What the War in Ukraine Has Revealed About Nuclear Weapons

In a major speech this week, Russian President Vladimir Putin announced that he was suspending his country’s participation in the New START treaty, Russia’s only remaining major nuclear arms control agreement with the United States. He also threatened to resume nuclear weapons tests. The declarations sent jitters through the international community. These actions constituted yet another example of Putin’s willingness to leverage his nuclear arsenal, dangling it like the sword of Damocles over the West in order to limit NATO’s support for Ukraine.

Since Russia invaded Ukraine last February, Russian leaders have issued numerous explicit nuclear threats against Ukraine and NATO. In April, Putin promised to respond to outside intervention in the conflict with “swift, lightning fast” retribution. “We have all the tools for this,” he added, “ones that no one can brag about.” So far, however, there has been no significant or observable change in the operational readiness of nuclear weapons in either Russia or in Western countries.

Some observers see Russia’s decision to not use nuclear weapons yet as proof that it will never do so. But that assessment assumes Putin is a rational actor and would not risk the calamity and the pariah status that would follow any Russian deployment of such a weapon. Unfortunately, it is far from clear that Russia’s nuclear brinkmanship is mere bluffing. Moreover, nuclear weapons in the war in Ukraine are not remarkable in their absence, but rather in how they frame the conflict. By deterring the greater intervention of NATO, the Russian nuclear arsenal has helped prolong the war and make any conventional resolution to the fighting more difficult to attain. The conflict in Ukraine is no doubt the most dangerous nuclear confrontation since the 1962 Cuban missile crisis. As the past year of carnage and bluster has shown, nuclear weapons wield devastating power even as they remain locked in their silos—and governments need to reinforce the taboo against their use.

DEADLY DETERRENCE

In the context of the Ukraine war, nuclear weapons have mostly benefited Russia. Putin has invoked his nuclear might to deter NATO from any military intervention on Ukraine’s behalf. That deterrence has worked: the West is (rationally) unwilling to enter the war directly or even to give Ukraine long-range firepower that could reach far into Russia, for fear that such help could end up sparking an apocalyptic nuclear conflict. As a result, the war will likely last longer than it would have if the West entered the fray. A longer war will lead to many more deaths and further destruction. Were nuclear weapons not in the calculus, the United States and NATO would be able to employ their superior conventional firepower more effectively in Ukraine’s defense to win the war quickly. But Putin’s nukes neutralize the West’s conventional military superiority.

It is also possible that Russia’s nuclear weapons emboldened Putin to invade in the first place, because he would not have attacked Ukraine without a way of keeping the United States and NATO out of the war. Of course, Putin acutely misjudged the relative strength of the Russian military. But Russian leaders are aware of their conventional military’s inferiority to that of the West. The fact that Russian leaders issued so many explicit nuclear threats suggests that they saw their nuclear arsenal as a way of compensating.

To be sure, the nuclear weapons in the arsenals of several NATO member states presumably have deterred Russia from expanding the war to NATO countries, such as Poland, Romania, or the Baltic states. In this regard, nuclear deterrence has clearly helped prevent a wider war.

But it has also prolonged the conventional war, at greater cost to everyone, especially the Ukrainian people. A grinding, brutal war of attrition could persist for a long time, with no side able to land a definitive knockout blow. In such a war, Russia maintains a significant advantage over Ukraine by virtue of its much bigger population and larger military.

A PERILOUS MOMENT

Some Western analysts suggest that the United States and NATO should call the Kremlin’s bluff—they should more forthrightly back the Ukrainians and drive Russian forces out of Ukraine. Russian leaders have repeatedly warned of escalation if the West keeps arming Ukraine, but, the argument goes, the Kremlin will not actually resort to nuclear weapons and break the taboo regarding their use. As a result, many observers, mostly outside government, are taking a cavalier approach to the risk of nuclear escalation.

Some pundits take the fact that Putin has not used nuclear weapons after a year of embarrassing military defeats as evidence that he will not use a nuclear weapon in the future. They argue that the West should do whatever it takes to support Ukraine. They criticize U.S. President Joe Biden for declining to send advanced military equipment to Ukraine and deride the supposed defeatists who fret about escalation. “The greatest nuclear threat we face is a Russian victory,” the journalist Eric Schlosser wrote in January in The Atlantic. The historian Timothy Snyder, one of the most perceptive observers of the war, has dismissed Russian threats as mere “talk” designed to scare the West. In February, he went so far as to mock people concerned about nuclear escalation, writing that discussions of the risks of nuclear war are mere media “clickbait” and “a way to claim victimhood” and “blame the actual victims.” But some close observers of Putin, such as the writer Masha Gessen, disagree. They are much less sanguine about Putin’s rationality. In the warped worldview of the Russian president, Gessen has argued, the use of nuclear weapons could be justified as a rational course of action...

China Has More ICBM Launchers Than U.S., American Military Reports

The U.S. military has notified Congress that China now has more land-based intercontinental-range missile launchers than the U.S., fueling the debate about how Washington should respond to Beijing’s nuclear buildup.

“The number of land-based fixed and mobile ICBM launchers in China exceeds the number of ICBM launchers in the United States,” the commander of the U.S. Strategic Command, which oversees nuclear forces, wrote the Senate’s and House’s Armed Services Committees on Jan. 26.

The notification comes as the U.S. is facing the challenge of deterring Russia’s substantial nuclear forces as well as China’s growing nuclear arsenal. U.S. lawmakers are involved in an increasingly heated debate about how best to counter Beijing, including the Pentagon’s response to the Chinese surveillance balloon that recently traversed the U.S. and hovered over Montana, where a portion of the American military’s ICBM arsenal is deployed.

