Xi Jinping Says He Is Preparing China for War

Chinese leader Xi Jinping says he is preparing for war. At the annual meeting of China’s parliament and its top political advisory body in March, Xi wove the theme of war readiness through four separate speeches, in one instance telling his generals to “dare to fight.” His government also announced a 7.2 percent increase in China’s defense budget, which has doubled over the last decade, as well as plans to make the country less dependent on foreign grain imports. And in recent months, Beijing has unveiled new military readiness laws, new air-raid shelters in cities across the strait from Taiwan, and new “National Defense Mobilization” offices countrywide.

It is too early to say for certain what these developments mean. Conflict is not certain or imminent. But something has changed in Beijing that policymakers and business leaders worldwide cannot afford to ignore. If Xi says he is readying for war, it would be foolish not to take him at his word.

WEEPING GHOSTS, QUAKING ENEMIES

The first sign that this year’s meetings of the National People’s Congress and the Chinese People’s Political Consultative Conference—known as the “two-sessions” because both bodies meet simultaneously—might not be business as usual came on March 1, when the top theoretical journal of the Chinese Communist Party (CCP) published an essay titled “Under the Guidance of Xi Jinping Thought on Strengthening the Army, We Will Advance Victoriously.” The essay appeared under the name “Jun Zheng”—a homonym for “military government” that possibly refers to China’s top military body, the Central Military Commission—and argued that “the modernization of national defense and the military must be accelerated.” It also called for an intensification of Military-Civil Fusion, Xi’s policy requiring private companies and civilian institutions to serve China’s military modernization effort. And riffing off a speech that Xi made to Chinse military leaders in October 2022, it made lightly veiled jabs at the United States:
In the face of wars that may be imposed on us, we must speak to enemies in a language they understand and use victory to win peace and respect. In the new era, the People’s Army insists on using force to stop fighting. . . . Our army is famous for being good at fighting and having a strong fighting spirit. With millet and rifles, it defeated the Kuomintang army equipped with American equipment. It defeated the world’s number one enemy armed to the teeth on the Korean battlefield, and performed mighty and majestic battle dramas that shocked the world and caused ghosts and gods to weep.
Even before the essay’s publication, there were indications that Chinese leaders could be planning for a possible conflict. In December, Beijing promulgated a new law that would enable the People’s Liberation Army (PLA) to more easily activate its reserve forces and institutionalize a system for replenishing combat troops in the event of war. Such measures, as the analysts Lyle Goldstein and Nathan Waechter have noted, suggest that Xi may have drawn lessons about military mobilization from Russian President Vladimir Putin’s failures in Ukraine.

The law governing military reservists is not the only legal change that hints at Beijing’s preparations. In February, the top deliberative body of the National People’s Congress adopted the Decision on Adjusting the Application of Certain Provisions of the [Chinese] Criminal Procedure Law to the Military During Wartime, which, according to the state-run People’s Daily, gives the Central Military Commission the power to adjust legal provisions, including “jurisdiction, defense and representation, compulsory measures, case filings, investigation, prosecution, trial, and the implementation of sentences.” Although it is impossible to predict how the decision will be used, it could become a weapon to target individuals who oppose a takeover of Taiwan. The PLA might also use it to claim legal jurisdiction over a potentially occupied territory, such as Taiwan. Or Beijing could use it to compel Chinese citizens to support its decisions during wartime.

Since December, the Chinese government has also opened a slew of National Defense Mobilization offices—or recruitment centers—across the country, including in Beijing, Fujian, Hubei, Hunan, Inner Mongolia, Shandong, Shanghai, Sichuan, Tibet, and Wuhan. At the same time, cities in Fujian Province, across the strait from Taiwan, have begun building or upgrading air-raid shelters and at least one “wartime emergency hospital,” according to Chinese state media. In March, Fujian and several cities in the province began preventing overseas IP addresses from accessing government websites, possibly to impede tracking of China’s preparations for war.

XI’S INNER VLAD If these developments hint at a shift in Beijing’s thinking, the two-sessions meetings in early March all but confirmed one. Among the proposals discussed by the Chinese People’s Political Consultative Conference—the advisory body—was a plan to create a blacklist of pro-independence activists and political leaders in Taiwan. Tabled by the popular ultranationalist blogger Zhou Xiaoping, the plan would authorize the assassination of blacklisted individuals—including Taiwan’s vice president, William Lai Ching-te—if they do not reform their ways. Zhou later told the Hong Kong newspaper Ming Pao that his proposal had been accepted by the conference and “relayed to relevant authorities for evaluation and consideration.” Proposals like Zhou’s do not come by accident. In 2014, Xi praised Zhou for the “positive energy” of his jeremiads against Taiwan and the United States.

Also at the two-sessions meetings, outgoing Premier Li Keqiang announced a military budget of 1.55 trillion yuan (roughly $224.8 billion) for 2023, a 7.2 percent increase from last year. Li, too, called for heightened “preparations for war.” Western experts have long believed that China underreports its defense expenditures. In 2021, for instance, Beijing claimed it spent $209 billion on defense, but the Stockholm International Peace Research Institute put the true figure at $293.4 billion. Even the official Chinese figure exceeds the military spending of all the Pacific treaty allies of the United States combined (Australia, Japan, the Philippines, South Korea, and Thailand), and it is a safe bet China is spending substantially more than it says.

But the most telling moments of the two-sessions meetings, perhaps unsurprisingly, involved Xi himself...

Secretary of State Antony Blinken Cancels Trip to Beijing Over Chinese Spy Balloon (VIDEO)

WASHINGTON—The Biden administration said that a suspected Chinese reconnaissance balloon drifting over the continental U.S. violated American sovereignty, and indefinitely postponed a scheduled visit to Beijing by Secretary of State Antony Blinken aimed at easing the acrimony in the nations’ relationship.

Officials pulled the plug on the trip hours before Mr. Blinken was set to depart, underscoring the enormous challenges of finding areas of constructive cooperation, even as both capitals reiterated on Friday their commitment to reviving talks at a later date.

The Chinese Foreign Ministry denied Friday that the craft was for spying, saying it was a civilian balloon designed primarily for meteorological study that had blown off course. “China will continue to maintain communication with the U.S. to properly handle the unexpected situation,” the ministry said in a brief statement.

But the U.S. said it was certain of its assessment of the balloon’s intended purpose, and that conditions therefore didn’t allow for constructive dialogue.

The Biden administration has made competition with China a central tenet of its broader national-security strategy. In doing so, it is bearing down on a range of contentious issues, from Taiwan to technology, while expanding its own military presence in the Asia-Pacific to counter Beijing’s rising influence.

Mr. Blinken on Friday reiterated the U.S. government’s confidence that the craft was a Chinese surveillance balloon, calling it “a clear violation of our sovereignty, a clear violation of international law, and clearly unacceptable.”

“We concluded that conditions were not conducive for a constructive visit at this time,” he said in a joint press conference with South Korea Foreign Minister Park Jin. Referring to the People’s Republic of China, Mr. Blinken said, “The PRC’s decision to take this action on the eve of my planned visit is detrimental to the substantive discussions that we were preparing to have.”

He said that the U.S. was focused on getting the surveillance asset out of U.S. airspace and said it was premature to discuss consequences.

“I can only imagine what the reaction would be in China if they were on the other end,” Mr. Blinken added.

The Pentagon said Friday that the balloon had changed course, was flying east at 60,000 feet over the central U.S. and posed no threat to commercial aviation or to people on the ground. Officials declined to specify its location, but Kansas Sen. Roger Marshall wrote on Twitter that the balloon had been detected over northeastern Kansas. The night before, U.S. officials said the balloon was loitering over Montana, having earlier crossed Alaska’s Aleutian Islands and Canada.

The Pentagon scrambled F-22 jet fighters and at one point considered shooting down the balloon, which one U.S. official described as roughly the size of three school buses, but didn’t over concerns that the debris would pose a risk to people on the ground.

Defense Department spokesman Brig. Gen. Pat Ryder said that the balloon bore a payload of surveillance equipment and was expected to drift over the U.S. for a few more days. The Pentagon said it was still reviewing options and wouldn’t say whether it would shoot the balloon down before it leaves U.S. airspace.

White House press secretary Karine Jean-Pierre said Friday that President Biden had first been briefed on the presence of the balloon on Tuesday and had asked the military to present options. All options, she added, remained on the table.

Mr. Biden agreed with the decision to postpone Mr. Blinken’s trip to China, she added, calling it a consensus...

In a First, South Korea Declares Nuclear Weapons a Policy Option

Seoul could go nuclear in a heartbeat. Given the sketchy security situation in East Asia, I wouldn't blame them.

At the New York Times, "President Yoon Suk Yeol said that if North Korea’s nuclear threat grows, his country may build a nuclear arsenal of its own or ask the United States to redeploy in the South":

SEOUL — President Yoon Suk Yeol of South Korea said for the first time on Wednesday that if North Korea’s nuclear threat grows, South Korea would consider building nuclear weapons of its own or ask the United States to redeploy them on the Korean Peninsula.

Speaking during a joint policy briefing by his defense and foreign ministries on Wednesday, Mr. Yoon was quick to add that building nuclear weapons was not yet an official policy. He stressed that South Korea would for now deal with North Korea’s nuclear threat by strengthening its alliance with the United States.

Such a policy includes finding ways to increase the reliability of Washington’s commitment to protect its ally with all of its defense capabilities, including nuclear weapons.

