Sea Power Makes Great Powers

At Foreign Policy, "History reveals a country’s rise and decline are directly related to the heft of its navy. So why is the United States intent on downsizing?":

THE NUMBER OF SHIPS A COUNTRY POSSESSES has never been the sole measure of its power at sea. Other factors, of course, play a role: The types of ships it has--submarines, aircraft carriers, destroyers--the manner in which they are deployed, the sophistication of their sensors, and the range and lethality of their weapons all make a difference. Still, on the high seas, quantity has a quality all its own. And over the past several decades, U.S. ship numbers have seen a dramatic overall decline.

The 1980s and 1990s marked the beginning of this downward trend. The U.S. government at the time cut subsidies for the nation's commercial shipbuilding industry, eventually hobbling the shipyards it would need to build a bigger fleet. With the end of the Cold War, policymakers went a step further, slashing funding to the U.S. Navy to create a shortsighted peace dividend. Now, with defense budgets flat or declining, leading Defense Department officials are pushing a "divest to invest" strategy--whereby the Navy must decommission a large number of older ships to free up funds to buy fewer, more sophisticated, and presumably more lethal platforms.

China, meanwhile, is aggressively expanding its naval footprint and is estimated to have the largest fleet in the world. Leading voices simultaneously recognize the rising China threat while also arguing that the United States must shrink its present fleet in order to modernize. Adm. Philip Davidson, who led U.S. Indo-Pacific Command until he retired this spring, observed in March that China could invade Taiwan in the next six years--presumably setting the stage for a major military showdown with the United States--while Adm. Michael Gilday, the chief of naval operations, has argued that the Navy needs to accelerate the decommissioning of its older cruisers and littoral combat ships to free up money for vessels and weapons that will be critical in the future.

Taken together, these views add up to strategic confusion and an obliviousness to history.

CENTURIES OF GLOBAL RIVALRY SHOW how a country's power--and its decline--is directly related to the size and capability of its naval and maritime forces. The ability to ship goods in bulk from places where they are produced to places where they are scarce has long represented an expression of national power. Athens had a robust navy as well as a large merchant fleet. Carthage in the third century B.C., Venice in the 13th and 14th centuries, and the Dutch republic in the 16th and 17th centuries also fielded merchant and naval fleets to pursue and protect their interests. In this way, they were able to transform their small- and medium-sized nations into great powers.

Following the Napoleonic wars in the early 19th century, a large Royal Navy effectively knitted together the British Empire upon which "the sun never set." By the latter half of that century, the British maintained a "two-power standard," whereby the size of the Royal Navy had to meet or exceed the next two navies combined. That ultimately proved unsustainable. It was the doubling of the U.S. Navy battle force under President Theodore Roosevelt that catapulted the United States to global power and prominence. Most historians view the 14-month world cruise of new U.S. battleships--Roosevelt's Great White Fleet--as the birth of what would come to be known as the American Century.

The dramatic expansion of the U.S. fleet through two world wars--finishing the later conflict with more than 6,000 vessels, by far the largest navy ever afloat--set the country on its superpower path. Finally, Ronald Reagan's 600-ship Navy, as much a public relations campaign as it was a shipbuilding plan, helped convince the Soviet Union that it would not win the Cold War.

Throughout history, large naval and merchant fleets represented not just a power multiplier but an exponential growth factor in terms of national influence. All historical sea powers recognized this--until they didn't.

IN OCTOBER 1904, ADM. JOHN "JACKIE" FISHER Was appointed first sea lord of the Royal Navy. He arrived in office certain who the enemy was--Germany--but also with clear direction from civilian leadership to tighten his belt and accept declining naval budgets. Fisher's solution to this strategic dilemma was to dramatically shrink the fleet in order to pay for modernization while also concentrating the remaining ships closer to Great Britain. His investments in modernization were breathtaking--most notably the introduction of a steam-turbine, all-big-gun battleship, the HMS Dreadnought, which would lend its name to all subsequent battleships that followed, transforming global naval competition.

But Fisher paid for his modernized vessels by massively culling the 600-ship Royal Navy he inherited from his predecessor. "With one courageous stroke of the pen," then Prime Minister Arthur Balfour approvingly stated, Fisher slashed 154 ships from the Royal Navy's active list. Fisher classified some of these ships as "sheep," which were sent to the slaughter in the breakers' yards; others as "llamas," downgraded but retained in the reserves; and still others as "goats," which retained their guns with the stipulation that no further maintenance funds would be allocated to them.

The cull, however, wasn't cost-free. Most of the cuts were taken from gunboats and cruisers assigned to nine distant stations where Britain had national interests, such as in Asia or Africa. The cuts generated great criticism not only from within the Royal Navy, which was manned by officers with long experience and strong views regarding the importance of a naval presence overseas, but also from the British Colonial and Foreign Offices, which instantly recognized that they would no longer be able to call on readily available Royal Navy ships to support the nation's diplomatic interests.

Ultimately, Fisher did modernize his fleet in the short term. Both the Dreadnought class battleships as well as their consorts, the smaller Invincible-class battle cruisers, rendered all previous designs instantly obsolete. What Fisher did not anticipate was that his contraction and modernization of the Royal Navy would create two simultaneous effects: It destabilized the international environment, and it triggered a global naval arms race.

Britain had already been under pressure in the Far East and had asked Japan for assistance protecting its interests there, but now it found itself without a fleet of sufficient size to defend its interests in other geostrategic locations like the Caribbean and Africa. It had to trust a new partner, the United States, to take on that job. The only alternative would have been for Britain to simply forgo its colonial interests in order to focus on what it viewed as the preponderant German threat in the Baltic, North Sea, and northern Atlantic Ocean.

