Inside the Secret Meeting That Changed China

On April 15, 1989, the popular Chinese leader Hu Yaobang died of a heart attack in Beijing. Two years earlier, Hu had been cashiered from his post as general secretary of the Chinese Communist Party for being too liberal. Now, in the days after his death, thousands of students from Beijing campuses gathered in Tiananmen Square, in central Beijing, to demand that the party give him a proper sendoff. By honoring Hu, the students expressed their dissatisfaction with the corruption and inflation that had developed during the ten years of “reform and opening” under the country’s senior leader, Deng Xiaoping, and their disappointment with the absence of political liberalization. Over the next seven weeks, the party leaders debated among themselves how to respond to the protests, and they issued mixed signals to the public. In the meantime, the number of demonstrators increased to perhaps as many as a million, including citizens from many walks of life. The students occupying the square declared a hunger strike, their demands grew more radical, and demonstrations spread to hundreds of other cities around the country. Deng decided to declare martial law, to take effect on May 20.

But the demonstrators dug in, and Deng ordered the use of force to commence on the night of June 3. Over the next 24 hours, hundreds were killed, if not more; the precise death toll is still unknown. The violence provoked widespread revulsion throughout Chinese society and led to international condemnation, as the G-7 democracies imposed economic sanctions on China. Zhao Ziyang, the general secretary of the Chinese Communist Party, had advocated a conciliatory approach and had refused to accept the decision to use force. Deng ousted him from his position, and Zhao was placed under house arrest—an imprisonment that ended only when he died, in 2005.

A little over two weeks later, on June 19–21, the party’s top decision-making body, the Politburo, convened what it termed an “enlarged” meeting, one that included the regime’s most influential retired elders. The purpose of the gathering was to unify the divided party elite around Deng’s decisions to use force and to remove Zhao from office. The party’s response to the 1989 crisis has shaped the course of Chinese history for three decades, and the Politburo’s enlarged meeting shaped that response. But what was said during the meeting has never been revealed—until now.

On the 30th anniversary of the violent June 4 crackdown, New Century Press, a Hong Kong–based publisher, will publish Zuihou de mimi: Zhonggong shisanjie sizhong quanhui “liusi” jielun wengao (The Last Secret: The Final Documents From the June Fourth Crackdown), a group of speeches that top officials delivered at the gathering. New Century obtained the transcripts (and two sets of written remarks) from a party official who managed to make copies at the time. In 2001, this magazine published excerpts from The Tiananmen Papers, a series of official reports and meeting minutes that had been secretly spirited out of China and that documented the fierce debates and contentious decision-making that unfolded as the party reacted to the protests in the spring of 1989. Now, these newly leaked speeches shed light on what happened after the crackdown, making clear the lessons party leaders drew from the Tiananmen crisis: first, that the Chinese Communist Party is under permanent siege from enemies at home colluding with enemies abroad; second, that economic reform must take a back seat to ideological discipline and social control; and third, that the party will fall to its enemies if it allows itself to be internally divided.

The speeches offer a remarkable behind-the-scenes look at authoritarian political culture in action—and a sign of what was to come in China as, in later decades, the party resorted to ever more sophisticated and intrusive forms of control to combat the forces of liberalization. Reading the transcripts, one can see serving officials closing ranks with the elderly retired officials who still held great sway in the early post-Mao period. Those who had long feared that Deng’s reforms were too liberal welcomed the crackdown, and those who had long favored liberal reforms fell into line.

The speeches also make clear how the lessons taken from Tiananmen continue to guide Chinese leadership today: one can draw a direct line connecting the ideas and sentiments expressed at the June 1989 Politburo meeting to the hard-line approach to reform and dissent that President Xi Jinping is following today. The rest of the world may be marking the 30-year anniversary of the Tiananmen crisis as a crucial episode in China’s recent past. For the Chinese government, however, Tiananmen remains a frightening portent. Even though the regime has wiped the events of June 4 from the memories of most of China’s people, they are still living in the aftermath.

THE PARTY LINE
Participants in the enlarged Politburo meeting were not convened to debate the wisdom of Deng’s decisions. Rather, they were summoned to perform a loyalty ritual, in which each speaker affirmed his support by endorsing two documents: a speech that Deng gave on June 9 to express gratitude to the troops who had carried out the crackdown and a report prepared by Zhao’s hard-line rival, Premier Li Peng, detailing Zhao’s errors in handling the crisis. (Those two documents have long been publicly available.)