Mr. Yoon’s comments marked the first time since the United States withdrew all of its nuclear weapons from the South in 1991 that a South Korean president officially mentioned arming the country with nuclear weapons. Washington removed its nuclear weapons from South Korea as part of its global nuclear arms reduction efforts.

“It’s possible that the problem gets worse and our country will introduce tactical nuclear weapons or build them on our own,” said Mr. Yoon, according to a transcript of his comments released by his office. “If that’s the case, we can have our own nuclear weapons pretty quickly, given our scientific and technological capabilities.”

South Korea is a signatory of the Nuclear Nonproliferation Treaty, or NPT, which bans the country from seeking nuclear weapons. It also signed a joint declaration with North Korea in 1991 in which both Koreas agreed not to “test, manufacture, produce, receive, possess, store, deploy or use nuclear weapons.”

But North Korea has reneged on the agreement by conducting six nuclear tests since 2006. Years of negotiations have failed to remove a single nuclear warhead in the North.​ (American and South Korean officials say that North Korea could conduct another nuclear test, its seventh, at any moment.​)​​

As North Korea vowed to expand its nuclear arsenal and threatened to use it against the South in recent months, voices have grown in South Korea — among analysts and within Mr. Yoon’s conservative ruling People Power Party — calling for Seoul to reconsider a nuclear option.

Mr. Yoon’s comments this week were likely to fuel such discussions. ​Opinion surveys in recent years have shown that a majority of South Koreans supported the United States redeploying nuclear weapons to the South or the country’s building an arsenal of its own.

Policymakers in Seoul have disavowed the option​ for decades​, arguing that the so-called nuclear-umbrella protection ​from the United States ​would keep the country safe from North Korea​.

“President Yoon’s comment could turn out to be a watershed moment in the history of South Korea’s national security,” said Cheon Seong-whun, a former head of the Korea Institute for National Unification, a government-funded research think tank in Seoul.​ ​”It could shift its paradigm in how to deal with the North Korean nuclear threat.”

Calls for nuclear weapons have bubbled up in South Korea over the decades, but they have never ​gained traction beyond the occasional analysts and right-wing politicians.

Under its former military dictator Park Chung-hee​, South Korea embarked on a covert nuclear weapons program in the 1970s, when the United States began reducing its military presence in the South, making its people feel vulnerable to North Korean attacks. Washington forced him to abandon the program, promising to keep the ​ally under its nuclear umbrella.

Washington still keeps 28,500 American troops in South Korea as the symbol of the alliance. But in recent months, North Korea has continued testing missiles, some of which were designed to deliver nuclear warheads to the South. Many South Koreans have questioned whether the United States would stop North Korea from attacking their country, especially at the risk of leaving American cities and military bases in the Asia-Pacific region more vulnerable to a nuclear attack. Washington’s repeated promise to protect its ally — with its own nuclear weapons, if necessary — has not dissipated such fear.

In its 2022 Nuclear Posture Review, a document that outlines Washington’s nuclear policy for the next five to 10 years, the Pentagon​ itself noted the “deterrence dilemmas” ​that the North posed to the United States. “A crisis or conflict on the Korean Peninsula could involve a number of nuclear-armed actors, raising the risk of broader conflict,” it said.

“If South Korea ​possesses ​nuclear weapons, the United States will not need to ask whether it should use its ​own ​nuclear weapons to defend its ally​,​ and the alliance will never be put to a test,” said Cheong Seong-chang,​ a senior analyst at the Sejong Institute in South Korea. “If South Korea owns nuclear weapons, the U.S. will actually become safer.”

By declaring an intention to arm itself with nuclear weapons, South Korea​ could force North Korea to rethink its own nuclear weapons program and​ possibly prompt China​ to put pressure on Pyongyang to roll back its program, Mr. Cheong said. China has long feared a regional nuclear arms race in East Asia.

South Korea would need to quit the NPT to build its own arsenal. Analysts said that quitting the NPT would be too risky for the South​ because it could trigger international sanctions​. ​

Some lawmakers affiliated with Mr. Yoon’s party and analysts like Mr. Cheon want the United States to reintroduce American nuclear weapons​ to the South and forge a nuclear-sharing agreement with Seoul, similar to the one in which NATO aircraft would be allowed to carry American nuclear weapons in wartime.

The American Embassy had no immediate comment on Mr. Yoon’s statement.

The Most Empty Downtown in America

The nation's most empty downtown? That would be San Francisco's.

Tech workers are still at home. The $17 salad place is expanding into the suburbs. So what is left in San Francisco?

The coffee rush. The lunch rush. The columns of headphone-equipped tech workers rushing in and out of train stations. The lanyard-wearing visitors who crowded the sidewalks when a big conference was in town.

There was a time three years ago when a walk through downtown San Francisco was a picture of what it meant for a city to be economically successful. Take the five-minute jaunt from the office building at 140 New Montgomery Street to a line-out-the-door salad shop nearby.

The 26-story building, an Art Deco landmark that was once the tallest in the city, began its life as the headquarters for the Pacific Telephone & Telegraph Company. Decades later, it served as the home of the local search company Yelp. The nearby salad store was part of a fast-growing chain called Mixt.

Yelp and Mixt had little more than proximity in common, which at that time was enough. Yelp was an idea that became billions of dollars in value on the internet. Mixt was a booming business serving lunchtime salads to the workers who traveled on electrified trains and skateboards to their jobs in downtown cubicles.

Their virtuous cycle of nearness, of new ideas becoming new companies, feeding other ideas that become other companies, was the template for urban growth. Businesses like Yelp took root in the high-energy, high-density city; chains like Mixt flourished alongside them as their workers ventured out for lunch. As downtowns have emptied out, their once-symbiotic relationship is coming undone.

“This area was always packed with people,” recalled Maria Cerros-Mercado, a Mixt manager who built her career in food service downtown. “People would get off the BART, buy coffee, buy this, buy that. There was always just so much walking.”

Today San Francisco has what is perhaps the most deserted major downtown in America. On any given week, office buildings are at about 40 percent of their prepandemic occupancy, while the vacancy rate has jumped to 24 percent from 5 percent since 2019. Occupancy of the city’s offices is roughly 7 percentage points below that of those in the average major American city, according to Kastle, the building security firm.

More ominous for the city is that its downtown business district — the bedrock of its economy and tax base — revolves around a technology industry that is uniquely equipped and enthusiastic about letting workers stay home indefinitely. In the space of a few months, Jeremy Stoppelman, the chief executive of Yelp, went from running a company that was rooted in the city to vacating Yelp’s longtime headquarters and allowing its roughly 4,400 employees to work from anywhere in their country...

America Surrenders to Woke Plague

We went mad because we easily could. And we could, not because we were poor and oppressed, but because we were rich and bored.

Travel abroad and or talk to pro-American foreigners here, and you will be surprised at what they say. It is not boilerplate anti-Americanism of the usual cheap Euro style. And their keen criticism is not just that we are $30 trillion in debt, dependent on China, with a corrupt elite, or have gone insane inventing the most lurid crimes to put away the supposedly predetermined guilty Donald Trump.

Instead, they express disbelief, worry, lamentation even, that the one solid referent in the world has gone, well, completely rabid. They are terrified after the Afghanistan debacle that their old ally or new homeland, the once constant America, is delirious, incompetent, and self-loathing, and now there is no plausible alternative to the old American deterrence.

So, they wonder who will resist China, Russia, Iran, or North Korea—and are silently petrified to go it alone without the United States.

They seem staggered by the very ideas that now emanate from the United States: that nonexistent borders are desirable; that once rarified institutions like the FBI or CIA now function like the Stasi of old; that the very idea of meritocracy is considered racist; that one incorrect word can destroy a life-long career; that there are three or more sexes, not two; that biological men with male genitalia and physiology can compete, and destroy decades of advances, in women’s sports; that race is the sole mode of self-identification; and that half of America dislikes American customs, history—and the other 50 percent of the population—as much as do its enemies.

Onlookers no longer see American universities as free-wheeling bastions of unfettered research and expression. Rather they watch dreary (and sometimes scary) places where conformity to the old Soviet-style is enforced—or else.

There is an apprehension that Russian hypersonic missiles are superior to America’s, that China could easily sink the Pacific fleet if it got too close to a blockade of Taiwan, that America is now reconciled to a nuclear Iranian theocracy, that North Korea will try something stupid soon—and that the American military is now somehow different, somehow less lethal.

Dogma and Stalinist-like orthodoxy now plague our films, our fiction, our research, and even our scientific inquiry. Public policy discussion of real problems like long COVID can be as much about what race is affected the worst by it—and thus which diabolical actor or demographic is to blame—rather than a Marshall Plan rush to find a cure for everyone.

A discussion of Homer’s Odyssey in college is likely to be a Sovietized melodrama of rooting out the sexists and racists in the preliterate bard’s cosmos, rather than why and how such an epic has enthralled audiences for over 2,700 years. The subtext is that we are growing poorer, weaker, and more ridiculous—an acceptable price if we can at least prove we are woke.

So, what made America unhinged?

The Woke Plague

Wokeness is a large part of it. Properly understood, wokeness is simply the doctrine that all perceived inequality must be the result of culpability, not personal behavior or conduct. There is no role for chance, individual health, inheritance, or character that make us different. There are no cosmic forces like globalization that transcend race.

What’s left instead is a nefariousness that divides the world into a collective binary of the noble victimized and their demonic oppressors. Thus, the duty of government and righteous egalitarian culture is to divide the country, in post-Marxist style, to identify the victims/oppressed, and to redistribute power, money, and influence to them. That allows the anointed to condemn the victimizers/oppressors collectively and to stigmatize, ostracize, and enfeeble them.