The U.S., which is modernizing all three legs of its land, sea and air based nuclear arsenal, has a much larger nuclear force than China.

Many of China’s land-based launchers still consist of empty silos, according to U.S. officials and experts outside government. The Strategic Command also notified Congress that the U.S. has more intercontinental-range missiles based on land, and more nuclear warheads mounted on those missiles, than China.

The command’s notifications also don’t include submarine-launched missiles and long-range bombers, where the U.S. has a decided advantage, U.S. officials say.

Republican lawmakers, however, have cited the ICBM launchers as a portent of the scale of China’s longer-range ambitions and are urging the U.S. to expand its own nuclear forces to counter the Russian and Chinese forces.

“China is rapidly approaching parity with the United States,” said Rep. Mike Rogers, the Alabama Republican who chairs the House Armed Services Committee. “We cannot allow that to happen. The time for us to adjust our force posture and increase capabilities to meet this threat is now.”

Mr. Rogers said that limits on long-range forces set by a treaty between the U.S. and Russia, known as New START, are inhibiting the U.S. from building up its arsenal to deter Russia and China. That accord, which China isn’t party to, is set to expire in 2026.

Arms-control proponents say rather than trying to surpass China’s and Russia’s nuclear forces, the U.S. has more to gain by trying to preserve treaty limits with Russia and by attempting to draw Beijing into a discussion of nuclear-arms control.

They also note that the U.S. is undergoing a major modernization of its nuclear forces that will give Washington the option of adding more warheads to its missiles and bombers should China’s buildup proceed faster than anticipated in the 2030s.

“It’s in our national interest to keep the Russians under the New START limits. We need to complete our nuclear modernization according to plan, not pile on new requirements,” said Rose Gottemoeller of Stanford University, who negotiated the landmark treaty for the U.S.

Mr. Rogers raised the notification Tuesday morning at a House Armed Services Committee hearing on China and U.S. national defense, which focused mostly on Taiwan, the recent incursion by a Chinese surveillance balloon and other concerns.

The Biden administration has acknowledged that the challenges posed by nuclear-armed adversaries are complex and wants the U.S. to deal with them using a mix of arms control arrangements and upgraded nuclear forces.

“By the 2030s the United States will, for the first time in its history, face two major nuclear powers as strategic competitors and potential adversaries,” the Pentagon said in a policy document known as the Nuclear Posture Review last year.

An immediate challenge for the administration is preserving the New START treaty. The Biden administration said last week that Moscow is violating the accord by refusing to allow on-site inspections. Russian officials said Moscow is still adhering to the limits on warheads, missiles, bombers and launchers.

China, which has rejected arms-control talks with the U.S., is on track to field about 1,500 nuclear warheads by 2035, up from an estimated operational stockpile of more than 400 in 2021, according to a Pentagon report that was released last year.

China’s nuclear buildup has raised concerns that it might use the threat of nuclear escalation to dissuade Washington from rushing to aid Taiwan during a crisis. The U.S. has refrained from providing Ukraine with long-range weapons or sending U.S. forces to the country because it wants to avoid a direct clash with a nuclear-armed Russia.

The growth in China’s nuclear forces also raises the risk that any potential conventional conflict between Beijing and Washington could become a nuclear one, though the Pentagon has said that a military confrontation over Taiwan doesn’t appear imminent. China operates a fleet of mobile ICBM launchers and has about 20 liquid-fueled, silo-based missiles. It is also building three ICBM silo fields that are intended to house at least 300 modern solid-fueled missiles, the Pentagon says.

Researchers have debated whether China plans to fill all of the silos with nuclear-tipped ICBMs, whether some might be left empty or whether some might be filled with conventionally armed systems.

Hans Kristensen of the Federation of American Scientists said commercial satellite images of the Chinese silo fields provide no indication that China’s military has been training to load the new silos with ICBMs or conducting exercises at the silo fields...

Secretary of State Antony Blinken Cancels Trip to Beijing Over Chinese Spy Balloon (VIDEO)

WASHINGTON—The Biden administration said that a suspected Chinese reconnaissance balloon drifting over the continental U.S. violated American sovereignty, and indefinitely postponed a scheduled visit to Beijing by Secretary of State Antony Blinken aimed at easing the acrimony in the nations’ relationship.

Officials pulled the plug on the trip hours before Mr. Blinken was set to depart, underscoring the enormous challenges of finding areas of constructive cooperation, even as both capitals reiterated on Friday their commitment to reviving talks at a later date.

The Chinese Foreign Ministry denied Friday that the craft was for spying, saying it was a civilian balloon designed primarily for meteorological study that had blown off course. “China will continue to maintain communication with the U.S. to properly handle the unexpected situation,” the ministry said in a brief statement.

But the U.S. said it was certain of its assessment of the balloon’s intended purpose, and that conditions therefore didn’t allow for constructive dialogue.

The Biden administration has made competition with China a central tenet of its broader national-security strategy. In doing so, it is bearing down on a range of contentious issues, from Taiwan to technology, while expanding its own military presence in the Asia-Pacific to counter Beijing’s rising influence.

Mr. Blinken on Friday reiterated the U.S. government’s confidence that the craft was a Chinese surveillance balloon, calling it “a clear violation of our sovereignty, a clear violation of international law, and clearly unacceptable.”

“We concluded that conditions were not conducive for a constructive visit at this time,” he said in a joint press conference with South Korea Foreign Minister Park Jin. Referring to the People’s Republic of China, Mr. Blinken said, “The PRC’s decision to take this action on the eve of my planned visit is detrimental to the substantive discussions that we were preparing to have.”

He said that the U.S. was focused on getting the surveillance asset out of U.S. airspace and said it was premature to discuss consequences.