There were other knock-on effects. Flaving surrendered its dominant lead in overall ship numbers, Britain found itself in a new naval arms race in which its previous, sunkcost investments in older ships offered no benefit. To its dismay, Britain began this new arms race from nearly the same position as its geostrategic rivals. Soon every European power, as well as the United States and Japan, was building modern dreadnoughts, and Fisher and his navy were unable to maintain or reestablish their previous two-power standard.

Today, Fisher's strategy would be recognized as a divest-to-invest modernization plan. And the lesson is clear: Britain found that it was unable to preserve even the facade of being a global power; it was quickly reduced to being a regional maritime power on the periphery of Europe. The ensuing conditions of international instability, shifting alliance structures, and the global arms race contributed to the outbreak of World War I and the end of empires, including Britain's.

THE UNITED STATES CURRENTLY FACES many of the same strategic challenges that Britain confronted just over a century ago. Much as the Balfour ministry faced strategic strain from the distant Boer War--as well as expanding domestic social instability and the rise of Germany--the United States is dealing with the chaotic withdrawal from Afghanistan, domestic civil unrest, and a rising China. Additionally, the White House Office of Management and Budget has attempted to impose on the Defense Department similar fiscal strictures to those that Balfour levied on Fisher's Admiralty: flat to declining budgets and demands to be more efficient. As a result, the Pentagon has made the decision to cut back on its shipbuilding plans, starting construction of only eight new ships in the next year, half of them auxiliaries, while accelerating the decommissioning of seven cruisers, dropping the fleet to an estimated 294 ships. Congress has indicated that it will seek to expand these numbers, but the future is increasingly murky.

Given that even the most capable ship can only be in one place at a time and that the world's oceans are vast, the fleet as planned will not meet the demand for a naval presence detailed by the various four-star regional combatant commanders around the world. On average, their requests equate to approximately 130 ships at sea on any given day, nearly half of the present fleet. Today the Navy deploys, on average, fewer than 90 ships per day, creating gaps in key regions where America's interests are not being upheld. The Navy previously sought efficiencies that would allow it to "do more with less," by curbing training or the time ships spent in maintenance. The result, however, was an uptick in serious accidents at sea and a decline in the material readiness of the battle fleet.

Still, the overarching U.S. naval strategy, stated repeatedly by defense leaders during this spring's round of congressional hearings, is to "divest" of older platforms in order to "invest" in newer platforms that, although fewer in number, would possess a qualitative edge over those fielded by competitors. As history reveals, this strategy will produce a fleet too small to protect the United States' global interests or win its wars. Ultimately, the U.S. shipbuilding base and repair yards will atrophy to a point where they will not be able to meet the demand for new ships nor provide repairs when war almost inevitably comes.

TO AVOID THE MISTAKES OF THE PAST, Congress Should follow its constitutional charge in Article 1 and allocate funds sufficient to both provide for a newer, more modern fleet in the long run and to maintain the Navy that it has today as a hedge against the real and proximate threat from China. Such an allocation requires a 3 to 5 percent annual increase in the Navy's budget for the foreseeable future, as was recommended by the bipartisan 2018 National Defense Strategy Commission.

Both steps are crucial. Weapons like hypersonic missiles and directed energy mounts like the much-hyped railgun are changing the face of warfare, although not its nature, and the United States must invest to keep up with its competitors in China and Russia, which are already fielding some of these systems in large numbers. However, the Navy, as the day-to-day patroller facing these two rival great powers, cannot shrink the size of its battle force. As both Theodore and Franklin D. Roosevelt and later Ronald Reagan all understood:

Great powers possess large, robust, and resilient navies. Conversely, shrinking fleets historically suggest nations that are overstretched, overtasked, and in retreat. Such revelations invite expansion and challenge from would-be rivals. To meet the demands of the current strategic environment, the U.S. Navy must grow--and quickly.

Not even a fleet of355 ships, the number advanced by the Obama administration in its closing days, will be sufficient to reestablish conventional deterrence on the high seas. Instead, the United States should seek a fleet of456 ships, comprising a balance between high-end, high-tech ships such as nuclear attack submarines and low-end, cheaper small surface combatants that can be added to numbers quickly. It should also seek to extend the lives of the ships it has now in its inventory to cover the short-term threat. The United States can do this by scheduling these ships for service life extensions of their hulls and power plants and for modernization of their combat systems and associated sensors within the constellation of the nation's civilian ship repair yards...

China Accelerates Nuclear Buildup

Well that's just great. *Eye-roll.*

China has accelerated an expansion of its nuclear arsenal because of a change in its assessment of the threat posed by the U.S., people with knowledge of the Chinese leadership’s thinking say, shedding new light on a buildup that is raising tension between the two countries.

The Chinese nuclear effort long predates Russia’s invasion of Ukraine, but the U.S.’s wariness about getting directly involved in the war there has likely reinforced Beijing’s decision to put greater emphasis on developing nuclear weapons as a deterrent, some of these people say. Chinese leaders see a stronger nuclear arsenal as a way to deter the U.S. from getting directly involved in a potential conflict over Taiwan.

Among recent developments, work has accelerated this year on more than 100 suspected missile silos in China’s remote western region that could be used to house nuclear-tipped missiles capable of reaching the U.S., according to analysts that study satellite images of the area.

American leaders have said the thinking behind China’s nuclear advance is unclear. Independent security analysts who study nuclear proliferation say they are also in the dark about what is driving Beijing after exchanges between Chinese officials and analysts mostly dried up in the past few years.

The people close to the Chinese leadership said China’s increased focus on nuclear weapons is also driven by fears Washington might seek to topple Beijing’s Communist government following a more hawkish turn in U.S. policy toward China under the Trump and Biden administrations.

American military officials and security analysts are concerned China’s nuclear acceleration could mean it would be willing to make a surprise nuclear strike. The people close to the Chinese leadership said Beijing is committed to not using nuclear weapons first.