Every agency available—government, popular culture, science, history, literature, the arts, the university, the media, big tech, the corporate boardroom, and Wall Street—must be subordinated and recalibrated to spot supposed inequality so that they can fix it through reparatory discrimination. All being equal and poorer is preferable to all being richer, but with some richer than others.

Sometimes the effort manifests in reparatory commercials where 40 to 50 percent of the actors are black. Is that corporate America’s way of helping stop the carnage in Chicago—from a safe distance? Sometimes the effort is media-based and designed to ignore self-confessed racial motives in violent crime when the black perpetrators deliberately target white or Asian victims. And sometimes, there is a general exclusionary rule that media grandees can openly generalize and stereotype all whites as toxic—in language that would earn their firings if applied to any other groups. Is the theory that a white assembly-line worker without a college degree born in 1990 properly owes society for the purported sins of the long dead?

Wokeness is also, at its most basic, a selfish creed. We still gladly use the very institutions and infrastructure we inherited from our ancestors—from Stanford University to the Hoover Dam—and then damn them as inferior to our standards. Left unsaid is that our generation can neither create a new major research university nor build a monumental dam.

The wealthiest and most deductively biased among us are the most likely to project their hatreds onto the middle classes that lack their prejudices. Generally, the immigrant poor and dispossessed who enter America know why they came and thus see it as their salvation. In contrast, the more elite and blessed the immigrants who thrive in America, the more likely they are to chomp the hand that fed them.

Woke must destroy its critics. And who are they? The age-old individualist. The traditional outspoken. The familiar maverick. The unbeliever. The apostate. Anyone who believes woke is really a familiar and ancient evil with a mere 21st-century face, our version of the Inquisition but supposedly redirected to noble justice, cruel Jacobinism now masked in enlightened racial clothes, or toxic Bolshevism with an iPhone.

Can you have wokeism without Twitter and Facebook, a cancel culture, censors, and an array of punishments?

No more than you could have the witch trials without Reverend Samuel Parris’ mass hysteria, or the Reign of Terror without Robespierre and the guillotine of his “Committee of the Public Safety,” or the purges without Stalin and Beria, or the loyalty oaths without Joe McCarthy.

So, cancel culture itself is always dangerous and led by rank opportunists and careerists disguised as social justice warriors—as we know from ancient scapegoating, ostracism, exile, and modern Trotskization.

The Cowards and Bullies of Cyberspace

But the rise of the internet and social media empowered Orwellian cancellation in two dangerous ways.

One was instantaneous accusation, verdict, and punishment accomplished online in a nanosecond. Up popped the Covington High School kids standing face-to-face with the pathological liar and phony activist Nathan Phillips.

A millisecond later, the Twitter lynch mob judged the teenagers—white, male, with MAGA hats, and unafraid—as victimizers and the provocateur Phillips—the noble Native American—a victim. And that was that. The lives of the former were nearly ruined, the latter sanctified—all without any desire for facts, context, or the truth.

The faker Jussie Smollett spun a preposterous lie about being attacked by the usual white cyclopses and hydras (again, with the de rigueur MAGA hats). Smollett spun “facts” that only proved he was a racist and an inveterate liar. And then we were off to the races.

Everyone from Kamala Harris to Nancy Pelosi rushed to post first their condolences and outrage, in order to deify the faker Smollett and to demonize “them”—that is, the nonexistent “MAGA” assaulters. Lunatic condemnations arrived at electronic speed. Apologies for being a patsy, fool, a bully, and a racist never materialized.

We had learned nothing from the Duke Lacrosse hoax and so that is why we trump it now with the Duke volleyball ruse. The point in America now is not the truth, much less justice—but career and agenda-driven revenge for not quite getting the attention, the influence and the bounty that others are perceived to enjoy.

One second a news flash blared that the FBI was at Mar-a-Lago. The next moment, “presidential historian” Michael Beschloss was out of his Twitter cave, comparing Trump to the guilty Rosenbergs who were executed in the 1950s for espionage. And a breath later, former CIA director Michael Hayden, chained to his keyboard, had tweeted his approval of an envisioned judge, jury, executioner sentence for the now guilty traitor Trump. Then a day or two storing or selling “nuclear secrets” went the way of “I have here in my hand a list of 205 . . . names.”

Anonymity of the cyberworld, of course, adds to the dramatic lynchings. The cowardly posters dream up silly pictures and fake names as their IDs. And then post hourly, assured that if they lie, they smear, they fabricate there are never consequences. The Twitter or Facebook bully is not like someone known, in person or in print, defaming openly. A Samuel Johnson definition of social media might be “instant character assassination of the innocent by the anonymous without consequences.”

Sea Power Makes Great Powers

At Foreign Policy, "History reveals a country’s rise and decline are directly related to the heft of its navy. So why is the United States intent on downsizing?":

THE NUMBER OF SHIPS A COUNTRY POSSESSES has never been the sole measure of its power at sea. Other factors, of course, play a role: The types of ships it has--submarines, aircraft carriers, destroyers--the manner in which they are deployed, the sophistication of their sensors, and the range and lethality of their weapons all make a difference. Still, on the high seas, quantity has a quality all its own. And over the past several decades, U.S. ship numbers have seen a dramatic overall decline.

The 1980s and 1990s marked the beginning of this downward trend. The U.S. government at the time cut subsidies for the nation's commercial shipbuilding industry, eventually hobbling the shipyards it would need to build a bigger fleet. With the end of the Cold War, policymakers went a step further, slashing funding to the U.S. Navy to create a shortsighted peace dividend. Now, with defense budgets flat or declining, leading Defense Department officials are pushing a "divest to invest" strategy--whereby the Navy must decommission a large number of older ships to free up funds to buy fewer, more sophisticated, and presumably more lethal platforms.

China, meanwhile, is aggressively expanding its naval footprint and is estimated to have the largest fleet in the world. Leading voices simultaneously recognize the rising China threat while also arguing that the United States must shrink its present fleet in order to modernize. Adm. Philip Davidson, who led U.S. Indo-Pacific Command until he retired this spring, observed in March that China could invade Taiwan in the next six years--presumably setting the stage for a major military showdown with the United States--while Adm. Michael Gilday, the chief of naval operations, has argued that the Navy needs to accelerate the decommissioning of its older cruisers and littoral combat ships to free up money for vessels and weapons that will be critical in the future.

Taken together, these views add up to strategic confusion and an obliviousness to history.

CENTURIES OF GLOBAL RIVALRY SHOW how a country's power--and its decline--is directly related to the size and capability of its naval and maritime forces. The ability to ship goods in bulk from places where they are produced to places where they are scarce has long represented an expression of national power. Athens had a robust navy as well as a large merchant fleet. Carthage in the third century B.C., Venice in the 13th and 14th centuries, and the Dutch republic in the 16th and 17th centuries also fielded merchant and naval fleets to pursue and protect their interests. In this way, they were able to transform their small- and medium-sized nations into great powers.

Following the Napoleonic wars in the early 19th century, a large Royal Navy effectively knitted together the British Empire upon which "the sun never set." By the latter half of that century, the British maintained a "two-power standard," whereby the size of the Royal Navy had to meet or exceed the next two navies combined. That ultimately proved unsustainable. It was the doubling of the U.S. Navy battle force under President Theodore Roosevelt that catapulted the United States to global power and prominence. Most historians view the 14-month world cruise of new U.S. battleships--Roosevelt's Great White Fleet--as the birth of what would come to be known as the American Century.

The dramatic expansion of the U.S. fleet through two world wars--finishing the later conflict with more than 6,000 vessels, by far the largest navy ever afloat--set the country on its superpower path. Finally, Ronald Reagan's 600-ship Navy, as much a public relations campaign as it was a shipbuilding plan, helped convince the Soviet Union that it would not win the Cold War.

Throughout history, large naval and merchant fleets represented not just a power multiplier but an exponential growth factor in terms of national influence. All historical sea powers recognized this--until they didn't.

IN OCTOBER 1904, ADM. JOHN "JACKIE" FISHER Was appointed first sea lord of the Royal Navy. He arrived in office certain who the enemy was--Germany--but also with clear direction from civilian leadership to tighten his belt and accept declining naval budgets. Fisher's solution to this strategic dilemma was to dramatically shrink the fleet in order to pay for modernization while also concentrating the remaining ships closer to Great Britain. His investments in modernization were breathtaking--most notably the introduction of a steam-turbine, all-big-gun battleship, the HMS Dreadnought, which would lend its name to all subsequent battleships that followed, transforming global naval competition.

But Fisher paid for his modernized vessels by massively culling the 600-ship Royal Navy he inherited from his predecessor. "With one courageous stroke of the pen," then Prime Minister Arthur Balfour approvingly stated, Fisher slashed 154 ships from the Royal Navy's active list. Fisher classified some of these ships as "sheep," which were sent to the slaughter in the breakers' yards; others as "llamas," downgraded but retained in the reserves; and still others as "goats," which retained their guns with the stipulation that no further maintenance funds would be allocated to them.

The cull, however, wasn't cost-free. Most of the cuts were taken from gunboats and cruisers assigned to nine distant stations where Britain had national interests, such as in Asia or Africa. The cuts generated great criticism not only from within the Royal Navy, which was manned by officers with long experience and strong views regarding the importance of a naval presence overseas, but also from the British Colonial and Foreign Offices, which instantly recognized that they would no longer be able to call on readily available Royal Navy ships to support the nation's diplomatic interests.

