How Southwest Airlines Melted Down

When Southwest Airlines Co. LUV 0.93%increase; green up pointing triangle reassigns crews after flight disruptions, it typically relies on a system called SkySolver. This Christmas, SkySolver not only didn’t solve much, it also helped create the worst industry meltdown in recent memory.

Airline executives and labor leaders point to inadequate technology systems, in particular SkySolver, as one reason why a brutal winter storm turned into a debacle. SkySolver was overwhelmed by the scale of the task of sorting out which pilots and flight attendants could work which flights, Southwest executives said. Crew schedulers instead had to comb through records by hand.

The airline has said SkySolver works well during a more typical disruption and had helped it manage recent hurricanes and snowstorms. But the scale of this past week’s storm, coupled with a network that still hasn’t been fully restored in the wake of the Covid-19 pandemic, gummed things up. Even as it tried to solve one set of problems, new ones would emerge.

Crews and planes were out of place. Phone lines jammed up, and Southwest pilots and flight attendants trying to get assignments couldn’t get through to the scheduling department. Some shared screenshots on social media that showed hold times of eight hours or more—which meant they could wait a full workday for instructions while flights were stuck for the lack of a crew. The airline was scrambling just to figure out where its crew members were located, union leaders said.

“There just was not enough time in the day for them to work through the manual solutions,” Chief Operating Officer Andrew Watterson said in an interview.

Southwest prides itself on a laid-back culture and exceptional customer service. Now that reputation has been badly damaged. It canceled more than 13,000 flights since Thursday, stranded passengers and bags across the country, snarled Southwest’s crew members and drew fire from federal officials. Chief Executive Officer Bob Jordan, who has been in the job for less than a year, publicly apologized. Mr. Watterson has been in his job since October. Both are longtime company executives.

The storm hit cities like Denver and Chicago that are at the heart of Southwest’s operation, and where many of its employees are based. To be sure, many of the challenges Southwest faced were similar to those encountered by other airlines: Ground equipment and jet bridges froze, fuel congealed due to the subfreezing temperatures and staff needed to rotate inside more frequently. But rival airlines recovered more rapidly.

In the wake of the mess, Transportation Secretary Pete Buttigieg and federal lawmakers have stepped up calls for more stringent consumer protection measures. Southwest’s shares have fallen 11% this week, outstripping declines for other airlines. Citigroup Inc. analysts said that fourth-quarter earnings for the airline could take a 3% to 5% hit.

“We’ve talked a little over the last year about the need to modernize the operation and invest,” Mr. Jordan wrote Monday in a memo to employees. “This is why.”

In a November meeting with reporters, the CEO noted the airline had expanded faster than its technology. “I do think the scale and the growth of the airline got ahead of the tools that we have,” he said.

This isn’t the first time that a disruption has ballooned at Southwest, and the carrier’s struggle to put its operations back together shows how its increasingly complicated network needs a better technology foundation. Union leaders have criticized the airline for being too slow to make changes, and Southwest executives have said their systems are being updated.

Southwest’s pilots union for years complained that SkySolver often spits out fixes that don’t make much sense, sending crews on circuitous journeys around the country as passengers to meet flights, a practice known as “deadheading.”

In one example during the storm, the system assigned a pilot to deadhead on a flight from Baltimore to Manchester, N.H., and then back to Baltimore the next day, without ever flying a plane, according to Casey Murray, president of the Southwest Airlines Pilots Association labor union.

“The company has had its head buried in the sand when it comes to its operational processes and IT,” Mr. Murray wrote in a message to members Monday...

McLaren Speedtail: A $3 Million Zoom With a View (VIDEO)

Well, one can dream.

At the Wall Street Journal, "With a top speed of 250 mph, the Speedtail is the fastest McLaren ever built, but Dan Neil is most impressed by the sightlines from the center driver’s seat":

Go ahead, yank. Give a squeeze. Imagine yourself strapped into this belt-high, $3-million hybrid hypercar, looking down the middle of that steep hood at your immediate and onrushing destiny. It’s a weathery June day in the south of England, with veils of rain and patchy sun along the M3 from the company’s headquarters in Woking, Surrey, to your lunch stop, near Portsmouth.