It is not clear who, exactly, attended the Politburo meeting. But at least 17 people spoke, and each began his remarks with the words “I completely agree with” or “I completely support,” referring to Deng’s speech and Li’s report. All agreed that the student demonstrations had started as a “disturbance” (often translated as “turmoil”). They agreed that only when the demonstrators resisted the entry of troops into Beijing on June 2 did the situation turn into a “counterrevolutionary riot” that had to be put down by force. Each speech added personal insights, which served to demonstrate the sincerity of the speaker’s support for Deng’s line. Through this ceremony of affirmation, a divided party sought to turn the page and reassert control over a sullen society.

In analyzing why a “disturbance” had occurred in the first place, and why it evolved into a riot, the speakers revealed a profound paranoia about domestic and foreign enemies. Xu Xiangqian, a retired marshal in the People’s Liberation Army, stated:
The facts prove that the turmoil of the past month and more, which finally developed into a counterrevolutionary riot, was the result of the linkup of domestic and foreign counterrevolutionary forces, the result of the long-term flourishing of bourgeois liberalization. . . . Their goal was a wild plan to overturn the leadership of the Chinese Communist Party, to topple the socialist People’s Republic of China, and to establish a bourgeois republic that would be anticommunist, antisocialist, and in complete vassalage to the Western powers.
Peng Zhen, the former chair of the Standing Committee of the National People’s Congress, echoed those sentiments:
For some time, an extremely small group of people who stubbornly promoted bourgeois liberalization cooperated with foreign hostile forces to call for revising our constitution, schemed to destroy [Deng’s] Four Cardinal Principles [for upholding socialism and Communist Party rule] and to tear down the cornerstones of our country; they schemed to change . . . our country’s basic political system and to promote in its place an American-style separation of three powers; they schemed to change our People’s Republic of democratic centralism led by the working class and based on the worker-peasant alliance into a totally westernized state of capitalist dictatorship.
Others put an even finer point on this theme, evoking the early days of the Cold War to warn of American subversion. “Forty years ago, [U.S. Secretary of State John Foster] Dulles said that the hope for the restoration [of capitalism] in China rested on the third or fourth [postcommunist] generation,” railed Song Renqiong, the vice chair of the party’s Central Advisory Commission. “Now, the state of political ideology among a portion of the youth is worrisome. We must not let Dulles’ prediction come true.”

Why China's Rise Won't Happen

"This geopolitical recession is something really simple—it’s the end of the U.S.-led global order," Ian Bremmer, head of risk advisors Eurasia Group, told the ANZ Finance & Treasury Forum in Singapore this week.

Bremmer’s message plays well, and not just to those attending financial conferences. Most American policymakers, for instance, have bought into his “declinist” predictions about China’s rise and America’s fall. At least two—and maybe all three—of President Donald Trump’s immediate predecessors accepted the premise of eventual Chinese dominance.

For a long time, those predictions were generally accepted. Most recently, however, there are even more reasons to challenge the assumptions underpinning the narrative of declinism.

Declinists make one fundamentally incorrect assessment. “So that is one big reason why we have entered a geopolitical recession,” Bremmer told the crowd in Singapore. “All of the major international underpinnings of the U.S.-led order have become unmoored over the last 25 years.”

The most important reason for the establishment of the U.S.-led order after the Second World War was the dominance of the American economy, and the most important justification for declinist views has been China’s stunning four-decade economic revitalization. There is no shortage of predictions when in dollar-denominated terms China’s gross domestic product will overtake that of the U.S.

The gap between the two economies is still wide, however. Last year, the U.S. produced $19.39 trillion of GDP. China’s 2017 GDP, at a reported $12.84 trillion, was only 66.2 percent of America’s.

And that gap is, in reality, widening. Beijing’s official National Bureau of Statistics reported 6.8 percent growth for the first half of the year, far in excess of the American rate.

Yet China’s number is surely exaggerated. Beijing claimed nearly identical 6.7 percent growth for 2016. The World Bank, however, has cast doubt on that figure by releasing a chart in the middle of last year.