China plans to maintain an arsenal no larger than necessary to ensure China’s security interests, they said, adding that the Chinese military believes its nuclear weapons are too outdated to present an effective deterrent against a potential U.S. nuclear strike.

“China’s inferior nuclear capability could only lead to growing U.S. pressure on China,” one person close to the leadership said.

Nervous international reaction to Russian leader Vladimir Putin’s call for his nuclear forces to be put on alert following his invasion of Ukraine has offered Chinese officials a real-world lesson about the strategic value of nuclear weapons. So did Ukraine’s decision in 1994 to turn over the nuclear weapons left in the country after the breakup of the Soviet Union in return for security assurances from the U.S. and Russia.

“Ukraine lost its nuclear deterrence in the past and that’s why it got into a situation like this,” said a retired Chinese military officer with ties to the country’s nuclear program.

The people familiar with the Chinese leadership’s thinking said Beijing hasn’t conveyed any adjustments to the country’s nuclear policy as a result of developments in Ukraine. China’s Ministry of Defense didn’t respond to a request for comment.

The people have knowledge of Beijing’s thinking about nuclear policy through their work with various agencies involved in security issues. None are directly involved in the setting of nuclear policy. They didn’t preclude that future developments might change Beijing’s approach and said other factors may also be influencing the leadership’s approach to nuclear weapons.

Their observations nevertheless bring greater clarity to a shift in Beijing’s thinking that has far-reaching consequences globally. Rising tension between the U.S. and China over nuclear weapons could throw the world back into a Cold War-style nuclear standoff similar to that seen in the decades following World War II between the U.S. and Soviet Union.

The risk of miscalculations this time could be higher, however, because while the U.S. and Soviet Union communicated about their nuclear weapons during arms control talks from the late 1980s, the Chinese program and Beijing’s thinking on the role of nuclear weapons has been shrouded in secrecy. China has declined to engage in nuclear arms control talks with the U.S., saying Washington should first reduce its nuclear inventory.

U.S. government and private sector estimates put China’s nuclear arsenal in the low hundreds of warheads, far below the roughly 4,000 warheads held by both Russia and the U.S. The Pentagon says it now expects China to have 1,000 warheads by the end of this decade.

Satellite images taken during January show the last 45 of the temporary covers over each of 120 suspected missile silos near the city of Yumen have been removed, suggesting the most sensitive work at all of the silos has been completed, said Matt Korda, a senior research associate for the Nuclear Information Project at the Federation of American Scientists in Washington. At two other smaller silo fields in western China, work is at earlier stages.

The silos at each of the sites are large enough for a new long-range Chinese missile known as the DF-41 that was put into service in 2020 and is capable of hitting the U.S. mainland, analysts say. Tests of missiles that are launched from aircraft and can carry nuclear warheads also give Beijing a stronger chance of being able to retaliate if it is hit first in a nuclear attack.

In public, China has played down its nuclear pursuits.

“On the assertions made by U.S. officials that China is expanding dramatically its nuclear capabilities, first, let me say that this is untrue,” Fu Cong, director general of the Foreign Ministry’s arms control department, said earlier this year. He said that China is working to ensure its nuclear deterrent meets the minimum level necessary for national defense.

Chinese leaders had seen nuclear weapons as being of limited value because they don’t offer realistic options for fighting most wars. A major shift occurred in early 2020, according to the people familiar with the leadership’s thinking, as the U.S. government hardened its stance toward Beijing in the early stages of the Covid-19 pandemic.

Strong criticism of the Communist Party from senior Trump administration officials spurred a consensus among Chinese leaders that Washington was willing to take greater risks to stop China’s rise, some of the people said.

A May 2020 speech in Mandarin by former Deputy National Security Adviser Matt Pottinger was particularly alarming, they said. Speaking on the anniversary of a pivotal 1919 student protest in China, Mr. Pottinger said: “Wasn’t the goal to achieve citizen-centric government in China, and not replace one regime-centric model with another one? The world will wait for the Chinese people to furnish the answers.”

“The speech was obviously calling the Chinese to topple the Communist Party,” one person familiar with the Chinese leadership’s thinking said.

In response to a request for comment, Mr. Pottinger said that such an interpretation was “a profound admission that the Communist Party knows it has failed to deliver citizen-centric governance, and it confirms what everyone already suspected: What Beijing fears above all is its own people.”

At the same time, increased support from the U.S. for Taiwan, a democratically self-ruled island that Beijing views as a part of China and has vowed to put under its control, prompted Chinese leaders to debate the prospect that the U.S. might be willing to use nuclear weapons in a conflict over the island, according to the people close to the leadership...

USS Harry S. Truman Flexes Muscle in the Mediterranean

NORTHERN IONIAN SEA — The flight deck of the aircraft carrier USS Harry S. Truman was covered with jet engine gas vapor as F-18 Super Hornets rocketed into the sky one after the other. Watching takeoffs and landings at close quarters “is one of the most dangerous things you will ever do,” claimed my minder, an officer with 28 years of experience in the Navy.

In the sound and fury of the flight deck, this didn’t feel like hyperbole: The experience was jarring. Despite ear-defenders, the growl of the throttle from an aircraft that travels at 1.8 times the speed of sound makes your chest cage rattle and your heart race. More than once we were yelled at with drill-sergeant intensity to “GET BEHIND THE LINE!” as aircraft constantly taxied, took off and landed around us. Welcome to the danger zone.

While the high tempo was business as usual for the crew of the USS Truman, the backdrop, both geographically and politically, was not: Accustomed to the Pacific Ocean and the seas of the Middle East, the USS Truman’s strike group is now in the northern Ionian Sea, its fighter jets and radar planes patrolling NATO’s eastern borders and looking east, to a Ukraine now under invasion from Russian armed forces.