Fluffy sheep and fluffier clouds, green hills, stone walls. While you’re at it, imagine you weigh what you did in high school. The Speedtail’s steeply bolstered driver’s couch fits like ’70s-era Calvin Kleins.

This go-kart of the gods is officially the fastest McLaren yet (top speed 250 mph), and the most powerful (1,055 hp), hosting an AI-enhanced, twin-turbo 4.0-liter V8 mated to a hybrid KERS system, seven-speed dual-clutch transmission and a torque-vectoring rear axle. The factory, usually conservative in these matters, says the Speedtail can accelerate from naught to 124 mph in 6.6 seconds and to 186 mph in 13 seconds—about the time it takes to read this sentence aloud.

Can you feel that?

Yet this is a case where the absurdity of performance—on what planet will anyone be driving at 250 mph?—takes itself out of critical consideration. Besides, if you go shopping among elite car builders, you (or your goony intermediaries) can acquire all sorts of instantly collectible, money-laundering hypercars with unbearable performance, including the Mercedes-AMG Project One, Aston Martin Valkyrie and Bugatti Chiron. But no other car can compete with this view.

The Speedtail completes a generational quartet of limited-edition, science-on-a-rampage hybrid hypercars from McLaren—the Ultimate Series—including the Senna, the Elva, and the P1. For enthusiasts, these cars represent the proverbial best of times. Each has its inimitable and historic bits for which collectors will pay handsomely in years to come.

The Speedtail’s immortal flex begins with the cockpit layout: the driver’s couch is in the center, flanked by two smaller seats, molded into the carbon-fiber/aluminum monocoque. The three-seat layout is a homage to the essential McLaren F1 sports racer of the 1990s. A way more comfortable homage, I might add.

As with the F1, the company limited Speedtail production to 106 examples—all built and delivered in 2020 and 2021. I’m sorry I’m only getting around to it now.

The center-seat experience is singular—solipsistic, even. In this car the driver’s perceptions sit in the middle of a spherical transparency, around which reality warps like the backgrounds of a first-person videogame. Fanning kinescopes of passing forests, hectic kaleidoscopes of council-owned agriculture, all lens around your POV in perfect symmetry.

The center-seat driver experience is singular—solipsistic, even

That. Is. Awesome! Having spent my driving life slightly askew, it seems, this sudden alignment of my somatic graviception and momentum vector-space was practically euphoric. This is the saddled symmetry of riding horseback, or on a motorcycle, or piloting a single-seat race car or fighter jet. Oh Maverick! Take me to the hangar!

Then there’s the way it looks. I’ve studied the matter closely: The Speedtail is the most beautiful of a generation of very, very fast cars built in the hyper-hybrid era, the sweetest and most lyrical derivation of Navier-Stokes since perhaps the 1930s—”beauty” here being aesthetic satisfaction uncompromised by extreme speed.

Generally, the faster a car is, the uglier. That collects the much-adored Aston Martin Valkyrie and Bugatti Chiron, among others. If not ugly then more cluttered with edges, blades, scoops and splitters, necessary to ensure stability at speeds where the angels fear to tread. And to look cool.

The Speedtail’s form is like a glass javelin, long and balanced and piercing at both ends. Much of the downforce is generated by the unseen underbody and (pressure) diffuser. Instead of a rear wing waggling on pneumatic pylons, movable aero elements are integrated into flexible sections of trailing-edge body work that bend up and down, reacting to control-loop calls for downforce and braking.

The flexi-bendy ailerons were not easy, said Andy Palmer, Vehicle Line Director, Ultimate Series. But to do otherwise would have been like spoiling the line of a good suit.

The plan was to race Mr. Palmer to lunch near Southampton—he in the second validation prototype (XP2) of the Speedtail and I in the XP5. If that wasn’t the plan, nobody told him. Soon the XP2’s exquisite, filamentary taillights disappeared in a towering gray rooster tail, boiling up from the car’s mighty underbody diffuser. Crikey, he’s leaving me.

But put your foot down and the Speedtail represents. Totes. In the time it took to zing the turbos three times—bu-bah-tweee, bu-bahhh-tweeee, bu-bahhhh-tweeeee—the Speedtail had closed in on the XP2 and I was flirting with extradition. It all happened so fast, officer. And so swimmingly.

