged in China. China in turn has banned imports of Australian coal — leaving huge ships stranded at sea.

Chinese officials have denied that the ban on Australian coal is responsible for the current squeeze on energy, noting that in 2018 less than 8 percent of China’s coal consumption involved imported coal; much of Australia’s coal is also used for steel and other metals, not power. But the government has also acknowledged, with rare bluntness, the scale of the problem...

How China Censored Everything

In the early hours of Feb. 7, China’s powerful internet censors experienced an unfamiliar and deeply unsettling sensation. They felt they were losing control.

The news was spreading quickly that Li Wenliang, a doctor who had warned about a strange new viral outbreak only to be threatened by the police and accused of peddling rumors, had died of Covid-19. Grief and fury coursed through social media. To people at home and abroad, Dr. Li’s death showed the terrible cost of the Chinese government’s instinct to suppress inconvenient information.

Yet China’s censors decided to double down. Warning of the “unprecedented challenge” Dr. Li’s passing had posed and the “butterfly effect” it may have set off, officials got to work suppressing the inconvenient news and reclaiming the narrative, according to confidential directives sent to local propaganda workers and news outlets.

They ordered news websites not to issue push notifications alerting readers to his death. They told social platforms to gradually remove his name from trending topics pages. And they activated legions of fake online commenters to flood social sites with distracting chatter, stressing the need for discretion: “As commenters fight to guide public opinion, they must conceal their identity, avoid crude patriotism and sarcastic praise, and be sleek and silent in achieving results.”

The orders were among thousands of secret government directives and other documents that were reviewed by The New York Times and ProPublica. They lay bare in extraordinary detail the systems that helped the Chinese authorities shape online opinion during the pandemic.

At a time when digital media is deepening social divides in Western democracies, China is manipulating online discourse to enforce the Communist Party’s consensus. To stage-manage what appeared on the Chinese internet early this year, the authorities issued strict commands on the content and tone of news coverage, directed paid trolls to inundate social media with party-line blather and deployed security forces to muzzle unsanctioned voices.

Though China makes no secret of its belief in rigid internet controls, the documents convey just how much behind-the-scenes effort is involved in maintaining a tight grip. It takes an enormous bureaucracy, armies of people, specialized technology made by private contractors, the constant monitoring of digital news outlets and social media platforms — and, presumably, lots of money.

It is much more than simply flipping a switch to block certain unwelcome ideas, images or pieces of news.

China’s curbs on information about the outbreak started in early January, before the novel coronavirus had even been identified definitively, the documents show. When infections started spreading rapidly a few weeks later, the authorities clamped down on anything that cast China’s response in too “negative” a light.

The United States and other countries have for months accused China of trying to hide the extent of the outbreak in its early stages. It may never be clear whether a freer flow of information from China would have prevented the outbreak from morphing into a raging global health calamity. But the documents indicate that Chinese officials tried to steer the narrative not only to prevent panic and debunk damaging falsehoods domestically. They also wanted to make the virus look less severe — and the authorities more capable — as the rest of the world was watching.

The documents include more than 3,200 directives and 1,800 memos and other files from the offices of the country’s internet regulator, the Cyberspace Administration of China, in the eastern city of Hangzhou. They also include internal files and computer code from a Chinese company, Urun Big Data Services, that makes software used by local governments to monitor internet discussion and manage armies of online commenters.

The documents were shared with The Times and ProPublica by a hacker group that calls itself C.C.P. Unmasked, referring to the Chinese Communist Party. The Times and ProPublica independently verified the authenticity of many of the documents, some of which had been obtained separately by China Digital Times, a website that tracks Chinese internet controls.

The C.A.C. and Urun did not respond to requests for comment.

“China has a politically weaponized system of censorship; it is refined, organized, coordinated and supported by the state’s resources,” said Xiao Qiang, a research scientist at the School of Information at the University of California, Berkeley, and the founder of China Digital Times. “It’s not just for deleting something. They also have a powerful apparatus to construct a narrative and aim it at any target with huge scale.”

“This is a huge thing,” he added. “No other country has that.”

In one Beijing artist’s recent depiction of the world in 2098, China is a high-tech superpower and the United States is humbled. Americans have embraced communism and Manhattan, draped with the hammer-and-sickle flags of the “People’s Union of America,” has become a quaint tourist precinct.

This triumphant vision has resonated among Chinese.

The sci-fi digital illustrations by the artist, Fan Wennan, caught fire on Chinese social media in recent months, reflecting a resurgent nationalism. China’s authoritarian system, proponents say, is not just different from the West’s democracies, it is also proving itself superior. It is a long-running theme, but China’s success against the pandemic has given it a sharp boost.

“America isn’t that heavenly kingdom depicted since decades ago,” said Mr. Fan, who is in his early twenties. “There’s nothing special about it. If you have to say there’s anything special about it now, it’s how messed up it can be at times.”

China’s Communist Party, under its leader, Xi Jinping, has promoted the idea that the country is on a trajectory to power past Western rivals.

China stamped out the coronavirus, the messaging goes, with a resolve beyond the reach of flailing Western democracies. Beijing has rolled out homegrown vaccines to more than a million people, despite the safety concerns of scientists. China’s economy has revived, defying fears of a deep slump from the pandemic.