Ultimately, Fisher did modernize his fleet in the short term. Both the Dreadnought class battleships as well as their consorts, the smaller Invincible-class battle cruisers, rendered all previous designs instantly obsolete. What Fisher did not anticipate was that his contraction and modernization of the Royal Navy would create two simultaneous effects: It destabilized the international environment, and it triggered a global naval arms race.

Britain had already been under pressure in the Far East and had asked Japan for assistance protecting its interests there, but now it found itself without a fleet of sufficient size to defend its interests in other geostrategic locations like the Caribbean and Africa. It had to trust a new partner, the United States, to take on that job. The only alternative would have been for Britain to simply forgo its colonial interests in order to focus on what it viewed as the preponderant German threat in the Baltic, North Sea, and northern Atlantic Ocean.

There were other knock-on effects. Flaving surrendered its dominant lead in overall ship numbers, Britain found itself in a new naval arms race in which its previous, sunkcost investments in older ships offered no benefit. To its dismay, Britain began this new arms race from nearly the same position as its geostrategic rivals. Soon every European power, as well as the United States and Japan, was building modern dreadnoughts, and Fisher and his navy were unable to maintain or reestablish their previous two-power standard.

Today, Fisher's strategy would be recognized as a divest-to-invest modernization plan. And the lesson is clear: Britain found that it was unable to preserve even the facade of being a global power; it was quickly reduced to being a regional maritime power on the periphery of Europe. The ensuing conditions of international instability, shifting alliance structures, and the global arms race contributed to the outbreak of World War I and the end of empires, including Britain's.

THE UNITED STATES CURRENTLY FACES many of the same strategic challenges that Britain confronted just over a century ago. Much as the Balfour ministry faced strategic strain from the distant Boer War--as well as expanding domestic social instability and the rise of Germany--the United States is dealing with the chaotic withdrawal from Afghanistan, domestic civil unrest, and a rising China. Additionally, the White House Office of Management and Budget has attempted to impose on the Defense Department similar fiscal strictures to those that Balfour levied on Fisher's Admiralty: flat to declining budgets and demands to be more efficient. As a result, the Pentagon has made the decision to cut back on its shipbuilding plans, starting construction of only eight new ships in the next year, half of them auxiliaries, while accelerating the decommissioning of seven cruisers, dropping the fleet to an estimated 294 ships. Congress has indicated that it will seek to expand these numbers, but the future is increasingly murky.

Given that even the most capable ship can only be in one place at a time and that the world's oceans are vast, the fleet as planned will not meet the demand for a naval presence detailed by the various four-star regional combatant commanders around the world. On average, their requests equate to approximately 130 ships at sea on any given day, nearly half of the present fleet. Today the Navy deploys, on average, fewer than 90 ships per day, creating gaps in key regions where America's interests are not being upheld. The Navy previously sought efficiencies that would allow it to "do more with less," by curbing training or the time ships spent in maintenance. The result, however, was an uptick in serious accidents at sea and a decline in the material readiness of the battle fleet.

Still, the overarching U.S. naval strategy, stated repeatedly by defense leaders during this spring's round of congressional hearings, is to "divest" of older platforms in order to "invest" in newer platforms that, although fewer in number, would possess a qualitative edge over those fielded by competitors. As history reveals, this strategy will produce a fleet too small to protect the United States' global interests or win its wars. Ultimately, the U.S. shipbuilding base and repair yards will atrophy to a point where they will not be able to meet the demand for new ships nor provide repairs when war almost inevitably comes.

TO AVOID THE MISTAKES OF THE PAST, Congress Should follow its constitutional charge in Article 1 and allocate funds sufficient to both provide for a newer, more modern fleet in the long run and to maintain the Navy that it has today as a hedge against the real and proximate threat from China. Such an allocation requires a 3 to 5 percent annual increase in the Navy's budget for the foreseeable future, as was recommended by the bipartisan 2018 National Defense Strategy Commission.

Both steps are crucial. Weapons like hypersonic missiles and directed energy mounts like the much-hyped railgun are changing the face of warfare, although not its nature, and the United States must invest to keep up with its competitors in China and Russia, which are already fielding some of these systems in large numbers. However, the Navy, as the day-to-day patroller facing these two rival great powers, cannot shrink the size of its battle force. As both Theodore and Franklin D. Roosevelt and later Ronald Reagan all understood:

Great powers possess large, robust, and resilient navies. Conversely, shrinking fleets historically suggest nations that are overstretched, overtasked, and in retreat. Such revelations invite expansion and challenge from would-be rivals. To meet the demands of the current strategic environment, the U.S. Navy must grow--and quickly.

Not even a fleet of355 ships, the number advanced by the Obama administration in its closing days, will be sufficient to reestablish conventional deterrence on the high seas. Instead, the United States should seek a fleet of456 ships, comprising a balance between high-end, high-tech ships such as nuclear attack submarines and low-end, cheaper small surface combatants that can be added to numbers quickly. It should also seek to extend the lives of the ships it has now in its inventory to cover the short-term threat. The United States can do this by scheduling these ships for service life extensions of their hulls and power plants and for modernization of their combat systems and associated sensors within the constellation of the nation's civilian ship repair yards...

Shinzo Abe's Influence Was Still Evident Long After He Left Office

At the New York Times, "Japan’s longest-serving prime minister became perhaps the most transformational politician in the country’s post-World War II history":

WASHINGTON — In his record-breaking run as prime minister, Shinzo Abe never achieved his goal of revising Japan’s Constitution to transform his country into what the Japanese call a “normal nation,” able to employ its military to back up its national interests like any other.

Nor did he restore Japan’s technological edge and economic prowess to the fearsome levels of the late 1980s and early 1990s, when Japan was regarded as China is today — as the world’s No. 2 economy that, with organization and cunning and central planning, could soon be No. 1.

But his assassination in the city of Nara on Friday was a reminder that he managed, nonetheless, to become perhaps the most transformational politician in Japan’s post-World War II history, even as he spoke in the maddeningly bland terms that Japanese politicians regard as a survival skill.

After failing to resolve longstanding disputes with Russia and China, he edged the country closer to the United States and most of its Pacific allies (except South Korea, where old animosities ruled).

He created Japan’s first national security council and reinterpreted — almost by fiat — the constitutional restrictions he could not rewrite, so that for the first time Japan was committed to the “collective defense” of its allies. He spent more on defense than most Japanese politicians thought wise.

“We didn’t know what we were going to get when Abe came to office with this hard nationalist reputation,” said Richard Samuels, the director of the Center for International Studies at M.I.T. and the author of books on Japan’s military and intelligence capabilities. “What we got was a pragmatic realist who understood the limits of Japan’s power, and who knew it wasn’t going to be able to balance China’s rise on its own. So he designed a new system.”

Mr. Abe was out of office by the time Russia invaded Ukraine this year. But his influence was still evident as Japan, after 10 weeks of hesitation, declared it would phase out Russian coal and oil imports. Mr. Abe pushed further, suggesting that it was time for Japan to establish some kind of nuclear sharing agreement with the United States — breaking his country’s longtime taboo on even discussing the wisdom of possessing an arsenal of its own.

His efforts to loosen the restraints on Japan that date back to its postwar, American-written Constitution reflected a recognition that Japan needed its allies more than ever. But alliances meant that defense commitments went both ways. China loomed larger, North Korea kept lobbing missiles across the Sea of Japan and Mr. Abe believed that he needed to preserve his country’s relationship with Washington, even if that meant delivering a gold-plated golf club to Donald J. Trump at Trump Tower days after he was elected president.

Mr. Abe was not killed for his hard-line views, which at moments triggered street protests and peace rallies in Japan, at least according to initial assessments. Nor was his killing a return to the era of “Government by Assassination,” the title that Hugh Byas, the New York Times bureau chief in Tokyo in the 1930s, gave his memoir of an era of turmoil.

Mr. Byas recounted the last killing of a current or former Japanese prime minister: Tsuyoshi Inukai was killed in 1932 as part of a plot by Imperial Japanese Navy officers that seemed intended to provoke a war with the United States nine years before Pearl Harbor.

In the postwar era, political assassinations have been rare in Japan: a Socialist leader was murdered in 1960 with a sword, and the mayor of Nagasaki was shot dead in 2007, though that appeared to be over a personal dispute. And the American ambassador to Japan in the 1960s, Edwin O. Reischauer, was stabbed in the thigh by a 19-year-old Japanese man; Mr. Reischauer survived and returned to his post as Harvard’s leading scholar of Japanese politics.

Mr. Abe’s death will now set off a race to be the next leader of one of the most powerful factions of the Liberal Democratic Party. And the shock of it, President Biden said on Friday during a visit to the C.I.A., will have “a profound impact on the psyche of the Japanese people.”

But it will hardly create a political earthquake. Mr. Abe left office, partly because of poor health, two years ago. And in the pantheon of current world leaders, he could not match the powers of Presidents Xi Jinping of China or Vladimir V. Putin of Russia; Japan’s humbling recession in the 1990s damaged its ranking as a superpower.

But his influence, scholars say, will be lasting. “What Abe did was transform the national security state in Japan,” said Michael J. Green, a former senior official in the George W. Bush administration who dealt with Mr. Abe often. Mr. Green’s book “Line of Advantage: Japan’s Grand Strategy in the Era of Abe Shinzo” argues that it was Mr. Abe who helped push the West to counter China’s increasingly aggressive actions in Asia...