So what was China’s gross domestic product increase in 2016 according to the World Bank? Answer: 1.1 percent.

Shocked? The 1.1 percent figure is surprisingly close to the single best overall indicator of Chinese economic activity, total primary energy consumption. In 2016, total primary energy consumption, according to Beijing’s official numbers, was up 1.4 percent.

America’s economy, thanks to Trump’s deep cuts in taxes and regulations, is powering ahead. In the first two calendar quarters of this year, the economy grew 2.2 percent and 4.2 percent. The Atlanta Fed’s GDPNow forecast for the just-completed third quarter is 4.2 percent.

China’s economy is beset by excessive debt accumulation and other maladies, but the main factor inhibiting economic potential is not a systemic debt crisis—a concern to be sure—but the abandonment of reformist policies. Xi Jinping, the Chinese ruler, has turned his back on Deng Xiaoping’s “reform and opening up” program that is credited with sparking Chinese growth for almost four decades. Instead, Xi for a half decade has been reinstituting the Stalinist state model that Mao Zedong embraced in the early 1950s.

Xi’s reversal of liberal economic policies has been matched by his reversal of political and social policies. He has de-institutionalized the Communist Party, thereby heightening the risk of political instability. At the same time, he has demanded conformity—“absolute loyalty”—and tightened social controls. The institution of a nationwide social credit system , which will assign a score to every resident for all his or her actions, is but one example of the state’s attempt at total control of society.

China, as a result, is moving from authoritarianism back to totalitarianism, readopting a model that brought the People’s Republic to the brink of economic failure twice, once during the Great Leap Forward of the late 1950s and early 1960s and again during the Great Proletarian Cultural Revolution of the mid-1960s to mid-1970s. China’s economy cannot be expected to do well in an increasingly intolerant political atmosphere, as the country’s own history suggests.

And there is one more reason to doubt Chinese economic dominance: demography. China will soon join the ranks of shrinking nations. The population will peak somewhere around 1.44 billion people at the end of next decade according to the U.N.’s World Population Prospects: The 2017 Revision. By the end of the century, China will have a population of 1.02 billion.

China’s decline has implications for its competition with the U.S. In 2015, China’s population was 4.4 times larger than America’s. By 2100, China is projected to have a population only 2.3 times larger.

China’s projected decline—and we should remember the U.N.’s estimates seem to overstate that country’s demographic potential—does not mean the Chinese economy cannot succeed, but it does mean it will have to succeed in spite of demography. China’s four-decade burst of growth occurred during the reaping of the “demographic dividend,” an extraordinary increase in the size of its workforce...

The Realist World of International Politics

Geopolitics didn’t return; it never went away. The arc of history bends toward delusion. Every hegemon thinks it is the last; all ages believe they will endure forever. In reality, of course, states rise, fall, and compete with one another along the way. And how they do so determines the world’s fate.

Now as ever, great-power politics will drive events, and international rivalries will be decided by the relative capacities of the competitors—their material and human capital and their ability to govern themselves and their foreign affairs effectively. That means the course of the coming century will largely be determined by how China and the United States manage their power resources and their relationship.

Just as the free-trading United Kingdom allowed its rival, imperial Germany, to grow strong, so the free-trading United States has done the same with China. It was not dangerous for the liberal hegemon to let authoritarian competitors gain ground, the logic ran, because challengers would necessarily face a stark choice: remain authoritarian and stagnate or liberalize to continue to grow. Either way, the hegemon would be fine. It didn’t end well the first time and is looking questionable this time, too.

China will soon have an economy substantially larger than that of the United States. It has not democratized yet, nor will it anytime soon, because communism’s institutional setup does not allow for successful democratization. But authoritarianism has not meant stagnation, because Chinese institutions have managed to mix meritocracy and corruption, competence and incompetence, and they have somehow kept the country moving onward and upward. It might slow down soon, and even implode from its myriad contradictions. But analysts have been predicting exactly that for decades, and they’ve been consistently wrong so far.

Meanwhile, as China has been powering forward largely against expectations, the United States and other advanced democracies have fallen into domestic dysfunction, calling their future power into question. Their elites steered generations of globalization successfully enough to enable vast social mobility and human progress around the world, and they did quite well along the way. But as they gorged themselves at the trough, they overlooked the negative economic and social effects of all of this on citizens in their internal peripheries. That created an opening for demagogues to exploit, which they have done with a vengeance.