“I can only imagine what the reaction would be in China if they were on the other end,” Mr. Blinken added.

The Pentagon said Friday that the balloon had changed course, was flying east at 60,000 feet over the central U.S. and posed no threat to commercial aviation or to people on the ground. Officials declined to specify its location, but Kansas Sen. Roger Marshall wrote on Twitter that the balloon had been detected over northeastern Kansas. The night before, U.S. officials said the balloon was loitering over Montana, having earlier crossed Alaska’s Aleutian Islands and Canada.

The Pentagon scrambled F-22 jet fighters and at one point considered shooting down the balloon, which one U.S. official described as roughly the size of three school buses, but didn’t over concerns that the debris would pose a risk to people on the ground.

Defense Department spokesman Brig. Gen. Pat Ryder said that the balloon bore a payload of surveillance equipment and was expected to drift over the U.S. for a few more days. The Pentagon said it was still reviewing options and wouldn’t say whether it would shoot the balloon down before it leaves U.S. airspace.

White House press secretary Karine Jean-Pierre said Friday that President Biden had first been briefed on the presence of the balloon on Tuesday and had asked the military to present options. All options, she added, remained on the table.

In a First, South Korea Declares Nuclear Weapons a Policy Option

Seoul could go nuclear in a heartbeat. Given the sketchy security situation in East Asia, I wouldn't blame them.

At the New York Times, "President Yoon Suk Yeol said that if North Korea’s nuclear threat grows, his country may build a nuclear arsenal of its own or ask the United States to redeploy in the South":

SEOUL — President Yoon Suk Yeol of South Korea said for the first time on Wednesday that if North Korea’s nuclear threat grows, South Korea would consider building nuclear weapons of its own or ask the United States to redeploy them on the Korean Peninsula.

Speaking during a joint policy briefing by his defense and foreign ministries on Wednesday, Mr. Yoon was quick to add that building nuclear weapons was not yet an official policy. He stressed that South Korea would for now deal with North Korea’s nuclear threat by strengthening its alliance with the United States.

Such a policy includes finding ways to increase the reliability of Washington’s commitment to protect its ally with all of its defense capabilities, including nuclear weapons.

Mr. Yoon’s comments marked the first time since the United States withdrew all of its nuclear weapons from the South in 1991 that a South Korean president officially mentioned arming the country with nuclear weapons. Washington removed its nuclear weapons from South Korea as part of its global nuclear arms reduction efforts.

“It’s possible that the problem gets worse and our country will introduce tactical nuclear weapons or build them on our own,” said Mr. Yoon, according to a transcript of his comments released by his office. “If that’s the case, we can have our own nuclear weapons pretty quickly, given our scientific and technological capabilities.”

South Korea is a signatory of the Nuclear Nonproliferation Treaty, or NPT, which bans the country from seeking nuclear weapons. It also signed a joint declaration with North Korea in 1991 in which both Koreas agreed not to “test, manufacture, produce, receive, possess, store, deploy or use nuclear weapons.”

But North Korea has reneged on the agreement by conducting six nuclear tests since 2006. Years of negotiations have failed to remove a single nuclear warhead in the North.​ (American and South Korean officials say that North Korea could conduct another nuclear test, its seventh, at any moment.​)​​

As North Korea vowed to expand its nuclear arsenal and threatened to use it against the South in recent months, voices have grown in South Korea — among analysts and within Mr. Yoon’s conservative ruling People Power Party — calling for Seoul to reconsider a nuclear option.

Mr. Yoon’s comments this week were likely to fuel such discussions. ​Opinion surveys in recent years have shown that a majority of South Koreans supported the United States redeploying nuclear weapons to the South or the country’s building an arsenal of its own.

Policymakers in Seoul have disavowed the option​ for decades​, arguing that the so-called nuclear-umbrella protection ​from the United States ​would keep the country safe from North Korea​.

“President Yoon’s comment could turn out to be a watershed moment in the history of South Korea’s national security,” said Cheon Seong-whun, a former head of the Korea Institute for National Unification, a government-funded research think tank in Seoul.​ ​”It could shift its paradigm in how to deal with the North Korean nuclear threat.”

Calls for nuclear weapons have bubbled up in South Korea over the decades, but they have never ​gained traction beyond the occasional analysts and right-wing politicians.

Under its former military dictator Park Chung-hee​, South Korea embarked on a covert nuclear weapons program in the 1970s, when the United States began reducing its military presence in the South, making its people feel vulnerable to North Korean attacks. Washington forced him to abandon the program, promising to keep the ​ally under its nuclear umbrella.

Washington still keeps 28,500 American troops in South Korea as the symbol of the alliance. But in recent months, North Korea has continued testing missiles, some of which were designed to deliver nuclear warheads to the South. Many South Koreans have questioned whether the United States would stop North Korea from attacking their country, especially at the risk of leaving American cities and military bases in the Asia-Pacific region more vulnerable to a nuclear attack. Washington’s repeated promise to protect its ally — with its own nuclear weapons, if necessary — has not dissipated such fear.

In its 2022 Nuclear Posture Review, a document that outlines Washington’s nuclear policy for the next five to 10 years, the Pentagon​ itself noted the “deterrence dilemmas” ​that the North posed to the United States. “A crisis or conflict on the Korean Peninsula could involve a number of nuclear-armed actors, raising the risk of broader conflict,” it said.

“If South Korea ​possesses ​nuclear weapons, the United States will not need to ask whether it should use its ​own ​nuclear weapons to defend its ally​,​ and the alliance will never be put to a test,” said Cheong Seong-chang,​ a senior analyst at the Sejong Institute in South Korea. “If South Korea owns nuclear weapons, the U.S. will actually become safer.”