“In this fight against the pandemic, there will be victorious powers and defeated ones,” Wang Xiangsui, a retired Chinese senior colonel who teaches at a university in Beijing, averred this month. “We’re a victor power, while the United States is still mired and, I think, may well become a defeated power.”

The firm leadership of Mr. Xi and the party has earned China its recent success, say newspapers, television programs and social media...

Interview with Adam Tooze

I love this guy's work, but I had no idea he was truly a fanatical leftist, especially about this "climate change" stuff, but it's a compelling discussion.

While we’re on the subject of the great powers’ mutual delirium: In a recent essay on the U.S.-China relationship, you suggest that the present tensions with China are fueled less by “social and economic interests” than by a long-standing ideological rivalry and its attendant national-security implications – and that, in fact, the rise of Communist China indicates that the Cold War never actually ended. But it seems to me that the ideological and national-security stakes of the U.S.-China conflict are much lower than those of the conflict between the U.S. and the Soviet Union. There aren’t many radicals launching insurgencies in South America in the name of Xi Jinping Thought or sympathizers of the CCP in the upper ranks of America’s labor unions. The Chinese regime is not calling for an international workers’ revolution; to the contrary, it wages vicious campaigns of suppression against domestic labor unions in order to maintain a grossly inequitable income distribution. So, I don’t see China posing a plausible threat to the American homeland or America’s capitalist regime. But it does threaten our share of global GDP and privileged position in international value chains.

So I would happily concede that the Chinese Communist Party, in its current form, is not the same as, say, the Khrushchev-era Soviet Union. But I think I would insist on three things. First, the leadership of that party emphatically interprets, presents, and thinks about (as far as we’re able to tell from the outside) its situation, problems, and strategies in terms of the continuous elaboration of the Marxist cannon. The historian Stephen Kotkin makes this argument about Stalin — that, while he was no one’s idea of a good Marxist, you really can’t understand him unless you understand the twisted, weird, stunted version of Marxism that made the guy tick. And I think that’s true about the current Chinese leadership, too.

It isn’t a global revolutionary movement anymore. But they are self-consciously the descendants of that project. And as such, their worldview is fundamentally alien to — and distinct from — that of Europe or the United States or anyone else participating in the liberal project. There is indeed a huge gap in our understanding of what the state is for, what the rule of law does — how it does and does not constrain things. And that is a difference that matters.

And then the third thing I would say is that, though it is true they are not a revolutionary project in the sense of Cuba in the 1970s — or China itself in the 1960s — the contemporary Chinese Communist Party is de facto more transformative of the circumstances of the global political economy than those revolutionary projects, and transformative in ways that America is quite right to perceive as threats to its hegemony.

Relatedly, while I recognize the force of the recasting you’ve just offered, I think you have to reckon with the autonomous significance of the American security state, which is separate from the general American interest in global GDP share or something like that.

There was a moment — and it didn’t happen under Trump; it happened when Hillary Clinton was secretary of State — when that part of the American government machine that thinks in terms of F-35s and atomic weapons and nuclear fleets shifted its focus toward China. And that constitutes a source of conflict that is not reducible to economics. It draws on the conception of the economy as a national resource base, and is of course entangled with particular companies in the military-industrial complex, but it is distinct nevertheless.

There are competing factions within the American state apparatus. And who gets to call the shots in a domain of policy at a given point of time can shift. And I would insist there’s been a decisive lurch toward the dominance of national security on China policy.

I think it’s quite reasonable to say that, coming out of World War II, American business was essentially integrated into the American government. It’s not fatuous to imagine that much of the Marshall Plan was directly organized around securing markets for certain sorts of American businesses, which were basically running the government at the time. But that’s an effect of a particular type of articulation, which comes and goes with time. With regard to China right now, there is a remarkable discrepancy between the corporate planning of the companies that dominate the S&P 500 and the American security Establishment...

Yesterday Was the 75 Anniversary of the Atomic Bombing of Hiroshima

I didn't blog yesterday --- I was binge watching "Game of Thrones" --- but in what news I did follow yesterday I didn't see anything about the August 6, 1945. Last week I watched a History Channel segment on the aftermath of Hiroshima on Nagasaki. The U.S. sent American scientists to study the effects of radiation on the two leveled cities. I think young people today have no idea of the kind of human destruction possible with the invention of the atom bomb. When you get pulled back into that history and historical debate over justifications and "never again," it's just extremely fascinating.

Amid Coronavirus Pandemic, China Maneuvers for International Leadership

With hundreds of millions of people now isolating themselves around the world, the novel coronavirus pandemic has become a truly global event. And while its geopolitical implications should be considered secondary to matters of health and safety, those implications may, in the long term, prove just as consequential—especially when it comes to the United States’ global position. Global orders have a tendency to change gradually at first and then all at once. In 1956, a botched intervention in the Suez laid bare the decay in British power and marked the end of the United Kingdom’s reign as a global power. Today, U.S. policymakers should recognize that if the United States does not rise to meet the moment, the coronavirus pandemic could mark another “Suez moment.”

It is now clear to all but the most blinkered partisans that Washington has botched its initial response. Missteps by key institutions, from the White House and the Department of Homeland Security to the Centers for Disease Control and Prevention (CDC), have undermined confidence in the capacity and competence of U.S. governance. Public statements by President Donald Trump, whether Oval Office addresses or early-morning tweets, have largely served to sow confusion and spread uncertainty. Both public and private sectors have proved ill-prepared to produce and distribute the tools necessary for testing and response. And internationally, the pandemic has amplified Trump’s instincts to go it alone and exposed just how unprepared Washington is to lead a global response.