The Great Depression ended an earlier age of globalization, one that began in the late nineteenth century. Some thought the global financial crisis of 2008 might do the same for the current wave. The system survived, but the emergency measures implemented to save it—including bailouts for banks, but not for ordinary people—revealed and heightened its internal contradictions. And in the decade following, antiestablishment movements have grown like Topsy.

Today’s competition between China and the United States is a new twist on an old story. Until the onset of the nineteenth century, China was by far the world’s largest economy and most powerful country, with an estimated 40 percent share of global GDP. Then it entered a long decline, ravaged from without and within—around the same time the United States was born and began its long ascent to global dominance. The United States’ rise could not have occurred without China’s weakness, given how important U.S. dominance of Asia has been to American primacy. But nor could China’s revival have occurred without the United States’ provision of security and open markets.

So both countries have dominated the world, each has its own strengths and weaknesses, and for the first time, each confronts the other as a peer. It is too soon to tell how the innings ahead will play out. But we can be confident that the game will continue.

BEWARE OF WHAT YOU WISH FOR

To understand the world of tomorrow, look back to yesterday. In the 1970s, the United States and its allies were rich but disordered and stagnant; the Soviet Union had achieved military parity and was continuing to arm; China was convulsed by internal turmoil and poverty; India was poorer than China; Brazil, ruled by a military junta, had an economy barely larger than India’s; and South Africa was divided into homelands under a regime of institutionalized racism.

Four decades later, the Soviet Union has dissolved, and its successor states have embraced capitalism and private property. China, still politically communist, chose markets over planning and has grown to have the world’s second-largest economy. Once-destitute India now has the sixth-largest economy. Brazil became a democracy, experienced an economic takeoff, and now has the eighth-largest economy. South Africa overturned apartheid and became a multiracial democracy.

The direction of these changes was no accident. After World War II, the United States and its allies worked hard to create an open world with ever-freer trade and ever-greater global integration. Policymakers bet that if they built it, people would come. And they were right. Taken together, the results have been extraordinary. But those same policymakers and their descendants weren’t prepared for success when it happened.

Globalization creates wealth by enticing dynamic urban centers in richer countries to invest abroad rather than in hinterlands at home. This increases economic efficiency and absolute returns, more or less as conventional economic theory suggests. And it has reduced inequality at the global level, by enabling hundreds of millions of people to rise out of grinding poverty.

But at the same time, such redirected economic activity increases domestic inequality of opportunity and feelings of political betrayal inside rich countries. And for some of the losers, the injury is compounded by what feels like cultural insult, as their societies become less familiar...

Here's Yet Another Piece Bemoaning the Rise of 'Illiberal' Populist Nationalism

I think it's interesting, since at the moment all those complaining about the collapse of so-called democratic norms and the rise of "illiberal" populist nationalist regimes are the ones losing elections and being sidelined from decision-making. I love that.

At Der Spiegel, "Rise of the Autocrats: Liberal Democracy Is Under Attack":

Autocratic leaders and wannabes, from Putin to Trump, are making political inroads around the world. In recent years, Western liberal democracy has failed to live up to some of its core promises, helping to fuel the current wave of illiberalism.

Russian President Vladimir Putin isn't actually all that interested in football. He's more of a martial arts guy, and he loves ice hockey. But when the World Cup football championship gets started on Thursday in Moscow, Putin will strive to be the perfect host. The tournament logo is a football with stars trailing behind it, evoking Sputnik, and a billion people will be tuning in as Putin presents Russia as a strong and modern country.

During the dress rehearsal, last summer's Confed Cup, Putin held an opening address in which he spoke of "uncompromising, fair and honest play ... until the very last moments of the match." Now, it's time for the main event, the World Cup, giving Putin an opportunity to showcase his country to the world.