Why aren’t there more such delightful cars, ask the rest of us? According to the feds, the Speedtail isn’t even road legal, on account of its center controls, camera-based wing mirrors and, I’m sure, other homologation issues. About one-third of Speedtails produced have been imported to the U.S. under what’s known as the show or display rule, which restricts annual odometer-registered mileage to 2,500 miles...

Democrats' 'Bullet Train' Has Effed Up People's Lives

Fucking Democrats.

They destroy everything they touch.

When Annie Williams heard that California’s plan for high-speed rail had been scaled back to 119 miles through the Central Valley, her head jerked back.

“Merced to Bakersfield? The good Lord himself can’t make sense of that,” she said. “After all our tears and making peace?”

The recent debate surrounding California’s transit future has reverberated statewide. But here in the Central Valley, the upheaval — like the bullet train itself — is real. Houses have been boarded up, businesses moved, vineyards torn out, a highway realigned.

Giant concrete structures rise from orchards waiting to hold up tracks that now seem further from existence.

Fairmead, the community where Williams lives, is the likely place that will face the most immediate uncertainties. It is in the “Y,” the planned fork from which some trains were to hurtle south toward Los Angeles or north to Merced, and others were to veer west to the Bay Area.

There is no library or market or gas station here; only three buildings in the town of about 1,500, including the church, aren’t people’s homes. Sheds lean, grass grows through porch slats and rains leave deep puddles on dirt and gravel roads.

Williams, who gives her age as “upwards of 70,” said this is a place where people “work hard to have a place just to lay their heads and have been taking care of each other since nigh the beginning of time.”

An early proposed high-speed rail would have leveled a neighborhood, including Williams’ home. But that was before community organizers Vickie Ortiz and Barbara Nelson rallied their neighbors.

Their nonprofit organization, Friends of Fairmead, held so many meetings to lobby state representatives for a different route that the women started greeting the rail agency’s regional director with familiar hugs. After nearly a decade of negotiating, they felt they were a breath away from a route that would move the school, spare the church, preserve more houses and bring the town a much-needed community center.

Then in mid-January, Gov. Gavin Newsom laid out plans to pull back on high-speed rail in the face of massive cost overruns.

“I think the community center is gone,” the lawyer for Friends of Fairmead said.

Ortiz is angry about all the years she watched people worry and fret about where they would go.

“I don’t want to talk political because I don’t do it very well,” Ortiz said. “But you know, you had a governor that was pushing-pushing-pushing for the high-speed train, and we started getting used to the idea that we can’t stop a train but maybe we can use it to help the community. But then you get another governor and he says: ‘No, I don’t want to do that anymore.’ My mouth was just open with shock.”

Nelson, however, said she felt relief.

Each week, she visits an elderly neighbor in the hospital who asks her the latest about whether the project will take her house.

“I’m going to tell her, ‘Sister Hughes, your house is safe.’ And we’ll find some other way to get our community center.”

Traveling south from Fairmead on California Route 99, there’s a stretch of highway through Fresno that’s smooth and new. Five bridges were torn down and rebuilt in order to move the road about 100 feet to make room for rail. The California Department of Transportation project cost about $290 million.

Along the Kings River, near the little town of Laton, the signs of coming bullet train infrastructure include felled orchards and giant earthen berms. (Local independent truck drivers got weeks of work hauling dirt for the project.)

Next to the Van Eyk family’s walnut grove, where crops once grew, is now a stretch of excavated earth marked by “No Trespassing” signs.

Randy Van Eyk was born and raised on a dairy farm outside of nearby Hanford. His wife, Anne, grew up in rural Northern California. They lived in the city of Visalia for 10 years, saving for a place like this — a big house on a country road where they live with their 7-year old daughter, Maddie, a Labrador retriever named Snickers and a giant cat.

Randy planted walnuts instead of more lucrative almonds, because he was 45 years old when they moved in and almonds need replanting every 20 years. He didn’t want to work that hard at 65. Walnut trees should outlive him.

“We figured this was our last stop unless Maddie put us in a home someday,” Anne said.

The first sign that high-speed rail might change that was a giant white X painted on the road near their mailbox.

They found other Xs at other intersections and drew a diagonal line that went through their frontyard .

Anne cried — and, she said, she never cries.