The status of the United States as a global leader over the past seven decades has been built not just on wealth and power but also, and just as important, on the legitimacy that flows from the United States’ domestic governance, provision of global public goods, and ability and willingness to muster and coordinate a global response to crises. The coronavirus pandemic is testing all three elements of U.S. leadership. So far, Washington is failing the test.

As Washington falters, Beijing is moving quickly and adeptly to take advantage of the opening created by U.S. mistakes, filling the vacuum to position itself as the global leader in pandemic response. It is working to tout its own system, provide material assistance to other countries, and even organize other governments. The sheer chutzpah of China’s move is hard to overstate. After all, it was Beijing’s own missteps—especially its efforts at first to cover up the severity and spread of the outbreak—that helped create the very crisis now afflicting much of the world. Yet Beijing understands that if it is seen as leading, and Washington is seen as unable or unwilling to do so, this perception could fundamentally alter the United States’ position in global politics and the contest for leadership in the twenty-first century.

MISTAKES WERE MADE

In the immediate aftermath of the outbreak of the novel coronavirus, which causes the disease now referred to as COVID-19, the missteps of Chinese leaders cast a pall on their country’s global standing. The virus was first detected in November 2019 in the city of Wuhan, but officials didn’t disclose it for months and even punished the doctors who first reported it, squandering precious time and delaying by at least five weeks measures that would educate the public, halt travel, and enable widespread testing. Even as the full scale of the crisis emerged, Beijing tightly controlled information, shunned assistance from the CDC, limited World Health Organization travel to Wuhan, likely undercounted infections and deaths, and repeatedly altered the criteria for registering new COVID-19 cases—perhaps in a deliberate effort to manipulate the official number of cases.

As the crisis worsened through January and February, some observers speculated that the coronavirus might even undermine the leadership of the Chinese Communist Party. It was called China’s “Chernobyl”; Dr. Li Wenliang—the young whistleblower silenced by the government who later succumbed to complications from the COVID-19—was likened to the Tiananmen Square “tank man.”

Yet by early March, China was claiming victory. Mass quarantines, a halt to travel, and a complete shutdown of most daily life nationwide were credited with having stemmed the tide; official statistics, such as they are, reported that daily new cases had fallen into the single digits in mid-March from the hundreds in early February. In a surprise to most observers, Chinese leader Xi Jinping—who had been uncharacteristically quiet in the first weeks—began to put himself squarely at the center of the response. This month, he personally visited Wuhan.

Even though life in China has yet to return to normal (and despite continuing questions over the accuracy of China’s statistics), Beijing is working to turn these early signs of success into a larger narrative to broadcast to the rest of the world—one that makes China the essential player in a coming global recovery while airbrushing away its earlier mismanagement of the crisis.

A critical part of this narrative is Beijing’s supposed success in battling the virus. A steady stream of propaganda articles, tweets, and public messaging, in a wide variety of languages, touts China’s achievements and highlights the effectiveness of its model of domestic governance. “China’s signature strength, efficiency and speed in this fight has been widely acclaimed,” declared Foreign Ministry spokesman Zhao Lijian. China, he added, set “a new standard for the global efforts against the epidemic.” Central authorities have instituted tight informational control and discipline at state organs to snuff out contradictory narratives.

These messages are helped by the implicit contrast with efforts to battle the virus in the West, particularly in the United States—Washington’s failure to produce adequate numbers of testing kits, which means the United States has tested relatively few people per capita, or the Trump administration’s ongoing disassembly of the U.S. government’s pandemic-response infrastructure. Beijing has seized the narrative opportunity provided by American disarray, its state media and diplomats regularly reminding a global audience of the superiority of Chinese efforts and criticizing the “irresponsibility and incompetence” of the “so-called political elite in Washington,” as the state-run Xinhua news agency put it in an editorial.

Chinese officials and state media have even insisted that the coronavirus did not in fact emerge from China—despite overwhelming evidence to the contrary—in order to reduce China’s blame for the global pandemic. This effort has elements of a full-blown Russian-style disinformation campaign, with China’s Foreign Ministry spokesman and over a dozen diplomats sharing poorly sourced articles accusing the U.S. military of spreading the coronavirus in Wuhan. These actions, combined with China’s unprecedented mass expulsion of journalists from three leading American papers, damage China’s pretensions to leadership...

China and the Future of the Dollar

In late March, global financial markets were collapsing amid the chaos of the novel coronavirus pandemic. International investors immediately sought refuge in the U.S. dollar, just as they had done during the 2008 financial crisis, and the U.S. Federal Reserve had to make huge sums of dollars available to its global counterparts. Seventy-five years after the end of World War II, the primacy of the dollar has not waned.

The enduring dominance of the dollar is remarkable—especially given the rise of emerging markets and the relative decline of the U.S. economy, from nearly 40 percent of world GDP in 1960 to just 25 percent today. But the dollar’s status will be tested by Washington’s ability to weather the COVID-19 storm and emerge with economic policies that allow the country, over time, to manage its national debt and curb its structural fiscal deficit.