The World Cup, though, will be merely the apex of the great autocrat festival of 2018. On June 24, Turkish voters will head to the polls for the first time since approving President Recep Tayyip Erdogan's constitutional reforms last year. The result of the vote will in all likelihood cement his claim to virtually absolute power until 2023 or even beyond. Should he miss out on an absolute majority in the first round of voting -- which is certainly possible given rising inflation in the country -- then he'll get it in the second round. The result will likely be a Turkey -- a country with around 170 journalists behind bars and where more than 70,000 people have been arrested since the coup attempt two years ago, sometimes with no grounds for suspicion - that is even more authoritarian than it is today.

And then there is Donald Trump who, after turning the G-7 summit in Canada into a farce, headed to Singapore for a Tuesday meeting with North Korean dictator Kim Jong Un. And many pundits have argued this week that the greatest beneficiary of that summit was actually Chinese President Xi Jinping, the man who poses a greater challenge to Western democracy than all the rest.

At home, Trump is continuing his assault on the widely accepted norms regarding how a president should behave. He has the "absolute right" to pardon himself in the Russian affair, he recently claimed -- and then he went off the rails in Canada, picking fights with his allies and revoking his support for the summit's closing statement by sending out a tweet from Air Force One as he left. Trump, to be sure, is an elected president, but he is one who dreams of wielding absolute power and sees himself as being both above the law and above internationally accepted norms of behavior.

The Backward Slide

The upshot is that global politics are currently dominated by a handful of men -- and only men -- who have nothing but contempt for liberal democracy and who aspire to absolute control of politics, of the economy, of the judiciary and of the media. They are the predominant figures of the present -- and the decisions they make will go a long way toward shaping the future ahead. The globalized, high-tech, constantly informed and enlightened world of the 21st century finds itself in the middle of a slide back into the age of authoritarianism.

And this is not merely the lament of Western cultural pessimists, it is a statement rooted in statistics. A recent study by the German foundation Bertelsmann Stiftung found that 3.3 billion people live under autocratic regimes, while the UK-based Economist Intelligence Unit found that just 4.5 percent of the global population, around 350 million people, live in a "full democracy." In its most recent annual report, issued in January of this year, the nongovernmental organization Freedom House wrote that in 2017, "democracy faced its most serious crisis in decades." It went on to note that "the right to choose leaders in free and fair elections, freedom of the press and the rule of law are under assault and in retreat globally."

How can this global trend be explained? Are autocrats really so strong, or are democrats too weak? Is liberal democracy only able to function well in relatively homogeneous societies where prosperity is growing? Why do so many people doubt democracy's ability to solve the problems of the 21st century, challenges such as climate change, the tech revolution, shifting demographics and the distribution of wealth?

The optimistic Western premises -- that greater prosperity leads to more freedom, increased communication leads to greater pluralism, and more free trade leads to increased economic integration -- have unraveled. Following the end of the Cold War, the American political scientists Juan Linz and Alfred Stepan said in 1996 that Western democracy was "the only game in town." Now, though, it would seem to have lost its attraction. The expectation that democracy's triumphant march would be impossible to stop has proven illusory. China is currently showing the world that economic success and societal prosperity are also possible in an authoritarian system.

The fact that established dictatorships in the world, such as those in Belarus, Zimbabwe or Vietnam, aren't showing any signs of change is only part of the problem. Rather, everywhere in the world, authoritarian phases are following on the heels of brief -- or more extended -- experiments with democracy, a development seen in places like Egypt, Thailand, Venezuela and Nicaragua, for example. At the same time, liberal democracy is eroding in many countries in the West.

Perhaps the greatest danger, though, is the increasing attraction of autocratic thinking in Europe. Some elements of such systems are sneaking into Western democracies, such as the growing contempt for established political parties, the media and minorities.

In Italy, a new government was just sworn in under the leadership of Matteo Salvini, an avowed Putin fan. In Hungary, Viktor Orbán just won a landslide victory in parliamentary elections held, according to OSCE election observers, in an atmosphere of "intimidating and xenophobic rhetoric." Polish voters are set to go to the polls next year, and there too, the right-wing nationalist PiS stands a good chance of emerging victorious.

Across the Atlantic, the U.S. under the leadership of Donald Trump has thus far resisted sliding into autocracy, but only because the institutional hurdles in the form of the judicial and legislative branches of government have managed to hold their ground. Nevertheless, liberal democracy is under attack in precisely the country where it first emerged.