Since the invasion almost a month ago, these jets have flown more than 75 patrol missions across NATO’s eastern flank up to the Ukraine border, from the Truman. The so-called Enhanced Air Policing mission is part of NATO’s Assurance Measures introduced in 2014, after Russia’s illegal annexation of the Crimean peninsula, and is aimed at defending NATO airspace, preventing incursions by Russians.

The 20-story nuclear-powered Truman is the flagship of a strike group, a mobile fighting force of up to 10 destroyers and submarines, eight aircraft squadrons and a missile cruiser that can move anywhere in the world’s seas, launching missile or air strikes or merely providing visible proof of American resolve.

As a mobile U.S. airbase, the Truman will be on the front line if NATO decides to enforce a no-fly zone, or should the worst happen and NATO forces be drawn into a direct conflict. “The role of Truman, with other allies, is to deter Russians from further aggression and to be on constant standby for orders that might be given from our president or from other leaders around the world for the protection of Ukraine and the people of Ukraine,” Secretary of the U.S. Navy Carlos Del Toro told POLITICO during a visit to the carrier...

Putin's War Is Fortifying the Democratic Alliance

The United States and its allies have failed to prevent Russia from brutalizing Ukraine, but they can still win the larger struggle to save the international order. Russia’s savage invasion has exposed the gap between Western countries’ soaring liberal aspirations and the paltry resources they have devoted to defend them. The United States has declared great-power competition on Moscow and Beijing but has so far failed to summon the money, the creativity, or the urgency necessary to prevail in those rivalries. Yet Russian President Vladimir Putin has now inadvertently done the United States and its allies a tremendous favor. In shocking them out of their complacency, he has given them a historic opportunity to regroup and reload for an era of intense competition—not just with Russia but also with China—and, ultimately, to rebuild an international order that just recently looked to be headed for collapse.

This isn’t fantasy: it has happened before. In the late 1940s, the West was entering a previous period of great-power competition but had not made the investments or initiatives needed to win it. U.S. defense spending was pathetically inadequate, NATO existed only on paper, and neither Japan nor West Germany had been reintegrated into the free world. The Communist bloc seemed to have the momentum. Then, in June 1950, an instance of unprovoked authoritarian aggression—the Korean War—revolutionized Western politics and laid the foundation for a successful containment strategy. The policies that won the Cold War and thereby made the modern liberal international order were products of an unexpected hot war. The catastrophe in Ukraine could play a similar role today.

Putin’s aggression has created a window of strategic opportunity for Washington and its allies. The democracies must now undertake a major multilateral rearmament program and erect firmer defenses—military and otherwise—against the coming wave of autocratic aggression. They must exploit the current crisis to weaken the autocrats’ capacity for coercion and subversion and deepen the economic and diplomatic cooperation among liberal states around the globe. The invasion of Ukraine signals a new phase in an intensifying struggle to shape the international order. The democratic world won’t have a better chance to position itself for success.

SHOCK THERAPY

The United States has been talking tough about great-power competition for years. But to counter authoritarian rivals, a country needs more than self-righteous rhetoric. It also requires massive investments in military forces geared for high-intensity combat, sustained diplomacy to enlist and retain allies, and a willingness to confront adversaries and even risk war. Such commitments do not come naturally, especially to democracies that believe that peace is the norm. That is why ambitious competitive strategies usually sit on the shelf until a shocking event compels collective sacrifice.

Take containment. Now considered one of the most successful strategies in U.S. diplomatic history, containment was on the verge of failure before the Korean War broke out. During the late 1940s, the United States had undertaken a dangerous, long-term competition against a mighty authoritarian rival. U.S. officials had established maximalist objectives: the containment of Soviet power until that regime collapsed or mellowed and, in the words of President Harry Truman, support for “peoples who are resisting attempted subjugation.” Truman had begun to implement landmark policies such as the Marshall Plan to rebuild Western Europe and the signing of the North Atlantic Treaty. Yet before June 1950, containment remained more of an aspiration than a strategy.

Even as Cold War crises broke out in Berlin, Czechoslovakia, Iran, and Turkey, U.S. military spending plummeted from $83 billion at the end of World War II to $9 billion in 1948. The North Atlantic Treaty was new and feeble: the alliance lacked an integrated military command or anything approaching the forces it needed to defend Western Europe. Resource constraints forced Washington to write off China during its civil war, effectively standing aside as Mao Zedong’s Communists defeated Chiang Kai-Shek’s Nationalist government, and to draw a defense perimeter that initially excluded South Korea and Taiwan. U.S. statecraft combined sky-high ambitions with a bargain-basement approach to achieving them.

The reasons for this shortfall will sound familiar. U.S. officials hoped that the United States’ overall military superiority—especially its atomic monopoly—would compensate for weaknesses everywhere along the East-West divide. They found it hard to believe that even ruthless, totalitarian enemies might resort to war. In Washington, moreover, global visions competed with domestic priorities, such as taming inflation and balancing the budget. U.S. officials also planned to economize by splitting the country’s rivals—specifically, wooing Chinese leader Mao Zedong’s communists once they won China’s civil war and pulling that country away from the Soviet Union.

That policy failed: Mao sealed an alliance with Moscow in early 1950. Just months before, another strategic setback—the first Soviet nuclear test—had ended the United States’ atomic monopoly. Yet even then, Truman was unmoved. When Paul Nitze, the director of the State Department’s Policy Planning Staff, crafted his famous memo, NSC-68, calling for a global diplomatic offensive supported by a massive military buildup, Truman politely ignored the paper and announced plans to cut the defense budget.

It took a brazen international land grab to shake Washington out of its torpor. North Korean Premier Kim Il Sung’s assault on South Korea, undertaken in collusion with Mao and the Soviet leader Joseph Stalin, changed everything. The invasion convinced U.S. policymakers that the dictators were on the march and the danger of global conflict was growing. The conflict also dispelled any hope of dividing Moscow and Beijing: Washington now faced a communist monolith applying pressure all around the Eurasian periphery. In short, the North Korean invasion made the Truman administration fear that the postwar world was hanging in the balance.