The stature of the dollar matters. The dollar’s role as the primary global reserve currency makes it possible for the United States to pay lower rates on dollar assets than it otherwise would. Equally significant, it enables the country to run larger trade deficits, reduces exchange-rate risk, and makes American financial markets more liquid. Finally, it favors U.S. banks because of their enhanced access to dollar funding.

That the dollar has maintained this stature for so long is a historic anomaly, particularly in the context of a rising China. The Chinese renminbi (RMB) has by far the greatest potential to assume a role rivaling that of the dollar. China’s economic size, prospects for future growth, integration into the global economy, and accelerated efforts to internationalize the RMB all favor an expanded role for the Chinese currency. But by themselves, these conditions are insufficient. And China’s much-touted successes in the realm of fintech—including its rapid deployment of mobile payment systems and the recent pilot project by the People’s Bank of China to test a digital RMB—will not change that. A central bank–backed digital currency does not alter the fundamental nature of the RMB.

Beijing still has major hurdles to overcome before the RMB can truly emerge as a primary global reserve currency. Among other transformative measures, it needs to make more progress in moving to a market-driven economy, improve corporate governance, and develop efficient, well-regulated financial markets that earn the respect of international investors so that Beijing can eliminate capital controls and turn the RMB into a market-determined currency.

Washington should be clear-eyed about what is actually at stake in the competition with China. The United States should maintain its lead in financial and tech innovation, but there is no need to exaggerate the impact of a Chinese digital reserve currency on the U.S. dollar. Above all, the United States must preserve the conditions that created the dollar’s primacy in the first place: a vibrant economy rooted in sound macroeconomic and fiscal policies; a transparent, open political system; and economic, political, and security leadership abroad. In short, sustaining the dollar’s status will not be determined by what happens in China. Rather, it will depend almost entirely on the United States’ ability to adapt its post-COVID-19 economy so that it remains a model of success...
Fuck China. The more the U.S. can do to weaken that communist kleptocracy the better.

Everyone Loses in the U.S.-Chinese Clash?

I was just skimming through my old copies of Foreign Affairs and came across this piece, from last year, by Weijian Shan.

It's amazing how quickly it's out of date, and badly wrong, considering the corona epidemic and its effects. President Trump has always been a nationalist on trade, and while he's been woefully uneven on China --- both praising and disparaging Beijing, often during the same press conference --- the strategy that Shan denounces is exactly what the U.S. should pursue.

The trade war has not really damaged China so far, largely because Beijing has managed to keep import prices from rising and because its exports to the United States have been less affected than anticipated. This pattern will change as U.S. importers begin to switch from buying from China to buying from third countries to avoid paying the high tariffs. But assuming China’s GDP continues to grow at around five to six percent every year, the effect of that change will be quite modest. Some pundits doubt the accuracy of Chinese figures for economic growth, but multilateral agencies and independent research institutions set Chinese GDP growth within a range of five to six percent.

Skeptics also miss the bigger picture that China’s economy is slowing down as it shifts to a consumption-driven model. Some manufacturing will leave China if the high tariffs become permanent, but the significance of such a development should not be overstated. Independent of the anxiety bred by Trump’s tariffs, China is gradually weaning itself off its dependence on export-led growth. Exports to the United States as a proportion of China’s GDP steadily declined from a peak of 11 percent in 2005 to less than four percent by 2018. In 2006, total exports made up 36 percent of China’s GDP; by 2018, that figure had been cut by half, to 18 percent, which is much lower than the average of 29 percent for the industrialized countries of the Organ-ization for Economic Cooperation and Development. Chinese leaders have long sought to steer their economy away from export-driven manufacturing to a consumer-driven model.

To be sure, the trade war has exacted a severe psychological toll on the Chinese economy. In 2018, when the tariffs were first announced, they caused a near panic in China’s market at a time when growth was slowing thanks to a round of credit tightening. The stock market took a beating, plummeting some 25 percent. The government initially felt pressured to find a way out of the trade war quickly. But as the smoke cleared to reveal little real damage, confidence in the market rebounded: stock indexes had risen by 23 percent and 34 percent on the Shanghai and Shenzhen exchanges, respectively, by September 12, 2019. The resilience of the Chinese economy in the face of the trade war helps explain why Beijing has stiffened its negotiating position in spite of Trump’s escalation.

China hasn’t had a recession in the past 40 years and won’t have one in the foreseeable future, because its economy is still at an early stage of development, with per capita GDP only one-sixth of that of the United States. Due to declining rates of saving and rising wages, the engine of China’s economy is shifting from investments and exports to private consumption. As a result, the country’s growth rate is expected to slow. The International Monetary Fund projects that China’s real GDP growth will fall from 6.6 percent in 2018 to 5.5 percent in 2024; other estimates put the growth rate at an even lower number. Although the rate of Chinese growth may dip, there is little risk that the Chinese economy will contract in the foreseeable future. Private consumption, which has been increasing, representing 35 percent of GDP in 2010 and 39 percent last year, is expected to continue to rise and to drive economic growth, especially now that China has expanded its social safety net and welfare provisions, freeing up private savings for consumption.