The Conservative Legal Push to Overturn Roe v. Wade Was 50 Years in the Making

 At the Wall Street Journal, "An increasingly influential movement questioned the view of constitutional rights underpinning the decision":

WASHINGTON—The overruling of Roe v. Wade was 50 years in the making—the culmination of a conservative judicial movement that rejected the interpretation of constitutional rights underpinning that 1973 Supreme Court decision.

It took far longer than many conservatives expected.

The majority opinion in Dobbs v. Jackson Women’s Health Organization, first disclosed in draft version by an extraordinary leak in May, declared that Roe and later abortion-rights precedents have no basis in the Constitution. “The Constitution makes no reference to abortion, and no such right is implicitly protected by any constitutional provision,” Justice Samuel Alito wrote for the court, joined by Justices Clarence Thomas, Neil Gorsuch, Brett Kavanaugh and Amy Coney Barrett.

Even as a young lawyer, Justice Alito had looked for ways to push back on the reasoning behind Roe going back to the 1980s, when he worked in the Reagan Justice Department. In a May 1985 memo, he sketched out opportunities “to advance the goals of bringing about the eventual overruling of Roe v. Wade.”

Former Attorney General Edwin Meese III championed the conservative jurisprudence during the Reagan years and promoted the young lawyers—Justice Alito among them—who would rise to influence through successive Republican administrations.

“It really has been a matter of pretty clear record for a long time that [Roe] was wrong,” he said.

Because the Constitution doesn’t expressly grant women a right to end a pregnancy, many conservatives, like Mr. Meese, have said the court erred by construing a right to privacy that allows for abortion at least in the earlier stages of gestation. That originalist legal view overlapped with the convictions of a broader set of people who opposed abortion on what they considered moral grounds as the taking of a life.

Friday’s liberal dissenters pointed to a different constitutional tradition, one that has seen rights expand since the country’s beginnings. The framers “understood that the world changes. So they did not define rights by reference to the specific practices” of their time but “defined rights in general terms, to permit future evolution in their scope and meaning,” Justices Stephen Breyer, Sonia Sotomayor and Elena Kagan wrote in a joint opinion.

For the antiabortion movement that has helped power Republican political success—including the 2016 election of Donald Trump, who as president appointed three justices who were in the Dobbs majority—the end of Roe was long a key goal. With states now free to regulate the procedure, most abortions likely will be outlawed or at least curbed in about half the states.

But for the conservative legal movement, “this was not a matter of deciding whether abortion is a good idea or a bad idea,” said Mr. Meese, now 90 years old. “It’s a matter of the Constitution.”

Counterrevolution

That Roe would stoke a legal counterrevolution leading to its own undoing was far from evident in January 1973, when by a 7-2 vote the Supreme Court recognized a woman’s right to terminate a pregnancy before fetal viability, or the capacity to live outside the womb. The decision invalidated dozens of state laws banning or restricting abortion, many dating from the 19th century.

The decision followed a line of cases that had steadily removed the government from regulation of family life and sexual practices. In the Roe opinion, Justice Harry Blackmun cited a series of earlier decisions. It began in the 19th century, he wrote, when the court rejected Union Pacific’s demand that a female passenger, who was suing the railroad for negligence after an upper berth fell on her, submit to a surgical examination.

“No right is held more sacred, or is more carefully guarded by the common law, than the right of every individual to the possession and control of his own person,” the court said in 1891, a year after Louis Brandeis, a future justice, co-wrote a seminal article in the Harvard Law Review, “The Right to Privacy.”

Justice William O. Douglas had invoked that legal tradition in Griswold v. Connecticut, a 1965 decision striking down an 1879 state law banning contraception. The “marriage relation” involves “a right of privacy older than the Bill of Rights, older than our political parties, older than our school system,” he wrote.

Justice Hugo Black was among those who disagreed. “I like my privacy as well as the next one,” he wrote in his Griswold dissent, “but I am nevertheless compelled to admit that government has a right to invade it unless prohibited by some specific constitutional provision.” The lack of such a named provision has been underlying judicial opposition to Roe v. Wade ever since.

In a passage that Justice Antonin Scalia later called “garbage,” Justice Douglas wrote that “specific guarantees in the Bill of Rights have penumbras, formed by emanations from those guarantees that help give them life and substance.”

In that context Justice Blackmun wrote in his 1973 Roe decision that the right of privacy was not only grounded in the Constitution, but also “broad enough to encompass a woman’s decision whether or not to terminate her pregnancy.”

That right wasn’t absolute, he added, and “at some point in pregnancy” government may “assert important interests” that include “protecting potential life.” Following a 1972 lower court decision invalidating Connecticut’s abortion ban, Roe drew the line at viability, generally seen as between 22 and 24 weeks.

While even some conservative commentators praised the decision, the legal substance of the ruling came under some criticism—including from some liberal-leaning scholars who supported a woman’s right to an abortion. Like Justice William Rehnquist, who dissented from Roe, Yale professor John Hart Ely likened the decision to the 1905 case of Lochner v. New York, which struck down a state law limiting working hours for bakers with the argument that it violated a different unenumerated right the court found implicit in the Constitution: the “liberty of contract.”

That precedent, which jeopardized a swath of state laws over workers’ safety and fair treatment, had been effectively abandoned by a series of decisions over the ensuing half-century. “Roe may turn out to be the more dangerous precedent,” Ely wrote, adding: “I suppose there is nothing to prevent one from using the word ‘privacy’ to mean the freedom to live one’s life without governmental interference. But the Court obviously does not so use the term. Nor could it, for such a right is at stake in every case.”

In response to Roe, abortion opponents initially focused on amending the Constitution. Rep. Larry Hogan Sr. (R., Md.), the father of Maryland’s current governor, proposed within days of the Supreme Court’s opinion an amendment extending due-process and equal-protection rights to “any human being, from the moment of conception”—effectively equating abortion with murder. When such proposals died in Congress, activists turned to the states. By 1981, more than a dozen legislatures, including Massachusetts and Mississippi, had passed resolutions calling for a constitutional convention to consider a human-life amendment. The movement stalled short of the 38 necessary states.

Remaking the judiciary became a central strategy for reversing Roe when Ronald Reagan became president in 1981, amid a broader effort to move federal courts against what Mr. Meese called the “radical egalitarianism and expansive civil libertarianism” the justices had embraced in the 1950s and ’60s. In that era, the court under Chief Justice Earl Warren took steps to abolish racial segregation, end government censorship, extend voting rights and increase protections for criminal defendants, as well as rulings like Griswold that defined a broader concept of privacy and individual rights.

Biden's Foreign Policy is Driven by Impulse, Not Reason

Almost every day, questions arise about President Joe Biden‘s ability to make presidential-level decisions. The questions stem mainly from Biden’s repeated rhetorical gaffes.

In a recent column in the Boston Herald, Howie Carr assembled a sampling of dozens of Biden’s misstatements since the start of May. Among the highlights, Biden told guests at the White House, “I thank all of you for being here, and I want you to enjoy the rest of the recession.”

In a speech before an audience of policemen, Biden asked, “How many police officers have multiple time and put a lion and had to do things that they’d have to think they’d have to do?”

Whereas Biden’s domestic policy malapropisms are generally subjects of amusement (or derision) with few consequences, the same cannot be said of his parallel misstatements when it comes to foreign policy.

Consider the war in Ukraine. In late January, as Russian troops were situated on the border with Ukraine awaiting Russian President Vladimir Putin‘s marching orders, Biden gave a press conference in which he exposed NATO‘s disagreements by noting that the alliance would be divided over how to respond to a “minor incursion” by Russian forces.

Confusion, and worse, impulsiveness, have been the hallmarks of Biden’s decisions no less than his pronouncements. The helter-skelter withdrawal of U.S. forces from Afghanistan last August remains the paramount example of the impulsive nature of Biden’s foreign policy. Biden ordered U.S. forces to withdraw, ending a 20-year war in humiliation and defeat without first coordinating the move with U.S. allies.

Biden gave the order without first making arrangements for U.S. citizens to depart the country, and apparently without regard to an inspector general report that warned the Afghan military would not be able to maintain control of any part of the country without supporting U.S. air control and contractors.

Biden acted in callous disregard for the safety of the U.S.’s Afghan partners, and without first making arrangements to secure the $90 billion in U.S. weapons that the withdrawing U.S. forces left behind.

Obviously, much of the failure can be laid at the feet of the Pentagon, the CIA and the State Department. But it was obvious that in the case of the Afghan withdrawal, it was Biden calling the shots from the top.

The Afghan withdrawal devastated the credibility of the U.S. as both an ally and an enemy. Its direct and indirect consequences will haunt the U.S. and its allies for years to come.

Biden’s actions against Russia since it invaded Ukraine are similarly seen by allies and enemies alike as the product of impulsive decisions, made without sufficient consideration of easily foreseeable consequences. Three decisions stand out, in particular.

The first was Biden’s decision to freeze $300 billion in Russian dollar reserves. The decision was unprecedented. And although it harmed Russia economically, it devastated the credibility of the U.S. dollar as the global reserve currency. In response to the move, China and Russia abandoned the dollar in their bilateral trade. Other key countries, including Saudi Arabia and India, have also agreed to sell and purchase oil and gas in local currencies, undermining the petrodollar.

In response to the U.S. move and to Washington’s decision to block Russia from the international banking system, Russia began insisting that foreign purchasers of Russian oil and gas open ruble and foreign currency accounts with Gazprombank. Germany, Italy and more than a dozen other EU member states have thus far complied.

The ruble is as strong as it was before the February invasion. Simultaneously, the U.S. dollar is weak and its role as the world’s reserve currency is being questioned around the world. Time will tell if this is the beginning of the end of the dollar-based international economy. But what is already apparent is that the U.S. move on Russia’s dollar reserves was a net loss for the U.S. A more carefully crafted sanctions package might have had less deleterious consequences.