U.S. policymakers decided not just to defend South Korea but to mount a global campaign to strengthen the noncommunist world. The North Atlantic Treaty became the North Atlantic Treaty Organization, with a unified command structure and 25 active divisions at its disposal. The Truman administration dispatched additional forces to Europe, where U.S. allies accelerated their military preparations and agreed, in principle, to rearm West Germany. In the Asia-Pacific, the United States created a cordon of security pacts involving Australia and New Zealand, Japan, and the Philippines and deployed naval forces to prevent a Chinese takeover of Taiwan.

The Korean War thus turbocharged the emergence of the global network of alliances and the enduring military deployments that constituted the backbone of containment. It precipitated the revival and rearmament of former enemies, Japan and West Germany, as core members of the free world. Underpinning all this was an enormous military buildup meant to make Soviet aggression unthinkable. Unipolarity Is Not Over

Folks have been arguing that the American era of superpower primacy is over. Starting with the collapse of the Soviet Union at the end of the Cold War, we've had a good run. Things have changed over the last 30 years, and China's now a top peer competitor about to knock the American hegemon off the its pedestal of global preponderance. We're Great Britain after 1914.

Actually, no. 

I mean, in just this last three weeks, the stunning American response to Russia's invasion of Ukraine should be ample indication of how powerful the U.S. remains in literally all aspects of global power and international interactions. The tremendous, crushing U.S. leadership of global financial markets, the international monetary regime --- and NATO in the military arena --- should give hostile nations pause. While sanctions don't always work, events have shown the breathtaking and devastating ability of the U.S. to lead allied states around the world to literally remove a threatening global state actor from the civilization of nations. 

It's near certain that Vladymir Putin will never back down in Ukraine, much less negotiate (in good faith) a ceasefire culminating in a new Russian modus vivendi. What we do know is with the exception of owning the world's largest nuclear arsenal, it's patently clear that Russia lacks the ability to wage a dominant regional war at the periphery of its sovereign authority, much less a continent-wide war against at least 30 democracies organized into the most powerful military alliance in world history.

And you can bet your sweet bippy the Chinese are watching events in Ukraine extremely closely, perhaps regretting the deal Chairman Xi entered into at the Winter Games last month sealing a new strategic partnership with Moscow. Indeed, Beijing's now distancing itself from Putin and the Russians, lest China be pulled into an even more antagonist relationship with the United States. It's been a heady start to 2022. 

The literature of internationalist relations theory sheds some light on the current distribution of capabilities. Professors Stephen G. Brooks and William C. Wohlforth have published a number of papers (here and here, for example) throwing cold water on claims that China is overtaking the U.S. in global competition. More recently scholars Hal Brands and Michael Beckley have made the case for "The End of China’s Rise." While no doubt structural change is afoot in world politics, it's still much too early to declare the arrival of a multipolar order that hearkens back to the the "twenty years crisis" before the outbreak of World War II. 

Lots of folks will obviously disagree, but I'm bullish on America. I don't believe the U.S. and China are destined for war

I write all of this in response to young whippersnapper Josh Hammer's claim, at the American Spectator that, "With the rise of China and the return of great-power competition, that unipolar era is, for all intents and purposes, now over." 

I don't know?

China has two aircraft carriers, one it acquired, ironically, from Ukraine in 2012 and declared ready for combat operations just three years ago. Beijing is decades away from deploying a true blue-water navy capable of challenging the United States Navy on the open seas. We currently deploy 11 aircraft carriers, and the new Gerald R. Ford-class carrier is set to replace the Navy's current Nimitz-class carriers on a one-to-one basis over the next few decades. The USS Gerald R. Ford, the first next generation carrier delivered to the Pentagon, was commissioned in 2017

Ten Ford-class carriers are expected to be deployed over the next few decades. The United States can do this --- build the world's largest and most advanced naval warships in world history --- while spending just 3.2 percent of GDP on defense spending. In World War II, U.S. defense spending as a proportion of GDP was 40 percent, and 6 percent during Reagan administration's awesome defense build up in the 1980s. It's nothing, to the great consternation of our enemies. 

The U.S. still retains the world's largest military overall, but we've not been in something like a Cold War posture for 30 years. We lose small wars in place like Mogadishu, and U.S. democracy promotion by force proved bankrupt on the shoals of American intervention in Afghanistan and Iraq. But the U.S. still holds the command of the commons, though it will take wise and judicious leadership to maintain America's world strategic edge. 

Fact is, the U.S. actually needs more carriers than it currently deploys, if it hopes to deter Chinese naval power in the West Pacific. While nowhere near as sophisticated as U.S. naval forces, China now boasts the largest navy in the world

As noted at the Amazon page for Tom Clancy'a 1999 book, Carrier: A Guided Tour of an Aircraft Carrierthese ships "are floating cities with crews of thousands. They are the linchpins of any military strategy, for they provide what has become the key to every battle fought since World War I: air superiority. The mere presence of a U.S. naval carrier in a region is an automatic display of strength that sends a message no potential enemy can ignore."

There's much more to be said of the likely and long continuance of U.S. dominance in world politics, on a number of measures. But current financial sanctions against Russia demonstrate the sheer scale of U.S. power in the world economy, and American naval capabilities and technological sophistication won't likely be matched by peer competitor this century.

While this is a very rudimentary, preliminary analysis of the problem, when you hear some cocksure folks telling you our days as the world's Leviathan are over, you might take it with a grain of salt.

WASHINGTON (AP) — It was an hour President Joe Biden would no doubt like to forget.