The U.S. economy, on the other hand, has had the longest expansion in history, and the inevitable down cycle is already on the horizon: second-quarter GDP growth this year dropped to 2.0 percent from the first quarter’s 3.1 percent. The trade war, without taking into account the escalations from September, will shave off at least half a percentage point of U.S. GDP, and that much of a drag on the economy may tip it into the anticipated downturn. (According to a September Washington Post poll, 60 percent of Americans expect a recession in 2020.) The prospect of a recession could provide Trump with the impetus to call off the trade war. Here, then, is one plausible way the trade war will come to an end. Americans aren’t uniformly feeling the pain of the tariffs yet. But a turning point is likely to come when the economy starts to lose steam.

If the trade war continues, it will compromise the international trading system, which relies on a global division of labor based on each country’s comparative advantage. Once that system becomes less dependable—when disrupted, for instance, by the boycotts and hostility of trade wars—countries will start decoupling from one another.

China and the United States are joined at the hip economically, each being the other’s biggest trading partner. Any attempt to decouple the two economies will bring catastrophic consequences for both, and for the world at large. Consumer prices will rise, world economic growth will slow, supply chains will be disrupted and laboriously duplicated on a global scale, and a digital divide—in technology, the Internet, and telecommunications—will vastly hamper innovation by limiting the horizons and ambitions of technology firms...

Competition, the Coronavirus, and the Weakness of Xi Jinping

Over the past few years, the United States’ approach to China has taken a hard-line turn, with the balance between cooperation and competition in the U.S.-Chinese relationship tilting sharply toward the latter. Most American policymakers and commentators consider this confrontational new strategy a response to China’s growing assertiveness, embodied especially in the controversial figure of Chinese President Xi Jinping. But ultimately, this ongoing tension—particularly with the added pressures of the new coronavirus outbreak and an economic downturn—is likely to expose the brittleness and insecurity that lie beneath the surface of Xi’s, and Beijing’s, assertions of solidity and strength.

The United States has limited means of influencing China’s closed political system, but the diplomatic, economic, and military pressure that Washington can bring to bear on Beijing will put Xi and the Chinese Communist Party (CCP) he leads under enormous strain. Indeed, a prolonged period of strategic confrontation with the United States, such as the one China is currently experiencing, will create conditions that are conducive to dramatic changes.

As tension between the United States and China has grown, there has been vociferous debate about the similarities and, perhaps more important, the differences between U.S.-Chinese competition now and U.S.-Soviet competition during the Cold War. Whatever the limitations of the analogy, Chinese leaders have put considerable thought into the lessons of the Cold War and of the Soviet collapse. Ironically, Beijing may nevertheless be repeating some of the most consequential mistakes of the Soviet regime.

During the multidecade competition of the Cold War, the rigidity of the Soviet regime and its leaders proved to be the United States’ most valuable asset. The Kremlin doubled down on failed strategies—sticking with a moribund economic system, continuing a ruinous arms race, and maintaining an unaffordable global empire—rather than accept the losses that thoroughgoing reforms might have entailed. Chinese leaders are similarly constrained by the rigidities of their own system and therefore limited in their ability to correct policy mistakes. In 2018, Xi decided to abolish presidential term limits, signaling his intention to stay in power indefinitely. He has indulged in heavy-handed purges, ousting prominent party officials under the guise of an anticorruption drive. What is more, Xi has suppressed protests in Hong Kong, arrested hundreds of human rights lawyers and activists, and imposed the tightest media censorship of the post-Mao era. His government has constructed “reeducation” camps in Xinjiang, where it has incarcerated more than a million Uighurs, Kazakhs, and other Muslim minorities. And it has centralized economic and political decision-making, pouring government resources into state-owned enterprises and honing its surveillance technologies. Yet all together, these measures have made the CCP weaker: the growth of state-owned enterprises distorts the economy, and surveillance fuels resistance. The spread of the novel coronavirus has only deepened the Chinese people’s dissatisfaction with their government.

The economic tensions and political critiques stemming from U.S.-Chinese competition may ultimately prove to be the straws that broke this camel’s back. If Xi continues on this trajectory, eroding the foundations of China’s economic and political power and monopolizing responsibility and control, he will expose the CCP to cataclysmic change.

A PAPER TIGER

Since taking power in 2012, Xi has replaced collective leadership with strongman rule. Before Xi, the regime consistently displayed a high degree of ideological flexibility and political pragmatism. It avoided errors by relying on a consensus-based decision-making process that incorporated views from rival factions and accommodated their dueling interests. The CCP also avoided conflicts abroad by staying out of contentious disputes, such as those in the Middle East, and refraining from activities that could encroach on the United States’ vital national interests. At home, China’s ruling elites maintained peace by sharing the spoils of governance. Such a regime was by no means perfect. Corruption was pervasive, and the government often delayed critical decisions and missed valuable opportunities. But the regime that preceded Xi’s centralization had one distinct advantage: a built-in propensity for pragmatism and caution.

In the last seven years, that system has been dismantled and replaced by a qualitatively different regime—one marked by a high degree of ideological rigidity, punitive policies toward ethnic minorities and political dissenters at home, and an impulsive foreign policy embodied by the Belt and Road Initiative (BRI), a trillion-dollar infrastructure program with dubious economic potential that has aroused intense suspicion in the West. The centralization of power under Xi has created new fragilities and has exposed the party to greater risks. If the upside of strongman rule is the ability to make difficult decisions quickly, the downside is that it greatly raises the odds of making costly blunders. The consensus-based decision-making of the earlier era might have been slow and inefficient, but it prevented radical or risky ideas from becoming policy.