By declaring an intention to arm itself with nuclear weapons, South Korea​ could force North Korea to rethink its own nuclear weapons program and​ possibly prompt China​ to put pressure on Pyongyang to roll back its program, Mr. Cheong said. China has long feared a regional nuclear arms race in East Asia.

South Korea would need to quit the NPT to build its own arsenal. Analysts said that quitting the NPT would be too risky for the South​ because it could trigger international sanctions​. ​

Some lawmakers affiliated with Mr. Yoon’s party and analysts like Mr. Cheon want the United States to reintroduce American nuclear weapons​ to the South and forge a nuclear-sharing agreement with Seoul, similar to the one in which NATO aircraft would be allowed to carry American nuclear weapons in wartime.

The American Embassy had no immediate comment on Mr. Yoon’s statement.

Crimea Bridge Explosion Disrupts Crucial Supply Route for Russian Forces (VIDEO)

At the video, just after 10 seconds, the car was spared a direct hit, but the blast-shrapnel ignited the gas tank and blew up the vehicle. Pretty rad actually, though bummer for the occupants. That's definitely called being in the wrong place at the wrong time.

At the Wall Street Journal, "Russian officials blame Kyiv; Ukrainian officials have repeatedly threatened to hit the 12-mile bridge":

A major explosion on Saturday severely damaged the bridge connecting Russia’s mainland to the occupied Crimean Peninsula, disrupting traffic on a crucial artery for the supply of fuel, military equipment and food to Russian troops fighting to hold ground in southern Ukraine.

The bridge, opened by President Vladimir Putin to great fanfare in 2018, was meant to symbolize the might of the Russian state and the permanence of Russia’s annexation of the peninsula four years earlier. Russia even released a feature movie about its construction.

Russia’s investigations committee said three people died after the early-morning explosion of a truck on the bridge’s roadway next to a supply train that was carrying fuel.

Mr. Putin signed a decree requiring the boosting of defenses for Crimean transportation and energy infrastructure links. The decree placed the country’s intelligence service, FSB, in charge of the measures.

Sergey Aksyonov, the Russian-appointed leader of Crimea, raised the terrorism alert level to high through Oct. 23.

Some demolition experts who analyzed footage of the blast questioned the Russian version and said that the explosion must have come from under the bridge, caused either by an explosives-laden boat, manned or unmanned, or by shaped charges placed by divers.

Tony Spamer, a former British Army expert on bridge demolitions, said a truck bomb would have created a hole in the middle of bridge but wouldn’t have been sufficient to cut the reinforcing bar and cause the structure to collapse. “You’ve got to attack the whole width of the bridge. Looking at it, it looks like it was attacked from underneath. It’s a monster job,” he said.

Russia rushed to launch ferry services as an alternative, a move made difficult by stormy weather. Crimean authorities said passenger traffic resumed Saturday afternoon on the two surviving lanes of the four-lane road bridge, and rail services should be restarted soon. Civilian flights to Crimea have been suspended since February.

David MacKenzie, a senior technical director at COWI Holding A/S, a Denmark-based company that designs and builds some of the world’s largest and longest bridges, said it would take several months for Russia to be able to fully restore the destroyed spans of the bridge, and that the ban on truck traffic is caused by concerns that the bridge’s substructure has also been damaged. Weight restrictions are likely to be imposed on the railway bridge should it reopen, he said.

“A quite significant fire has taken place, and it will have an impact on the strength of the steel that is there,” Mr. MacKenzie said. “There is a very good chance that the steel on the top of the deck may well have been heated to temperatures well above the limits that the steel takes.”

Russian officials in Crimea were quick to blame Kyiv. “The Ukrainian vandals have managed to reach the Crimean bridge with their bloodied hands,” the speaker of Crimea’s legislature, Vladimir Konstantinov, wrote on social media. Other than ordering a commission of inquiry, Mr. Putin has so far remained silent on the incident, even as Russian lawmakers and politicians called for retribution.

While Ukrainian officials have threatened to hit the strategic bridge in the past, there was no direct claim of responsibility from Kyiv. Senior Ukrainian officials, however, on Saturday expressed delight at the blow to Russian prestige.

Alluding to Mr. Putin’s 70th birthday on Friday, Ukraine’s national-security adviser Oleksiy Danilov posted a video online of the burning bridge next to footage of Marilyn Monroe singing, “Happy birthday, Mr. President.”

Russia’s annexation of Crimea in 2014 is considered illegal by virtually the entire international community, and Ukrainian President Volodymyr Zelensky has repeatedly said that he seeks to reclaim all Ukrainian territories seized by Russia.

Russia in recent days moved to annex four other regions of Ukraine where fierce fighting continues, while Mr. Putin ordered the mobilization of hundreds of thousands of reservists to shore up the crumbling Russian front lines, prompting an exodus of Russian men to neighboring countries.

Moscow on Saturday for the first time named an overall commander for the faltering campaign in Ukraine, Gen. Sergei Surovikin. Previously the head of Russia’s Aerospace Forces, he was this summer identified by the Russian Ministry of Defense as head of Group South, the military grouping that led the fighting to seize the southeastern city of Mariupol. He is a veteran of the Chechen campaign and a former commander of Russian forces in Syria.

Russian nationalists and personalities such as Chechen leader Ramzan Kadyrov and Yevgeni Prigozhin, owner of the Wagner private military company, have blamed a rival general, Col. Gen. Aleksandr Lapin, commander of Group Center, for recent defeats that saw Russia lose thousands of square miles in the Kharkiv, Donetsk and Luhansk regions. There was no word about Gen. Lapin’s fate.