Her husband told her not to worry, that it would never really happen. But work crews arrived, neighbors moved and cranes dropped off giant pipes. In the end, they were the only residents on their road that didn’t have to sell property to the state.

“We’ll have people over, even from around here, and they’ll look around and say: “That’s from high-speed rail? You mean it’s real?’ People think it’s just some idea, something to fight about on the radio, but it’s people’s lives,” Randy said.

The argument for a high-speed train crossing the state was that it would bridge California’s inequalities.

Central Valley cities and towns have some of the most concentrated poverty in the state. The political vision was that it would connect them to the wealth and opportunities of the coast and bring higher paying jobs. It would cut down on the air pollution that gets trapped in the hot, flat valley.

Randy Van Eyk was opposed to the project because he thought it would bring wealthy tech workers who would displace farms and rural life. He also thought politicians would start the project and never finish, leaving the debris in the Central Valley.

“You see all the destruction?” he said. “People lost their homes and businesses. And for what?”

He said he has flashes of anger, but then looks around and takes a deep breath...

Road Rage

I had two road rage incidents this week. Two women rolled down their windows and cursed me out, one on Wednesday on the way home from work and one on Thursday morning on the way to work.

The first woman was in the merging lane to the Culver Drive off ramp in Irvine (there's construction, so the merging side is next to the regular four southbound freeway lanes). I thought she was slowing to get on the freeway, not off. The lane was moving slowly so when I rolled up next to her she started honking her horn like crazy. I had the right of way and continued rolling forward, and once she merged in behind me she continued to beep her horn like a maniac and then followed me, to chase me down as I made my way over to the University Park library. As I went to park my car, she pulled up to the side and blocked my u-turn, and called me a "fucking asshole." I didn't say anything and proceeded to park. She rolled up to me again as I was getting out of my car and continued to berate me, saying, "You're so rude. You knew exactly what you were doing." She's right. I did. I was following my right of way and ignoring her hysterical horn honking. I think she was having a bad day. She drove off after that without further incident.

Yesterday morning, at like 6:40am, as I was getting off the 405 north in Long Beach, onto Lakewood Boulevard where it travels through the tunnel under the Long Beach Airport, I notice a car speeding like the devil attempting to make a dangerous pass ahead, where the light was red. I actually sped up, so not to be caught and cut off by this lady. She pulled up next to me, attempting to pull ahead and drove me into the right hand lane, which would be to turn right at Spring Street. She then rolls down her window and flips me off, saying "Fuck you!" Again, I just looked at her. She continued to berate me and I told her she was speeding. She said some other things which I don't recall, but instead of returning the profanity I just repeated to her "You're not a good person" about five times. When the light turned green, I put my hand out the window and merged back onto Lakewood Boulevard north, driving normally. And wouldn't you know it, here comes the road rage lady going about 90 miles an hour to squeeze by me and the cars just ahead.

I should be a more careful driver I guess. And I should ignore entitled women blaring their horns or driving at excessive speed like bats out of hell. I normally drive at the speed limit on the way to and from work, because there's a lot of highway patrol cars, and I don't want to get cited.

In any case, live and learn. I need to take it less personal and be even nicer than I am. We all could be nicer. And both of these women this week had some serious psychological issues, so playing road rage with folks like that could be dangerous and obviously not worth it.

In any case, at the Chicago Tribune, "As road rage rises, experts give reasons for behavior, tips for staying cool":
The guy who is blowing his horn and purposely trying to cut you off in traffic could be someone with intermittent explosive disorder, who can blow up at minor provocations, according to psychologists.

He could be someone who has an overdeveloped sense of individual rights, with a rigid, territorial style of thinking. Or he could just be tired and ending a bad day in bad traffic.

Whatever is motivating the lunatic in traffic, psychologists agree with traffic safety experts that the best way to cope with the increasingly deadly problem of road rage is to get out of the way.

"Let them go away. Don't cut them off. Don't make eye contact," said Mark Reinecke, professor and chief psychologist at Northwestern Memorial Hospital. "Don't make any gestures and roll down the windows or yell at them."

"If somebody does something, don't do it back," said Illinois State Police Master Sgt. Mike Link. "Go on about your business."

That's something to think about as the heavily traveled Memorial Day weekend winds up.