Under Xi, correcting policy mistakes has proved to be difficult, since reversing decisions made personally by the strongman would undercut his image of infallibility. (It is easier politically to reverse bad decisions made under collective leadership, because a group, not an individual, takes the blame.) Xi’s demand for loyalty has also stifled debate and deterred dissent within the CCP. For these reasons, the party lacks the flexibility needed to avoid and reverse future missteps in its confrontation with the United States. The result is likely to be growing disunity within the regime. Some party leaders will no doubt recognize the risks and grow increasingly alarmed that Xi has needlessly endangered the party’s standing. The damage to Xi’s authority caused by further missteps would also embolden his rivals, especially Premier Li Keqiang and the Politburo members Wang Yang and Hu Chunhua, all of whom have close ties to former President Hu Jintao. Of course, it is nearly impossible to remove a strongman in a one-party regime because of his tight control over the military and the security forces. But creeping discord would at the very least feed Xi’s insecurity and paranoia, further eroding his ability to chart a steady course...

Few countries commemorate historical milestones with the zeal of the People’s Republic of China (PRC), and 2019 offers a bonanza of celebratory opportunities: 40 years since Deng Xiaoping launched the economic reforms that opened China to the rest of the world; 40 years since China and the United States established diplomatic relations; and, on October 1, 70 years since the founding of the PRC. These events provide the Chinese Communist Party (CCP) opportunities to laud past achievements, legitimize the course it has set for the country, and rally support for challenges yet to come. And as Chinese President Xi Jinping surveys the country’s progress, he can point to any number of extraordinary economic, social, and geopolitical achievements.

Outside observers tend to credit the Deng-era reforms for China’s meteoric rise. But Xi and the rest of the Chinese leadership are more focused on the earliest years of the PRC—when Mao Zedong sat at the helm of the Communist Party. Like Mao, Xi has prioritized strengthening the party, inculcating collective socialist values, and rooting out nonbelievers. Like Mao, who invoked “domestic and foreign reactionaries” to build nationalist sentiment and solidify the party’s legitimacy, Xi has adopted a consistent refrain of unspecified but “ubiquitous” internal and external threats. And like Mao, Xi has encouraged the creation of a cult of personality around himself.

Yet Xi has revived the methods and symbols of Maoism not in service of a return to the past but in order to advance his own transformative agenda, one that seeks to ensure that all political, social, and economic activity within, and increasingly outside of, China serves the interests of the CCP. He is creating a model that reasserts the power of the Communist Party; progressively erases the distinction between public and private in both the political and economic spheres; and seeks to integrate foreign actors, including private businesses, more deeply into a system of CCP values and institutions. Xi also aspires to accomplish what Mao and his successors could not: to render irrelevant the political and physical boundaries separating Taiwan and Hong Kong from the mainland, and to offer China as a legitimate model for other countries disinclined toward liberal democracy.

PARTY LIKE IT’S 1949

Party ideology increasingly pervades everyday life in China, narrowing the space for the expression of alternative views. The government heavily censors the Internet; limits foreign television content; and has called for schools to be “strongholds of Party leadership,” punishing professors for using unapproved texts or “defaming the rule of the Communist Party.” At the same time, Xi’s contribution to CCP theory, known as Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, is pumped relentlessly through the system: more than 100 institutes devoted to Xi Jinping Thought have sprung up over the past few years; a phone app, Study Strong Country, offers mandatory quizzes for party members on Xi’s thoughts and activities; and even college entrance exams now feature political questions tied to the leader’s campaigns and sayings—a practice, journalist Zheping Huang notes, that was popular during Mao’s tenure.

The CCP also seeks to shape the daily choices of its citizens, influencing their behavior to better reflect the interests of the party. One element of this enterprise is the social credit system, an ambitious experiment in social engineering designed to evaluate the trustworthiness of Chinese citizens and condition their behavior through punishments and rewards. Underway in more than 40 pilot programs throughout the country, the social credit system is slated to be rolled out nationally in 2020. As the China scholar Rogier Creemers has observed, this system is about “doing things that are right and incentivizing things that are right. But right is not something that people get to sort out for themselves. It doesn’t call upon individual moral autonomy, rather it calls upon obeisance to, and compliance with, a certain state-defined version of the good.”

In one pilot program in eastern China, for example, people receive points for donating bone marrow or performing other good deeds, but lose points for late payment of bills or traffic tickets. Other programs penalize citizens for participating in protests. While much of this tracking and accounting is done with technology, the CCP has also revived Mao-era tactics: paying elderly residents to report on the behavior of their neighbors, publicly celebrating model citizens while shaming those who fall short. As one government document noted, the objective of the social credit system is to “allow the trustworthy to roam everywhere under heaven while making it hard for the discredited to take a single step.” It is a motto that can be taken literally: in 2017, more than six million Chinese were barred from air travel as a result of social credit misdeeds...

President Trump's Assault on Free Trade

I'd argue some of the recent developments in the trade with China haven't been so great.

The cycle of increasing retaliation, with ever more punitive tariffs, will bring steep costs to both sides, and in the case of the U.S., employment sectors will be harmed and consumers will pay more for crucial goods and services affected by the dispute. Some businesses and agricultural interests are already screaming in pain as it is.