Crimea, the home of Russia’s Black Sea fleet, has also become a focus for the Ukrainian war effort as its forces press farther south, especially in Kherson, where dozens of villages have been taken in recent days. Kyiv has attacked several high-profile targets in Crimea in recent months, striking a major Russian air base in Saky and a railway junction near the town of Dzhankoy. It has used American-made Himars missiles to hit the Antonivsky bridge in Kherson, a lifeline for Russian troops in the area.

The bridge over the Kerch Strait accounted for the bulk of fuel and food supplies to Crimea and represented the only way of traveling to and from the peninsula for ordinary Russians...

1/ I don’t think this war, or Putin, are going to make it to next summer.

in case you haven’t been paying attention, Putin just went to China and was snubbed. Tiny Eastern European countries are making him wait around.

He’s finally being treated like the dog he is.

2/ It’s tempting to say I think the war will be over by the end of the year. That certainly possible, but sources say Kherson itself is going to take a little while. Most likely Ukraine is thinking about the push to Crimea. Ukraine WILL be retaking Crimea. cc @Dominic2306

3/ Putin enjoys being hated and feared. Instead, he’s now being hated and mocked. that’s a lethal combination. And the first whiff of future rationing has just hit Russia.

4/ Militarily, I would expect all Ukrainian territory to be liberated by spring 2023, however, if there is a coup in Moscow, (and there is a significant chance of that) before then, I would expect the war to end immediately afterwards with total Russian withdrawal

5/ in any event, surely no serious person can now envisage anything other than the utter defeat of the Russian Federation, and the total victory and complete liberation of Ukraine. Glory to Ukraine. 6/ following the complete victory of the Armed Forces of Ukraine @DefenceU over the Russian Army @MOD_Russia, I believe a coup against Vladimir Putin is inevitable. The only question is whether it will come before, or after, Russia’s total military defeat in Ukraine

'A Brutal, Needless War ... Chosen by One Man': Biden, at United Nations, Slams Putin's Invasion of Ukraine (VIDEO)

NEW YORK CITY — President Biden excoriated Russian President Vladimir Putin and announced another $1.2-billion aid package for Ukraine during his annual address to the U.N. General Assembly on Wednesday.

“Let us speak plainly: A permanent member of the United Nations Security Council invaded, attempted to erase the sovereign state from the map,” Biden said, calling Russia’s invasion of Ukraine “a brutal, needless war” that was “chosen by one man.”

Russia and China’s standing as two of the five Security Council members is undermining the U.N.'s ability to fulfill its mission, Biden went on to argue. Intent on signaling to allies and adversaries alike that the United States will not waver in its defense of Ukraine and support for other sovereign nations, the president urged the United Nations to add additional members to the Security Council to weaken Russia and China’s influence. But he did not go as fas as to call for revoking their Security Council membership, and with it, their veto power.

“The time has come for this institution to become more inclusive,” Biden said.

The annual week of meetings at U.N. headquarters, the first in-person gathering in three years, comes as Putin, his military having suffered major setbacks in recent weeks, has indicated he now plans to annex occupied regions of Ukraine. Moscow-aligned puppet governments there are preparing to hold sham referenda on joining Russia.

“The world should see these outrageous acts for what they are,” Biden said of the planned votes.

Just hours before Biden’s speech, Putin announced an immediate partial mobilization of 300,000 reservists in a pre-recorded address airing on Russian state television. Characterizing the conflict as a war with the West, he went as far as to threaten to deploy nuclear weapons.

“To defend Russia and our people, we doubtlessly will use all weapons resources at our disposal,” Putin said. “This is not a bluff.”

Putin’s remarks won’t come as a surprise to the White House, where national security officials continue to believe the war is nowhere near a resolution despite Ukraine’s success in pushing back Russian forces from formerly occupied territories in the country’s east.

Since Russia’s invasion of Ukraine in February, Biden’s guiding principle has been keeping the United States and the North Atlantic Treaty Organization unified and out of any direct confrontation with Russia. Speaking to the world some seven months later, he looked to bolster the resolve of the world’s leading democracies in continuing to stand behind Ukraine, even as the drawn-out conflict has upended energy markets and exacerbated inflation, creating domestic issues for leaders in London, Paris and Berlin.

He will hold his first meeting with new British Prime Minister Liz Truss later Wednesday.

At the same time, he is trying to ward off a potential attack on Taiwan by China. In an interview Sunday on CBS’ “60 Minutes,” Biden said he would respond militarily to any act of aggression by Beijing that violates Taiwan’s sovereignty — the kind of response he took off the table from the get-go when Russia was getting ready to invade Ukraine.

Putin Orders Draft of Reservists for War in Ukraine, Threatens Nuclear Response

A big day in great power politics.

At the Wall Street Journal, "The Russian president’s move sought to bolster his faltering military, while China urged the Kremlin to de-escalate":

MOSCOW—Russian President Vladimir Putin raised the threat of a nuclear response in the conflict and ordered reservists to mobilize, an escalation of the war in Ukraine as Moscow seeks to buttress its army’s flagging manpower and regain the offensive following stinging losses on the battlefield.

“Russia will use all the instruments at its disposal to counter a threat against its territorial integrity—this is not a bluff,” Mr. Putin said in a national address that blamed the West for the conflict in Ukraine, where he said his troops were facing the best of Western troops and weapons.

The speech is the clearest sign yet that seven months into the biggest conflict in Europe since World War II, Russia is unable to counter Ukraine and the West, which has largely united in the face of the Russian invasion. It also raises the stakes for Ukraine’s backers, which have sent billions of dollars of military aid since the beginning of the conflict.

Without providing evidence, Mr. Putin said top officials at the North Atlantic Treaty Organization had said that it would be acceptable to carry out nuclear strikes on Russia. He also blamed Ukraine for strikes against the nuclear-power plant in the Zaporizhzhia region, which has been occupied by Russian troops since near the start of the war.