Road rage causes a relatively small, but increasing percentage of fatalities on U.S. roadways, linked to 467 fatal crashes in 2015 or 1.3 percent, up from 80 or 0.2 percent in 2006, an increase of almost 500 percent in 10 years, according to the National Highway Traffic Safety Administration.

The number of road rage incidents that involve firearms also appears to be rising. Last month, The Trace, a nonprofit news organization focused on gun violence, found that cases of road rage involving a firearm more than doubled to 620 in 2016 from 247 in 2014, with 136 people killed in those three years. The count included cases of motorists brandishing or firing a weapon at another driver or passenger....

People most likely to engage in road rage tend to fall into a few categories, according to experts.

According to Michael Hakimi, clinical psychologist with Loyola Medicine, one type is a person with an actual mental problem, such as a narcissist, someone who always feels entitled; a sociopath, someone who has no remorse or guilt and no regard for the rights of others; someone with a borderline personality; or someone with intermittent explosive disorder.

Another kind of road rager is someone who has a heightened sense that his or her personal rights are being violated, which ties into a cultural norm in the United States, Hakimi said.

"People feel they're so entitled to their rights that their rights should be protected under any circumstances," Hakimi said.

Hakimi said that a driver may have the distorted view that it is his or her job to teach other drivers a lesson.

Those who engage in road rage tend to think in a rigid, self-righteous manner and lack both empathy and a sense that they need to share the road, said Russell Brethauer, a psychologist who spoke on the subject at the Wisconsin Bike Summit this month. They do this whether they actually know traffic laws, and trying to tell them the law tends to be counterproductive, Brethauer noted.

An avid cyclist, Brethauer recalled how a truck driver once purposely went onto the shoulder ahead of him and sprayed him with gravel. Brethauer gave the one-finger salute and yelled that the man had broken the law. The trucker became so enraged that he got out of his vehicle at a red light and came at Brethauer with an axe handle.

"He yells, 'I broke the law, huh?' He's changing all colors of red and purple," Brethauer recalled. Fortunately, the light changed, and the man decided to get back in his truck.

Bad behavior may also be encouraged by the anonymity of a vehicle, which is similar to the anonymity offered by social media, Hakimi said. Someone in a car or an online chat forum may behave much differently than they would in a social setting, where there are immediate consequences for antisocial actions, he said.

"Whenever we have anonymous situations, people are prone to act aggressively," Hakimi said.

Males and younger drivers ages 19-39 are significantly more likely to engage in aggressive behavior, according to an AAA Foundation for Traffic Safety study last year. The study found that male drivers are more than three times as likely as female drivers to have gotten out of a vehicle to confront another driver or rammed another vehicle on purpose.

Curiously, a 2008 study from Colorado State University found that drivers prone to road rage tend to have more bumper stickers or other personal markers like vanity license plates on their cars — it does not matter if the stickers say "Jesus loves you" or "Save the rainforests."

"It identifies them as individuals to a larger world," said Reinecke.

Fatigue, drinking, being under stress and bad traffic also can contribute to road rage, Reinecke said. He said he suspects that the increasing volume of cars on the road could be contributing to an increase in incidents.

Though some personality types may be more prone to aggression, most drivers are prone to get angry in traffic sometimes. The AAA study found that nearly 80 percent of drivers had expressed significant anger, aggression or road rage at least once in the past year, with 51 percent of drivers reporting they had tailgated on purpose, and 12 percent saying they had deliberately cut off another vehicle.

Keeping the rage down

So how do you avoid maniac drivers who want to ram your car, or worse yet, fire a gun through your window? The first way to stay safe is to be a good, alert driver, and not make other people upset, according to safety experts.

"If people aren't obeying common courtesies, it can enrage other drivers and make them frustrated," said Deborah Hersman, president and CEO of the Itasca-based National Safety Council.

Being a good driver includes not using your phone or being otherwise distracted, not using your high beams if you're behind someone or if a car is coming in the opposite direction, and using your turn signal if you are turning or changing lanes, Hersman said.

Everyone makes mistakes sometimes, and even if you did nothing wrong, you can run into a raging motorist convinced that you did. The best reaction in this case is to not react, Hakimi said.

"If somebody wants to pass you and is driving crazy and giving you the finger, do not react — just get out of the way," Hakimi said. "They're going to be getting into trouble somewhere down the line." He said a driver should never think it is his job to teach another person how to drive...