That said, China is an egregiously unfair competitor seeking to dislodge the U.S. as the world's leading economy. It will do anything to achieve its goals, including lying, cheating, and stealing. And so far no president has gone as far as President Trump to push back against China's unfair trade (and currency) practices.

I applaud the administration. And frankly, criticism against the new regime is of the "sky is falling" variety. The American economy is massive and diverse. Some sectors, in manufacturing, for example, are past their prime, and no amount of get-tough approaches will revive their glory. Still, it's about more than jobs and income. It's about who sets the rules of the game, and which side gets to keep its dignity and pride. If you watch the Netflix documentary "American Factory" you'll see that Chinese businesses are ruthless capitalists (ironically) who will to squeeze their labor force and supply chains to maximize the bottom line. Forget about organizing a union; you'll drive yourself right to the unemployment line.

In any case, FWIW, at Foreign Affairs, "Trump’s Assault on the Global Trading System: And Why Decoupling From China Will Change Everything":

Donald Trump has been true to his word. After excoriating free trade while campaigning for the U.S. presidency, he has made economic nationalism a centerpiece of his agenda in office. His administration has pulled out of some trade deals, including the Trans-Pacific Partnership (TPP), and renegotiated others, including the North American Free Trade Agreement (NAFTA) and the U.S.-Korea Free Trade Agreement. Many of Trump’s actions, such as the tariffs he has imposed on steel and aluminum, amount to overt protectionism and have hurt the U.S. economy. Others have had less obvious, but no less damaging, effects. By flouting international trade rules, the administration has diminished the country’s standing in the world and led other governments to consider using the same tools to limit trade arbitrarily. It has taken deliberate steps to weaken the World Trade Organization (WTO)—some of which will permanently damage the multilateral trading system. And in its boldest move, it is trying to use trade policy to decouple the U.S. and Chinese economies.

A future U.S. administration that wants to chart a more traditional course on trade will be able to undo some of the damage and start repairing the United States’ tattered reputation as a reliable trading partner. In some respects, however, there will be no going back. The Trump administration’s attacks on the WTO and the expansive legal rationalizations it has given for many of its protectionist actions threaten to pull apart the unified global trading system. And on China, it has become clear that the administration is bent on severing, not fixing, the relationship. The separation of the world’s two largest economies would trigger a global realignment. Other countries would be forced to choose between rival trade blocs. Even if Trump loses reelection in 2020, global trade will never be the same.

BATTLE LINES

The first two years of the Trump administration featured pitched battles between the so-called globalists (represented by Gary Cohn, then the director of the National Economic Council) and the nationalists (represented by the Trump advisers Steve Bannon and Peter Navarro). The president was instinctively a nationalist, but the globalists hoped to contain his impulses and encourage his attention-seeking need to strike flashy deals. They managed to slow the rollout of some new tariffs and prevent Trump from precipitously withdrawing from trade agreements.

But by mid-2018, the leading globalists had left the administration, and the nationalists—the president among them—were in command. Trump has a highly distorted view of international trade and international negotiations. Viewing trade as a zero-sum, win-lose game, he stresses one-time deals over ongoing relationships, enjoys the leverage created by tariffs, and relies on brinkmanship, escalation, and public threats over diplomacy. The president has made clear that he likes tariffs (“trade wars are good, and easy to win”) and that he wants more of them (“I am a Tariff Man”).

Although the thrust of U.S. policy over the past 70 years has been to pursue agreements to open up trade and reduce barriers, every president has for political purposes used protectionist measures to help certain industries. President Ronald Reagan, for example, capped imports to protect the automotive and steel industries during what was then the worst U.S. recession since the Great Depression. Trump, however, has enjoyed a period of strong economic growth, low unemployment, and a virtual absence of protectionist pressure from industry or labor. And yet his administration has imposed more tariffs than most of its predecessors.

Take steel. Although there is nothing unusual about steel (along with aluminum) receiving government protection—the industry maintains a permanent presence in Washington and has been an on-again, off-again beneficiary of trade restrictions since the Johnson administration—the scope of the protection provided and the manner in which the Trump administration gave it last year were unusual. In order to avoid administrative review by independent agencies such as the nonpartisan, quasi-judicial U.S. International Trade Commission, the White House dusted off Section 232 of the Trade Expansion Act of 1962. This Cold War statute gives the president the authority to impose restrictions on imports if the Commerce Department finds that they threaten to harm a domestic industry the government deems vital to national security.

The Trump administration’s national security case was weak. More than 70 percent of the steel consumed in the United States was produced domestically, the imported share was stable, and there was no threat of a surge. Most imports came from Canada, Germany, Japan, Mexico, and other allies, with only a small fraction coming from China and Russia, thanks to antidumping duties already in place on those countries. The number of jobs in the U.S. steel industry had been shrinking, but this was due more to advances in technology than falling production or imports. In the 1980s, for example, it took ten man-hours to produce a ton of steel; today, it takes just over one man-hour. Even the Defense Department was skeptical about the national security motivation.

Prior administrations refrained from invoking the national security rationale for fear that it could become an unchecked protectionist loophole and that other countries would abuse it. In a sign that those fears may come true, the Trump administration recently stood alongside Russia to argue that merely invoking national security is enough to defeat any WTO challenge to a trade barrier. This runs counter to 75 years of practice, as well as to what U.S. negotiators argued when they created the global trading system in the 1940s.