Anxiety is likewise growing in other Western democracies. "Until recently, liberal democracy reigned triumphant. For all its shortcomings, most citizens seemed deeply committed to their form of government. The economy was growing. Radical parties were insignificant," writes the Harvard-based German-American political scientist Yascha Mounk in his book "The People vs. Democracy." But then the situation began changing rapid: Brexit, Trump's election and the success of other right-wing populist movements in Europe. The question, Mounk writes, is "whether this populist moment will turn into a populist age -- and cast the very survival of liberal democracy in doubt."

The Western political system, Mounk writes, is "decomposing into its component parts, giving rise to illiberal democracy on the one side and undemocratic liberalism on the other." The one, he argues, is dominated by manipulated majority opinion while the other is controlled by institutions such as central banks, constitutional courts and supranational bureaucracies like the European Commission that can operate independent of direct, democratic debate.

"Take back control" was the slogan used by the Brexiteers during their successful campaign. Indeed, the feeling of living in an era in which they have lost control is likely a common denominator among all European populists. Taking back that control is something they all promise.

It is combined with the desire to shake off the corset that allegedly makes life in the West anything but free. All the laws, rules, decrees and contracts that dictate to people, companies and entire countries how to behave. What they are allowed to say and what not. What they can buy and what is off limits. How things may or may not be produced. This desire to apply a new set of self-made, simpler rules to the world is feeding the popularity of the autocratically minded.

These days, it is rare that democracies collapse under attack from armed, uniformed adversaries. Such images belong to the past; the coup d'état has become a rarity. On the contrary, many autocrats have come to power by way of the ballot box, govern in the name of the people and regularly hold referenda to solidify their power.

But once in power -- in Turkey, Venezuela or Russia -- they bring the institutions of democracy under their control. They tend not to be committed ideologues. Rather, they are strategists of power who used ideologies without necessarily believing in them themselves. Furthermore, they don't generally wield violence indiscriminately, another difference to the murderous regimes of the past. Sometimes, a journalist loses their life, or an oligarch ends up in jail. But otherwise, the new autocrats are much subtler than their totalitarian predecessors. Generally, a timely threat issued to insubordinate citizens suffices. And they are particularly adept at the dark art of propaganda. They know that many people have become insecure and are afraid of the future and foreigners. They have learned how to augment those fears, so they can then pose as guarantors of stability...

I had been reading Charles Krauthammer's column's back in the 1980s, when he was a columnist for Time Magazine. So, I was familiar with him by the time he published a path-breaking essay in 1990 at Foreign Affairs, "The Unipolar Moment":



Ever since it became clear that an exhausted Soviet Union was calling off the Cold War, the quest has been on for a new American role in the world. Roles, however, are not invented in the abstract; they are a response to a perceived world structure. Accordingly, thinking about post-Cold War American foreign policy has been framed by several conventionally accepted assumptions about the shape of the post-Cold War environment.

First, it has been assumed that the old bipolar world would beget a multipolar world with power dispersed to new centers in Japan, Germany (and/or "Europe"), China and a diminished Soviet Union/Russia. Second, that the domestic American consensus for an internationalist foreign policy, a consensus radically weakened by the experience in Vietnam, would substantially be restored now that policies and debates inspired by "an inordinate fear of communism" could be safely retired. Third, that in the new post-Soviet strategic environment the threat of war would be dramatically diminished.

All three of these assumptions are mistaken. The immediate post-Cold War world is not multipolar. It is unipolar. The center of world power is the unchallenged superpower, the United States, attended by its Western allies. Second, the internationalist consensus is under renewed assault. The assault this time comes not only from the usual pockets of post-Vietnam liberal isolationism (e.g., the churches) but from a resurgence of 1930s-style conservative isolationism. And third, the emergence of a new strategic environment, marked by the rise of small aggressive states armed with weapons of mass destruction and possessing the means to deliver them (what might be called Weapon States), makes the coming decades a time of heightened, not diminished, threat of war.

The most striking feature of the post-Cold War world is its unipolarity. No doubt, multipolarity will come in time. In perhaps another generation or so there will be great powers coequal with the United States, and the world will, in structure, resemble the pre-World War I era. But we are not there yet, nor will we be for decades. Now is the unipolar moment.