“To those who allow themselves such statements, I would like to remind them, Russia also has many types of weapons of destruction, the components of which in some cases are more modern than those of the countries of NATO,” said Mr. Putin.

In his speech, Mr. Putin cast the partial mobilization—Russia’s first since World War II—as a response to what he called a decadeslong Western plot to break up Russia. He repeated false accusations that the West had stirred rebellion inside the country’s borders, armed terrorist rebels in the Muslim-dominated south, arranged a coup in Ukraine in 2014 and transformed Ukraine into an “anti-Russian bridgehead, turning the Ukrainians themselves into cannon fodder.”

The bellicose address to the nation comes after officials in Russian-occupied parts of Ukraine on Tuesday announced plans for Russia to annex four regions in the country’s east and south. The move would allow Mr. Putin to describe a Ukrainian offensive on that territory as tantamount to an attack on Russia.

“He has been pushed into a corner and his only hope is to demonstrate resolve and readiness for escalation to compel the Ukrainians to sit down at the negotiating table,” said Abbas Gallyamov, a Russian political analyst and a former speech writer for Mr. Putin. “I don’t think he believes in victory any longer. He wants to show Ukrainians that victory will be too expensive and it’s better to negotiate.”

Shortly after Mr. Putin’s speech, China urged the Kremlin to de-escalate.

“We call on the parties concerned to achieve a cease-fire and an end to the war through dialogue and negotiation, and find a way to take into account the legitimate security concerns of all parties as soon as possible,” said Wang Wenbin, spokesman for the Chinese Foreign Ministry. “We also hope that the international community will create conditions and space for this.”

Western leaders expressed their resolve to continue supporting Ukraine despite Mr. Putin’s threat.

The partial mobilization and annexation of parts of Ukraine are “an admission that [Mr. Putin’s] invasion is failing,” U.K. Defense Secretary Ben Wallace said in a tweet Wednesday. “No amount of threats and propaganda can hide the fact that Ukraine is winning this war, the international community are united and Russia is becoming a global pariah.”

Mr. Putin has sought to avoid a full mobilization of troops, fearing that the broad support for the war could become fragile once average Russians are forced to serve.

While both state-run and independent polls show that most Russians support the war, the enthusiasm has been more subdued than eight years ago, when Mr. Putin ignited the conflict with Ukraine by seizing the southern peninsula of Crimea and announcing its annexation to great fanfare in a Kremlin ceremony.

In its mobilization efforts, the Kremlin has so far taken a calibrated approach, avoiding a widespread call-up that would be a shock to Russian society.

The decision, however, is likely to silence nationalist critics of Mr. Putin’s approach, which has seen him stop short of declaring war.

“Nuclear signaling is directed to the West and Ukraine, but it’s also meant to satisfy radical domestic critiques that are turning into a serious opposition,” said Dmitry Adamsky, a Russian expert at the School of Government, Diplomacy and Strategy at the Reichman University in Herzliya, Israel...

How China Could Choke Taiwan

 At the New York Times, "How China Could Choke Taiwan's Economy With a Blockade":

China is honing its ability to blockade Taiwan, giving Beijing the option of cutting off the self-ruled island in its campaign to take control of it.

For decades, Beijing has had its sights on Taiwan, the self-governing island that China claims as its own. It has built up the People’s Liberation Army with the goal of ultimately taking Taiwan, if efforts to unify peacefully fail. It has modernized its forces, developing the world’s largest navy, which now challenges American supremacy in the seas around Taiwan.

While China likely still lacks the ability to quickly invade and seize Taiwan, it could try to impose a blockade to force the island into concessions or as a precursor to wider military action. In this scenario, China would attempt to subdue Taiwan by choking it and its 23 million people in a ring of ships and aircraft, cutting it off physically, economically and even digitally.

China tried to use its military exercises this month to signal confidence in the People’s Liberation Army’s ability to encircle Taiwan. The military fired ballistic missiles into the waters off Taiwan, 80 miles off China’s coast, sending at least four high over the island itself, according to Japan, and conducted exercises in zones closer to the island than ever before.

In “The Science of Strategy,” a key textbook for People’s Liberation Army officers, Taiwan is not mentioned, but the target is clear. The textbook describes a “strategic blockade” as a way to “destroy the enemy’s external economic and military connections, degrade its operational capacity and war-fighting potential, and leave it isolated and unaided.”

During this month’s exercises, China avoided more provocative moves that could have triggered a more forceful response from Taiwan. But it still sought to convey real menace, putting Taiwan on notice about the risks of not meeting Beijing’s demands.

“I think they have shown their intentions, encircling Taiwan and countering foreign intervention,” said Ou Si-fu, a research fellow at the Institute for National Defense and Security Research, which is affiliated with Taiwan’s Defense Ministry. “Their assumption was ‘Taiwan can be isolated, and so next I can fight you.’”

Real Blockade Would Seek to Repel U.S. Forces

After Speaker Nancy Pelosi defied Beijing’s warnings and visited Taiwan on Aug. 2, China retaliated by deploying warplanes, ships and missiles for 72 hours of drills. It declared six exercise areas around Taiwan, including off the island’s eastern coast, in an effort to project its power farther from the Chinese mainland.

The exercises were not a full-scale rehearsal. In a real blockade, the 11 missiles that China fired into seas around Taiwan would have served little military purpose because they were designed to strike land targets, not ships. China did not roll out its most advanced weaponry. It flew planes near Taiwan, not over it. Although three of the sea zones China had designated for exercises intruded on territorial waters claimed by Taiwan, in practice Chinese missiles and ships avoided those waters.