On Friday, the Pentagon acknowledged that a drone strike in Afghanistan killed 10 civilians, including seven children, not terrorists. A panel advising the Food and Drug Administration voted to not recommend COVID-19 booster shots for all Americans over age 16, dashing an administration hope. And France announced it was recalling its ambassador to the United States out of anger for being cut out of a secret nuclear submarine deal Biden had struck with the United Kingdom and Australia.

The headlines, all within an hour, underscored the perils for any president from situations that can define a term in office.

Already, Biden has seen public approval numbers trend downward as the pandemic has deepened and Americans cast blame for the flawed U.S. withdrawal from Afghanistan.

The administration had hoped to roll out tougher vaccine guidelines, a new international alliance to thwart China and a recommitment to what Biden has done best: drawing on his years on Capitol Hill and knowledge of the legislative process to cajole fellow Democrats to pass the two far-reaching spending bills that make up the heart of his agenda.

Those ambitions are now more difficult to achieve.

Biden has proclaimed defeating the pandemic to be the central mission of his presidency. But the United States is now averaging more than 145,000 confirmed COVID-19 cases per day, compared with a low of about 8,500 per day three months ago.

The president has tried to shift the blame for the resurgence of cases to the more than 70 million Americans who have not gotten a vaccine and the GOP lawmakers who have opposed his increasingly forceful efforts to push people to get a shot. Aides had hoped for full FDA approval for the boosters, yet the advisory panel only recommended them for those over age 65 or with underlying health conditions or special circumstances.

Biden aides in recent days had quietly expressed relief that the Afghanistan withdrawal — like the war itself for much of its nearly two decades — has receded from headlines. That feeling was shattered Friday afternoon when the Pentagon revealed the errant target for what was believed to be the final American drone strike of the war...

The Sharp U.S. Pivot to Asia Is Throwing Europe Off Balance

BRUSSELS — Until this week, the so-called “pivot to Asia” by the United States had been more of a threat than a reality for Europe. But that changed when the Biden administration announced a new defense alliance against China that has left Europe facing an implicit question:

Which side are you on?

It is a question that European leaders have studiously sought to avoid since former President Barack Obama first articulated that America should “pivot” resources and attention to Asia as part of its rivalry with China. European leaders hoped that the relationship between the two superpowers could remain stable and that Europe could balance its interests between the two.

Then the Trump administration sharply raised the temperature with China with tariffs and other trade barriers. And now the Biden administration on Wednesday announced an alliance between the United States, Britain and Australia that would help Australia deploy nuclear-powered submarines in the Pacific — and, in doing so, also tore up a $66 billion deal for Australia to buy a French fleet of diesel-powered subs.

“Europeans want to defer the moment of truth, to not make a choice between the two,” said Thomas Gomart, director of the French Institute of International Relations, or IFRI. “The Biden administration, like the Trump one, is provoking the moment of choice.”

France was enraged. Yet if it was a humiliation — as well as the cancellation of a lucrative defense deal — it possibly did have a silver lining for France’s broader goals. President Emmanuel Macron of France has been Europe’s loudest proponent of “strategic autonomy,” the idea that Europe needs to retain a balanced approach to the United States and China.

“We must survive on our own, as others do,” said Josep Borrell Fontelles, the European Union’s foreign policy chief, echoing the French line.

The French embarrassment — the Americans also announced the submarine deal with little if any warning — came after the disastrous fall of Afghanistan. European allies were furious with the Biden administration, blaming the Americans for acting with little or no consultation and feeding Mr. Macron’s argument that the United States is no longer an entirely reliable security partner.

“The submarines and Afghanistan, it reinforces the French narrative that you can’t trust the Americans,” said Ulrich Speck of the German Marshall Fund in Berlin.

But whether France will succeed in turning this bilateral defeat into a way to promote strategic autonomy is doubtful, analysts suggest. “Many Europeans will see this as a transparent way for the French to leverage their own interests,” said Robin Niblett, director of Chatham House, the London-based research institution.

Even so, there seems little doubt that Europe’s balancing act is becoming trickier to maintain.

“Europe needs to think hard about where it sits and what it does,” said Rosa Balfour, director of Carnegie Europe. A Europe that spends more on defense is to be desired, but it also needs allies — including Britain and the United States, she said. And a Europe that does more to build its own security capacity “is the best way to be listened to more by its partners,” she added...

In Submarine Deal With Australia, U.S. Counters China but Enrages France

PARIS — President Biden’s announcement this week of a deal to help Australia deploy nuclear-powered submarines has strained the Western alliance, infuriating France and foreshadowing how the conflicting American and European responses to confrontation with China may redraw the global strategic map.

In announcing the deal on Wednesday, Mr. Biden said it was meant to reinforce alliances and update them as strategic priorities shift. But in drawing a Pacific ally closer to meet the China challenge, he appears to have alienated an important European one and aggravated already tense relations with Beijing.

France has reacted with outrage to news that the United States and Britain would help Australia develop submarines, and that Australia would withdraw from a $66 billion 2016 deal to buy French-built submarines. At its heart, the diplomatic storm is also a business matter — a loss of revenue for France’s military industry, and a gain for American companies.

Jean-Yves Le Drian, France’s foreign minister, told Franceinfo radio that the submarine deal was a “unilateral, brutal, unpredictable decision” by the United States, and he compared the American move to the rash and sudden policy shifts common during the Trump administration.

France canceled a gala scheduled for Friday at its embassy in Washington to mark the 240th anniversary of a Revolutionary War battle.

“This looks like a new geopolitical order without binding alliances,” said Nicole Bacharan, a researcher at Sciences Po in Paris. “To confront China, the United States appears to have chosen a different alliance, with the Anglo-Saxon world separate from France.” She predicted a “very hard” period in the old friendship between Paris and Washington.

The deal also seemed to be a pivot point in relations with China, which reacted angrily. The Biden administration appears to be upping the ante with Beijing by providing a Pacific ally with submarines that are much harder to detect than conventional ones, much as medium-range Pershing II missiles were deployed in Europe in the 1980s to deter the Soviet Union.