Then there are the leaks from Washington regarding the direct role the U.S. is apparently playing in Ukrainian military operations against Russia. The sources of the leaks are unclear. Biden is reportedly angry about them. All the same, administration officials have informed reporters that the U.S. provided Ukraine with the intelligence that enabled Ukrainian forces to sink the Moskva, Russia’s flagship in its Black Sea fleet, as well as intelligence that has enabled the Ukrainians to kill Russian generals.

In other words, Biden administration officials are telling the media that the U.S. is not merely supporting Ukraine in its war against Russia; rather, the U.S. is an active participant in that war. Whether it is Biden’s wish to go to war against Russia, or whether he is being led by his advisors, is unclear. But what is clear enough is that the escalatory consequences of these leaks are dangerous. Moreover, the U.S. interest in such escalation is unclear—at best.

The same can be said regarding the sudden decision to add Sweden and Finland to NATO. Is the U.S. really willing to send forces, if need be, to defend these nations? If so, where is that reflected in U.S. military budgets, training, hardware and doctrine?

Finally, there is the issue of the sanctions’ impact on the U.S. economy and on the global food supply. For months ahead of Russia’s invasion, as Putin’s troops deployed along the border grew, the Biden administration signaled that the U.S.’s primary tool for defeating Russia would be economic sanctions. Under the circumstances, Biden and his team could have been expected to calculate the sanctions for their effects on Russia and their blowback for the U.S. and its allies, as well as to consider the implications of Russian counter-sanctions on the U.S. and the global economy. But from the looks of things, it appears that the administration considered neither of these things.

Take the embargo on Russian oil and gas. Due to Biden’s decision to drastically cut U.S. energy production well before Russia invaded Ukraine, the U.S. had moved from being a net energy exporter to a net importer. Fuel prices in the U.S. had already risen precipitously. Those price rises aggravated skyrocketing inflation rates caused by a rapidly expanding U.S. money supply unmatched by a corresponding rise in domestic production.

Biden’s embargo on Russian oil and gas, therefore, took a bad situation and made it much worse.

Then there are the banking sanctions on Russian nationals. Russia is the main global exporter of fertilizer. While fertilizer exports weren’t banned, the financial sanctions on Russian nationals have impeded the ability of Russian exporters to do business with foreign purchasers, driving up the cost of fertilizers—and through them, of all foodstuff.

This brings us to the issue of Ukrainian food exports. Ukraine is a major supplier of wheat and corn to global markets. Ukrainian production and exports dropped by roughly 50% following the Russian invasion. And now Russia is blockading Ukraine’s Black Sea ports in order to prevent any exports of what remains of the besieged country’s crop yield. Expectations of a global food shortage are already causing panic worldwide, particularly among poor, unstable nations that are dependent on wheat imports to feed their people.

Russia will bear primary responsibility for global famine. But a better conceived U.S. sanctions strategy might have provoked a less devastating Russian counter-response. Now, with the real prospect of global food shortages, the danger of a naval confrontation between U.S. and NATO forces and Russian forces in the Black Sea rises every day.

Russia’s conventional forces have performed far below expectations. But Russia’s nuclear arsenal is both larger and more advanced than its U.S. counterpart. And unlike the U.S., Russia has built extensive and credible defensive systems to protect its cities and military bases from nuclear attack. Putin and his top advisors are openly threatening to use nuclear weapons if they feel it is necessary. Under the circumstances, any military exchange between the U.S. and Russia has the potential of becoming a nuclear war.

In response to the Ukrainian grain crisis, India announced last week that it is suspending its wheat exports to secure its domestic food supply. Since Russia invaded Ukraine, India has repeatedly flummoxed the Biden administration with its unwillingness to join the U.S. and NATO in their campaign on behalf of Ukraine. India’s early decision to maintain its oil and gas purchases with Russia while moving the trade from dollars to rupees and rubles was the first clear sign that New Delhi was staying loyal to its Cold War ally and moving away from the U.S.

India’s decision to distance itself from the U.S. poses grave consequences to the U.S. in its rising superpower struggle with China. President Biden, like President Donald Trump before him, rightly views India’s participation in a U.S.-led Pacific alliance as a key component of the U.S.’s strategy for containing China.

This brings us to Biden’s latest foreign policy gaffe with strategic implications. In response to a reporter’s question on Monday during his visit to Tokyo about whether the U.S. would use military force to defend Taiwan from China, Biden said, “Yes, that’s the commitment we made.”

But that isn’t the commitment the U.S. has made. For decades, U.S. policy with respect to the defense of Taiwan has been one of “strategic ambiguity.” The context of Biden’s remark, made from Tokyo at a time of heightened Chinese aggression against Taiwan, was significant. And while Biden’s advisors worked feverishly to present his remark as inconsequential, and U.S. policy as unchanged, the president has now “misspoken” numerous times on Taiwan.

Biden’s many gaffes and whispers of possible dementia have led many to wonder whether he is really the one driving U.S. policy. But to the extent he is, Biden’s foreign policy is a bundle of impulsive actions, whose economic and strategic implications have been disastrous for the U.S. and destabilizing to the world as a whole.

The Sinister Symmetry of CRT and GRT

From Andrew Sullivan today, on Substack, "The extremes of right and left on immigration are fueling each other":

The MSM rushed last weekend to explain the previously obscure conspiracy theory that motivated a mass-murderer on a shooting spree in a black neighborhood in Buffalo, New York. We didn’t get to read the warped “manifesto” of the mass shooter, but we were told about its account of “Great Replacement Theory.” It posits that a shadowy, global elite (in this case — surprise! — Jewish) is deliberately fostering mass non-white immigration to dilute the voting power of white Americans. The goal is a minority-majority country in which the Republican Party is doomed by inexorable racial demographics, and a whole new multiracial society can be built on the smoldering ruins of “white supremacy.”

“Wait a minute!” as Homer Simpson might say. Haven’t I heard some of that kind of talk before? It’s coming back to me now. Here’s one devotee: “Folks like me who are Caucasian of European descent — for the first time in 2017 we’ll be an absolute minority in the United States of America. Absolutely minority … That’s not a bad thing. That’s a source of our strength.” Here’s another: “There’s nothing really [the Republicans] can do against this incredible demographic revolution.” And another: “The Republican majority has always been based upon whites and, in particular, white males … The bulwark of Republican electoral strength is disappearing.”

These quotes are from then-VP Joe Biden, Univision founder Jorge Ramos, and sassy Dem Party hack James Carville celebrating the implosion of white America. This was also the theory that drove the 2016 Clinton campaign to ignore white swing voters and focus instead on the non-white: “What I found fascinating about the primary was how we got into our different demographic lanes, and demographics were to some extent destiny,” was how the genius Robby Mook put it, before he helped elect Trump.

No, these people do not represent a secret conspiracy — let alone a Jewish one — to dilute the “whiteness” of America. There is nothing secret about it at all. The majority-minority enthusiasts represent instead a transparent movement to see Americans primarily in racial/generational terms, to view a multi-racial society as a zero-sum endeavor in which a gain for whites always means a loss for non-whites, and who therefore cheer the declining percentage of Americans who are deemed “white.”

Whole libraries could be constructed by the books outlining this thesis. It really got started with John Judis’ and Ruy Teixeira’s “The Emerging Democratic Majority” (2002), Sid Blumenthal’s “The Strange Death of Republican America” (2008), Carville’s “40 More Years: How the Democrats Will Rule the Next Generation” (2009), Ron Brownstein’s Next America project (2012), Paul Taylor’s “The Next America” (2014), and William Frey’s “Diversity Explosion: How New Racial Demographics Are Remaking America” (2014), to cite a few. All of them argue that mass immigration is a critical factor in making America majority non-white and therefore Democratic. And all of them are pretty much psyched.

When I say “psyched,” there is a spectrum. Here’s Michelle Goldberg not so long ago: “Right now America is tearing itself apart as an embittered white conservative minority clings to power, terrified at being swamped by a new multiracial polyglot majority” — and she “felt good” about that non-white future. Here’s Jen Rubin, reacting to the news last year that the Census found numbers of white people falling: “This is fabulous news. Now we need to prevent minority White rule.” And who can forget Michael Moore’s reaction to the same news “Best day ever in U.S. history.”

None of them seemed concerned that the thesis could boomerang on them. By “boomerang,” I mean racializing politics so aggressively that you actually help create and legitimize a racially white party — because of negative partisanship. In the words of Michael Barone: “When you keep telling white Americans that they will soon become a minority — a message that sometimes sounds like ‘hurry up and die’ — then many non-college graduate ‘deplorables’ may start acting like members of a self-conscious minority, and vote more cohesively.” Exactly.

And when this demographic prediction is combined with constant denigration of “white people,” and when a simple white majority is suddenly redefined as “white supremacy” — indistinguishable from the era of Jim Crow — then feelings might get, shall we say, “triggered.” If you demonize an entire race, you may at some point get the compliment returned. The more you raise racial consciousness among non-whites, the more you risk the same among whites. As Thomas Chatterton Williams warned: “so long as we fetishize race, we ensure that we will never be rid of the hierarchies it imposes.”