Sports Equinox

Today in Los Angeles, at LAT, "For L.A. restaurants and bars gearing up for Sunday's 'Sports Equinox,' churros and wings are home runs":
If you’re heading to the downtown area on Sunday, you may want to leave early to beat the massive crowds flocking to regional arenas during an unprecedented convergence of a half-dozen Los Angeles professional sports teams playing home games on the same day.

And then prepare to be creative heading home to avoid being ensnared by traffic.

By winning Game 3 of the World Series against the Boston Red Sox, the Dodgers triggered an event that awestruck statistical wags have dubbed a “Super Sports Equinox” involving all five major U.S. professional leagues — Major League Baseball, NFL, NBA, MLS and NHL.

In this sports bash, it’ll be the Dodgers vs. Red Sox in Game 5 at Dodger Stadium; the Rams vs. the Green Bay Packers at the Coliseum; the Clippers vs. the Washington Wizards at Staples Center; and the Kings vs. the New York Rangers at the same venue. The Ducks are also home against the San Jose Sharks at Anaheim’s Honda Center, and L.A’s Major League Soccer team the Galaxy is hosting the Houston Dynamo at StubHub Center in Carson.

Various other events, including Dia de los Muertos at Hollywood Forever Cemetery, the largest Day of the Dead celebration in California, and Los Angeles Comic Con at the L.A. Convention Center, which drew 90,000 visitors last year, will add to the numbers — and possible delays — on the road...

Elon Musk's Secret Tunnel

When Elon Musk’s tunneling firm began digging in Hawthorne last year, the construction site next to SpaceX headquarters was barely noticeable, sandwiched between a home improvement store and a parking garage.

The engineers at work on the Boring Co.’s tunnel, which now runs for a mile beneath city streets, have signaled that they intend to finish as they started: away from the public eye.

But documents submitted to city officials by Musk’s tunneling company offer a sneak peek at the company’s plans.

The most futuristic is a blueprint for a steel elevator shaft inside the garage of a shabby house near the Hawthorne Municipal Airport that would connect with the test tunnel 40 feet below.

“We’ll be completely contained within the garage,” Boring Co. employee Brett Horton told officials last month when the project received approval from the Hawthorne City Council. “You won’t be able to see or hear it.”

The structure would serve as a covert place for engineers to practice raising and lowering vehicles into the test tunnel, a key element of the transportation system known as “Loop.”

Musk envisions a transportation network where commuters in cars, on foot or on bicycles can board platforms the size of parking spaces, dotted across the city. The platforms, called “skates,” would sink through elevator shafts, merge seamlessly into the tunnel network and whisk riders to their destinations at speeds of up to 130 mph.

Musk said Sunday that the company’s first tunnel will open to the public in December with free rides for the public. If that happens, it will be the first chance many residents have to learn anything about the tunnel, where engineers have been honing their digging skills for a year.

The tunnel has been built quietly, with comparatively little noise, congestion — or public communication. Milestones have mostly popped up through Musk’s Twitter feed, sparking excitement from traffic-weary Angelenos and skepticism from locals about the project’s feasibility.

Transportation planners and officials say they worry about the system’s effect on traffic and whether Musk can deliver on his ambitious visions. As one example, critics say, the tunnel in Hawthorne is shorter than the two-mile route that city officials approved last year.

The route was truncated because a property “became available” where the company could extricate a piece of digging equipment known as a cutter head that otherwise would have been abandoned underground, company representative Jane Labanowski said at City Hall last month...

It's astounding that the Democrats can pull off these boondoggles, but the "sheeple" continue to vote them back in. Maybe a reckoning's coming? We're seeing some trouble brewing in cities around the state over the sanctuary law. Perhaps change will ripple into other policy areas as well.

At LAT, "High-speed rail project vastly underestimated cost of relocating utility lines beneath Fresno":

Buried beneath Fresno were some costly surprises for the California bullet train authority, which disclosed Tuesday that the price of utility relocations along a 29-mile section of railway has surged from a 2013 estimate of $69 million to $396 million.

Although it was known that moving gas lines, sewer pipes, water mains and communications wire to make way for the route would be more expensive than originally expected, the magnitude of the increase — nearly a six-fold jump — puts into better focus why the project's costs are rising so sharply.