A statement from Mr. Le Drian and Florence Parly, France’s Armed Forces minister, called “the American choice to exclude a European ally and partner such as France” a regrettable decision that “shows a lack of coherence.”

The Australian vessels would have nuclear reactors for propulsion, but not nuclear weapons.

France and the rest of the European Union are intent on avoiding a direct confrontation with China, as they underscored on Thursday in a policy paper titled the “E.U. Strategy for Cooperation in the Indo-Pacific,” whose release was planned before the fracas.

It said the bloc would pursue “multifaceted engagement with China,” cooperating on issues of common interest while “pushing back where fundamental disagreement exists with China, such as on human rights.”

The degree of French anger recalled the acrimonious rift in 2003 between Paris and Washington over the Iraq war and involved language not heard since then.

“This is not done between allies,” Mr. Le Drian said. His comparison of Mr. Biden to Mr. Trump appeared certain to be taken in the White House as a serious insult.

And France said it had not been consulted on the deal. “We heard about it yesterday,” Ms. Parly told RFI radio.

The Biden administration said it had not told French leaders beforehand, because it was clear that they would be unhappy with the deal.

The administration decided that it was up to Australia to choose whether to tell Paris, said a U.S. official who spoke on the condition of anonymity because he was not authorized to address the matter publicly. But he allowed that the French had a right to be annoyed, and that the decision was likely to fuel France’s desire for a European Union military capability independent of the United States...

 

Why Australia Bet the House on Lasting American Power in Asia

So you would think.

I'm surprised the U.S. has waited this long to bring the Aussies into the nuclear loop.

At NYT, "Less than three years ago, Australia’s leader said his country need not choose between the U.S. and China. A nuclear submarine deal shows that much has changed since then":

SYDNEY, Australia — When Scott Morrison became Australia’s prime minister three years ago, he insisted that the country could maintain close ties with China, its largest trading partner, while working with the United States, its main security ally.

“Australia doesn’t have to choose,” he said in one of his first foreign policy speeches.

On Thursday, Australia effectively chose. Following years of sharply deteriorating relations with Beijing, Australia announced a new defense agreement in which the United States and Britain would help it deploy nuclear-powered submarines, a major advance in Australian military strength.

With its move to acquire heavy weaponry and top-secret technology, Australia has thrown in its lot with the United States for generations to come — a “forever partnership,” in Mr. Morrison’s words. The agreement will open the way to deeper military ties and higher expectations that Australia would join any military conflict with Beijing.

It’s a big strategic bet that America will prevail in its great-power competition with China and continue to be a dominant and stabilizing force in the Pacific even as the costs increase.

“It really is a watershed moment — a defining moment for Australia and the way it thinks about its future in the Indo-Pacific region,” said Richard Maude, a former Australian security official who is now a senior fellow at the Asia Society Policy Institute.

“It does represent really quite sharp concerns now in the Morrison government about a deteriorating security environment in the region, about China’s military buildup and about China’s willingness to use coercive power to pursue national interests,” he said.

“This is utterly irresponsible conduct,” Mr. Zhao said.

For the United States, the decision to bolster a close Asia-Pacific ally represents a tangible escalation of its efforts to answer China’s rapid military growth. The Defense Department said in its most recent report to Congress that China now had the largest navy in the world, measured in numbers of vessels, having built a fleet of approximately 350 ships by 2019, including a dozen nuclear submarines.

By comparison, the U.S. Navy has around 293 ships. While American vessels tend to be larger, China is also catching up with aircraft carriers while surpassing the United States with smaller, agile ships.

At the same time, China has moved aggressively to secure locations for outposts and missiles, building up its presence on islands that it constructed in the South China Sea. Security analysts believe that Australia would be likely to use nuclear-powered submarines to patrol the important shipping lanes there, in waters also claimed by Vietnam, the Philippines and Malaysia. The choice of vessel, they said, sends an unmistakable message.

“Nothing is more provocative to China than nuke stuff and submarine stuff,” said Oriana Skylar Mastro, who is a fellow at the Freeman Spogli Institute for International Studies at Stanford University and at the American Enterprise Institute. “China’s so weak in anti-submarine warfare in comparison to other capabilities.”

“To me,” said Ms. Mastro, a regular visitor to Australia, “it suggests that Australia is willing to take some real risks in its relationship to stand up to China.”

American and Australian officials, seeking to douse proliferation concerns, emphasized that the submarines were nuclear-powered but had nothing to do with nuclear weapons. The promise of eight American vessels coincided with Australia’s cancellation of a contract for 12 conventional French-designed submarines that had been delayed and running over budget. French officials reacted angrily, calling the abandonment of the deal a betrayal of trust...

Five Sailors Dead in Navy Helicopter Crash off San Diego Coast (VIDEO)

SAN DIEGO — Five sailors killed when their helicopter crashed on the flight deck of the aircraft carrier Abraham Lincoln and fell into the sea were identified by the Navy on Sunday.

The six-person crew of the MH-60S Seahawk helicopter were conducting routine operations on the flight deck of the carrier Tuesday afternoon when the helicopter crashed.

One of the helicopter’s crew was rescued from the water following the crash and is in stable condition ashore. Five Abraham Lincoln sailors were injured in the crash; two were also taken ashore for treatment.

A three-day search for survivors was called off Saturday morning and the Navy switched to an effort to recover their bodies. The cause of the crash is under investigation.

The sailors killed include two pilots, an aircrewman and two corpsmen, the Navy said. All were attached to Helicopter Sea Combat Squadron 8, which is based at Naval Air Station North Island.

The Abraham Lincoln also is based at the air station.

The MH-60S helicopter typically carries a crew of about four and is used in missions including combat support, humanitarian disaster relief and search and rescue.