As for the GRT notion that demographic transformation was somehow imposed on America by cunning elites, there’s no real evidence for that. The key moment — the Immigration Act of 1965, which made non-white immigration a priority — was not deemed demographically revolutionary at the time. Attorney General Nicholas Katzenbach testified: “This bill is not designed to increase or accelerate the numbers of newcomers permitted to come to America.” Senator Edward Kennedy pledged:

The bill will not flood our cities with immigrants. It will not upset the ethnic mix of our society. It will not relax the standards of admission. It will not cause American workers to lose their jobs.

His brother, Bobby, told the House subcommittee his prediction of Asian immigration under the bill: “I would say for the Asia-Pacific Triangle, it would be approximately 5,000, Mr. Chairman, after which immigration from that source would virtually disappear … we do not expect that there would be any great influx after that.” Emanuel Celler, House sponsor of the bill, insisted: “Quota immigration under the bill is likely to be more than 80 percent European.”

And yet by 1998, Patrick Reddy, a Democratic consultant, boasted that the act had “resulted in a wave of immigration from the Third World that should shift the nation in a more liberal direction within a generation. It will go down as the Kennedy family’s greatest gift to the Democratic Party.” And by 2018, 78 percent of immigrants were non-European, and Europeans made up a mere 9.8 percent of new green-card holders in 2020. As for Bobby Kennedy’s prediction of 5,000 immigrants from Asia, the number now is 14 million. Not a plot. Just a massive predictive error.

Mass illegal immigration has also lent legitimacy to gripes about rapid demographic change against the majority will. You could argue that the 1965 Act was a democratic process; but you can’t really say that about subsequent illegal immigration. The GOP liked the cheap labor; the Democrats believed that it would eventually help them win elections. That wasn’t a conspiracy, but it was a kind of anti-democratic mutual understanding — and you can’t blame someone for thinking it felt like one. Voters repeatedly voted for border control, but even Trump failed...

If we are to get past the kind of ugly violence and race essentialism in Great Replacement Theory, then we also need an antidote to the toxins of Critical Race Theory. The two illiberalisms are profoundly connected. They need each other. And, in their racialized heart, they are morally exactly the same.

Russians Who Support the War in Ukraine Are Turning in Other Russians Who Don't

Just like the good old times with Uncle Joe or back to the future?

Citizens are denouncing one another, illustrating how the war is feeding paranoia and polarization in Russian society.

Marina Dubrova, an English teacher on the Russian island of Sakhalin in the Pacific, showed an uplifting YouTube video to her eighth-grade class last month in which children, in Russian and Ukrainian, sing about a “world without war.”

After she played it, a group of girls stayed behind during recess and quizzed her on her views.

“Ukraine is a separate country, a separate one,” Ms. Dubrova, 57, told them.

“No longer,” one of the girls shot back.

A few days later, the police came to her school in the port town of Korsakov. In court, she heard a recording of that conversation, apparently made by one of the students. The judge handed down a $400 fine for “publicly discrediting” Russia’s Armed Forces. The school fired her, she said, for “amoral behavior.”

“It’s as though they’ve all plunged into some kind of madness,” Ms. Dubrova said in a phone interview, reflecting on the pro-war mood around her.

With President Vladimir V. Putin’s direct encouragement, Russians who support the war against Ukraine are starting to turn on the enemy within.

The episodes are not yet a mass phenomenon, but they illustrate the building paranoia and polarization in Russian society. Citizens are denouncing one another in an eerie echo of Stalin’s terror, spurred on by vicious official rhetoric from the state and enabled by far-reaching new laws that criminalize dissent.

There are reports of students turning in teachers and people telling on their neighbors and even the diners at the next table. In a mall in western Moscow, it was the “no to war” text displayed in a computer repair store and reported by a passer-by that got the store’s owner, Marat Grachev, detained by the police. In St. Petersburg, a local news outlet documented the furor over suspected pro-Western sympathies at the public library; it erupted after a library official mistook the image of a Soviet scholar on a poster for that of Mark Twain.

In the western region of Kaliningrad, the authorities sent residents text messages urging them to provide phone numbers and email addresses of “provocateurs” in connection with the “special operation” in Ukraine, Russian newspapers reported; they can do so conveniently through a specialized account in the Telegram messaging app. A nationalist political party launched a website urging Russians to report “pests” in the elite.

“I am absolutely sure that a cleansing will begin,” Dmitri Kuznetsov, the member of Parliament behind the website, said in an interview, predicting that the process would accelerate after the “active phase” of the war ended. He then clarified: “We don’t want anyone to be shot, and we don’t even want people to go to prison.”

But it is the history of mass execution and political imprisonment in the Soviet era, and the denunciation of fellow citizens encouraged by the state, that now looms over Russia’s deepening climate of repression. Mr. Putin set the tone in a speech on March 16, declaring that Russian society needed a “self-purification” in which people would “distinguish true patriots from scum and traitors and simply spit them out like a fly that accidentally flew into their mouths.”

In the Soviet logic, those who choose not to report their fellow citizens could be viewed as being suspect themselves.

“In these conditions, fear is settling into people again,” said Nikita Petrov, a leading scholar of the Soviet secret police. “And that fear dictates that you report.”

In March, Mr. Putin signed a law that punishes public statements contradicting the government line on what the Kremlin terms its “special military operation” in Ukraine with as much as 15 years in prison. It was a harsh but necessary measure, the Kremlin said, given the West’s “information war” against Russia.

Prosecutors have already used the law against more than 400 people, according to the OVD-Info rights group, including a man who held up a piece of paper with eight asterisks on it. “No to war” in Russian has eight letters.

“This is some kind of enormous joke that we, to our misfortune, are living in,” Aleksandra Bayeva, the head of OVD-Info’s legal department, said of the absurdity of some of the war-related prosecutions. She said she had seen a sharp rise in the frequency of people reporting on their fellow citizens.

A recording of that exchange appeared on a popular account on Telegram that often posts inside information about criminal cases. The Federal Security Service, a successor agency to the K.G.B., called her in and warned her that her words blaming Russia for the bombing of a maternity hospital in Mariupol, Ukraine, last month were “100 percent a criminal case.”

She is now being investigated for causing “grave consequences” under last month’s censorship law, punishable by 10 to 15 years in prison.

Ms. Gen, 45, said she found little support among her students or from her school, and quit her job this month. When she talked in class about her opposition to the war, she said she felt “hatred” toward her radiating from some of her students.

“My point of view did not resonate in the hearts and minds of basically anyone,” she said in an interview...

USS Harry S. Truman Flexes Muscle in the Mediterranean

NORTHERN IONIAN SEA — The flight deck of the aircraft carrier USS Harry S. Truman was covered with jet engine gas vapor as F-18 Super Hornets rocketed into the sky one after the other. Watching takeoffs and landings at close quarters “is one of the most dangerous things you will ever do,” claimed my minder, an officer with 28 years of experience in the Navy.

In the sound and fury of the flight deck, this didn’t feel like hyperbole: The experience was jarring. Despite ear-defenders, the growl of the throttle from an aircraft that travels at 1.8 times the speed of sound makes your chest cage rattle and your heart race. More than once we were yelled at with drill-sergeant intensity to “GET BEHIND THE LINE!” as aircraft constantly taxied, took off and landed around us. Welcome to the danger zone.

While the high tempo was business as usual for the crew of the USS Truman, the backdrop, both geographically and politically, was not: Accustomed to the Pacific Ocean and the seas of the Middle East, the USS Truman’s strike group is now in the northern Ionian Sea, its fighter jets and radar planes patrolling NATO’s eastern borders and looking east, to a Ukraine now under invasion from Russian armed forces.

Since the invasion almost a month ago, these jets have flown more than 75 patrol missions across NATO’s eastern flank up to the Ukraine border, from the Truman. The so-called Enhanced Air Policing mission is part of NATO’s Assurance Measures introduced in 2014, after Russia’s illegal annexation of the Crimean peninsula, and is aimed at defending NATO airspace, preventing incursions by Russians.

The 20-story nuclear-powered Truman is the flagship of a strike group, a mobile fighting force of up to 10 destroyers and submarines, eight aircraft squadrons and a missile cruiser that can move anywhere in the world’s seas, launching missile or air strikes or merely providing visible proof of American resolve.

As a mobile U.S. airbase, the Truman will be on the front line if NATO decides to enforce a no-fly zone, or should the worst happen and NATO forces be drawn into a direct conflict. “The role of Truman, with other allies, is to deter Russians from further aggression and to be on constant standby for orders that might be given from our president or from other leaders around the world for the protection of Ukraine and the people of Ukraine,” Secretary of the U.S. Navy Carlos Del Toro told POLITICO during a visit to the carrier...

Putin's War Is Fortifying the Democratic Alliance

The United States and its allies have failed to prevent Russia from brutalizing Ukraine, but they can still win the larger struggle to save the international order. Russia’s savage invasion has exposed the gap between Western countries’ soaring liberal aspirations and the paltry resources they have devoted to defend them. The United States has declared great-power competition on Moscow and Beijing but has so far failed to summon the money, the creativity, or the urgency necessary to prevail in those rivalries. Yet Russian President Vladimir Putin has now inadvertently done the United States and its allies a tremendous favor. In shocking them out of their complacency, he has given them a historic opportunity to regroup and reload for an era of intense competition—not just with Russia but also with China—and, ultimately, to rebuild an international order that just recently looked to be headed for collapse.

This isn’t fantasy: it has happened before. In the late 1940s, the West was entering a previous period of great-power competition but had not made the investments or initiatives needed to win it. U.S. defense spending was pathetically inadequate, NATO existed only on paper, and neither Japan nor West Germany had been reintegrated into the free world. The Communist bloc seemed to have the momentum. Then, in June 1950, an instance of unprovoked authoritarian aggression—the Korean War—revolutionized Western politics and laid the foundation for a successful containment strategy. The policies that won the Cold War and thereby made the modern liberal international order were products of an unexpected hot war. The catastrophe in Ukraine could play a similar role today.