There is today no lack of second-rank powers. Germany and Japan are economic dynamos. Britain and France can deploy diplomatic and to some extent military assets. The Soviet Union possesses several elements of power-military, diplomatic and political-but all are in rapid decline. There is but one first-rate power and no prospect in the immediate future of any power to rival it.

Only a few months ago it was conventional wisdom that the new rivals, the great pillars of the new multipolar world, would be Japan and Germany (and/or Europe). How quickly a myth can explode. The notion that economic power inevitably translates into geopolitical influence is a materialist illusion. Economic power is a necessary condition for great power status. But it certainly is not sufficient, as has been made clear by the recent behavior of Germany and Japan, which have generally hidden under the table since the first shots rang out in Kuwait. And while a unified Europe may sometime in the next century act as a single power, its initial disarray and disjointed national responses to the crisis in the Persian Gulf again illustrate that "Europe" does not yet qualify even as a player on the world stage.

Which leaves us with the true geopolitical structure of the post-Cold War world, brought sharply into focus by the gulf crisis: a single pole of world power that consists of the United States at the apex of the industrial West. Perhaps it is more accurate to say the United States and behind it the West, because where the United States does not tread, the alliance does not follow. That was true for the reflagging of Kuwaiti vessels in 1987. It has been all the more true of the world's subsequent response to the invasion of Kuwait.

American preeminence is based on the fact that it is the only country with the military, diplomatic, political and economic assets to be a decisive player in any conflict in whatever part of the world it chooses to involve itself. In the Persian Gulf, for example, it was the United States, acting unilaterally and with extraordinary speed, that in August 1990 prevented Iraq from taking effective control of the entire Arabian Peninsula.

Iraq, having inadvertently revealed the unipolar structure of today's world, cannot stop complaining about it. It looks at allied and Soviet support for American action in the gulf and speaks of a conspiracy of North against South. Although it is perverse for Iraqi leader Saddam Hussein to claim to represent the South, his analysis does contain some truth. The unipolar moment means that with the close of the century's three great Northern civil wars (World War I, World War II and the Cold War) an ideologically pacified North seeks security and order by aligning its foreign policy behind that of the United States. That is what is taking shape now in the Persian Gulf. And for the near future, it is the shape of things to come.

The Iraqis are equally acute in demystifying the much celebrated multilateralism of this new world order. They charge that the entire multilateral apparatus (United Nations resolutions, Arab troops, European Community pronouncements, and so on) established in the gulf by the United States is but a transparent cover for what is essentially an American challenge to Iraqi regional hegemony.

But of course. There is much pious talk about a new multilateral world and the promise of the United Nations as guarantor of a new post-Cold War order. But this is to mistake cause and effect, the United States and the United Nations...

Europe Struggles with the Rise of Populist Nationalism

The tide of national populism doesn't seem to be ebbing.

BERLIN — After voters from the snowy peaks of the Alps to the sunny shores of Sicily delivered a verdict so fractured and mysterious it could take months to sort out, the banner headline Monday in the venerable daily La Stampa captured the state of a nation that’s left no one in charge: “Ungovernable Italy.”

The same can increasingly be said for vast stretches of Europe.

Across the continent, a once-durable dichotomy is dissolving. Fueled by anger over immigration, a backlash against the European Union and resentment of an out-of-touch elite, anti-establishment parties are taking votes left, right and center from the traditional power players.

They generally aren’t winning enough support to govern. But they are claiming such a substantial share of the electorate that it has become all but impossible for the establishment to govern on its own. The result is a continent caught in a netherworld between a dying political order and a new one still taking root.

“This has been a post-ideological result, beyond the traditional left-right divide,” said Luigi Di Maio, whose populist Five Star Movement trounced its opponents to become Italy’s largest party on Monday.

Now the country has plunged into uncertainty.

“The traditional structures of political alignment in Europe are breaking down,” said Josef Janning, head of the Berlin office of the European Council on Foreign Relations. “It started in the smaller countries. But now we see that it’s happening everywhere.”

Even in Germany, the ultimate postwar symbol of staid political stability.

As Italians were voting Sunday, Germans were learning they would finally have a government, a record five months after they went to the polls.

The establishment had hung on. But just barely, and with no evident enthusiasm, either from the voters or from the centrist politicians who will continue to lead the country even as the public increasingly gravitates to the margins.