Since Tiananmen, China Has Never Been the Same

A flashback to 30 years ago this week.

At the Los Angeles Times, "I watched the 1989 Tiananmen uprising. China has never been the same":

In the predawn hours of June 4, 1989, the Chinese army was bringing a bloody end to seven weeks of student-led protests centered on Tiananmen Square, Beijing’s historic center.

From the windows of a deserted coffee shop at the Beijing Hotel, a few hundred yards east of Tiananmen, I could look toward the square and see several hundred soldiers forming lines across the capital’s broad main street. In front of the hotel was an angry and brave crowd of a couple thousand Beijing residents. These protesters were furious at the army for shooting its way into the city center, tanks and armored personnel carriers smashing obstacles, soldiers spraying bullets at crowds blocking its advance. Now I watched as the soldiers periodically fired into this crowd.

For me, what the Chinese call simply “June 4” — a date that fundamentally shaped today’s China — had begun the previous evening.

I was the Los Angeles Times Beijing bureau chief then, and had overseen the newspaper’s coverage of the pro-democracy protests since they began in mid-April. The Times’ team had been taking turns staking out the square, and my shift was to begin at midnight. Before leaving home late on June 3, I learned that the army had begun smashing its way through crowds several miles west of Tiananmen.

I grabbed my bicycle and raced toward the square.

As I pedaled, I passed hundreds of Beijing residents fleeing on foot and bicycle away from the square and the main body of troops approaching from the west.

Soon a single armored personnel carrier came hurtling around a corner, headed toward the square. As it clambered over red-and-white concrete traffic barriers placed by protesters, I nearly kept up with it, weaving my own way around the barriers — which might stop trucks and cars but not tanks and bicycles. Finally the driver stopped when he encountered too thick a crowd on a side street at the northeast corner of the square. It seemed he was unwilling to start killing masses of people by running them over. Once the armored vehicle stopped, someone thrust a thick metal bar into its treads.

The furious crowd threw burning blankets and Molotov cocktails onto the vehicle; a few young men got on top and began banging the hatch. They managed an opening and started throwing burning objects inside. Three soldiers jumped out, scattering into the crowd. I followed one, and watched as he ran in a zigzag pattern while being severely beaten with pipes and sticks. Blood dripped down his face, which held a look of terror. Then two or three students grabbed him away from his tormentors, who almost certainly were not students, and put him into a nearby ambulance.

I interviewed students at the center of the square, who planned nonviolent resistance to the end, and nonstudents, more inclined to fight back, who dominated the fringes. I moved from the pedestrian part of the square onto Changan Avenue, which passes the famous portrait of Mao Tse-tung on Tiananmen, the Gate of Heavenly Peace.

Then I realized that I was within bullet range of soldiers.

I decided to telephone the bureau from the Beijing Hotel — mobile phones were still a rarity in Beijing at the time. At the hotel entrance, security searched me for cameras or film. I found a phone in the dark coffee shop, and to my relief the hotel operator put me through to my office. I watched the shooting through the windows and periodically phoned in more notes.

Rumors and unconfirmed reports spread among the international reporters, Chinese and other foreigners in the hotel, and many inside came to believe that the sounds of gunfire audible from the direction of the square meant the students who stayed behind were being killed. I figured that was probably what was happening.

Deng Xiaoping, Mao’s successor as China’s paramount leader, had ordered the army to take the square by dawn — and authorized it to do the killing necessary to achieve this. The slaughter ranged over much of the city, mostly along several miles of the western approach roads to Tiananmen.

The Tiananmen uprising came during a fateful year in which communism was under siege in Eastern Europe. The Berlin Wall would fall that November; two years later, the Soviet Union would cease to exist. Deng’s fateful decision may have been timed in part to a desire to clear the square before a June 4 election that would end communism in Poland. Deng was not seriously afraid of the students, but he did fear a Polish-style Solidarity movement.

The months of protest in China had been triggered by the death of a popular former Communist Party leader, Hu Yaobang, who lost the party’s top post in 1987 partly on charges of being too soft on protesters. In the spring of 1989, students were planning pro-democracy demonstrations for the 70th anniversary of a watershed protest on May 4, 1919. The students moved their plans earlier by bringing wreaths to Tiananmen Square to honor Hu upon his death.

That was an implicit criticism of the surviving leaders. Yet it was difficult for the police to immediately suppress this because superficially it began as mourning for a top Communist.

Officials under Deng divided bitterly over the protests, which gathered momentum during a visit by Soviet leader Mikhail S. Gorbachev in mid-May.

When Deng decided to use the army to clear the square, Party General Secretary Zhao Ziyang, the leading economic reformer who was relatively liberal politically, refused to go along.

Word of Zhao’s opposition leaked, and when troops tried to enter the capital on May 20 massive crowds blocked them. The people of Beijing, supporting the students’ calls for more freedom and an attack on corruption, peacefully held their country’s army at bay for two weeks, as the protests morphed into an attempt to force Deng out and perhaps throw power to Zhao. But by then it was too late: Zhao was under house arrest, and Deng along with the other tough old warriors ruling China had no intention of losing this battle...