Putin’s aggression has created a window of strategic opportunity for Washington and its allies. The democracies must now undertake a major multilateral rearmament program and erect firmer defenses—military and otherwise—against the coming wave of autocratic aggression. They must exploit the current crisis to weaken the autocrats’ capacity for coercion and subversion and deepen the economic and diplomatic cooperation among liberal states around the globe. The invasion of Ukraine signals a new phase in an intensifying struggle to shape the international order. The democratic world won’t have a better chance to position itself for success.

SHOCK THERAPY

The United States has been talking tough about great-power competition for years. But to counter authoritarian rivals, a country needs more than self-righteous rhetoric. It also requires massive investments in military forces geared for high-intensity combat, sustained diplomacy to enlist and retain allies, and a willingness to confront adversaries and even risk war. Such commitments do not come naturally, especially to democracies that believe that peace is the norm. That is why ambitious competitive strategies usually sit on the shelf until a shocking event compels collective sacrifice.

Take containment. Now considered one of the most successful strategies in U.S. diplomatic history, containment was on the verge of failure before the Korean War broke out. During the late 1940s, the United States had undertaken a dangerous, long-term competition against a mighty authoritarian rival. U.S. officials had established maximalist objectives: the containment of Soviet power until that regime collapsed or mellowed and, in the words of President Harry Truman, support for “peoples who are resisting attempted subjugation.” Truman had begun to implement landmark policies such as the Marshall Plan to rebuild Western Europe and the signing of the North Atlantic Treaty. Yet before June 1950, containment remained more of an aspiration than a strategy.

Even as Cold War crises broke out in Berlin, Czechoslovakia, Iran, and Turkey, U.S. military spending plummeted from $83 billion at the end of World War II to $9 billion in 1948. The North Atlantic Treaty was new and feeble: the alliance lacked an integrated military command or anything approaching the forces it needed to defend Western Europe. Resource constraints forced Washington to write off China during its civil war, effectively standing aside as Mao Zedong’s Communists defeated Chiang Kai-Shek’s Nationalist government, and to draw a defense perimeter that initially excluded South Korea and Taiwan. U.S. statecraft combined sky-high ambitions with a bargain-basement approach to achieving them.

The reasons for this shortfall will sound familiar. U.S. officials hoped that the United States’ overall military superiority—especially its atomic monopoly—would compensate for weaknesses everywhere along the East-West divide. They found it hard to believe that even ruthless, totalitarian enemies might resort to war. In Washington, moreover, global visions competed with domestic priorities, such as taming inflation and balancing the budget. U.S. officials also planned to economize by splitting the country’s rivals—specifically, wooing Chinese leader Mao Zedong’s communists once they won China’s civil war and pulling that country away from the Soviet Union.

That policy failed: Mao sealed an alliance with Moscow in early 1950. Just months before, another strategic setback—the first Soviet nuclear test—had ended the United States’ atomic monopoly. Yet even then, Truman was unmoved. When Paul Nitze, the director of the State Department’s Policy Planning Staff, crafted his famous memo, NSC-68, calling for a global diplomatic offensive supported by a massive military buildup, Truman politely ignored the paper and announced plans to cut the defense budget.

It took a brazen international land grab to shake Washington out of its torpor. North Korean Premier Kim Il Sung’s assault on South Korea, undertaken in collusion with Mao and the Soviet leader Joseph Stalin, changed everything. The invasion convinced U.S. policymakers that the dictators were on the march and the danger of global conflict was growing. The conflict also dispelled any hope of dividing Moscow and Beijing: Washington now faced a communist monolith applying pressure all around the Eurasian periphery. In short, the North Korean invasion made the Truman administration fear that the postwar world was hanging in the balance.

U.S. policymakers decided not just to defend South Korea but to mount a global campaign to strengthen the noncommunist world. The North Atlantic Treaty became the North Atlantic Treaty Organization, with a unified command structure and 25 active divisions at its disposal. The Truman administration dispatched additional forces to Europe, where U.S. allies accelerated their military preparations and agreed, in principle, to rearm West Germany. In the Asia-Pacific, the United States created a cordon of security pacts involving Australia and New Zealand, Japan, and the Philippines and deployed naval forces to prevent a Chinese takeover of Taiwan.

The Korean War thus turbocharged the emergence of the global network of alliances and the enduring military deployments that constituted the backbone of containment. It precipitated the revival and rearmament of former enemies, Japan and West Germany, as core members of the free world. Underpinning all this was an enormous military buildup meant to make Soviet aggression unthinkable. U.S. defense spending more than tripled, reaching 14 percent of GDP in 1953; the U.S. nuclear arsenal and conventional forces more than doubled. “The Soviets respected nothing but force,” said Truman. “To build such force . . . is precisely what we are attempting to do now.”

To be sure, the Korean War also showed the danger of going too far...

Unipolarity Is Not Over

Folks have been arguing that the American era of superpower primacy is over. Starting with the collapse of the Soviet Union at the end of the Cold War, we've had a good run. Things have changed over the last 30 years, and China's now a top peer competitor about to knock the American hegemon off the its pedestal of global preponderance. We're Great Britain after 1914.

Actually, no. 

I mean, in just this last three weeks, the stunning American response to Russia's invasion of Ukraine should be ample indication of how powerful the U.S. remains in literally all aspects of global power and international interactions. The tremendous, crushing U.S. leadership of global financial markets, the international monetary regime --- and NATO in the military arena --- should give hostile nations pause. While sanctions don't always work, events have shown the breathtaking and devastating ability of the U.S. to lead allied states around the world to literally remove a threatening global state actor from the civilization of nations. 

It's near certain that Vladymir Putin will never back down in Ukraine, much less negotiate (in good faith) a ceasefire culminating in a new Russian modus vivendi. What we do know is with the exception of owning the world's largest nuclear arsenal, it's patently clear that Russia lacks the ability to wage a dominant regional war at the periphery of its sovereign authority, much less a continent-wide war against at least 30 democracies organized into the most powerful military alliance in world history.

And you can bet your sweet bippy the Chinese are watching events in Ukraine extremely closely, perhaps regretting the deal Chairman Xi entered into at the Winter Games last month sealing a new strategic partnership with Moscow. Indeed, Beijing's now distancing itself from Putin and the Russians, lest China be pulled into an even more antagonist relationship with the United States. It's been a heady start to 2022. 

The literature of internationalist relations theory sheds some light on the current distribution of capabilities. Professors Stephen G. Brooks and William C. Wohlforth have published a number of papers (here and here, for example) throwing cold water on claims that China is overtaking the U.S. in global competition. More recently scholars Hal Brands and Michael Beckley have made the case for "The End of China’s Rise." While no doubt structural change is afoot in world politics, it's still much too early to declare the arrival of a multipolar order that hearkens back to the the "twenty years crisis" before the outbreak of World War II. 

Lots of folks will obviously disagree, but I'm bullish on America. I don't believe the U.S. and China are destined for war

I write all of this in response to young whippersnapper Josh Hammer's claim, at the American Spectator that, "With the rise of China and the return of great-power competition, that unipolar era is, for all intents and purposes, now over." 

I don't know?

China has two aircraft carriers, one it acquired, ironically, from Ukraine in 2012 and declared ready for combat operations just three years ago. Beijing is decades away from deploying a true blue-water navy capable of challenging the United States Navy on the open seas. We currently deploy 11 aircraft carriers, and the new Gerald R. Ford-class carrier is set to replace the Navy's current Nimitz-class carriers on a one-to-one basis over the next few decades. The USS Gerald R. Ford, the first next generation carrier delivered to the Pentagon, was commissioned in 2017

Ten Ford-class carriers are expected to be deployed over the next few decades. The United States can do this --- build the world's largest and most advanced naval warships in world history --- while spending just 3.2 percent of GDP on defense spending. In World War II, U.S. defense spending as a proportion of GDP was 40 percent, and 6 percent during Reagan administration's awesome defense build up in the 1980s. It's nothing, to the great consternation of our enemies. 

The U.S. still retains the world's largest military overall, but we've not been in something like a Cold War posture for 30 years. We lose small wars in place like Mogadishu, and U.S. democracy promotion by force proved bankrupt on the shoals of American intervention in Afghanistan and Iraq. But the U.S. still holds the command of the commons, though it will take wise and judicious leadership to maintain America's world strategic edge. 

Fact is, the U.S. actually needs more carriers than it currently deploys, if it hopes to deter Chinese naval power in the West Pacific. While nowhere near as sophisticated as U.S. naval forces, China now boasts the largest navy in the world

As noted at the Amazon page for Tom Clancy'a 1999 book, Carrier: A Guided Tour of an Aircraft Carrierthese ships "are floating cities with crews of thousands. They are the linchpins of any military strategy, for they provide what has become the key to every battle fought since World War I: air superiority. The mere presence of a U.S. naval carrier in a region is an automatic display of strength that sends a message no potential enemy can ignore."

There's much more to be said of the likely and long continuance of U.S. dominance in world politics, on a number of measures. But current financial sanctions against Russia demonstrate the sheer scale of U.S. power in the world economy, and American naval capabilities and technological sophistication won't likely be matched by peer competitor this century.

While this is a very rudimentary, preliminary analysis of the problem, when you hear some cocksure folks telling you our days as the world's Leviathan are over, you might take it with a grain of salt.