A similar phenomenon can be seen in countries from east to west, north to south. It took the Dutch 208 days to form an ideologically messy four-way coalition last year after an election in which 13 parties won seats in the parliament.

The Czechs still do not have a functioning government after voting in October yielded an unwieldy parliament populated by anti-immigrant hard-liners, pro-market liberals, communists, and loose alliance of libertarians, anarchists and coders known as the Pirates.

The fragmentation of European politics takes what had been seen as one of the continent’s great strengths and turns it on its head. Unlike the United States and Britain, where winners take all, continental Europe primarily use proportional systems in which the full spectrum of popular opinion is represented in office.

That worked fairly well when the major parties captured some 80 or 90 percent of the vote, as they did in countries across Europe for decades after World War II.

But lately, the major parties have been downsized.

In Germany, the so-called “grand coalition” won just 53 percent of the vote — hardly grand. In Italy, neither of the two traditionally dominant centrist parties cracked 20 percent. A grand coalition is not even mathematically possible.

The trend has become self-reinforcing.
And the authors haven't even mentioned Austria yet, which has a "far-right" coalition now in power.

'Decolonizing' Everything

I tell you, I'm dealing with more and more of this kind of radical ideology even at my school, at the community college level.

It's unreal, frankly.

At the American Conservative, "The Censorious Left’s Latest Mania: ‘Decolonizing’ Everything":

At Northern Michigan University, students can discover how to “decolonize” their diet. That means learning “about where the common foods and ingredients come from, what a ‘decolonizing diet’ is, and how they can incorporate the diet into their daily lives.”

Meanwhile, the editors of the American Historical Review have announced plans to decolonize the journal and confront its “past lack of openness to scholars and scholarship due to race, color, creed, gender, sexuality, nationality and a host of other assigned characteristics.”

In the UK, London’s School of Oriental and African Studies has announced plans to “decolonize” its degree courses following high-profile student campaigns such as “Why is My Curriculum White?” that are critical of “the domination of white ‘Eurocentric’ writers and thinkers.” Last year, students at Reed College protested the Eurocentrism of their Introduction to Humanities course. At Yale University students petitioned for the removal of a course in Major English Poets that featured, surprisingly enough, mostly white men. Thanks to their efforts, that course has now been downgraded to optional.

The fight to decolonize Harvard led to the removal of the Royal family seal, for fear that it might “evoke associations with slavery.” At the University of Oxford a plaque honoring Cecil Rhodes, the British imperialist who established the Rhodes Scholarships, has been taken down. At Wilfrid Laurier University in Canada, professors can take a course in decolonizing education in order to “understand indigenous perspectives in the history of colonization to contemporary realities in Canada.” All around the world, universities are decolonizing courses, buildings, libraries, and reading lists.

The drive to decolonize is not confined to academia. In the UK we have discussions about decolonizing health care, translation, and feminist art. There are campaigns to decolonize architecture in the United Arab Emirates, the media in New Zealand, design in Mexico, bookshelves in South Africa, and seemingly the whole of Alaska. Throughout the U.S. we’ve seen the removal of Confederate monuments. Clearly, we have many unresolved issues with the past. But too often the rush to decolonize evades a discussion of history and instead paints everything that happened before today as irredeemably racist and wicked—in need of obliteration rather than discussion.

Last year, the journal Third World Quarterly published an article in which Bruce Gilley set out “The Case for Colonialism.” Those who read the piece criticized it for shoddy scholarship and historical inaccuracies. But most of us will never know how it measured up, as the publication was soon withdrawn following threats to the journal’s editor. In the UK, Oxford University’s Professor Nigel Biggar wrote a newspaper article arguing that people should not “feel guilty about our colonial history,” and as a consequence received a critical letter from over 200 colleagues and scholars condemning him as “an apologist for colonialism.” Biggar said: “There is a view that people with views like mine are not to be reasoned with, but only to be silenced.”

Preventing all discussion of colonialism erases, rather than confronts, the past. Indeed, the logic of the decolonize movement is that colonialism is not a legacy of history but a malignant impact upon the present. This sleight of hand allows campaigners to equate past invasion, murder, oppression, and exploitation with being made to sit through a lecture on Kant or Shakespeare in an expensive and elite institution...