The California High-Speed Rail Authority board on Friday took up the problem, hearing from its staff that the original estimate contained a number of miscalculations.

The number of linear feet of utilities that have to be moved was underestimated, as was the cost per foot for the job, according to a staff memo. Then, there were utilities that nobody even knew were in the ground. The authority changed its mind about some of the work, as well, the report said.

The original cost estimate was based on work performed by the rail authority's regional consultant, the staff memo said. It did not identify the company, but rail authority records indicate the regional consultant from before 2013 through at least 2015 was Los Angeles-based Aecom. By 2017, the company was no longer on the job. The company did not have an immediate response when contacted.

The history of the utility relocations suggests some turmoil in management decisions — which the rail authority staff said it would not repeat in the future.The original plan was to have AT&T and Pacific Gas and Electric Co. move their own equipment, rather than allow the main construction contractor, Tutor Perini, to do the work.

After getting started, however, the two utilities came back and told the rail authority that they were having trouble meeting the schedule. So, the rail authority handed the job to Tutor Perini in February 2017 and increased the budget to $159 million.

By September 2017, the rail authority arrived at a new cost estimate of $396 million, which was not made public until Tuesday. The price hike is part of the $2.8 billion in cost increases for the Central Valley work that were disclosed in January and were incorporated into the draft 2018 business plan released last month.

The higher costs would deplete the budget for the utility relocations by April, according to the staff memo. So the board approved moving $40 million from a future contract reserved for installing track in the Central Valley to cover the utility work in Fresno. That $40 million will fund the utility work until July, the memo said...
Total waste. This is actually sad. Just a minuscule fraction of that funding could finance 10s of thousands of underserved students at community college, and that'd be just a start.

Disgraceful is right. Sheesh.

Deadly Tour Bus Crash on California's Highway 99 (VIDEO)

This wasn't too far north of Fresno.

At least five people were killed and numerous people seriously injured early Tuesday when a violent crash tore a charter bus down the middle on Highway 99 in Merced County, the California Highway Patrol said.

The northbound bus struck the support pole for a sign marking the Hammatt Avenue exit near the town of Livingston, CHP Officer Moises Onsurez told The Times. The crash occurred about 3:35 a.m., authorities said.

The pole split the white bus down the middle, tearing through it as it kept moving forward after impact, Onsurez said. Video images from the Merced Sun-Star showed firefighters climbing through windows in the early morning darkness, and a road lined with ambulances.

“This collision is a catastrophic event,” Onsurez said.

About 30 passengers were aboard the vehicle, and some suffered major injuries, Onsurez said. About five injured people were flown to hospitals, officials said. The cause of the crash remains under investigation.

Northbound Highway 99 was closed in the area throughout the day.

Authorities have identified the bus driver as 57-year-old Mario David Vasquez from Los Angeles, Onsurez said. Vasquez “sustained major injuries” and was hospitalized Tuesday morning, he said.

The bus originated in Mexico and had stopped in Los Angeles on Monday night, Onsurez said. It made a stop in Livingston and was headed to Pasco, Wash., Onsurez said...

TSA: The Total Security Abyss

While a TSA agent pawed my hair bun this weekend, presumably on high alert for improvised explosive bobby pins, I pondered the latest news on the Somalia airplane terror attack.

Intelligence officials released video footage of airport employees in Mogadishu handing a laptop to a jihadist suspect before he boarded Daallo Airlines Airbus Flight D3159 last week. The device allegedly contained a bomb that exploded on the plane, which created a massive hole out of which the bomber was fatally sucked. Two other passengers were injured in the blast before the pilot successfully made an emergency landing.

Several airport workers have now been arrested and the FBI is in Africa assisting the investigation.

The Somalia incident is not the only suspected in-flight inside job of late. Investigators believe a ramp worker at Egypt’s Sharm el Sheikh airport was recruited by ISIS to plant a bomb on the Russian airliner that crashed last fall in the desert of the Sinai Peninsula. All 224 passengers and crew members aboard Metrojet Flight 9268 perished.

America can rest easy knowing that TSA aggressively tackled my harmless chignon like the Denver Broncos on Super Bowl Sunday.