The Seahawk was conducting routine flight operations from the ship when it crashed about 4:30 p.m. on Tuesday. The ship has been conducting exercises off the San Diego coast in preparation for a deployment next year, the Navy has said.

Lt. Sam Boyle, a spokesperson for the San Diego-based 3rd Fleet, said the Navy is making every effort to recover the helicopter and the remains of the sailors.

President Trump Approved Strikes on Iran, Then Pulled Back From the Brink (VIDEO)

The United States is likely to take military action against Iran in the coming days for Tehran's downing a U.S. drone in international airspace on Wednesday near the Strait of Hormuz.

The Central Command said an RQ-4 Global Hawk drone aircraft was shot down by an Iranian surface-to-air missile system while operating in international airspace around 7:35 p.m. on Wednesday.

President Trump suggested retaliation for the attack is coming. "Iran made a very big mistake," the president tweeted.

Later during an Oval Office meeting with Canadian prime minister Justin Trudeau, Trump was asked about a military strike against Iran and repeated that Iran "made a very big mistake" because the drone was flying over international waters.

"Iran made a big mistake. This drone was in international waters, clearly," he said. "We have it all documented scientifically, not just words. And they made a very bad mistake."

Trump suggested that the drone was mistakenly shot down and noted that "I have a big, big feeling" an Iranian air defense operator erred in attacking the drone, someone "loose and stupid who did it."

Asked what will come next, the president said "You'll find out."

Air Force Lt. Gen. Joseph Guastella, commander of Central Command air forces, said the RQ-4 drone was conducting surveillance over the Gulf of Oman and the Strait of Hormuz in international airspace near recent IRGC attacks on two tankers. The drone was struck by an IRGC surface-to-air missile fired from a base near Goruk, Iran, he said.

"This was an unprovoked attack on a U.S. surveillance asset that had not violated Iranian airspace at any time during its mission," Guastella said in a statement. "This attack is an attempt to disrupt our ability to monitor the area following recent threats to international shipping and free flow of commerce."

The three-star general also said that Iran falsely claimed the aircraft was shot down over Iran. "The aircraft was over the Strait of Hormuz and fell into international waters."

"At the time of the intercept, the RQ-4 was operating at high-altitude approximately 34 kilometers from the nearest point of land on the Iranian coast," he said. "This dangerous and escalatory attack was irresponsible and occurred in the vicinity of established air corridors between Dubai, UAE, and Muscat Oman, possibly endangering innocent civilians."

"Iranian reports that the aircraft was over Iran are false," said CENTCOM spokesman Capt. Bill Urban. "This was an unprovoked attack on a U.S. surveillance asset in international airspace."

Tensions have increased with Iran since last week when the Islamic Revolutionary Guards Corps, Tehran's shock troops, were caught removing a limpet mine from the hull of a Japanese tanker that had been hit by other mines the United States has concluded came from Iran.

Another tanker also was attacked with the magnetic mines last week.

Several earlier Iran-linked attacks were carried out, including mines on the ships, an attack on a Saudi pipeline, a rocket firing near a U.S. embassy, and an attack on a NATO convoy in Afghanistan.

White House National Security Adviser John Bolton said in an interview last week the United States is set to retaliate for Iranian military provocations.

"The National Security Strategy lists Iran as one of the four top threats and we just need to be sure we've got the capability to deter them from these kinds of activities, threatening American lives and facilities, threatening the international oil market," Bolton said when asked about the Pentagon's plan to dispatch around 1,000 additional troops to the region.

"They would be making a big mistake if they doubted the president's resolve on this," Bolton added, echoing the president's tweet.

The latest confrontation sent crude oil prices higher over concerns of a new Middle East war. Oil prices increased more than $3 to $63 a barrel, Reuters reports.

U.S. national security officials have been debating how to respond to the recent Iranian military attacks carried out through proxies in a bid to avoid a head-on conflict with the United States.

Options are expected to range from covert action against Iranian military targets using special forces commandos to airstrikes against Iranian bases.

The administration is weighing what it regards as proportional responses to recent Iranian actions...

Iran Shoots Down U.S. Military Drone Over Strait of Hormuz (VIDEO)

TEHRAN, Iran — Iran’s Revolutionary Guard shot down a U.S. surveillance drone Thursday in the Strait of Hormuz, marking the first time the Islamic Republic directly attacked the American military amid tensions over Tehran’s unraveling nuclear deal with world powers.

The two countries disputed the circumstances leading up to an Iranian surface-to-air missile bringing down the U.S. Navy RQ-4A Global Hawk, an unmanned aircraft with a wingspan larger than a Boeing 737 jetliner and costing over $100 million.

Iran said the drone “violated” its territorial airspace, while the U.S. called the missile fire “an unprovoked attack” in international airspace over the narrow mouth of the Persian Gulf and President Donald Trump tweeted that “Iran made a very big mistake!”

Trump later appeared to play down the incident, telling reporters in the Oval Office that he had a feeling that “a general or somebody” being “loose and stupid” made a mistake in shooting down the drone.

Assessing the Iranian Threat to the Strait of Hormuz

How might Iran retaliate in the aftermath of a limited Israeli or U.S. strike? The most economically devastating of Iran’s potential responses would be closure of the Strait of Hormuz. According to open-source order of battle data, as well as relevant analogies from military history and GIS maps, Iran does possess significant littoral warfare capabilities, including mines, antiship cruise missiles, and land-based air defense. If Iran were able to properly link these capabilities, it could halt or impede traffic in the Strait of Hormuz for a month or more. U.S. attempts to reopen the waterway likely would escalate rapidly into sustained, large-scale air and naval operations during which Iran could impose significant economic and military costs on the United States—even if Iranian operations were not successful in truly closing the strait. The aftermath of limited strikes on Iran would be complicated and costly, suggesting needed changes in U.S. force posture and energy policy.