“This is political warfare,” said Drew Thompson, a senior fellow at the Lee Kuan Yew School of Public Policy in Singapore who formerly worked in the Pentagon. “The political aspect of what they do is sometimes more important than the actual training that they’re undertaking.”

An actual blockade would involve hundreds more ships and aircraft, as well as submarines, trying to seal off Taiwan’s ports and airports and repel possible intervention by warships and planes sent by the United States and its allies.

In a blockade, China would also need to control the skies. China has an array of naval and air bases on its east coast opposite Taiwan, and many more up and down its coast. The Chinese military could also try to shoot down enemy planes with surface-to-air missiles, or even strike at U.S. bases in Guam and Japan.

China’s military strategists see a blockade as a strategy that gives them flexibility to tighten or loosen a noose around Taiwan, depending on Beijing’s objectives.

China could impose a limited blockade by stopping and screening ships, without attacking Taiwan’s ports. Given Taiwan’s dependence on imports of fuel and food, even a temporary blockade could shock the island politically and economically, allowing China a forceful way to press its demands.

“This makes it possible to start and stop once Taiwan ‘learns its lesson,’” said Phillip C. Saunders of the National Defense University, who is a co-editor of a new collection of essays assessing Chinese military choices for Taiwan.

But the People’s Liberation Army trains for a blockade that “would be violent and would generate a lot of international costs,” Mr. Saunders said. In that scenario, China could use a blockade to support an attempt at a full invasion. That step could unleash a potentially protracted and devastating conflict, as well as a major international backlash against China that would bring it economic damage and political isolation.

The uncertainties of the outcome from any war at sea and in the air would be immense for all involved.

China Sees Information as a Key Battleground

In a real conflict to seize Taiwan, China would also seek to control the information landscape. It could use propaganda, disinformation, cyberwarfare and other tools in the hope of drumming up support at home and sowing fear and discord in Taiwan and across the world.

During the recent exercises, the People’s Liberation Army put out a torrent of videos, pictures and reports that blurred the line between propaganda and misinformation. The campaign included footage of jet fighters taking off, missiles fired, warships on patrol and a hospital train ferrying troops, all intended to show a force ready for combat. But it also appeared to exaggerate Chinese capabilities by depicting its forces as bigger and closer to Taiwan than they were in reality.

Chinese military planners regard cyberwarfare as important in any conflict, and experts say that in a real conflict China would use cyberattacks to try to knock out Taiwan’s communications and even paralyze some of its weapons. “Whoever controls information and controls the internet will have the whole world,” the Chinese military’s main textbook on strategy says, citing the late American futurist, Alvin Toffler.

During Ms. Pelosi’s visit to Taiwan, the island experienced sporadic, unsophisticated cyberattacks of unclear origin, creating more nuisance than disruption. At least four Taiwanese government websites endured brief cyberattacks. Hackers took over electronic displays at several 7-Eleven stores and at the Xinzuoying train station in Kaohsiung to display messages condemning Ms. Pelosi.

“The sneaky visit of the old witch to Taiwan is a serious provocation to the sovereignty of the motherland. Those who actively welcome it will eventually be judged by the people. The blood ties of the same race are hard to cut and will continue to be bonded together, and the great China will eventually be unified!”

In an actual conflict, China could also try to sever or disable undersea cables that carry about 90 percent of the data that connects Taiwan to the world, some military experts on the island said. The cables’ “main weak point is where they emerge from the bottom of the sea,” said Mr. Ou, the Taiwanese researcher.

Cutting Taiwan’s undersea cables would also spark chaos affecting other interconnected countries in the region, such as Japan and South Korea.

China Is Creating a New Normal Even after completing this month’s large-scale drills, the People’s Liberation Army has continued to intensify its presence in the Taiwan Strait. Chinese military forces have increased their flights over the so-called median line, an informal boundary between the two sides that they had rarely crossed in the past.

These flights signal a new normal for Chinese military activity closer to Taiwan, underscoring Beijing’s position that it does not accept the island’s claims of sovereign boundaries. Increasingly frequent and close-up exercises also raise the risk that Taiwan could become desensitized and be caught by a surprise attack. It would take minutes for a jet screaming across that line to be over the island if it stayed its course, instead of turning back as the aircraft do now.

“Maybe in the future this kind of action will be like the frog being cooked in boiling water,” said Shu Hsiao-huang, a researcher at Taiwan’s Institute for National Defense and Security Research. “This kind of harassment may become the norm.”

China’s Strategy in the Skies Near Taiwan

In the first three weeks of this month, China dispatched more than 600 military aircraft to buzz the airspace near the island, an unprecedented jump in these flights.

“As the United States and external forces, including Taiwan independence forces, make constant provocations, exercises will become more intense and more frequent, broader in time and scope,” said Song Zhongping, a military commentator in Beijing who is a former Chinese military officer.

China has in recent years made more and more military flights into Taiwan’s Air Defense Identification Zone, a space bigger than the island’s sovereign airspace, as a controlled way of demonstrating Beijing’s anger with Taiwan. Now, by intruding daily into the zone, China’s forces are also potentially attempting to wear down Taiwanese air force planes and pilots. Among the flights recorded by Taiwan this month, many have been fighter jets, but surveillance planes, helicopters and other craft have also been identified...

China Accelerates Nuclear Buildup

China has accelerated an expansion of its nuclear arsenal because of a change in its assessment of the threat posed by the U.S., people with knowledge of the Chinese leadership’s thinking say, shedding new light on a buildup that is raising tension between the two countries.