But as the TSA carries out its multibillion-dollar charade of homeland security on babies’ bottles of breast milk, veterans’ prosthetic devices and suburban moms’ updos, who is screening the screeners?

California Issued 605,000 New Driver's Licenses to Illegal Immigrants in 2015

Flashback to January 3, 2015, "Illegal Aliens Begin Getting Driver's Licenses in California."

Well, the state sure went to town issuing licenses to illegals.

At the Los Angeles Times, "California issued 605,000 new driver's licenses for immigrants in the U.S. illegally last year":
Judith Benitez had gone most of her adult life without knowing how to drive.

The 35-year-old woman from Mexico who is in the U.S. illegally would ask family members for rides to pick up her children from school. Trips to the grocery store or the doctor's office were complicated.

That changed last year when Assembly Bill 60 was implemented, granting people in the country illegally the right to obtain driver's licenses in California. Benitez, who lives in Lemon Grove, learned to drive and was among those in line at the Department of Motor Vehicles the day the law took effect.

"Truthfully, it was an extremely emotional time because having a [driver's] license isn't just any little thing," she said. "We feel a little more protected."

An estimated 605,000 licenses were issued under the law last year, accounting for nearly half of all new licenses, according to the California DMV. Nearly 400,000 of the licenses were issued during the first six months.

"We believe that this new law increases safety on California roads by putting licensed drivers behind the steering wheel," spokesman Artemio Armenta said.

Gov. Jerry Brown signed the measure into law in 2013, further establishing California as a national leader on immigrant rights. The legislation was authored by Assemblyman Luis Alejo (D-Salinas), the son of farmworkers.

Brown in August signed a trio of immigration-related measures, which included elimination of the word "alien" within California's labor code to describe immigrants in the country illegally. The new laws also included allowing noncitizen high school students to serve as election poll workers and protecting immigrant minors in civil lawsuits.

Licenses granted under the law have "federal limits apply" printed on them, which means that unlike California law enforcement, law enforcement officers in other states and federal officials aren't obligated to accept the licenses as a valid form of identification.

State leaders and law enforcement officials have said the law will improve road safety because more drivers will be licensed and be more likely to be insured...
And people wonder why Donald Trump's campaign took off last year. It's not "racism." Sometimes it looks like government does more to help people who're here illegally that it does for its own citizens.

That's sad.

Ridership on SoCal Public Transportation Continues to Decline, Despite Billions of Dollars Invested

And that's with gas prices still near three bucks a gallon. Elsewhere around the country folks are filling up for low prices not seen since the 1970s. We'd have even further declining ridership if taxes and regulations weren't so onerous in the once-Golden State

For almost a decade, transit ridership has declined across Southern California despite enormous and costly efforts by top transportation officials to entice people out of their cars and onto buses and trains.

The Los Angeles County Metropolitan Transportation Authority, the region's largest carrier, lost more than 10% of its boardings from 2006 to 2015, a decline that appears to be accelerating. Despite a $9-billion investment in new light rail and subway lines, Metro now has fewer boardings than it did three decades ago, when buses were the county's only transit option.

Most other agencies fare no better. In Orange County, bus ridership plummeted 30% in the last seven years, while some smaller bus operators across the region have experienced declines approaching 25%. In the last two years alone, a Metro study found that 16 transit providers in Los Angeles County saw average quarterly declines of 4% to 5%.

Years after the end of the worst recession since World War II, which prompted deep service cuts, transit agencies are still trying to figure out where their riders have gone and what can be done to bring them back, including major changes to routes and schedules.

Officials say ridership is cyclical and customers will return as traffic congestion worsens, bus service improves, new rail lines open and more of the region's population moves to walkable neighborhoods near transit stops.

But some experts say the downturn could represent a permanent shift in how people get around, propelled by a changing job market, falling gas prices, fare increases, declining immigration and the growing popularity of other transportation options, including bicycling and ride-hailing companies such as Uber and Lyft.

"I don't know if this is long-term, but it doesn't feel like it's temporary when we've been dealing with 36 straight months of declining ridership," said Darrell Johnson, chief executive of the Orange County Transportation Authority...
We're governed by idiots. How much money is being wasted on the "bullet train" right now, the train no one wants and of which few will ride? The state's Democrats will have to outlaw single-family cars before any boondoggle like this gets anywhere near viable.