The Chinese nuclear effort long predates Russia’s invasion of Ukraine, but the U.S.’s wariness about getting directly involved in the war there has likely reinforced Beijing’s decision to put greater emphasis on developing nuclear weapons as a deterrent, some of these people say. Chinese leaders see a stronger nuclear arsenal as a way to deter the U.S. from getting directly involved in a potential conflict over Taiwan.

Among recent developments, work has accelerated this year on more than 100 suspected missile silos in China’s remote western region that could be used to house nuclear-tipped missiles capable of reaching the U.S., according to analysts that study satellite images of the area.

American leaders have said the thinking behind China’s nuclear advance is unclear. Independent security analysts who study nuclear proliferation say they are also in the dark about what is driving Beijing after exchanges between Chinese officials and analysts mostly dried up in the past few years.

The people close to the Chinese leadership said China’s increased focus on nuclear weapons is also driven by fears Washington might seek to topple Beijing’s Communist government following a more hawkish turn in U.S. policy toward China under the Trump and Biden administrations.

American military officials and security analysts are concerned China’s nuclear acceleration could mean it would be willing to make a surprise nuclear strike. The people close to the Chinese leadership said Beijing is committed to not using nuclear weapons first.

China plans to maintain an arsenal no larger than necessary to ensure China’s security interests, they said, adding that the Chinese military believes its nuclear weapons are too outdated to present an effective deterrent against a potential U.S. nuclear strike.

“China’s inferior nuclear capability could only lead to growing U.S. pressure on China,” one person close to the leadership said.

Nervous international reaction to Russian leader Vladimir Putin’s call for his nuclear forces to be put on alert following his invasion of Ukraine has offered Chinese officials a real-world lesson about the strategic value of nuclear weapons. So did Ukraine’s decision in 1994 to turn over the nuclear weapons left in the country after the breakup of the Soviet Union in return for security assurances from the U.S. and Russia.

“Ukraine lost its nuclear deterrence in the past and that’s why it got into a situation like this,” said a retired Chinese military officer with ties to the country’s nuclear program.

The people familiar with the Chinese leadership’s thinking said Beijing hasn’t conveyed any adjustments to the country’s nuclear policy as a result of developments in Ukraine. China’s Ministry of Defense didn’t respond to a request for comment.

The people have knowledge of Beijing’s thinking about nuclear policy through their work with various agencies involved in security issues. None are directly involved in the setting of nuclear policy. They didn’t preclude that future developments might change Beijing’s approach and said other factors may also be influencing the leadership’s approach to nuclear weapons.

Their observations nevertheless bring greater clarity to a shift in Beijing’s thinking that has far-reaching consequences globally. Rising tension between the U.S. and China over nuclear weapons could throw the world back into a Cold War-style nuclear standoff similar to that seen in the decades following World War II between the U.S. and Soviet Union.

The risk of miscalculations this time could be higher, however, because while the U.S. and Soviet Union communicated about their nuclear weapons during arms control talks from the late 1980s, the Chinese program and Beijing’s thinking on the role of nuclear weapons has been shrouded in secrecy. China has declined to engage in nuclear arms control talks with the U.S., saying Washington should first reduce its nuclear inventory.

U.S. government and private sector estimates put China’s nuclear arsenal in the low hundreds of warheads, far below the roughly 4,000 warheads held by both Russia and the U.S. The Pentagon says it now expects China to have 1,000 warheads by the end of this decade.

Satellite images taken during January show the last 45 of the temporary covers over each of 120 suspected missile silos near the city of Yumen have been removed, suggesting the most sensitive work at all of the silos has been completed, said Matt Korda, a senior research associate for the Nuclear Information Project at the Federation of American Scientists in Washington. At two other smaller silo fields in western China, work is at earlier stages.

The silos at each of the sites are large enough for a new long-range Chinese missile known as the DF-41 that was put into service in 2020 and is capable of hitting the U.S. mainland, analysts say. Tests of missiles that are launched from aircraft and can carry nuclear warheads also give Beijing a stronger chance of being able to retaliate if it is hit first in a nuclear attack.

In public, China has played down its nuclear pursuits.

“On the assertions made by U.S. officials that China is expanding dramatically its nuclear capabilities, first, let me say that this is untrue,” Fu Cong, director general of the Foreign Ministry’s arms control department, said earlier this year. He said that China is working to ensure its nuclear deterrent meets the minimum level necessary for national defense.

Chinese leaders had seen nuclear weapons as being of limited value because they don’t offer realistic options for fighting most wars. A major shift occurred in early 2020, according to the people familiar with the leadership’s thinking, as the U.S. government hardened its stance toward Beijing in the early stages of the Covid-19 pandemic.

Strong criticism of the Communist Party from senior Trump administration officials spurred a consensus among Chinese leaders that Washington was willing to take greater risks to stop China’s rise, some of the people said.

A May 2020 speech in Mandarin by former Deputy National Security Adviser Matt Pottinger was particularly alarming, they said. Speaking on the anniversary of a pivotal 1919 student protest in China, Mr. Pottinger said: “Wasn’t the goal to achieve citizen-centric government in China, and not replace one regime-centric model with another one? The world will wait for the Chinese people to furnish the answers.”

“The speech was obviously calling the Chinese to topple the Communist Party,” one person familiar with the Chinese leadership’s thinking said.

In response to a request for comment, Mr. Pottinger said that such an interpretation was “a profound admission that the Communist Party knows it has failed to deliver citizen-centric governance, and it confirms what everyone already suspected: What Beijing fears above all is its own people.”

At the same time, increased support from the U.S. for Taiwan, a democratically self-ruled island that Beijing views as a part of China and has vowed to put under its control, prompted Chinese leaders to debate the prospect that the U.S. might be willing to use nuclear weapons in a conflict over the island, according to the people close to the leadership...
